Finland student permits require separate checks for living funds, tuition and insurance

An admission offer starts a separate immigration process

Students preparing to move to Finland need to distinguish acceptance by an educational institution from permission to reside in the country. This current explainer reviews the existing application requirements, including the student income threshold described in Migri's announcement of 1 November 2024. It does not announce a new October 2026 increase. The requirements should be checked against the applicant's nationality, programme and intended length of study before making final arrival arrangements.

The national Study in Finland service says non-EU/EEA students usually need a residence permit for studies lasting more than 90 days. An accepted student can apply through the Finnish Immigration Service. The service directs research and doctoral applicants to the separate researcher route, so the label 'student' should not be used to choose a form without checking the actual activity. Admission, immigration permission and eventual entry checks answer different questions.

Confirm the study place and its own deadlines first

Study in Finland's Admissions resource explains that degree applications are made through Studyinfo and that application periods vary between programmes. The university's admissions service provides result dates, confirmation deadlines and programme-specific instructions. These academic dates are important because an applicant needs official confirmation of the study place before starting the residence permit application. A permit preparation timetable should therefore begin with the actual offer and acceptance requirements.

Scholarship applications and tuition arrangements must also be checked with the institution. The admissions resource notes that scholarship applications are commonly made alongside the application for admission. A scholarship expectation is different from a documented award. Keep the institution's confirmation, fee information and scholarship evidence together so that the immigration application describes the financial position that actually exists. Missing an academic confirmation deadline is not resolved simply by opening an immigration application.

Living funds must be available separately from unpaid tuition

Migri's Income requirement for students resource states that a student needs at least EUR 800 per month for accommodation, food and other needs. For a first year lasting at least 12 months, the guidance requires EUR 9,600; for a shorter period, the calculation follows the months of stay. Where tuition is still unpaid, the student must also have money for that payment. The same funds should not be counted simultaneously as both living support and an unpaid tuition budget.

The evidence normally includes statements for the applicant's own bank account covering the preceding six months. The guidance provides particular arrangements for minors or exchange students sharing an account with a guardian, as well as adjustments for qualifying institutional support. Use this resource to identify the correct evidence for the actual funding arrangement. Future employment is not an acceptable substitute for the funds required for a first study permit.

Insurance depends on programme length and existing health cover

Migri's Insurance resource distinguishes studies lasting less than two years from those lasting at least two years. The first category requires medical-expense cover up to EUR 120,000; the second requires pharmaceutical-expense cover up to EUR 40,000. The requirements concern the type of expenses covered as well as the headline amount. A policy should therefore be checked against the relevant category instead of selected only by its purchase price.

InfoFinland's Study in Finland guidance adds practical checks: the deductible must not exceed EUR 300, the policy must be valid when the student arrives, and ordinary travel insurance does not meet the stated requirement. It also identifies the EHIC or UK GHIC exception, with the required validity. Applicants relying on an existing health card should establish that it remains usable for the planned stay. A card that expires before the relevant period cannot simply be assumed to settle the question.

Submit online, then complete identity verification

Study in Finland's Student Residence Permit resource describes submitting the application through Enter Finland and then attending a Finnish embassy or consulate appointment to verify identity. The online submission is therefore one part of the process. Start early after admission, assemble the required documents and follow the mission's appointment arrangements. Monitor Enter Finland for the application's progress and any request for additional information, rather than treating an uploaded form as a completed residence decision.

For illustration, an accepted applicant who has money for tuition but no separate living balance still has a funding issue to resolve; another with sufficient funds may instead need to correct the insurance category. These are different gaps in the same application process. The official resources identify the relevant checks, but they do not promise an individual approval date. Confirm the current processing charge in the application service and the entry requirements before departure; this report does not substitute an unverified fee or guaranteed turnaround for the official instructions.
