Three changes take effect on 1 November

Malaysia's Expatriate Services Division announced on 22 October 2026 that enhanced Permission to Study and Permission to Work at a Second Location services will be available through ESD Online from 1 November. Employment Pass holders who previously submitted study-permission applications manually at ESD Putrajaya will be able to use the Sub-Product menu. Online study applications, previously available to children of Employment Pass holders, will also extend to spouses holding a Dependant Pass.

Applications to work at a second location will move from manual submission at Putrajaya to the same online menu. The notice says physical submissions for these specified services will no longer be accepted at Immigration Department or MYXpats Centre counters. Employers and affected families should use the implementation date to organise access and identify the correct service. The announcement changes submission arrangements; it does not say every pass holder automatically receives permission to study or work elsewhere.

The company account remains central to the application

The MYXpats FAQs explain that expatriate pass applications are made by the hiring company, which must first be registered with ESD. Applicants should therefore coordinate with the authorised company representative rather than assume a personal account can replace the employer's role. The FAQs link to the ESD Online Guidebook for document checklists. They also explain that application outcomes are notified through the system and approval letters can be printed there.

Use those resources to distinguish access to a menu from a submitted, complete application. Confirm who will prepare the supporting information, upload it and monitor messages. The general FAQs say hard copies of uploaded documents are not normally required unless MYXpats requests originals. That general explanation does not create an alternative counter channel for the services moving online under the November notice. The new notice should guide the submission channel for these specific requests.

Check the underlying pass and proposed activity separately

ESD's Employment Pass service page describes the pass as permission to take employment with the organisation named on it. It expressly says a change of company requires a new application. This matters when interpreting Permission to Work at a Second Location: a new location and a new employer are different matters. The October announcement does not state that the second-location feature permits unrestricted employment with another business or replaces the normal change-of-employer process.

The Dependant Pass service page provides a separate check for spouses considering the new study feature. The principal holder must have a valid Employment Pass, and dependant permission is linked to the principal's duration, with passport validity potentially shortening it. The same page directs people seeking work rights to an Employment Pass. Permission to Study is therefore distinct from permission to take a job. A spouse should identify the intended activity before selecting the online service.

Use the older redeployment notice as background, then resolve the current checklist

ESD's earlier notice of 15 August 2024 described the redeployment of Sub-Product features, including transfers of endorsement, amendments, shortened passes, study permissions, second-location permissions and application cancellation. The October 2026 notice builds on that earlier programme and identifies the particular enhancements now being introduced. The older notice is useful for understanding the menu's purpose, but its existence does not mean the newly identified applicant groups already had the same online access.

For illustration, an Employment Pass holder seeking study permission and a dependant spouse seeking study permission now need to check the enhanced route for their respective categories. A company transferring an employee to another employer has a different pass question. Before submitting, check the current in-system checklist and applicable charges. The October notice does not publish a new document list, service-specific processing deadline or revised fee, so those details should not be inferred from the announcement.

The official Contact us page identifies MYXpats support at +603-7839 7171 and [email protected]. Use that resource for unresolved access or category questions, particularly if a request was already being prepared under the manual arrangement. Neither the announcement nor its supporting service pages provide a specific transition rule for every pending case. Confirm that situation with the responsible office rather than assume an existing submission must be duplicated.
