Moving & Living - Albania - Complete Guide
Move to Albania step by step: choose a city, navigate visas and e-Albania permits, rent a home, arrange healthcare and build your everyday routine.

Tirana is an urban move built around neighbourhood streets, cafés, offices and a journey across the city. Durrës puts the coast and port into that routine; Shkodër offers a northern base; Berat brings older hillside districts and a smaller-city setting. Before choosing between them, decide how you will earn, which residence route applies and whether your household needs services concentrated in the capital.
Albania’s practical moving sequence revolves around visa eligibility, the residence or unique-permit application, and evidence of your local address and finances. These fourteen steps explain the documents, appointments and everyday choices in that sequence. School and retirement steps apply only to households using those routes.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose a city and test the neighbourhood
Begin with Tirana if your work, school or appointments will be in the capital. Compare Blloku and the area around the Artificial Lake with 21 Dhjetori or a northern address around Zogu i Zi. Put the destination you travel to most often on the map first. The most attractive apartment is not necessarily the one that makes the week easiest.
| Base | Why consider it? | Test before renting |
|---|---|---|
| Tirana | A capital-city routine with institutions, universities and offices. | The actual commute, school journey, street noise and building access. |
| Durrës | A coastal alternative with a port-city setting. | Year-round availability and the journey to Tirana if you need it frequently. |
| Shkodër | A northern base for someone whose work and connections are local. | Access to the particular school, employer and specialist services you need. |
| Berat | A smaller-city setting with distinctive hillside districts. | Stairs, vehicle access, damp, heating and whether remote work is reliable at the address. |

Make the first stay an investigation
- Save several listings in each candidate area with the full address and furnishing details.
- Stay locally long enough to visit on ordinary weekdays, not only during a holiday weekend.
- Walk to groceries and a pharmacy; try the route home after an evening appointment.
- Ask a resident and the building manager how heating, parking and maintenance work through the year.
At coastal addresses, get the proposed rental period in writing. A low-season listing does not establish that the same home is available through the summer. Keep your school or office route in the comparison even if most work happens online.
02Separate entry permission from the permit you need to live here
A holiday entry, a long-stay visa and a permit to reside are separate decisions. Start with the Foreign Ministry’s nationality-specific visa regime. Albania’s visitor exemptions and temporary seasonal exemptions should not be treated as general permission to take a local job or establish unrestricted residence.
Identify the purpose of the move
- For local employment, work with the employer on the appropriate unique-permit application.
- For study, prepare admission and financial evidence for the student route.
- For family reunion, assemble evidence of the relationship and the sponsor’s position.
- For retirement, use the pension-specific requirements in step 6.
- For remote work, investigate the digital mobile worker category rather than assuming a visitor stay covers the whole plan.
When a visa is required
- Use the official visa application instructions to identify the category and supporting evidence.
- Start the application through e-visa.al, enter your details and upload readable documents.
- Prepare the signed form, photograph, passport evidence and required insurance, plus the documents for your purpose.
- Follow the messages concerning payment and any consular attendance or originals. Save the decision and read the entry conditions.
The application list includes a recent photograph and a travel document with the stated validity beyond the visa requested. Obtain the document list before ordering translations: the papers for a job, family application and university place are not interchangeable.
For unique permits, follow the current workflow provided by the competent authority; a linked visa stage may follow another approval. Do not book around an assumed order copied from somebody with a different passport or permit category.
03Arrange a job, remote-work evidence or a registered business
For a local job, ask the employer to put the role, work location, remuneration and proposed start date in writing. Then ask who will handle the permit application and which documents you must supply. If the salary is quoted before deductions, request an explanation of take-home pay and social or health contributions before choosing housing.

Working remotely
The published foreigners law includes a digital mobile worker category supported by an overseas employment or service contract for work carried out through information technology. Prepare the actual contract and evidence of the overseas organisation or clients. A bank balance alone does not explain the professional activity.
Tell the employer where you will work and agree hours, security requirements and payments. Keep the permission to work remotely in writing. The employer’s agreement and Albania’s immigration and tax position are different matters; resolve both before relying on the arrangement.
Starting a business
- Describe the activity, customers and expected invoicing to an Albanian accountant.
- Choose the legal form and identify registration, licensing and ongoing reporting obligations.
- Use the QKB business-registration instructions, including the application intended for a foreign citizen where relevant.
- Prepare legible documents and the certified Albanian translations and legalisation required for foreign documents.
- Set up the accounting and banking arrangements before sending the first invoice.
QKB is the National Business Center. Registration there should be coordinated with, rather than confused with, the route allowing you to live and carry out the proposed activity in Albania.
04Build a budget in lek and identify your tax position
The currency is the Albanian lek, abbreviated ALL. Housing adverts may quote euro prices, so record the currency of each obligation rather than adding unlike amounts. Ask how a euro-denominated rent is paid and what exchange rate applies if you transfer lek.
| Item | Published amount | What it tells you |
|---|---|---|
| One furnished 60 m², 1+1 rental at 21 Dhjetori, Tirana | €600 / month | A single asking-price example, not a city average. |
| Airport bus to Tirana | 400 ALL / journey | An initial transport cost. |
| Vodafone Tourist Tera Pack 1 | 2,700 ALL / 15 days | A published arrival-connectivity option, not a normal resident monthly bill. |
Sources: the OAS rental advert, airport transport page and Vodafone’s 2026 announcement. Confirm availability and the current purchase conditions. These examples cannot be added into a national cost-of-living total.
Separate monthly spending from getting established
Add utilities, building charges, internet, food, transport, health coverage and any school costs to the rent. List flights, document preparation, temporary accommodation, shipping, furniture and the rental guarantee separately. The example advert asks for first and last month plus a guarantee: obtain the actual guarantee amount and payment schedule before agreeing.
Discuss tax residence before arrival
The tax administration’s individual guidance includes permanent-home criteria and more than 183 days of presence in a 365-day period. Residents can have obligations concerning income from Albania and abroad. Take your home arrangements, proposed dates, employment, pension and investment income to an adviser; do not treat a foreign bank account as proof that income is outside the Albanian tax system. Ask how you will use the individual e-filing services and keep a record of entry and exit dates.
05Arrange school places or a university offer before choosing a home
For a child, identify the teaching language and available year group before comparing apartments. An international school can make the transition different from a local Albanian-language school, but a school’s English website does not replace an admissions conversation about your child.
Send a complete admissions enquiry
- Provide the child’s age, current year, languages and intended arrival date.
- Explain any additional learning or support needs and ask what the school can provide.
- Request the records, assessments and documents needed for a decision.
- Ask for the full year’s fees, materials, meals, transport and admission charges.
- Visit or meet the admissions team and test the journey from candidate neighbourhoods.
The World Academy of Tirana admissions page is one institution-specific starting point and describes English-language support. Research it as an option; it does not establish a place or suitability for every child.
For university study
Use the University of Tirana’s programme and admissions information to identify the department and type of study you want. Contact the institution about recognition of your prior qualifications, teaching language, application dates and fees before assuming an English-language course exists.
The e-Albania student residence document list includes admission evidence, suitable accommodation, financial resources and language or preparatory-course evidence. Keep the admission and fee documents with your immigration file. An exchange and a full degree can involve different university procedures even when the residence category is related.
06Prepare the pension route and a workable retirement routine
For retirement, compare the home against ordinary needs: groceries, stairs or lifts, routine medical care and someone you can contact locally. A coastal stay may be appealing, but repeated appointments in Tirana can change the practical choice of base.
Prepare a pension application
The Interior Ministry’s pension section identifies pension evidence, sufficient financial resources, suitable accommodation, health insurance and criminal-record documentation. It describes a pension-based permission distinct from an employment route and states restrictions on economic or professional activity under that permission.
The ministry page refers to an annual pension figure of 1,200,000 ALL, but its wording needs clarification for the applicant’s circumstances. Obtain written confirmation of the applicable financial test from the migration authority before relying on a translated number. Do not replace that uncertainty with a promised minimum.
- Get the pension award and payment evidence from the issuing institution.
- Establish the required translation and authentication.
- Price health cover for your own age and medical situation.
- Test how regular pension money will reach your Albanian account.
- Ask how a spouse or dependant qualifies and include their documents in the plan.
Keep the immigration eligibility calculation separate from the household budget. Exchange costs, private healthcare and an unsuitable building can consume money that looked sufficient in the application file.
07Organise document translations, belongings and pets
Create a departure folder containing the passport, immigration decisions, contracts, civil-status records, school documents and important medical information. Keep originals needed for appointments with you. Put a copy of the first address and your local contact in the folder, not only in a phone app.
Documents and moving services
- Read the category list before ordering time-sensitive certificates.
- Arrange the required Albanian translations and authentication through appropriate services.
- Make an inventory divided into luggage, shipment and items to replace locally.
- Request an itemised quote for packing, customs handling, storage and delivery.
- Give the mover your arrival date, immigration situation and supporting evidence before dispatch.
Albanian Customs’ transfer-of-residence page describes conditional duty relief for personal property. Have the mover explain the conditions that fit your household; an ordinary parcel, commercial goods and a relocation shipment need not follow the same treatment. Keep purchase and ownership evidence requested for the clearance.
Taking a pet
Start with the destination’s animal-travel instructions, then contact the official veterinary authority in the exporting country. For a US departure, USDA APHIS publishes Albania-specific requirements and explains why the route and rabies documentation matter. Arrange the certificate around the actual flights and transit countries.
Book the animal separately with the airline and confirm the crate and carriage conditions. Also get written pet approval from the initial accommodation and prospective landlord; completing veterinary paperwork does not make a rental pet-friendly.
08Reach your first address and establish the essentials
Before landing, save the accommodation address, telephone number and check-in arrangements offline. Albanian street names and building descriptions are more useful to the driver than a photograph of a holiday listing. Ask who will meet you if the flight is delayed.
From Tirana airport
The airport’s transport information describes the LU-NA service between the airport and Tirana, with the city stop behind the Palace of Opera and Ballet. Its listed single fare is 400 ALL. Compare that option with a booked transfer if luggage, children or the destination make the bus impractical.
- Read the information for your actual destination; Durrës or another city is not the Tirana-centre journey.
- Confirm the current boarding point and service at arrival.
- Keep the host informed of the arrival time and save a backup contact.
- At the accommodation, test internet, keys and the ability to receive important correspondence.
Keep enough money accessible for ordinary purchases while bank onboarding is unresolved. Set up a usable data connection, but preserve the overseas number used for banking verification. Put immigration and school appointments ahead of furniture shopping during this first week.
Keep the entry record and any decision emails. If your application has a timed payment or submission instruction, make it visible in your calendar rather than leaving it buried in the inbox.
09Complete the e-Albania process and keep track of notices
Use e-Albania as the administrative starting point and select the service for your actual application. A residence renewal, a first residence request and a unique permit are not interchangeable menu choices. Use the ministry’s category instructions to confirm which one applies.

Turn the application into a tracked procedure
- Prepare readable scans of the documents listed for your route, with the name and dates consistent across them.
- Complete the service form and save the application reference and submitted files.
- Watch the email account used for notices, including corrections, payment requests and instructions concerning original documents.
- Follow the actual payment and postal or in-person submission deadline in your notice.
- Attend the identity or biometric stage where instructed, then retain the final permission and collection evidence.
The official English renewal guide illustrates how the online form, email acceptance, fee, original-document submission and later biometric stage fit together. Its short payment and postal deadlines make the notices important. Follow the current instructions for your own service; do not apply the renewal timetable automatically to a first application.
Keep a small status table with the application reference, date sent, action requested, deadline and receipt. If a landlord or bank needs evidence of your status, provide the appropriate official document rather than claiming that a draft online form is an approved permit.
10Open the right currency accounts and test transfers
Choose a bank from the Bank of Albania’s licensed-bank directory. Ask a branch which account it can offer for your nationality and current residence evidence. Be explicit about whether you have a completed permit, pending application or temporary address.
Prepare for onboarding
- Bring accepted identity and residence evidence and the address and contact information requested.
- Explain the source of incoming funds, whether salary, pension, business receipts or savings.
- Provide tax-residence information and relevant identification numbers.
- Compare the accounts’ currencies, transfer charges, card costs and access arrangements.
- Activate online access and make a small transfer before moving the whole reserve.
Raiffeisen Albania’s CRS and FATCA guidance explains the tax-residence self-certification requested of customers. Its account terms also explain identification and how an incoming foreign-currency amount can be treated if the appropriate currency account is absent.
Ask for the payment instructions for a euro rent and for everyday lek payments. A euro-denominated contract and a lek spending budget can be managed together, but the conversion and fees must be visible. Keep receipts and verify a change of landlord payment details through an established contact before transferring money.
Do not borrow someone else’s banking identity to bypass a rejected app. Ask the institution what evidence is missing or choose a provider whose onboarding can accommodate your actual circumstances.
11Read the listing, inspect the home and document the lease
In property adverts, qira refers to rent and me qira to a property for rent. A 1+1 apartment normally describes one bedroom plus a living area; 2+1 indicates two bedrooms plus the living area. Confirm the floor plan rather than treating the notation as proof that the layout suits your household.
From a listing to an agreement
- Save the address, agent’s identity, size, furnishing and asking currency.
- Inspect water, windows, locks, heating or cooling, visible damp and access stairs or lifts.
- Ask who pays utilities, building charges, internet installation and repairs.
- Confirm the landlord’s authority and the agent’s fee, if any.
- Read the term, deposit or guarantee, payment dates and early-exit conditions.
- Photograph the handover condition and record the items and meter readings.
The 21 Dhjetori listing used in the budget is a useful example of why the whole advert matters: it states first and last month plus a guarantee as well as the monthly asking price. Those are that property’s terms, not a universal legal rule or an assurance it remains available.
For residence paperwork, establish whether the address evidence and agreement meet the requirements of your category before assuming a holiday booking will do. Keep the signed agreement and receipts together with the immigration file. At a coastal address, write the full lease dates so the intended summer use is not left to conversation.
12Establish insurance eligibility and choose a care point
Residence permission and eligibility for Albania’s public health insurance should be assessed separately. If you will be employed, ask the employer how contributions and registration are handled. If you will rely on a pension or foreign income, establish your own position before assuming the same arrangements apply.
Understand the health card
The FSDKSH health-card page describes the card as evidence of insured status and links to the e-Albania application. Ask the local health centre or the fund which records establish your eligibility and what remains to be completed. Do not substitute a travel policy number for public-insurance registration.
- Identify a routine care point near the home you actually plan to use.
- Bring available identity, coverage information and a concise medical history.
- Confirm how appointments, prescriptions and referrals work.
- Arrange the first visit for ongoing treatment before medicine supplies run low.
For private insurance, compare the named hospitals and clinics, cover outside Tirana, specialist care, co-payments, exclusions and waiting periods. Ask whether direct billing is available or whether you must pay first and claim later. Record the insurer’s assistance contact and an alternative care location.
If you bring medicines, retain the original packaging and prescription evidence and establish any import restrictions through the relevant authorities. For a child, bring vaccination and relevant school health records in a format the receiving clinician can use.
13Set up connectivity and a transport routine
Compare an arrival mobile package with an ongoing plan once you know your normal usage. Vodafone’s 2026 Tourist Pack announcement lists options of 2,700 ALL for fifteen days, 2,900 ALL for twenty-one days and 3,300 ALL for thirty days, including VAT. That is a dated published set of offers; read the current validity and purchase terms rather than treating it as a permanent resident tariff.
At the provider’s shop or installation visit
- Use your own identity and the documents accepted by the provider.
- Test data, calls and account recovery before leaving.
- For home internet, give the exact building and apartment address and arrange installation access.
- Test the connection from your work area and retain a backup until it is reliable.
Try everyday journeys before buying a car. Write down the school or workplace address, the relevant bus boarding point and the last part of the walk. An airport shuttle is not the same service as a neighbourhood commute. For a car, include parking, insurance, maintenance and the licence process.
DPSHTRR’s foreign-licence conversion guidance describes verification of the foreign licence before applying for an Albanian one. Ask the authority about your issuing country and resident situation before assuming exchange or long-term use is automatic.
Learn the language around tasks: kontratë for contract and faturë for invoice are useful in appointments. Ask important directions or document requests to be written down, and arrange competent translation for a legal agreement you cannot yet read confidently.
14Build a local week and finish the first-month review
Choose a language class or activity near the home you use. A regular café conversation, walk, sport or class will give you more opportunities to meet people than a plan built only around occasional trips. Keep relationships with both local residents and other newcomers; they offer different kinds of help.

Explore the places on your shortlist without turning every weekend into a house search. A day in Berat or an outing around Shkodër can help you understand the setting, but a leisure visit does not establish the services or routine that would support a permanent move. For coastal plans, see what daily life looks like outside the holiday season.
Close the month with a practical review
- List every outstanding permit action and the deadline in the actual notice.
- Keep the application, translations, permission and rental evidence in one secure file.
- Confirm the first payments and retain the receipts.
- Check how routine and urgent healthcare will work for the household.
- Replace budget assumptions with a month of real spending in the correct currencies.
- Set one regular language-learning commitment and one regular social activity.
Put renewal dates and future document needs into the calendar while they are easy to find. Once that short list is under control, build a week that is sustainable: a reasonable journey, a home that works through the seasons and people you see regularly.
