Moving & Living - Algeria - Complete Guide

Plan a move to Algeria through employer and visa paperwork, the foreign resident card, a local home, banking, healthcare and everyday transport.

A move to Algeria usually begins with a specific reason to be there: an employer, a course, family or an approved activity. That reason matters to the paperwork and to where you live. An office in Hydra, a campus at Bab Ezzouar and work in Oran call for different housing searches; Algeria’s size makes a country-wide idea of a convenient commute unhelpful.

The guide follows the decisions that turn an approved move into a functioning local life. It explains how the consular visa, employment authorisation and foreign resident card fit together, then moves through housing, accounts, healthcare and the first month. It keeps special arrangements for Algerian citizens returning from abroad separate from the position of a foreign newcomer.

Follow your moving journey

Start at step 1, or jump to the task you are working on.

Before organising housing

01Put your work or campus on the map before choosing a city

Choose Algiers when the work or study you are coming for is there, rather than treating the capital as a default for every move. Within the city, compare central addresses with a base near the actual office. Hydra, El Biar, Kouba and Bab Ezzouar are different searches, and steep streets or a cross-city road journey can matter more than the distance on a map.

Match the base to the reason for moving

Choose two candidate areas

  1. Get the precise office or campus address from the receiving organisation.
  2. Identify the transport and access routes serving it.
  3. Compare homes in two areas, keeping size and furnishing similar.
  4. Use an initial stay to see buildings, daily shopping and the evening route before committing.

For an employer-provided home, ask about the building, transport, utilities and family occupancy rather than accepting only a district name. A home supplied for a short assignment may not suit a household arriving with children or planning to stay through different seasons.

Before international travel

02Identify the visa category and the responsible consulate

The Foreign Ministry’s visa guidance directs applications to the embassy or consulate serving the applicant’s usual residence. Begin there with your passport and purpose of stay. A work assignment, family visit, university course and business meeting have different supporting documents.

Build the consular file

  1. Read the category page at the consulate responsible for where you live.
  2. Obtain its application form and prepare passport, photograph and supporting evidence as instructed.
  3. For work, coordinate the provisional authorisation and contract with the employer before submitting.
  4. For study, obtain the admission or registration evidence and requested financial information.
  5. Submit through the post’s stated method, pay the applicable fee and retain the receipt.
  6. On return of the passport, read validity, entries and permitted stay before arranging the final journey.

The work-visa list includes an employment contract, temporary work authorisation and the employer’s repatriation commitment. A visitor’s invitation does not establish permission for the same person to start salaried work.

Keep family and residence questions separate

A family visa can involve accommodation evidence provided by the Algerian inviting family and authenticated locally. Explain whether the intended visit is short or a move: entry documentation and the foreign resident-card procedure are separate parts of a longer stay.

No digital-nomad or pension-based residence programme has been verified for this edition. If remote work or retirement is the main purpose, establish a lawful category with the competent authority before assuming a long visitor stay is an answer.

Before agreeing to start work

03Make employer authorisation part of the job offer

For salaried work, ask HR who is responsible for the employment-authorisation file and which stage has been completed. A contract that names a start date is not, on its own, the full administrative permission. Ask for the written documents and keep the job title consistent across the contract and application.

Understand the sequence

The Foreign Ministry hosts an employment procedure guide covering employer approval, provisional work authorisation, the work visa and the subsequent work title. The employer liaises with the competent employment services of the wilaya. Use that published sequence to discuss the file with HR, while confirming the current dossier and any treaty-specific treatment.

  1. Obtain the contract and a clear statement of work location and duties.
  2. Supply the passport and qualification evidence requested for the authorisation.
  3. Have HR confirm the approval documents needed before the visa submission.
  4. Agree what happens if authorisation or travel is delayed.

The The Hague embassy’s work-visa page illustrates the contract, provisional authorisation and repatriation commitment required at that post. Use your own consulate’s process and jurisdiction when applying.

Compare the whole package

Request net-pay information, housing arrangements, family support, medical cover and the proposed transport routine. For a business, identify the legal form and licensing with a local adviser, then begin with CNRC commercial-register services. Registration, tax administration and permission to stay or undertake an activity should be coordinated as distinct tasks.

Before accepting housing or a package

04Separate the monthly price from cash needed upfront

Budget in Algerian dinars, abbreviated DZD or DA, and keep foreign-currency commitments in their original currency. Ask an agent to write the rent as a full dinar amount and state the period it covers. Do not agree from a shorthand number whose meaning you have not established.

A rental example with an important cash-flow condition

An Agence Immobilière Hichem advert for an F2 in Draria, dated 22 July 2026 and reviewed for this guide on 13 October, asks 75,000 DA per month. It also states a year’s payment in advance and an agency fee equal to one month, with family-only occupancy. This is one advertiser’s offer, not an average or a guarantee of availability.

Calculation using that advert only
ItemCalculationAmount
Annual rent advance75,000 × 12900,000 DA
Advertised agency feeOne month75,000 DA
Those two amounts together900,000 + 75,000975,000 DA

Utilities, other charges and moving costs are excluded. The example shows why a manageable monthly figure can still need substantial setup cash.

Ask about tax before the first payment

The DGI explains IRG taxation of salaries and circumstances involving additional income. Have a qualified adviser assess your work, overseas income, pension and any relevant treaty rather than importing another country’s day-count rule. Ask which records and declarations you need in your own situation.

Record housing, food, transport, communications and medical spending separately. For utility estimates, request previous bills and use the CREG bill-reading guide to understand the tariff and consumption instead of comparing only a landlord’s remembered total.

Before setting the household address

05Secure admission and locate the correct campus or school

For a child, decide which educational pathway fits the household and contact the institution before signing a long lease. Ask about the language of instruction, available year group, transfer records and support. An admission process can involve selection and available places rather than automatic entry on arrival.

Schools

The Lycée International Alexandre Dumas 2026 admissions document is a named starting point for a family investigating the French-school pathway. Confirm the site, year group and current timing with admissions. Ask for the whole year’s charges, not just the first payment, and test the route from the proposed home.

  1. Send the child’s age, current class, languages and intended arrival.
  2. Provide prior reports and the documents admissions requests.
  3. Clarify assessments, available support and the decision timetable.
  4. Obtain a written outcome and the enrolment payment conditions.

University or training

Use the Higher Education Ministry’s foreign-student platform and foreign-student guidance to identify the route for your application, including any scholarship or cooperation arrangements. Then speak to the receiving faculty about qualification recognition and the teaching language.

For example, USTHB’s enrolment page distinguishes bachelor, master and doctoral situations and gives its Bab Ezzouar contact address. That is a different campus from a university building in central Algiers. Make sure the admission evidence, visa purpose and housing plan all concern the institution you will actually attend.

If you are moving on pension income

06Establish a residence basis for a retired household

A pension makes budgeting possible but does not by itself establish a verified residence category for a foreign newcomer in Algeria. Describe the intended stay, passport and any qualifying family connection to the consulate and migration authority before buying property or promising a permanent address.

Plan ordinary life as well as the application

  1. Identify the lawful basis for the intended residence and the supporting relationship or other evidence.
  2. Arrange access to pension payments through an appropriate bank and keep the payment trail.
  3. Price medical cover for the household’s actual needs.
  4. Assess lifts, steps, shops and transport at the property in person.

For an Algerian citizen returning from abroad, the situation is different. Consular services describe a change-of-residence certificate for qualifying returnees and voluntary retirement-system affiliation for the Algerian community abroad. Those nationality-specific arrangements should not be presented as a foreign-retiree visa or universal entitlement.

Ask the bank how the pension is credited, converted and accessed, and the insurer how treatment is paid for locally. Keep funds for practical changes after arrival: a suitable apartment near routine care can be more important than a larger home with difficult access.

Before dispatching a shipment

07Prepare the document file before belongings leave

Put passport, visa, work or admission evidence and relevant family records into the luggage you keep with you. Keep certified copies and readable scans separately. Confirm translations and authentication with the receiving authority before sending time-sensitive papers away with a moving shipment.

Organise a household shipment

  1. Make an inventory of accompanied luggage, later shipment and items to replace locally.
  2. Ask the mover for customs, handling, storage, insurance and delivery costs as separate lines.
  3. State whether you are a foreign newcomer or an Algerian citizen returning permanently; the customs basis may differ.
  4. Identify restricted goods and obtain the documents needed for the intended shipment before it is sent.
  5. Confirm vehicle access, stairs and delivery arrangements at the final property.

The consular change-of-residence service describes qualifying returnee arrangements. Do not apply that relief automatically to a foreign resident’s move. Obtain the applicable clearance instructions for your inventory and keep evidence of ownership and previous use where requested.

Money carried across the border

Currency declarations and movement of dinars need their own review. The French Foreign Ministry’s Algeria entry page includes customs guidance, which should be read with its consular scope and the applicable Algerian instructions. Ask the competent authority or your bank about the amount and currency you plan to carry; keep declaration and authorised exchange evidence with the financial file.

If an animal is moving with you

08Book a pet around both veterinary rules and the carrier

Start from the animal’s exporting country and the full route. A veterinary certificate, airline booking and acceptance at a transit point are different checks. Write down the animal’s species, origin, flights and destination before contacting the veterinary authority.

Prepare the veterinary and airline arrangements

  1. Ask the official veterinary authority in the exporting country for the Algeria-specific documentation.
  2. Schedule the examination and certificate for the actual travel dates.
  3. Book the animal with the airline and confirm whether cabin, hold or freight is permitted.
  4. Check crate specifications and restrictions on every connection.
  5. Get pet approval from the first accommodation and intended rental in writing.

For US-origin dogs and cats, USDA APHIS publishes Algeria-specific instructions referring to Form 7001 veterinary certification. Use the full requirements for that origin rather than extending the form to departures from elsewhere.

Air Algérie’s pet page says the animal must be declared when booking and identifies route and carriage conditions, including restrictions concerning hold transport on UK sectors. Its booking approval does not replace the destination health conditions.

Keep a readily available copy of certificates, vaccination evidence and booking confirmations. On arrival, arrange water, familiar food and a local veterinary contact before scheduling longer trips or leaving the animal alone in an unfamiliar property.

During the first days

09Reach the first address and begin the residence timetable

Ask the receiving organisation or host for the exact address in a form a driver can use, plus the contact who will answer if the flight is late. For employer-provided accommodation, establish whether someone hands over keys and explains utilities or whether reception handles the arrival.

The first-day sequence

  1. Keep the visa and supporting arrival documents accessible at the border.
  2. Record the entry date and read the permitted stay.
  3. Use a booked transfer or the airport’s designated arrangements to reach the address.
  4. Check keys, basic supplies, connectivity and the possibility of receiving correspondence.
  5. Contact HR or the receiving institution to confirm the next administrative appointments.

The Interior Ministry’s resident-card instructions describe applying fifteen days before the visa expires. Put the relevant date in the calendar immediately and ask the local office how your category is handled. Do not leave the local residence stage until the final day of the authorised entry period.

Maintain access to overseas banking verification while a local phone and account are arranged. Keep the first few days for the permit file, home visits and essential care rather than filling every day with sightseeing.

Within the required timetable

10Apply for the foreign resident card with the local office

A carte de résident étranger is the foreign resident card. The competent security services at the place of residence handle the request. Your employment or study evidence is relevant to why you are staying; the entry visa alone is not the final local residence document.

Prepare the appointment

  1. Use the Interior Ministry’s application form or obtain it from the competent local office.
  2. Ask for the current list for your category, including identity, local address, work or study evidence and any required photographs.
  3. Arrange the medical evidence identified by the official card page, which refers to general medicine and chest medicine.
  4. Submit the completed file at the instructed office and keep the receipt and references.
  5. Follow the instructions for corrections, collection and renewal.

The published guidance links the card’s possible validity to the document authorising the presence, such as work or schooling evidence. Read the actual decision rather than assuming a fixed duration from someone else’s case.

If you are also opening a business tax file

Use the DGI tax-file instructions and its notice of updated digital addresses. The notice identifies nifenligne.mf.gov.dz as the replacement NIF portal, while older instructions still show the former domain. Follow the current official route and retain your application and acknowledgement.

Keep immigration and tax references labelled separately. A tax number identifies fiscal administration; it does not replace permission to reside or undertake the activity.

When the bank can accept your evidence

11Ask the bank to classify your residence and income correctly

Explain whether your income will be a local salary, an overseas transfer or business receipts, and whether you are a resident or still completing the local process. The account offered and the documents accepted must fit that situation.

Before signing the account forms

  1. Take identity, available resident-card evidence, address and employment or income records requested by the branch.
  2. Ask which account receives the salary or foreign transfer and in what currency it is held.
  3. Request the fees for account maintenance, cards, transfers and conversion.
  4. Clarify how to withdraw or transfer money lawfully, including documentation for overseas movements.
  5. Activate access and test a small transaction before relying on the account for rent.

BNA’s pre-opening page describes an online preparation process and document uploads, but a foreign customer should confirm eligibility with the branch. A public pre-opening form is not a promise that every immigration situation can be completed online.

The bank’s foreign-currency account information is a starting point for overseas income. Ask which product and rules apply to you instead of assuming a local dinar account and a foreign-currency account behave the same way.

Keep salary statements, lease evidence and transfer records together. For a requested change of rent recipient, confirm it through a known landlord or agent contact. Make the payee, currency and purpose visible in the receipt.

Before paying a long advance

12Inspect the property and agree the complete payment schedule

Property ads may use F2, F3 or F4 to describe room categories. Ask for the floor plan and inspect the space: a room label does not establish the number of bedrooms your household needs or how a furnished apartment is equipped.

The Casbah, Algiers: old-city streets and buildings should be assessed in person, including access and maintenance. Photo: Ayadi Rachid · CC BY-SA 4.0 · 2021. Resized to WebP.

Use a viewing as a practical test

  1. Confirm the person’s authority to rent the property and the agent’s involvement.
  2. Check locks, water supply, windows, heating or cooling and visible maintenance issues.
  3. Ask about stairs or lifts, parking and the path used by deliveries.
  4. Identify utility account arrangements, building charges and responsibility for repairs.
  5. Read the lease term, any deposit, advance rent, agent’s fee and exit conditions.
  6. Photograph the property at handover and keep an inventory and meter readings.

The Draria example asks for annual advance rent and a one-month agency fee. Those are the advertiser’s terms; other offers may differ. Before transferring an advance, obtain the agreement, the payment recipient and the period covered in writing. An invoice for money paid should be unambiguous about what it covers.

For utility bills, CREG explains the tariff code, energy consumption and other components. Compare the current meter reading with the previous bill and ask how the account will be transferred or paid. For older buildings, maintenance and access deserve the same attention as the decorative finish shown in an advert.

Before ongoing care is needed

13Coordinate social-insurance registration and treatment access

For an employed newcomer, ask HR how social-insurance affiliation is completed and what evidence you receive. CNAS serves salaried workers, while other employment or household situations can require a different assessment. Holding a resident card should not be treated as proof that every medical cost is covered.

Identify the documents and care arrangements

The CNAS employer declaration guide identifies passport and work-permit evidence for foreign workers and a photograph for the CHIFA card process. The official card form is a related administrative resource. Coordinate the file through the employer and insured-status procedure rather than applying from a passport alone.

  1. Obtain affiliation evidence and clarify which dependants are included.
  2. Identify a routine doctor or care point near the home.
  3. Explain medicines, allergies and any ongoing specialist treatment.
  4. Ask how referrals, reimbursement or direct billing work.
  5. Record where to seek urgent care and how to contact the insurer or employer assistance service.

If using private or international coverage, examine named providers, geographical limits, exclusions and the payment process. Arrange the first local consultation before an existing prescription runs low. Bring generic medicine names and relevant records so the clinician can understand the treatment without relying on a foreign brand alone.

After the essential applications are underway

14Build a transport and communications routine that works locally

Test the commute at the time you will actually use it. In Algiers, distinguish metro, tram, road and the walk to the final address; in Oran, investigate the tram corridor serving your work. The September 2026 metro timetable announcement reported by APS illustrates why a timetable should be checked for the actual service period rather than copied from an old travel page.

A tram in Oran, Algeria

Connectivity and language

Buy a local line through an official provider channel using your own accepted identity documents. The indexed Djezzy LEGEND product page lists a 200 DA SIM price; that is the SIM amount, not a full monthly service budget. Ask for the current bundle, validity, renewal and recovery process before paying. For home internet, have the provider confirm service at the exact building and install it before depending on it for work.

Learn the words used in your appointments: commune, wilaya, justificatif de résidence and reçu help identify office, address and receipt requirements in French-language paperwork. Use competent language assistance for an agreement you cannot read.

At the end of the month

  • Review every pending visa, work and resident-card action against its actual deadline.
  • Keep the application receipts, card, contract and banking evidence securely.
  • Confirm the first housing and utility payments.
  • Resolve routine healthcare and medicine continuity.
  • Replace provisional costs with real spending records.
  • Choose a regular class, activity or outdoor routine and begin meeting people locally.

Keep future trips separate from the administrative plan: unfamiliar routes and restricted or remote areas need their own current arrangements. A settled week begins with a suitable home, manageable daily journeys and the important applications moving correctly.
