Moving & Living - Angola - Complete Guide
Move to Angola through the appropriate visa, employer dossier, SME follow-up and NIF, then arrange housing, schooling, banking, healthcare and daily services.

In Angola, begin the housing search with the place your work or study will actually happen. A central Luanda office, a school in Talatona and an assignment in Benguela or Lubango create different daily journeys. Inspect the home’s water and power arrangements alongside the commute, and establish which relocation expenses the employer covers.
These fourteen stages connect the consular application with employer evidence, SME’s current service portal, tax identification and everyday life after arrival. They distinguish tourist entry from the relevant work or residence route and give practical starting points for banking, schools and medical care. School, retirement and pet preparations are optional, and instructions preserve the application jurisdiction of the cited consulates.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose the city and test the actual home-to-work journey
Start with the workplace or institution. Luanda offers a very different moving plan from Benguela, Lobito, Lubango or Huambo; an employer's office, field assignment or campus should determine which city you investigate first. In Luanda, compare a central location in Ingombota or Maianga with Talatona only after plotting all the household's daily destinations.
| Base to investigate | Useful starting point | Decision to resolve |
|---|---|---|
| Central Luanda | An office and errands around the central districts. | The precise building access, parking and journey at work hours. |
| Talatona | A workplace or school in the southern urban area. | Whether both parents' work and the school route fit the address. |
| Benguela or Lobito | A specific employer, family connection or institution on this coast. | How regular medical and administrative tasks will be reached. |
| Lubango or Huambo | An assignment or course located there. | The local housing, transport and service arrangements for that assignment. |

- Obtain the exact work address and add school, medical appointments and shopping to the map. Distinguish a permanent office from a changing assignment.
- Visit two candidate areas, or arrange a reliable local inspection before choosing. Time the journey at the actual hour you will leave home.
- Inspect water and electricity arrangements, ventilation, parking and the final walk. Ask what is included in the building's shared services.
- Keep initial accommodation available for the period needed to inspect and agree a permanent home.
The photographs retain their capture years. They illustrate particular places, not current property availability or an assurance that a neighbourhood's services are unchanged.
02Select the immigration route before relying on tourist entry
Angola's official visa-exemption explanation applies to tourism for the listed nationalities. It expressly excludes work, study, medical treatment, temporary permanence and residence permission. A traveller whose passport qualifies for a visit still needs to address the correct route for those activities. Begin with the Angolan mission responsible for the country where you live, rather than assuming every consulate accepts the same applicants and documents.
| Purpose | Start with | Key distinction |
|---|---|---|
| Employment in Angola | The work-visa dossier coordinated with the employer. | A tourist exemption does not permit the proposed job. |
| Establishing residence | The residence-establishment visa and subsequent SME process. | The entry visa and the final residence authorisation are different stages. |
| Study or an accompanying household | The consulate's category applicable to that person. | An admission letter or family member's work contract does not replace individual permission. |
The Porto consulate's residence-establishment instructions say that its visa must be used within 60 days of issue and permits 120 days in Angola, with extensions of equal duration while the residence application awaits a decision. That guidance also states that the visa permits remunerated professional activity. These are the published category rules; obtain the approval and its conditions before treating the route as available to your household.
- Describe the intended job, study or family situation to the mission with jurisdiction over your application. Ask which category and supporting evidence applies.
- Download the official form and separate applicant documents from employer, institution or family evidence. Record any authentication and translation requirements.
- Submit the completed dossier through that mission's process, pay the applicable documented charge and retain the receipt.
- After issue, check the category, use-by date, permitted stay and conditions on the actual visa. Schedule the journey and any SME follow-up around those dates.
A uniform processing time and fee were not verified across missions. The Washington embassy's appointment service is a direct application starting point for people within that mission's jurisdiction; applicants elsewhere should use their own responsible post.
03Coordinate the job contract with the employer's visa dossier
The employer should be part of the immigration preparation from the beginning. The Washington embassy's work-visa page lists a contract or promised contract alongside applicant records. The Porto consulate's detailed work dossier also identifies employer and sector evidence. Use the post responsible for your application and have HR obtain its current list instead of treating one mission's shorter page as universal.
- Obtain the signed offer or contract, workplace, duties, remuneration, hours and start date. State housing, transport, schooling and insurance benefits separately.
- Ask HR who supplies the company documents and any required sector opinion or contract registration. Assign an owner and due date to each item in the dossier.
- Resolve recognition or local licensing for regulated professional work. Immigration approval and permission to practise a particular profession are different questions.
- Confirm the salary currency, payroll deductions and procedure for any overseas remittance before estimating disposable income.
- Begin the proposed activity only when the visa and other required permissions allow it, and retain the approval's conditions.
A general digital-nomad residence programme was not verified. If the income comes from foreign clients or an overseas employer, describe that activity to SME or the responsible consulate and obtain the appropriate answer before treating a visitor stay as a remote-work solution. A company registration is also separate from the individual's permission to live and work.
For investment or company establishment, AIPEX's official service is a starting point for the investment process. Obtain the applicable business and immigration sequence for the actual activity. Do not assume a company name, investment proposal or work offer secures a residence decision.
04Separate the recurring budget from arrival cash and tax
Build the budget in the currencies of the actual agreements. Kwanza prices and an overseas-denominated employment benefit need a defined payment or conversion arrangement; do not silently convert them with an unverified exchange rate. Ask which expenses the employer pays directly and which must be funded first and reimbursed.
| Expense | Recurring evidence | Initial item to separate |
|---|---|---|
| Home and shared services | Written rental offer, building charges and included utilities. | First rent, agreed advance or deposit, furniture and moving-in work. |
| Water and power | The property's recent bills and supply arrangements. | Connection, account transfer or equipment charges. |
| School and healthcare | The institution's assessment and the insurance policy. | Registration, materials, initial treatment and any required cover. |
| Phone and transport | The provider's current package and your actual commute quote. | Handset or router, initial travel and vehicle arrangements. |
| Immigration and belongings | Renewals and planned household travel. | Application, authentication, translations, shipment and customs work. |
Hypothetical rental calculation: if a chosen home were agreed at Kz600,000 monthly and the contract required three months paid at the start, rent funding for that initial period would be Kz1,800,000. Twelve months at the hypothetical monthly amount would be Kz7,200,000. This is a calculation example, not a verified listing, national average or rule that three months must be prepaid. Add any separate agreed deposit and other household costs.
Use AGT's official taxpayer portal for NIF services, the tax calendar and income-tax guidance. Its current individual services include IRT simulation and payment. Have payroll explain how Imposto sobre os Rendimentos do Trabalho applies to your salary, and have an adviser assess other income and any departure-country obligation.
The guide does not substitute an old national tax booklet for current rates or give an unverified tax-residence day count. Keep employment records, invoices, travel dates and receipts so that the adviser can determine the applicable filing position. Reserve liquid funds for the first year's obligations rather than assuming payroll handles every income source.
05Apply to the school before making housing depend on a place
For a household considering international schooling, Luanda International School provides a concrete starting point in Talatona. Its own process proceeds from inquiry to application, review and enrolment. Map the school and the parent's workplace together: choosing an address solely for one person's commute can create an impractical daily journey for the other.
- Open the inquiry through the school's linked Veracross service using an email address that will remain accessible during the move.
- Follow the emailed login instructions and complete the application sections. Arrange academic and social references from the current school; LIS requests these directly and confidentially.
- Allow the enrolment and, where relevant, language or learning-support teams to assess the complete file. An inquiry account does not secure a place.
- If offered admission, complete the health, dietary, policy and acceptance forms. Where a company pays the fees, LIS also requires its representative to sign.
Use the school's linked 2026/27 fee schedule for the year and programme involved, then obtain a written household assessment including transport, meals and other items. No tuition amount is invented here, and employer payment should be confirmed in the employment package before committing.
For Portuguese-language schooling or higher education, identify the actual receiving institution and obtain its admission requirements and decision. Ask which documents it supplies for the consular study application, whether qualifications need recognition and which language the programme uses. The immigration route and the institution's acceptance remain separate tasks.
06Establish a residence basis before planning retirement spending
No separate retirement-visa programme was verified for this guide. A pension can support a household, but it does not establish that the applicant meets the chosen residence category. Begin with the residence-establishment instructions and have the responsible mission assess your actual family, financial and other evidence.
- Ask the mission which residence basis applies to each person and obtain its current dossier. Do not present a pension statement as an automatic substitute for the required grounds.
- Confirm how pension payments can be received and which bank product supports the intended transfers.
- Price regular care, prescriptions and specialist travel against the household's medical history. Obtain insurance terms for age and pre-existing conditions in writing.
- Have a tax adviser assess the pension and other income, including obligations retained in the departure country.
Choose a home only after the care and residence arrangements are workable. A coast or smaller-city setting should be evaluated against the services you will need repeatedly, rather than only the appearance of the area on a short visit.
07Prepare authenticated records, the shipment and any pet
Use the responsible consulate's checklist to order records in the right sequence. The Porto residence dossier describes notarisation, foreign-ministry endorsement and consular certification for specified documents. Those instructions relate to that mission's process; applicants elsewhere should establish the correct authentication route with their own post.
- Make a document table showing the issuer, accepted validity, authentication, translation and person submitting each record. Prepare passport, civil-status and the employment or family evidence your category needs.
- Order police and medical records against the appointment timetable. Ask whether originals must be presented and retain copies of the authenticated versions.
- Keep the consulate-required vaccination evidence with the travel file. Discuss the travel date and any vaccination certificate timing with the appropriate clinician before departure.
- Give the mover a numbered inventory, separating ordinary belongings from food, plants, medicines, vehicles and valuable items. Ask for customs and destination-delivery costs as part of the quote.
AGT's official portal links traveller and import information. Obtain the treatment of your specific shipment before dispatch; this guide does not claim a blanket tax-free moving allowance. Record the receiver and unloading access, and keep essential records and medicines in hand luggage.
If a pet is moving
Contact the Agriculture Ministry's responsible services with species, origin and itinerary to obtain the applicable veterinary import conditions. The ministry's mandate includes animal-health control, but the exact pet certificate, permit and testing schedule were not verified here. Have the veterinarian work from the authority's written instructions, then separately confirm carrier acceptance and transit-country requirements. Agree the pet's presence with the landlord before transport is booked.
08Use the arrival days to establish a functioning local base
Carry the visa decision, passport and documents needed for entry and follow-up where they can be reached. Give the receiving employer or host the itinerary and initial address, and agree how late arrival or a changed flight will be handled.
- Complete entry inspection and keep the evidence of admission. Check the permitted stay and any instruction associated with the particular visa.
- Inspect the first accommodation and establish the checkout date. Obtain the address evidence promised by the provider.
- Activate a local connection, locate the practical food-shopping route and test the journey to work or the institution.
- Confirm with HR or the responsible adviser what SME and tax actions remain, and record their deadlines alongside the visa's expiry.
Ask the accommodation provider how it completes any applicable guest reporting. SME links its official guest-registration service; a hotel's reporting process should not be assumed to replace the individual's residence application. If the address changes, obtain the instruction for updating the immigration and other files.
09Use SME's current portal and obtain the tax identifier
SME's current website introduces a transactional portal and links a foreign-user registration. The public work-visa service leads to a login; creating that login is administrative access, not an immigration approval. Follow the procedure specified by SME and the consulate for your particular category.
- Use the foreign-user registration page with the applicant's identity details, document dates, nationality, Angola address, email and the mobile number used for SMS validation. Enter the details as shown on the records and retain control of the account.
- Select the applicable service once access is available, submit the requested dossier and pay only through the official instructions. Keep the case reference, payment record and notifications.
- For residence follow-up, obtain the current checklist and appointment or biometric instructions from SME. The published residence-authorisation form distinguishes issuance from renewal and requests the residence address; an older form alone is not proof of the complete current procedure.
- Use AGT's individual NIF issuance service and obtain the tax identification evidence needed by payroll and the bank. Ask AGT which foreign-identity and address records apply to this applicant.
The complete current residence-card fee, dossier and processing deadline were not available in the publicly accessible service examined. Obtain those inside the applicable service or directly from SME, and schedule any extension before the current permission expires. Keep residence-card, visa, address and NIF records consistent and record the renewal dates.
10Prepare the tax and identity evidence for a local bank account
Choose a product by what you need to do with it. A simple kwanza account can be useful for domestic payments but may not support overseas transfers or currency transactions. BFA's current-account page sets out the branch process and supporting evidence. At the 13 October 2026 review it lists an opening condition of Kz50,000 or equivalent foreign currency; that is funding for the account, not a quoted monthly cost of living.
- Prepare the tax identification evidence, a passport with a valid visa or resident card, an identification photograph and evidence of professional activity or income source.
- Bring the address evidence accepted by the bank, such as a residence attestation, utility bill or rental contract. If the identity document shows another address, resolve that difference with the branch.
- Visit the branch and complete its individual-information and product forms. Ask for the current tariff and eligibility conditions before signing.
- Confirm card access, payroll details, online services, transfer limits and any currency restrictions. Test an ordinary payment before relying on the account for first rent.
BFA's Bankita account publishes a lower Kz100 entry condition but excludes cheques, foreign-exchange buying and selling, and payments abroad. That makes it a different product rather than an interchangeable cheaper version for every expatriate household. Discuss the intended salary, remittances and overseas bills with the bank and choose accordingly.

Keep the Multicaixa card and its access details separate from copies of your application records. The photograph shows the central-bank building in Benguela, not the BFA branch or the place where a retail application should be submitted. Use the bank's own service information to locate the receiving branch.
11Inspect the property and define the complete rental payment
Compare the actual home rather than the headline rent. A Luanda building's water storage, power arrangements, parking and shared services can change both practical suitability and the full payment. Inspect the journey and the property with the same care, particularly if the school and workplace are in different parts of the city.

- Confirm that the owner or representative has authority to agree the tenancy. Obtain the draft agreement and identify the payment recipient.
- Inspect roof, drainage, plumbing, ventilation and electrical equipment. Test the agreed appliances and record defects and included furnishings.
- Write down the payment currency, rent period, any advance, deposit, agency charge and building fee separately. Ask how a currency conversion or price adjustment would be calculated.
- Agree responsibility for repairs, bills, notice, pets and occupants. Obtain the address evidence needed for administrative use.
- At handover, sign the inventory, note readings and keys and retain receipts for every payment.
A universal advance-rent practice, deposit cap and current national rental price were not verified for this guide. Use the property's actual written offer and obtain local advice on unclear obligations before signing. Do not assume that a refundable deposit and prepaid rent have the same purpose or return conditions.
12Arrange coverage and a provider for continuing care
Price healthcare against the household's needs and the benefits in the employment contract. A residence card is not evidence that every service is paid for. Obtain the insurer's written explanation of local providers, direct billing, excesses and treatment outside Angola before relying on an overseas policy.
- List regular medicines, specialist reviews and planned treatment. Ask the proposed provider which services it can deliver and how appointments are arranged.
- For Luanda, Clínica Girassol's department and appointment information provides a named starting point. Its published urgent-care instructions direct patients to its Banco de Urgência and list 226698000. Save the current provider contact and know how the household will reach it.
- Bring prescriptions and a concise medical history to the first appointment. Arrange continuity before the existing medicine supply runs out.
- Ask the insurer and provider how expensive planned treatment or referral outside Angola is authorised and paid. Retain invoices and medical reports in the format the insurer requires.
The guide does not promise insurance acceptance or quote a consultation charge that was not verified. Resolve the precise billing arrangement for the individual patient before treatment. Include any medical-evacuation coverage and the remaining payment responsibility in the budget, especially when choosing a home far from the provider needed for regular care.
13Set up the phone, household bills and daily transport
Ask the landlord for the actual electricity and water account details and establish whether services remain in the owner's name or require a transfer. Identify the distributor serving the property and ask for its current document list before visiting customer service. Separate any old balance from the start of your tenancy and record readings at handover.
- Confirm the supply and shared-service arrangement in the lease. Where ENDE or another supplier handles the address, obtain the appropriate account or connection procedure directly from that provider.
- Ask how bills and payment references are delivered and keep the first receipt. Compare the first bill with the agreed start and usage.
- At a Unitel service point, verify SIM registration, handset compatibility and coverage at the actual address. Select a package by its validity and included allowances.
- For home internet, confirm building coverage and equipment before purchasing a router or arranging installation.
Dated provider example: Unitel's April–May 2026 magazine lists the Net Casa 4G 25GB plan at Kz13,000 for 30 days and a portable 5G router at Kz99,900, with VAT included and prices subject to change. These are verified amounts from that dated publication, not an assertion that the same October offer or device stock is available. Obtain the current quote for your selected service.

Test transport at the hour you will use it. Ask HR about an employer shuttle and obtain the route, pickup point and alternatives for late work. For a taxi or hired vehicle, confirm the price and conditions before committing. No unverified national fare or rail timetable is quoted here. A historical street photograph illustrates the setting; it is not evidence of today's travel time.
14Build an ordinary week and complete the first-month records
Learn the Portuguese terms on your own documents: contrato de arrendamento for the rental agreement, título de residência for the residence document and Número de Identificação Fiscal for the tax identifier. Keep the actual records together so that a bank, employer or authority receives consistent information.
First-month review
- Confirm the permission and proposed activity for every household member.
- Keep SME references, receipts and any residence or extension appointment in the calendar.
- Verify the NIF and first payroll or transfer and compare the net amount with the budget.
- File the lease, inventory and initial bills, and resolve any unexpected charge while the handover evidence is fresh.
- Complete school follow-up and establish medical appointments and prescription continuity.
- Test the regular transport route and the alternative for a changed shift.
- Replace estimates with actual spending and retain a reserve for the remaining work.
Find a regular activity through the school, workplace or local community that fits a normal weekday. Make introductions where you live and ask the building contact how shared spaces and repairs are handled. At month's end, assign an owner and due date to each unfinished task rather than allowing the move to remain an open collection of messages.
