Moving & Living - Aruba - Complete Guide
Move to Aruba step by step: organise residence and work, schools, documents, Censo registration, banking, housing, AZV healthcare and everyday services.
Moving to Aruba means arranging a household around the journeys you will make: a workplace in the hotel corridor, school in Wayaca, or university and appointments in Oranjestad. A home’s cooling, utility accounts and transport connections deserve as much attention as its distance from the coast.
This fourteen-step journey connects entry and residence with work, education, documents and everyday services. It distinguishes current DIMAS procedures from the closed Hunto pa Progreso programme, explains Censo and tax registration, and shows how AZV coverage follows the local registration process. Education, retirement and pet arrangements apply when they fit your household.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose your base around work, school and everyday journeys
Start with the places you will need to reach every week. A job near the hotel corridor, a course at the University of Aruba in Oranjestad and a child’s school in Wayaca produce different housing searches. Put these addresses on a map before comparing homes.
| Starting area | Places to compare | Decision to make |
|---|---|---|
| Oranjestad | Central streets, including Schelpstraat, and residential streets near your actual destination | Can you walk or take a useful bus to work, appointments and shopping? |
| Noord | Homes around your workplace and the Palm Beach corridor | Does the exact street have a workable connection, rather than merely a nearby neighbourhood name? |
| San Nicolas or Savaneta | A home near the job or school that brings you to this part of the island | Would frequent journeys to Oranjestad make this location inconvenient? |
- Mark your workplace, school and likely healthcare appointments.
- Use the Arubus route information to compare actual stops and departures. A bus route passing through an area does not establish a convenient service at your working hours.
- Request five complete rental quotations, including utilities, deposit and any agreed commission.
- Book initial accommodation and test the journeys before taking a longer lease.

Inspect cooling, ventilation, shade and the building’s water and electricity arrangements. Ask for recent bills for the particular property and how many occupants generated them. The same advertised rent can represent very different household costs when air-conditioning, pool maintenance or other charges are added.
02Separate visitor entry from the residence application
Aruba has its own admission procedures. Permission to live in the European Netherlands should not be treated as permission to settle in Aruba. Begin with NetherlandsWorldwide’s Caribbean visa assessment, then identify your residence ground through DIMAS.
- Determine whether your passport requires a Caribbean visa or qualifies for a stated exemption.
- Read the visa-free visitor conditions for your nationality. The general allowance is ninety days in a 180-day period; Dutch and US nationals have a 180-day allowance, and Aruba has a separate longer allowance for nationals of other Schengen countries.
- For a move, use the DIMAS application portal and decision tree to select the appropriate status. Prepare scans before registration and pay the indicated processing charges and any applicable deposit.
- If collecting residence permission requires a visa, follow the long-stay Caribbean visa procedure appropriate to your application location.
Dutch nationality does not eliminate every admission formality. DIMAS describes specific exemption and admission categories for Dutch nationals, including birthplace, parentage and qualifying continuous residence. Obtain the declaration or permit that matches your case.
Keep the application acknowledgement and the conditions of the decision. Ask DIMAS what you must have before travelling, collecting the permit or beginning employment. Visitor admission, a pending application and an approved right to work are different stages; arrange your travel and start date accordingly.
03Agree the application process with the employer or business
Give the prospective employer your nationality, current location and immigration history before agreeing a start date. The current DIMAS portal notice directs applicants to submit directly to DIMAS under a temporary adjustment introduced in April 2025, rather than first visiting DPL for the labour-market test. Confirm the process applying to your particular vacancy and application today.
The 6 February 2026 DIMAS notice says Hunto pa Progreso was not extended. It identifies family and student work rights and the Flex permit as elements incorporated into ordinary procedures. This does not make the closed regularisation programme an entry route for a new arrival.
- Agree the job, remuneration and responsibility for application costs in writing.
- Ask the employer to identify the applicable permit category and supply its required company and employment documents.
- Prepare the employment checklist applicable to your household and route. A checklist for a single applicant without family members should not be reused unchanged for dependants.
- Follow the permission stated in your decision before starting work or changing employer.
For eligible family members and students, DIMAS’s published work-right conditions distinguish married or registered partners from a notarised cohabitation contract and include relationship, address, sponsor and study evidence. Confirm which conditions apply to your application, particularly where the page retains programme-era dates. Do not infer unlimited employment rights from student enrolment alone.
Remote work also needs a category-specific assessment. The 2023 admission handbook describes a digital-nomad category requiring specified expertise, foreign employment and gross income of at least USD 5,000 monthly or USD 60,000 annually. Ask DIMAS for the current checklist and availability before relying on that dated handbook. Company registration, a holiday work arrangement and residence with permission to work should not be treated as interchangeable.
04Separate arrival costs from the normal household budget
Make two budgets in Aruban florins, keeping original foreign-currency quotations alongside them. The first covers the move and the money needed before your first local payment arrives. The second covers an ordinary month in the home you actually choose. Obtain dated quotations rather than using a national monthly figure.
| Arrival and setup | Recurring costs | Evidence to obtain |
|---|---|---|
| Travel, baggage, shipping and pet transport | Rent, electricity, water and internet | Carrier quotation; full lease and recent bills for the property. |
| Temporary accommodation, deposit and agency charges | Food, bus journeys or vehicle expenses | Written booking terms; your actual shopping list and commute. |
| Application charges, document copies and authentication | Schooling, healthcare and insurance contributions | DIMAS payment instruction; education contract and coverage terms. |
Two dated starting points are the Arubus single fare of AWG 4.50 and SETAR’s residential prepaid data bundle of AWG 50 for twelve GB over thirty days, reviewed 13 October 2026. Forty single bus journeys would therefore cost AWG 180 as a calculation, not a complete transport budget. Compare the appropriate smartcard separately.
The tax authority’s residence explanation looks at your durable personal connection: home, family, children’s schooling and work. Censo registration does not alone determine tax residence. Resident taxpayers generally report worldwide income; non-residents have different rules for Aruba-source income. Ask the Inspector for a written assessment if your circumstances leave the residence position uncertain.
Keep payroll, business, pension and foreign-tax records organised by tax year. Agree who handles wage deductions and who files income not covered by payroll. Before invoicing as a business, establish its registration and tax obligations; a personal visitor arrangement should not be assumed to cover independent local trading.
05Arrange school or university admission around the child or course
Start with the language of instruction, the pupil’s previous curriculum and the journey to school. Use the Department of Education’s school directory to identify local options, including Colegio Arubano and Colegio Nigel Matthew in San Nicolas, then contact the appropriate school about placement and the documents for a transfer. A familiar diploma name does not resolve language or grade placement.
- Send previous reports and explain the child’s age, learning needs and expected arrival date.
- Ask about the teaching language, placement assessment, daily timetable and any support required.
- Request the complete fee schedule and confirm whether a place is available before making a non-refundable payment.
- Obtain the admission decision and organise the child’s applicable immigration and registration documents separately.
For an international option, QSI International School of Aruba’s own admissions process accepts applications throughout the year subject to space. It asks for an application, passport or birth-certificate copy, student and parent photographs and previous school records. Its published one-time non-refundable registration charge is USD 600, reviewed 13 October 2026; this is not annual tuition. Students aged five and above undergo placement assessment. Ask for the current tuition contract and arrange a virtual or in-person visit to its Wayaca campus.

The University of Aruba’s application process separates application, acceptance and paid enrolment. Its regular application window runs from 15 May to 15 July through the linked Osiris portal. At this guide’s October review, that regular window has passed; ask Student Affairs about the next intake or discretionary late consideration rather than assuming immediate entry.
Choose the programme first, obtain its qualification and language requirements, and prepare the requested records. An offer of admission does not itself grant residence. For any intended student employment, use the current DIMAS work-right procedure discussed in step three, rather than relying on an older blanket description of student permits.
06Prepare a retirement or independent-income residence case
Aruba does publish retirement and rentenier residence categories. The guaranteed-income category starts at age fifty-five and distinguishes pensions, annuities and qualifying investment income. Its annuity and investment provisions state gross annual proceeds of at least AWG 50,000, with conditions on the bank and country holding the income or fund. Do not treat that amount as an uncomplicated universal pension test.
The non-guaranteed-income provisions require adulthood and evidence of AWG 100,000 annual income from the specified assets or rental arrangements. This is an income requirement, not merely a savings balance. The published checklist includes Form B, income evidence, bank information and judicial documentation for an initial application. Request the category-specific payment and current permit duration from DIMAS.
- Identify which income category matches the pension, annuity or assets you actually hold.
- Obtain statements explaining the annual income, owner, paying institution and any restrictions on accessing the funds.
- Ask the pension administrator about overseas payments and proof-of-life requirements.
- Price healthcare and visit the proposed home to test access to appointments, pharmacies and the building itself.
Retirement permission does not authorise paid work; an intended job needs the appropriate separate application. Keep that distinction clear if you expect to supplement pension income. Before relocating, establish how long private coverage is needed while residence, Censo and AZV registration are completed, and how your usual prescriptions and specialist care will be arranged.
07Prepare originals, the shipment file and any pet approval
Prepare documents for both DIMAS and Censo. Their requirements serve different purposes: an immigration decision establishes your admission position, while civil registration records your household and address. The published employment checklist calls for an authenticated birth certificate no older than six months for first-permit registration. Censo’s general checklist gives a one-year limit; obtain a document meeting the stricter requirement when both apply.
- Collect original civil records, judicial documentation and the evidence for your chosen residence category.
- Confirm authentication for the issuing country and document type before ordering an apostille or legalisation.
- Arrange sworn translations where required. Censo accepts documents in Dutch, English or Spanish and specifies translation for other languages.
- Carry originals and copies separately from shipped belongings, with secure digital copies available.
For household goods, prepare a numbered inventory with descriptions, quantities and values, plus carrier and ownership records. Use the Customs household-removal exemption application rather than assuming that every item arrives duty-free. Ask Customs which evidence and deadlines apply to your shipment before dispatch. Its inspection information explains that a home visit can occur after import, so retain the shipment records after delivery.
For pets leaving the United States, USDA APHIS’s Aruba instructions require an AVID or ISO-compatible microchip, the applicable rabies evidence and a certificate issued within fourteen days of arrival by an accredited veterinarian, followed by USDA endorsement. They also contain a continuous-residence condition for the animal and exceptions that require Aruba’s Veterinary Service. Submit the certificate and related documents for the Director’s approval before shipping the animal. Reserve the airline’s pet space separately. For other origins or species, obtain instructions from the relevant veterinary authorities rather than reusing the US procedure unchanged.
08Complete entry formalities and organise the first week
When travelling as a visitor, complete the official online Embarkation–Disembarkation card procedure before departure. Aruba’s tourism authority links the official service at edcardaruba.aw and says the form can be completed within the week before travel. Save the confirmation offline alongside the visa or other admission documents appropriate to your case.
- Confirm the accommodation address, host telephone number and transfer meeting point.
- Keep your passport, admission decision and supporting documents accessible at the border.
- Record the actual admission date and conditions, then retain copies with your application file.
- Activate a local phone connection and test calls, data and verification messages.
- Confirm the appointments for permit collection and civil registration, using the instructions attached to your decision.
For a household arriving together, keep each person’s records organised individually. A parent’s application or employment agreement should not be treated as proof that every dependant has completed their own formalities. Ask which family member must attend each appointment and who may represent a child.
Make the first accommodation functional before filling every day with administration. Ask the host to show the entrance, emergency access and any meter or cooling controls you will use. Save the building location offline and keep a small amount of local cash alongside a backup payment card. Allow time to test the work or school journey and inspect homes before committing to a lease.
09Register your address and obtain the tax record
Follow Censo’s registration process for a move from abroad. Its digital channel is limited to specified Dutch-national and returning-resident cases; other applicants need an appointment at Schoolstraat 2, Oranjestad. Prepare passport, housing evidence and the applicable DIMAS decision, plus the required civil records. Bring originals and copies.
- Confirm the registration channel for your nationality and history.
- Obtain the lease, purchase agreement or the owner’s written consent with their identity copy.
- Prepare applicable birth, marriage, partnership, divorce or death records, authenticated as required.
- Where arriving from another listed Kingdom jurisdiction, bring the requested deregistration evidence.
- Submit the complete file and review the confirmation for names, household details and address errors.
Censo describes approximately three weeks for a complete registration file. Its population extract costs AWG 5, reviewed 13 October 2026. Keep the extract for services that require proof of residence. Obtain the separate cedula identity card through its own application once you meet that service’s conditions.
For tax and other financial dealings, apply online for the persoonsnummer through Departamento di Impuesto. This seven- or eight-digit tax identifier is different from the cedula number. Upload clear identity evidence; a representative also needs their identity and your signed authorisation. The number is sent by email.
Once you have the tax number, use the appropriate BOi account-registration instructions. The personal channel differs from business registration. Keep the emails and reference numbers, and update the tax authority after an address change rather than assuming every service updates automatically.
10Choose the account for your residence status and payments
Ask a bank which account fits your immigration status and expected transactions. Aruba Bank’s non-resident savings checklist is one concrete starting point: two valid identity documents including a passport, employment or income information and official address evidence. A savings product is not automatically the current account you need for salary and household payments.
- Explain your residence status, occupation and expected incoming transfers.
- Prepare the bank’s requested identity, address and source-of-funds records.
- Ask for opening, maintenance, card, withdrawal and international-transfer charges in writing.
- Obtain the precise beneficiary and correspondent details for transfers in each currency.
- Test a small transfer, payment and withdrawal before moving your main balance.
Keep a backup card and enough accessible funds while the application is reviewed. Do not assume that a non-resident account is guaranteed or that a resident promotion has the same eligibility conditions. For business income, ask which account and supporting invoices are required. Retain contracts with payment records so you can explain incoming transfers.
11Inspect the home and agree the full rental terms
Inspect the house or apartment in person where possible. Test cooling, water pressure, appliances and windows. Ask how the water and electricity accounts are held, whether any balance remains unpaid and who handles faults. A furnished rental should include an inventory rather than an informal assurance that everything stays.
- Confirm the owner’s identity or the representative’s authority and the exact property being let.
- Record rent currency, due date, term, notice period and any agreed commission.
- Specify the deposit, permitted deductions and the process for returning it.
- List utility, maintenance and other charges, identifying who pays each one.
- Confirm the housing evidence needed for your civil-registration application.

Photograph existing damage and meter readings at handover, and obtain receipts for rent and deposit payments. Arrange a translation or independent explanation if you cannot confidently understand the contract. Keep the agreement and owner contact accessible when opening service accounts. If bills remain in the owner’s name, agree how you receive statements and prove payment; an advertised inclusive rent should say which consumption or services are included.
12Complete AZV registration and arrange care during the gap
AZV’s registration instructions connect entitlement with actual residence, Censo registration and a valid permit or declaration where required. You must register with AZV before using its coverage. Requesting registration within thirty days of Censo registration allows the start date to follow the Censo date; later requests normally start on the request date.
- Arrange private insurance for travel and any period before local coverage begins.
- Complete the AZV registration form and attach the requested identity evidence.
- Retain the submission code, then follow the verification and app instructions.
- Check the digiZorgPas for your actual coverage and expiry dates.
- Ask AZV how to register with a doctor and obtain any referral needed for treatment.
Coverage tied to a permit or declaration ends with that document unless renewed. Put both renewals in your calendar. Bring medical summaries and the active ingredient names of prescriptions, then ask the receiving provider how to continue treatment. Before paying privately, obtain the consultation price and your insurer’s written billing or reimbursement instructions. Confirm specialist access for your own needs rather than assuming every service is available immediately.
13Set up utility accounts and a workable transport routine
Record the account and meter numbers before taking responsibility for bills. Agree whether existing accounts will continue, transfer or require another provider procedure. A new physical connection is different from paying bills in an already connected home.
- Use WEB’s customer instructions to arrange the appropriate water procedure and WEB Care access. The portal provides bills, consumption history and payment records.
- Ask the owner for the electricity account details and follow the government electricity-connection instructions for the property.
- Request an address-specific home-internet quotation, installation date and any equipment or contract charges.
- Choose a phone bundle by its duration and actual allowance; record how to renew it.
WEB’s customer office is at Balashi 76 and its call centre is +297 280 4600. Obtain the provider’s response for the actual account rather than treating a new-meter deposit as a universal rental setup charge.

For regular travel, compare the Arubus fare products with your real number of journeys. Read the route timetable for the day and direction you need; a weekday service may not cover an evening shift or weekend appointment. The photograph above shows the Oranjestad streetcar in 2014 and does not establish its current operation.
Walk from the home to the stop and from the final stop to work. Test the accepted payment method before depending on the service. If considering a vehicle instead, include insurance, registration, maintenance and parking in the comparison, alongside the purchase or rental price.
14Close the first-month tasks and build local connections
Give the first month a practical finish line: you can reach work or school, pay the household bills and explain the status of your residence and insurance. Keep a short list of outstanding matters with the responsible institution, reference number and next action.
| Stage | Tasks to complete |
|---|---|
| First week | Save entry evidence, activate a phone and confirm permit and registration appointments. |
| Before taking the home | Test journeys, inspect equipment and agree the full lease and account arrangements. |
| After registration | Follow up tax records, banking and AZV within the relevant coverage window. |
| End of month | Review actual bills, unresolved applications and the next renewal or school milestone. |
Choose one regular local activity: a language class, a school or campus event where relevant, a professional gathering or a neighbourhood walking routine. Learn the terms used in your building and appointments, and keep the contact details of people who can help with practical questions.
Replace estimated costs with your receipts, separating one-off purchases from recurring bills. Revisit the plan if you change employer, address or household composition. Keep immigration, school, banking and insurance records together so a later renewal starts with a clear account of what has already been completed.
