Moving & Living - Belarus - Complete Guide

Plan a move to Belarus with a numbered journey through entry and residence, work, schools, housing, banking, healthcare and daily life in Minsk, Brest or Grodno.

In Belarus, the practical shape of a move depends on the city, the language of work or study, and the permission each household member will hold. Minsk combines universities and a metro network; Brest and Grodno make sense when your job, course or family connection is there. This journey takes you from choosing that base to arranging entry, residence, housing, money and the everyday services you will use after arrival.

Follow your moving journey

Start at step 1, or jump to the task you are working on.

Before departure; refine the neighbourhood after identifying work or study

01Choose the city around work, study and the household journey

Minsk is the most useful starting point when the move centres on a capital-city employer or one of its universities. The official city profile identifies the capital's educational institutions and its bus, trolleybus, tram and metro network. Work from the actual workplace or faculty address rather than a general preference for the centre.

Starting pointWhat to investigate for a move
Minsk, around Nezavisimosti AvenueCompare the journey to the specific university or employer with the location of the available flat.
Minsk, Trinity Suburb and the central river areaWalk the proposed address and establish noise, heating, access and the route to daily services; a historic setting does not establish a suitable rental.
BrestChoose it for an actual local job, course or household connection. Confirm the domestic onward journey and current border crossing separately.
GrodnoCompare the proposed home with the work or teaching address and the route to the central streets and necessary services.

The official profiles place Brest in the southwest and Grodno in the west. Border proximity is a geographical fact, not a promise that a particular crossing is open or suitable for your passport. Consult the State Border Committee for the actual journey before booking a route through a neighbouring country.

  1. Mark the work, teaching or school address first.
  2. Choose two or three possible residential areas and compare complete journeys at the times you will use them.
  3. For each actual property, establish which bills are included and whether the proposed occupancy supports the required address procedures.
  4. Walk the street and inspect the building, stairs or lift, heating arrangements and access to food shopping.
  5. Choose a short initial booking if you need to inspect permanent housing after arrival, with clear payment and cancellation terms.
Before departure; establish the ground for a longer stay first

02Separate entry permission from the residence route

Begin with your passport nationality, the intended entry point, the length of stay and the actual purpose of moving. A short visa-free visit is not a residence permit or permission to work. The entry concession applicable to one passport must not be assumed to apply to another.

For example, the Bulgarian Ministry of Foreign Affairs reports the temporary Belarusian concession for Bulgarian citizens through 31 December 2026: up to 30 days per visit and up to 90 days in the calendar year under the stated arrangements. The Serbian Ministry of Foreign Affairs describes a visa-free ordinary-passport visit of up to 30 days for Serbian citizens. These are nationality-specific examples, not a universal rule for foreign residents. A planned move extending beyond the applicable visitor permission needs a separate legal basis.

Article 48 of Belarus's law on foreign nationals identifies temporary-residence grounds including qualifying education, employment under the applicable legislation, specified family relationships, and ownership of residential premises. Each ground has its own conditions; residence based on owning a home does not itself establish permission to perform every kind of work.

  1. Identify the consular procedure applicable to your nationality and the proposed entry route.
  2. Choose the actual residence ground and obtain its supporting decision or documents, such as the university invitation or employment documentation.
  3. Establish where and when the entry application must be made; use the responsible Belarusian mission for your place of application.
  4. Plan the post-arrival application around the intended residential address and permitted visitor period.
  5. Include each family member in the plan. The law allows a temporary-residence application for family members subject to the stated lawful-income condition; it does not make an accompanying spouse's permission automatic.
Before departure or before beginning any work in Belarus

03Agree the employment basis before starting work

Begin with the employer, the job and your status. The foreign-national law distinguishes permanent residents' employment rights from the special legislation governing temporary visitors and residents. An employment offer, visitor permission and a residence application are separate documents; the offer should identify the applicable employment procedure and the employer's part in it.

Nationality can change the procedure. The Eurasian Economic Commission's worker guidance says citizens of EAEU member states do not need employment permits under the common labour-market arrangements. This does not extend to a citizen of another country merely because their employer trades with Belarus. Nor does it remove address, contract or professional-practice requirements.

  1. Obtain a written offer identifying the employer, position, location, salary, working hours and proposed start date.
  2. Have the employer identify the procedure applicable to your nationality and residence status, including any permit or documented exception.
  3. Prepare the qualification and employment documents that the actual procedure requires. Where the profession has recognition or practice requirements, settle those before fixing the start date.
  4. Coordinate the employment documents with the entry and residence applications, and keep the resulting confirmations together.
  5. Confirm payroll, withholding and the bank account needed to receive salary.
  6. Start work only when the applicable permission or exception is established, and retain the contract and subsequent payslips.

For a temporary resident outside a verified exception, the current permit checklist, fee and processing period for the particular job were not verified during this review. Establish these with the responsible citizenship and migration department through the official migration procedures and the employer before relying on a proposed start date.

Remote income does not by itself establish a residence category. No independent digital-nomad route is asserted here. Agree whether the overseas employer permits working from Belarus, how it will handle employment and tax obligations, and whether the proposed activity is lawful under your actual status.

For self-employment, article 11 expressly restricts individual entrepreneurship by temporary visitors and temporary residents unless legislation or a treaty provides an exception. A foreign client and an overseas bank account do not erase that distinction. Incorporating a company, holding shares and personally working for it also raise different questions; obtain the applicable company, employment and residence arrangements before operating.

Before departure; update with the actual home and income arrangements

04Separate moving cash, recurring bills and tax obligations

Build the budget in two parts. Initial costs need to be available when documents, travel, accommodation and deposits are due. Recurring expenses need to fit the income that can actually reach the household account. Keep BYN expenses separate from invoices priced in another currency; the BNTU tuition examples in this guide are published in US dollars.

The Ministry of Taxes and Duties' income-tax guidance distinguishes Belarusian tax residents' domestic and foreign-source income from non-residents' Belarus-source income, subject to the applicable rules. It describes 13% as the rate for most kinds of income and identifies higher-rate provisions for specified income. Do not apply that headline rate to every receipt or infer tax residence from the immigration label alone.

  1. List the household's employment, overseas work, pension, rent and investment income with its source and payment dates.
  2. Keep the contracts and withholding records needed to classify it.
  3. Determine the applicable tax-residence and treaty position with the tax authority or a qualified adviser.
  4. Separate income dealt with through an employer's withholding from income for which you must make your own return.
  5. Keep the budget updated when the actual rent, bank charges or coverage replaces a quotation.

The ministry's filing guidance sets 31 March of the following year as the return deadline for the covered income under article 219 and 1 June as the payment deadline for tax assessed on that return. It expressly includes the covered foreign-source income of Belarusian tax residents. Save these dates with the documents that establish whether the duty applies to you; a salary deduction does not necessarily settle unrelated foreign income.

Optional; before departure and before fixing the home

05Choose the study route and arrange the university invitation

For school-age children, begin with the school or district education office serving the proposed home. The official education overview identifies Russian and Belarusian as the education system’s two official languages. Establish the actual teaching language, year placement and available support with the receiving school. Prepare the child’s identity and residence records, previous reports and any requested translated or medical documents, obtain the admission decision, then test the school journey before committing to the home. Nursery admission and a university place are separate applications.

A named starting point in Minsk is Belarusian National Technical University, at 65 Nezavisimosti Avenue. Choose the programme, language and application category before planning the university move. Confirm any offered accommodation separately.

BNTU's admission rules distinguish applicants by nationality and residence. They identify Russian, Kazakh, Kyrgyz and Tajik citizens, and specified Ukrainian residents of the Luhansk and Donetsk regions, for the listed Belarusian or foreign-applicant procedures. This is not a general promise that all foreign applicants can use domestic admission or obtain a funded place.

  1. Identify the qualification and applicant category with the university.
  2. Submit the education records through its applicable review procedure.
  3. For a visa-country application, arrange the university's official study invitation sent to the relevant Belarusian consular office.
  4. Apply for the appropriate entry permission before travelling.
  5. After arrival, complete the stated migration registration and language interview.
  6. Complete any programme-specific assessment, including drawing and composition for architecture.
  7. Retain the university's admission and payment instructions.

The published document-review period is 30 June to 15 October. Obtain the intake's confirmation before planning travel. The university describes a Russian interview unless the relevant preparatory qualification is held, and an English interview for English-language teaching.

Economics and managementUS$3,900
ArchitectureUS$4,200

The university's current fee table excludes joint educational programmes and Russian Federation citizens from this particular schedule. These are three named programme examples, not a national tuition range or a whole household budget. Obtain the actual invoice and include accommodation, insurance, documents and travel separately.

Optional; before buying a home or committing pension income

06Establish a residence ground before planning retirement

A pension is a source of income, not a separate residence category in the grounds described here. Begin with the applicable ground under the foreign-national law, such as the specified family relationship or ownership of residential premises, rather than assuming a pensioner's entry privilege creates settlement permission. A home purchase involves a substantial commitment; obtain the applicable residence decision and an independent review of the property transaction before treating ownership as the complete relocation plan.

  1. Identify the exact residence ground for each person, including an accompanying spouse.
  2. Ask the pension payer how it handles overseas addresses, identity or life-certificate requests and payments to the intended bank.
  3. Confirm that the proposed receiving bank can accept the actual payment route and currency, including intermediary-bank requirements.
  4. Arrange continuing treatment and medication before choosing the residential area; compare the journey to the actual clinic with the journey to shops and other daily services.
  5. Budget separately for residence procedures, housing, insurance, treatment and journeys home. Treat pension-conversion calculations as dated examples, not a guaranteed future income.

Healthcare entitlement depends on status. Article 13 of the same law distinguishes permanent residents' access on the stated citizen-equivalent terms from temporary visitors and residents' access financed through their own funds or other permitted sources, unless another law or treaty changes the position. Plan coverage for the status you will actually hold.

Before departure; schedule time-sensitive veterinary work around the journey

07Prepare the personal file, shipment and pet travel separately

Build the personal file from the actual entry, residence, university and employment procedures. Keep passports and the required civil-status, education and employment evidence together, with the translations or certifications requested by the receiving institution. Record which originals must travel with you and which records have already been submitted. The residence application refers to item 12.6 of the official administrative-procedure schedule; use the actual current list for your case.

  1. Inventory the original documents for each household member and make secure copies.
  2. Identify the receiving institution's language and certification requirements before paying for translations.
  3. Keep urgent application and treatment records in your accompanied baggage rather than the shipment.
  4. Prepare a separate inventory of shipped belongings with descriptions, quantities and values.
  5. Ask the Belarusian customs authority or the appointed declarant which personal-use classification and documents apply to your shipment, including any vehicle or restricted item.
  6. Confirm the carrier's collection, storage, delivery and clearance charges before dispatch.

For pets, use the departure country's official export procedure and the actual Belarusian destination requirements. The published guidance differs in scope. USDA APHIS's Belarus page, last modified 16 July 2025 and reviewed for this guide on 13 October 2026, describes a maximum of five dogs and/or cats under its stated arrangements. It requires the accredited-veterinarian certificate and APHIS endorsement within five days of travel.

CFIA's Canadian export guidance instead describes the no-import-permit/no-quarantine case for no more than two dogs and cats in total for personal needs, with different requirements for other shipments. Its published modification date is 12 October 2022. Do not combine the Canadian and American thresholds into a universal rule: obtain confirmation for the country of export, species, number of animals and journey before booking.

Give the veterinarian the actual itinerary and official certificate, arrange the examination and endorsement in the required window, then retain the signed travel papers with the animal's other records. Separately obtain the carrier's acceptance, container and routing requirements. A certificate and an airline reservation each solve a different part of transporting the animal.

On arrival; before the residence and address procedures

08Reach your booked address and keep the entry record

If flying into Minsk, plan the journey to the booked address before departure. The Minsktrans airport service page identifies route 300E between National Airport Minsk and Central bus station, with an Uruchye metro connection. At the airport, follow the arrival signs to the boarding point near sectors 5–6, by the taxi parking area. Tickets are available at the airport terminal or stop, or from the driver.

These are published route fares, not a promise about a particular departure. Open the operator's linked timetable for the travel day. Central bus station is approximately 600 metres on foot from the railway station; decide whether that walk works with your luggage and onward connection.

  1. Keep your passport, entry permission where required, admission or employment papers, insurance and accommodation address accessible during the journey.
  2. Reach the accommodation and record the address as it appears in the host's documents, including apartment number.
  3. Ask the host which arrival or address procedure they will complete and obtain the resulting confirmation.
  4. Keep a copy of the border entry evidence and record your actual entry date; subsequent applications must use the real date.
  5. Contact the responsible migration office or your university's international office about the next appointment, rather than waiting until the end of a visitor stay.
On arrival and whenever the residential address changes

09Complete registration and the residence decision at the right address

Belarus distinguishes registration of a temporary stay from permission for temporary residence. A landlord's reporting obligation is another procedure: Article 43-1 requires the covered accommodation providers to report the foreign temporary guest within three hours of actually providing the accommodation for a day or longer. Ask what the host has filed; do not assume that this report grants residence.

Under the current June 2026 stay rules, the ordinary registration period is ten days, subject to statutory and treaty exceptions. A change of temporary-stay address normally requires a registration application at the new address within three working days. The text also permits the specified electronic registration procedure. Establish whether an exception or the accommodation category applies to you before treating an online form as the whole task.

  1. Confirm the complete address and the documents showing your right to occupy it.
  2. Identify the local citizenship and migration department responsible for that address.
  3. For temporary residence, use the application in appendix 8 of the current stay rules and the document schedule in item 12.6 of the referenced administrative-procedure list.
  4. Submit personally or through an expressly permitted representative or electronic procedure. The rules specifically address representatives for the covered education or work grounds and for minors.
  5. Retain the application receipt and the actual decision; record the permission's validity and the address it covers.
  6. If moving after receiving temporary residence, arrange the amendment at the new address within the law's three-working-day period.

Tax registration is separate. The tax ministry’s registration page explains allocation of the UNP taxpayer number and says that an existing number does not require repeat registration. Its identity-document list specifies a Belarusian passport, residence card or refugee certificate. A temporary foreign resident whose document is not covered by that list should obtain the inspectorate’s specific procedure rather than assuming this checklist accepts every foreign passport. Establish whether a number already exists before making a second application.

The permission is recorded with the Dazvol na chasovae prazyvannie temporary-residence mark. Keep its details with the passport and your address papers. The complete current document list and fee for item 12.6 were not retrievable during this review; obtain those specific items from the responsible department or the official administrative-procedure schedule before attending, rather than relying on an older checklist.

After arranging your identity documents and a usable local number

10Open the account and test the payment route you need

Belarusbank's own card page gives a concrete starting point. It directs applicants to a branch with an identity document and the required Russian or Belarusian translation; it describes notarisation or certification by an authorised foreign person or institution. Its non-resident card conditions also identify registration or residence information where available and employment confirmation for the covered applicant. Prepare the bank's specific file rather than treating a passport alone as a guarantee of opening.

Published non-resident categoryDeposit per card
No permanent employment and/or Belarusian registration under the stated categoryBYN 650
Other covered non-resident categoryBYN 325

These are security deposits, not a universal account-opening charge. The same page specifies a payroll-account exemption subject to its employment or registration conditions and a statement establishing the required payroll history. Have the branch classify your application and confirm the current amount before budgeting.

  1. Confirm eligibility and the document and translation requirements with the chosen branch.
  2. Obtain the account and card tariff, including maintenance, withdrawals, currency conversion and any deposit.
  3. Sign only after checking the account currency and access arrangements.
  4. Activate the account and test a small ordinary payment; retain the contract and payment evidence.
  5. For funds from overseas, obtain the receiving instructions and confirm the sender's ability to use them before transferring a larger amount.

The bank's international-transfer page provides the route to its receiving instructions. Availability must be established for your sender, currency and destination account; the page's existence does not guarantee acceptance of an individual transfer. Keep rent and deposit payments traceable and confirm the recipient against the signed rental agreement.

After choosing the city; coordinate the address with the migration procedure

11Inspect the home and register the written rental agreement

Paved Starovilenskaya Street and historic buildings in Trinity Suburb

The tax ministry's guidance for private landlords requires a written residential letting agreement and identifies the approved forms under Council of Ministers resolution 1191. It directs registration with the local executive and administrative authority before the agreed date of actually providing the premises. The landlord's tax duties are separate from your own residence permission and address registration.

  1. Inspect the offered home and match its address to the agreement.
  2. Establish the signatory's ownership or authority and obtain the proposed written terms.
  3. Record the rent, currency, payment date and method, term, occupants, any initial payment and its return conditions.
  4. State which charges are included and who pays heating, water, electricity, maintenance and internet. Obtain actual recent bills where available.
  5. Agree the repair process, access arrangements, notice terms and handling of any early departure.
  6. Arrange the required agreement registration before occupancy, and retain the registered version or confirmation.
  7. At handover, photograph defects, make an inventory, record meter readings and count the keys with the owner or authorised agent.

The local expression dogovor nayma refers to the residential letting agreement. Keep it with the receipts and the handover record. A deposit or advance payment must be established in your particular contract; no universal statutory deposit amount is asserted here. Confirm whether each initial payment is rent, a refundable security sum or an agent's charge before sending it.

If the address changes after the temporary-residence decision, complete the applicable amendment described in the registration step. Choose a home whose owner will provide the necessary address documents. A signed lease solves the occupancy relationship; it does not independently approve a residence application.

Before departure; arrange the local provider after choosing the address

12Match healthcare cover to your status and ongoing treatment

Arrange coverage for the status you will hold, the actual travel dates and the treatment you need. The distinction in article 13 of the foreign-national law matters: permanent residents and temporary residents do not automatically have the same financing arrangements. Any statutory or treaty exception must match your circumstances. Do not substitute a policy's marketing name for its actual conditions.

Belgosstrakh's foreign-national insurance page describes compulsory cover for the covered temporary visitors and residents, or qualifying insurance from a foreign insurer. It states that the domestic contract's duration covers the stay or temporary residence and that the premium is paid in BYN. Provide the insured person's name, permanent home, nationality and period of stay. Obtain the final policy terms and price for your own dates.

  1. Identify any applicable exemption and the evidence needed to establish it; otherwise arrange the required cover.
  2. Compare the proposed policy with routine care, prescriptions, existing conditions, hospital treatment and any evacuation needs. Ask the insurer to identify excluded expenses in writing.
  3. For the insurer's online procedure, register a personal account, activate it through the emailed notice and enter the personal details.
  4. Open the policy-purchase section, enter the start and end dates, complete the requested fields and confirm the contract.
  5. Use the draft-contract section to make payment. The insurer says the policy-section confirmation appears within 24 hours after payment; retain it before relying on the cover.
  6. Arrange the actual local clinic or practitioner for continuing care, with translated records where needed and the insurer's approval method.

Belgosstrakh describes its online premium calculator as indicative rather than an official offer. Price a dated contract instead of treating a displayed estimate as the final charge. Required immigration insurance and broad continuing-care cover address different needs; establish both when necessary.

After choosing the address; test the commute before signing a long lease

13Build the commute and arrange household connections

Start with the actual work or teaching address and your likely travelling hours. Use Minsktrans's timetable service for surface transport and the Minsk Metro operator for metro information. Save the route in both directions, including the last connection home. A flat close to a station can still involve an awkward interchange or a long walk to the destination; compare the complete door-to-door journey.

For ordinary scheduled Minsk city buses in category M3, trolleybuses and trams, Minsktrans's published tariff page lists BYN 1.10 per single journey, or BYN 1.15 when buying from the driver. It cites the Minsk city executive committee's decision of 16 July 2026, number 2926; these prices were checked on 13 October 2026. They do not establish a metro, airport, intercity or national fare.

  1. Test the trip to your workplace, campus or school before paying for a home that depends on it.
  2. Choose the appropriate ticket for the modes you actually use. At an official sales point, ask which services the proposed pass covers and when its validity starts.
  3. Keep proof of payment and learn the validation method for the ticket you buy.
  4. For repeated journeys, compare the published pass options with the number of trips you expect; do not assume a pass covers every operator.
  5. At the property handover, identify the electricity, heating, water and internet arrangements, the account holder and the bill-payment responsibility.
  6. Record the meter readings and contact details alongside the rental agreement. Arrange the mobile connection and any installation using the providers' identity and address requirements.

For a mobile connection, MTS Belarus publishes a specific identity-document table. For foreigners without a Belarusian residence card, the listed foreign passport must be understandable in a recognised language such as Russian, English, German or French. Its list separately covers residence-card holders. Bring the document matching your status, choose the plan and confirm the recurring charge and data allowance before signing. Test calls, mobile data and access to account verification messages before leaving the sales point.

After arrival; revisit when the home, work or study arrangement changes

14Close the first-month tasks and build the everyday routine

  1. Retain evidence of the applicable arrival, address and residence procedures, including each person's actual expiry date.
  2. Confirm that the rental agreement, recorded address and utility responsibilities match where you now live.
  3. Test salary or other essential payments through the chosen bank, and retain receipts for the housing payments.
  4. Complete the school or university arrangement and practise the full journey at the required time.
  5. Arrange the clinic or practitioner needed for continuing treatment, with the policy and appointment method accessible.
  6. Save the local transport routes and the way home if the usual connection is unavailable.
  7. Record upcoming renewals and tax dates while the supporting papers are still easy to assemble.

Build community through the places you actually use: classmates, colleagues, neighbours and regular activities. In Minsk, the central river area and Trinity Suburb can be starting points for learning the city on foot; in Grodno, use the central streets to locate your practical services rather than treating a sightseeing route as proof that an area suits the household.
