Moving to Belize means deciding between a mainland routine and an island home, then matching that choice to work, study or retirement permission. Belmopan, Belize City, San Ignacio and the cayes lead to different daily journeys. This guide follows the practical decisions from entry documentation and the moving budget to a rental, registered services and the first month after arrival.

Follow your moving journey

Start at step 1, or jump to the task you are working on.

Before departure

01Choose a mainland or island base around your daily journeys

Compare the mainland and cayes using the journey you will repeat

Choose the home around the place you need most often: the actual employer, teaching campus, school or health provider. Belize City, Belmopan and the islands offer different transport arrangements; visiting all three is not the same as being able to travel between them conveniently every morning.

Base to investigatePractical comparison
Belmopan, around the confirmed university or office destinationUse University of Belize’s campus information to identify the actual teaching location. Its other campuses include Belize City, Central Farm and Punta Gorda; an offer from UB does not automatically mean Belmopan.
Belize City, with the exact street and clinic catchment confirmedCompare access to your workplace, provider and the Marine Terminal if you expect island journeys. Identify the clinic from the home address before treating a nearby provider as your registered clinic.
San Ignacio and Santa ElenaBelize’s official destination guide identifies these connected Cayo towns and the Hawkesworth Bridge. Inspect homes on both sides using the actual route to work or school rather than a town-centre tourism itinerary.
San Pedro or Caye CaulkerUse the ferry operator’s routes to cost necessary mainland visits. Arrange the last part of the journey from the island landing to the proposed home, including luggage.
  1. Identify the destinations each household member must reach weekly, and record their actual addresses.
  2. Book a temporary base from which to inspect homes. Test the full journey at the time you would normally make it, including any transfers.
  3. Walk the immediate streets and inspect drainage, access, lighting, noise and the services supplied to the actual building. Ask the landlord to demonstrate the internet connection inside the proposed unit.
  4. Compare two or three suitable homes using the same checklist and obtain written rental terms before selecting one.

You should have a shortlist based on daily access and an identified inspection plan, rather than an island or city chosen only from holiday photographs.

Before departure

02Choose entry and residence permissions for your actual purpose

Identify the entry visa rule before choosing the longer-stay route

Use Immigration’s nationality table with the passport you will actually travel on. Its visa exemption for visits up to thirty days includes valid multiple-entry US, Canadian or Schengen visas, and US or Canadian permanent-residence cards. These documents do not grant Belize residence or local employment permission.

The table’s longer-stay visa thresholds are separate from the permission recorded on arrival. For example, its US-national row says a visa is required beyond 180 days, while its Brazil row says ninety days; that does not justify promising everyone an initial stay of those lengths. Record the actual admitted period and arrange any required extension before it expires.

  1. Where an entry visa is required, follow the official application-location instructions: apply at a Belize mission when living abroad. Applications by an applicant or sponsor already in Belize go to Belmopan headquarters; Central American nationals may apply at any Immigration office.
  2. Prepare originals and copies, with signed authorized English translations where required. Immigration separately identifies authentication of Chinese and Taiwanese documents through UB’s Regional Language Centre.
  3. Choose the permission matching your purpose: employment, study, approved remote stay, QRP or a qualifying residence application. Keep your visa and admitted-stay records together.

You should have the right entry documentation and a clear next procedure for your proposed stay.

For an ordinary permanent-residence plan, Immigration’s eligibility conditions require at least one year of lawful residence before application, no more than fourteen days outside Belize in total during that year, financial stability and the stated criminal-record condition. Plan the qualifying period before booking repeated overseas trips. Keep successive permission records and old passports; eligibility to submit is distinct from approval.

The same page describes temporary residence for substantial commercial investment and commitments outside Belize, with evidence of at least BZ$500,000 investment and renewable one-year status. Establish the currently applicable investment procedure directly with Immigration before committing money; do not assume buying an ordinary home automatically meets the commercial-investment route.

Immigration’s 2 October 2026 investor-permit announcement describes a proposed change to the existing framework. Its proposed two-and-a-half-year route with a cumulative year’s presence is not presented here as an enacted or open application procedure. Obtain the operative requirements from Immigration before making an investment or planning absences around that proposal.

Before departure; employment-permit issuance after arrival

03Arrange employment permission or an approved overseas-work stay

Collect Labour approval before Immigration issues the employment permit

Immigration’s Temporary Employment Permit instructions require the applicant to be residing in Belize with a valid passport and, where necessary, a valid Belize visa. Arrange the employer and intended role beforehand, while keeping permission to work separate from permission to enter.

  1. Have the employer submit the employed applicant’s file through Labour. Self-employed applicants submit their own file. Obtain the current role-specific checklist from Labour before submission.
  2. Collect the approval letter from Labour when approved. Immigration’s webpage describes notification within thirty days; allow for the actual decision rather than treating that as guaranteed approval.
  3. Take the approval to the corresponding Immigration office. Follow its instructions to obtain the Income Tax letter and Social Security letter required for issuance; ask which letter is appropriate if you are not yet registered.
  4. Present the passport, required letters and two two-inch-square photographs, then pay the category fee specified in the approval. Immigration describes issuance after payment confirmation.
  5. Proceed to Social Security for the card application once the permit is issued.

You should have the issued permit and the next registration underway before beginning the activity it authorizes. Do not replace this sequence with a business-registration certificate or a visitor extension.

Apply for Work Where You Vacation if your employment stays abroad

For a temporary remote-work stay, the Tourism Board’s Work Where You Vacation programme describes a maximum of 180 days. Its published annual employment-income requirement is US$75,000 for an individual or US$100,000 for a couple or family. This programme should not be described as ordinary permanent residence.

  1. Gather proof of employment outside Belize, a notarized bank reference and account statement, a valid passport, a clear criminal record issued within six months and travel insurance with at least US$50,000 coverage.
  2. Follow the Board’s application link to the Belize Immigration Services Portal. Obtain approval before travelling; the eligibility link on the tourism page currently returns an error.
  3. Bring the approval and travel documents. The Board instructs approved participants to pay at the airport: BZ$500 per adult and BZ$200 per child under eighteen, as published and reviewed on 13 October 2026.

The programme advertises work-permit waivers for participants and student-permit waivers for their children. Obtain written confirmation of how these apply to your household and intended activity; the page supplies no complete nationality or renewal rules. Afterward, you should have an approved temporary stay for the proposed overseas employment.

Before departure; update after work is agreed

04Build the moving budget and establish your tax position

Price the move by route and obtain quotes for the chosen home

Keep initial cash needs separate from the recurring household budget. The Central Bank confirms the BZ$2-to-US$1 peg; conversion arithmetic does not include your bank’s transfer or card fees. Label each quote’s currency rather than assuming all local dollar symbols mean the same thing.

Initial itemPublished example or quotation needed
Visitor extension, when applicableBZ$200 for thirty additional days, published tariff effective 1 May 2020; reviewed 13 October 2026. This is not a residence or work-permit fee.
Approved remote-stay programmeBZ$500 per adult and BZ$200 per child under eighteen, reviewed 13 October 2026; add insurance, records and travel.
Airport-to-ferry road transferShared one-way transfer US$25 first person plus US$10 additional person, reviewed 13 October 2026. Two people therefore total US$35 by calculation; ferry tickets are separate.
Housing and servicesObtain the exact home’s rent, deposit, temporary-stay charge and account-opening deposits before committing. These are quotations, not a national standard.
Documents and belongingsPrice translation, certification, medical examinations, shipping and any pet inspection against the actual route and household.

For recurring costs, list rent, electricity consumption, water, home internet, mobile service, food, transport, school fees and insurance in separate rows. Record the provider, home or school, quotation date and billing period. Island ferry visits and mainland commuting are different budget items; add the journeys you will actually make.

Ask Belize Tax Service to identify the registration and reporting obligations for your employment, overseas business or local enterprise. The old employee-guide URL now returns an application shell, so this guide does not present its historic thresholds as current law. Arrange the appropriate Income Tax letter when Immigration instructs you during permit issuance.

You should have a route-specific starting budget, dated recurring quotations and an identified tax-registration task.

For a self-employed enterprise, BELTRAIDE’s business-tax registration instructions identify business and individual registration forms, business-registration and trade-licence evidence, identification and proof of address. Its employee checklist includes TR111 individual registration. Have the tax assessor identify the current forms for your enterprise rather than using a company checklist for an employed individual; retain the issued TIN for later filings and Immigration letters.

Before departure; permit before school starts

05Secure admission and the correct student permission

Arrange admission and student permission separately

Before departure, choose the programme and teaching campus. The University of Belize’s international-student instructions require the general admission conditions, English-language evidence where applicable, English academic credentials evaluated by an international credential agency, and a financial-support letter covering the programme. Its page lists TOEFL 87 or IELTS 5, or equivalent evidence. Ask admissions how your existing qualifications satisfy the chosen programme.

  1. Submit the admissions package and follow the university’s instruction to pay the application fee after submission. Request its credit-card authorization form or use a listed alternative payment method.
  2. Obtain the institution’s letter showing programme details and study duration.
  3. Apply at Immigration for the student permit before the school year or semester begins, unless an applicable programme exemption has been confirmed. Prepare the passport, birth certificate and required English translations, two photographs, financial-support letter and applicable parental/sponsor documents. Immigration describes Justice of the Peace certification and a BZ$1.50 stamp for the support letter.
  4. Budget by nationality: Immigration currently publishes BZ$3,000 for People’s Republic of China nationals, BZ$750 for its listed South/Southeast Asian group and BZ$200 for other nationals. The tariff took effect on 1 May 2020 and was reviewed on 13 October 2026. Primary/secondary permits cover a school year; tertiary permits cover a semester.

Have Immigration identify the correct tariff and any extra-regional tertiary return-ticket requirement for your case. You should finish with admission, the correct campus and valid study permission.

Optional; before arranging programme imports

06Apply for QRP only if its conditions fit your household

Prepare a QRP application before arranging concessionary imports

Plan around qualifying foreign retirement income of US$2,000 monthly or US$24,000 annually, with the required undertaking to deposit funds into a licensed Belize financial institution. The principal Act defines its dollar amounts as US currency; read its older consolidated text with the 2023 amendment, which changes the age and qualifying-income provisions. Submit evidence of your particular retirement-income source and the Board’s required deposit undertaking.

The Tourism Board’s Qualified Retirement Program publishes an age threshold of forty, qualifying foreign retirement income and specified eligible nationalities. Confirm that your nationality and income evidence fit the programme before paying. Plan for its annual thirty-consecutive-day presence condition.

  1. Complete separate signed application forms for yourself and dependants. Prepare certified civil records and passport copies, income and bank evidence, the deposit undertaking, police certificates within six months, medical records within three months and the specified photographs.
  2. Budget the Board’s published US-dollar fees: US$150 application, US$1,000 principal, US$750 per dependant and US$200 per card. A single applicant’s initial total is therefore US$1,350, calculated from those items; this excludes examinations, certification, travel and living expenses. The card-renewal fee is US$25 annually. Tariffs reviewed 13 October 2026.
  3. After approval, arrange the card and renewal records. Carry the passport as well as the card when crossing borders.

The 2023 amendment restricts local employment and business activity. It permits business mainly outside Belize exclusively with nonresidents, and separately allows Board-approved Belize business subject to investment, employment, licensing and tax obligations. Dependants have their own restrictions and overseas-business exception. Obtain an assessment of the actual activity before relying on an exception.

Do not treat QRP designation as ordinary permanent residence. You should finish with an approved programme file, a renewal calendar and a permitted plan for any continuing business activity.

Before departure

07Prepare records, belongings and any pet import

Build the household document file before dispatching belongings

  1. Keep current and previous passports, admission stamps and permission records together. The residence checklist may need the old passport to establish the qualifying arrival date.
  2. Prepare civil certificates, school transcripts and consent documents for the actual household. Arrange the translations required by each receiving institution; the university’s credential-evaluation process is distinct from Immigration’s document translation.
  3. Make a shipping inventory with values and obtain a written freight, insurance, clearance and delivery quotation. Belize Customs explains that its customs value includes cost, insurance and freight. Ask for the classification and applicable charges for the actual goods instead of assuming that used household possessions are automatically duty-free.
  4. If importing under an approved QRP concession, get the Board’s inventory and exemption-letter procedure completed before shipping. Keep approval, shipping documents and the inventory together; a pending retirement application is not an import exemption.
  5. Carry the originals needed for arrival and early applications with you, separate from the freight shipment.

You should have a usable document file, a priced inventory and a confirmed clearance plan before the shipment leaves.

Prepare the pet permit before booking its journey

Use the Belize Agricultural Health Authority’s animal-health service to arrange the import permit for your dog or cat. Give BAHA the origin country and intended arrival point so the issued conditions match the journey.

  1. Take BAHA’s currently hosted dog-and-cat conditions, dated February 2022, and the issued permit to your veterinarian. They call for a health certificate within two weeks of travel, current rabies details, species-specific vaccinations and internal-parasite treatment within thirty days of export.
  2. Arrange an airline-approved carrier and clean or disinfect it before use. Confirm the carrier’s own booking and transit rules separately.
  3. Notify BAHA of the arrival date, time and flight number two days beforehand, as its published conditions instruct. Follow any additional inspection instructions on your permit.
  4. Carry the permit and veterinary records for inspection on arrival. Allow for any quarantine arrangements and costs required by BAHA.

You should have a permitted journey, correctly timed veterinary documents and an agreed arrival inspection.

On arrival

08Arrange the arrival transfer and record your permission to stay

Plan the airport-to-island connection as two separate journeys

If your first home is on Caye Caulker or in San Pedro, arrange the mainland transfer before the ferry. San Pedro Belize Express identifies its Belize City base as the Belize Marine Terminal, 111 North Front Street.

  1. Choose an arrival-day sailing with time for airport formalities, luggage and the road transfer. The operator’s FAQ describes approximately twenty-five minutes from Philip Goldson International Airport to its terminal; allow more when booking a connection.
  2. Request the shared transfer or a private quotation. On review, 13 October 2026, the operator publishes a one-way shared-airport transfer at US$25 for the first person and US$10 for each additional person. That is the road-transfer price, not the ferry fare.
  3. Book the correct island destination. Its approximate ferry durations are forty-five minutes to Caye Caulker and ninety minutes to San Pedro, rather than a single interchangeable island journey.
  4. Follow the luggage procedure: check bags with uniformed staff at least fifteen minutes before departure and retain the tracking tag. The published allowance is one checked bag up to 23kg and a small under-seat bag; excess uses cargo rates.

Keep passports, medicines and computers with you; the carrier excludes valuables from checked bags. You should have the mainland transfer, ferry booking and onward directions to your actual accommodation.

After entry or permit approval as applicable

09Complete the registrations required by your status

Prepare a residence application when the qualifying year is complete

For ordinary permanent residence, first meet the lawful-residence and absence conditions described in the route section. Immigration’s document checklist then requires originals and copies, including old passports if the current one does not show the arrival at least a year before submission.

  1. Prepare the residence medical form through a licensed practitioner in Belize. The page distinguishes medical forms for accompanying dependants sixteen or older from HIV, VDRL and TB tests for those twelve or older.
  2. Obtain Belize police records for the applicant and accompanying dependants sixteen or older; their published validity is six months.
  3. Document how you supported the household: bank records and applicable employment, contribution, business or sponsorship evidence.
  4. Prepare two recent two-inch-square photographs per person and the relevant family records. Only a legally married spouse joins the same application; common-law partners apply separately. Children need the applicable other-parent consent and identity evidence.

Use the full checklist for the household rather than applying one adult’s requirements to every dependant. You should have an application file that evidences both residence history and continuing support.

After obtaining address evidence

10Open a bank account with accepted identity and address evidence

Bring identity and address evidence to your chosen bank

After securing a usable local address, prepare the account-opening file. Belize Bank’s personal-chequing checklist accepts a valid passport or Social Security card and address evidence. Its examples include a driver’s licence, an employment letter recording the permanent address, or a utility bill in your name issued within three months.

  1. Ask the branch which account suits your immigration status and expected incoming transfers, and request its complete compliance checklist before visiting.
  2. If the utility bill belongs to someone else, have that bill holder complete the bank’s proof-of-occupancy form and supply their ID copy. A landlord’s bill alone does not meet this published alternative.
  3. Confirm the account currency, opening deposit, monthly charges and transfer costs in writing. The FAQ displays deposit and fee amounts with an unqualified dollar symbol; this draft deliberately excludes a currency-labelled price until verified.
  4. After approval, activate the selected payment services and download statements through online banking. Keep the address evidence and source-of-funds records for later updates.

You should finish with an approved account and a tested way to receive funds and pay bills, rather than merely an application receipt.

After a temporary stay; before paying a deposit

11Inspect the home and agree a written rental contract

Agree the rental currency, deposit and service responsibilities in writing

After choosing a base, inspect the exact unit before committing to a longer tenancy. Ask for the landlord’s identity and evidence that the person signing may let the property. Use a temporary booking to make those inspections possible; photographs of a neighbouring unit are insufficient.

  1. Write down the precise property address, occupied rooms, included furniture, permitted occupants and any pet agreement. Photograph the condition and inventory with the landlord, including water damage, appliances and locks.
  2. Record whether every quoted amount is BZ dollars or US dollars. Put the monthly rent, deposit, payment dates, receipt arrangements and deposit-return deductions in the contract. Do not rely on an unqualified dollar sign in messages.
  3. Identify who holds the electricity and water accounts and who pays outstanding balances. BEL’s existing-meter procedure needs the actual meter number and service address; confirm whether you can satisfy its account-holder requirements before promising a transfer.
  4. Set out maintenance responsibilities, access for repairs, the lease period, renewal terms and the notice procedure. Obtain written permission for any proposed business use; immigration permission does not settle the rental contract.
  5. Keep the signed agreement, inventory, payment records and landlord contact details together. Obtain the bank’s occupancy paperwork when your supporting utility bill is in another person’s name.

The Judiciary’s law catalogue is a starting point for Belize’s rental legislation. A current statutory deposit cap and the application of rent restrictions to a particular property have not been verified for this guide; do not assume a universal cap or that rent-control rules never apply. Seek a property-specific legal explanation before agreeing an unfamiliar term.

You should have an inspected home and a contract with explicit amounts, services, repairs and exit arrangements.

Before departure; local registration after arrival

12Confirm coverage and register with the appropriate clinic

Register with the appropriate health clinic after validating your address

The NHI Belize City membership instructions describe two stages after Social Security registration: validate the household address at the Social Security branch, then enrol with the assigned primary-care provider. A Social Security card alone is not the whole clinic-registration process.

  1. Ask NHI which provider and service area apply to your actual address and immigration status. Its page lists several temporary-status documents but does not name the QRP card; obtain a specific answer for that programme.
  2. For the published Belize City process, prepare a household-head utility bill or Justice of the Peace residence declaration, plus a declaration listing the household members, Social Security numbers and birth dates. The page specifies BZ$1.50 stamps for the declarations.
  3. After address validation, take each family member’s Social Security card to the assigned clinic and complete registration.
  4. Use that registered clinic for subsequent care and establish how referrals and uncovered services are handled. Arrange suitable insurance for needs outside confirmed coverage.

This is the published Belize City procedure; establish the current local arrangement for other districts. You should have a named clinic and a confirmed route to care.

After choosing the home

13Connect electricity, mobile service and everyday transport

Use the existing-meter procedure for an already connected rental

Belize Electricity Limited distinguishes an existing meter from a new connection. Before signing the rental agreement, ask whether electricity remains in the landlord’s name or you must open an account. Record the meter number and lot-and-street service address together; a postal address may not identify the supply.

  1. For an existing residential meter, BEL’s checklist asks for a Social Security card, the service address, meter number and contact details. Apply at Customer Care or submit a signed request.
  2. If someone applies on your behalf, provide your written request and your Social Security card as the account holder.
  3. If you do not yet have that card, ask BEL which alternative evidence it accepts before committing to an account-transfer date. The residential webpage does not list a passport substitution.
  4. Confirm the opening reading, deposit and activation date with BEL and the landlord. Use the new-meter procedure only if the property has never been supplied; that process adds electrician and installation requirements.

You should have the correct account arrangement for the actual meter and a recorded opening reading.

Activate a local number and choose a plan by its expiry

Digi’s published mobile terms identify its stores and authorized SIM agents as prepaid purchase points. Bring your phone and identity documents, and establish which registration evidence the seller requires before paying. Confirm that the device is unlocked and supports the chosen SIM format.

  1. Have the seller activate the service and test a call and mobile data before leaving.
  2. Use Digi’s current prepaid plan page to compare data volume and validity. For example, its XL plan displays 5,500MB for thirty days; a short-validity bundle is a different product from a monthly allowance.
  3. Use the service menu *100#; Digi’s terms also list *400# for purchasing data and checking the data balance, and *201# for account balance.
  4. Record the local number, recharge method and expiry. The terms allow prepaid termination after ninety days without recharge; schedule a top-up if you expect to keep the number while away.

Test reception inside the proposed home. For home internet, obtain an address-specific installation and monthly quote; a working mobile connection does not establish fixed-line availability.

For a named recurring-cost example, Digi’s prepaid page displays the XL data plan at BZ$35 for 5,500MB with thirty-day validity, reviewed 13 October 2026. Its mobile terms identify prepaid amounts in Belize dollars. Budget this as that specific data product, with the SIM purchase and any calling bundle separate, rather than an estimate of every household’s monthly communications bill.

During the first month

14Complete first-month tasks and establish a local routine

Use the first month to close the gaps between your applications

Keep a single household calendar with the dates that actually appear on passports, permits, cards, policies and contracts. Some Belize steps depend on an earlier record: the employment approval leads to permit issuance; that permit supports Social Security registration; address validation and clinic enrolment are further actions.

  1. During your first week, record the admission stamp and permitted-stay expiry, confirm the accommodation address and locate the office handling your status. If using ordinary visitor permission while investigating settlement, use the visitor-extension instructions before expiry; an extension is not employment permission.
  2. Once the home is selected, reconcile the address, lot details and meter number across the lease and service applications. Arrange the bank’s occupancy form if the supporting utility bill is in the landlord’s name.
  3. For each household member, record which immigration and Social Security documents have actually been issued. Complete the relevant clinic registration rather than assuming that a card automatically enrols everyone.
  4. If planning ordinary permanent residence, preserve evidence of lawful stay and a dated entry/exit log. Immigration’s eligibility page requires a minimum qualifying year with no more than fourteen days outside Belize in total.
  5. For study, keep the admission letter and school-year or semester permit together. For QRP, record the annual presence and card-renewal tasks separately from ordinary residence planning.

Test the everyday journey to work, school or your clinic from the actual home, including any ferry transfer. Finish the month with usable services, issued permissions and a calendar that reflects your household’s route.
