Moving & Living - Benin - Complete Guide

A practical moving journey for Benin: choosing a Cotonou or Porto-Novo base, entry and residence procedures, work, education, housing, healthcare and everyday services.

A move to Benin starts with the places your household needs to reach: a school in Fidjrossè, a job in Cotonou or a routine based in Porto-Novo. The practical work then follows a sequence of entry permission, identification, residence records and household arrangements. This guide explains those dependencies and takes you from preparing the move to managing a rental, services and the first month after arrival.

Benin at a glance

Immigration
Visitor entry, resident cards and employment authorization are separate
Identification
CIPE is the foreigner identification certificate; NPI is the personal identification number
Tax registration
IFU is the separate tax identifier; individual registration requires the NPI
Resident cards
Ordinary and privileged cards have different eligibility and validity
Housing
Use the written residential lease and separate security from other payments
Services

Follow your moving journey

Start at step 1, or jump to the task you are working on.

Before departure

01Choose a base around daily journeys

Choose the base around the household’s actual destinations

Start with the addresses you must reach regularly, rather than treating Cotonou and Porto-Novo as interchangeable. Benin’s official destination guide identifies Porto-Novo as the political capital with its own public spaces and cultural setting. A job or school in Cotonou still needs a separate daily transport plan.

Starting pointDecision to test
Cotonou: Fidjrossè toward the Route des PêchesIf considering Pierre Manoël Talon, use the school’s own location guidance. Test the actual morning trip from the proposed home and include childcare or return journeys.
Cotonou: the chosen home’s route to Avenue Pape Jean-Paul IIFor regular CNHU-HKM appointments, establish the department and complete journey from the actual address rather than choosing a home from an airport-distance description.
Porto-NovoConfirm whether work, school and routine care are local. Price and test any repeated Cotonou trips before using them as the basis of a weekly budget.
  1. List work, school, clinic and administrative destinations for every household member.
  2. Use a temporary stay to inspect two or three homes in the relevant area. Test the journeys at the times you would normally travel.
  3. Inspect the immediate streets, drainage, access after rain, lighting and noise, and ask the landlord to demonstrate water, electricity and internet inside the actual unit.
  4. Compare the rent and service arrangement with the same checklist for each home, then obtain the written terms before selecting one.

Before departure

02Choose the entry and residence route

Arrange entry documentation for the passport and travel dates

Before departure, establish whether your nationality and passport category are exempt or require a visa. Benin’s official eVisa FAQ describes visa-free visits for African nationals up to ninety days; this is visitor entry, not an automatic right to establish residence or start a job.

  1. Where required, apply through the government eVisa portal. Match the passport details and requested entry date exactly to the journey.
  2. Select the appropriate thirty- or ninety-day validity. The published FAQ says validity begins on the entry date entered in the application, rather than whenever you later decide to travel.
  3. Apply at least seven days before arrival; the portal does not accept applications more than ninety days in advance. Its published processing range is one to ninety-six hours, which should not be treated as a guaranteed travel deadline.
  4. Use a payment card supporting the portal’s stated 3DS.2 requirement and retain the confirmation. Review the file before submission: issued visas cannot be modified and payments are nonrefundable.
  5. Travel with the issued visa and valid passport, then record the actual entry and permission expiry. If a longer stay is needed, arrange the correct Immigration procedure before the existing permission ends.

Choose the category by the actual purpose. The March 2026 decree distinguishes tourist/visit, business, professional and study visas. A business visa’s two-year validity allows stays of up to ninety days per entry; it is not two years of continuous residence. Professional and study permissions cover up to twelve months and are renewable. They use a printed or passport-sticker procedure rather than the ordinary tourist eVisa application.

Prepare the nontransit file with a travel document valid more than six months beyond application, accommodation evidence and payment receipt. Tourist/business applications also require proof of onward transport, with the decree’s own-vehicle exception. Confirm the purpose-specific submission with DEI or the responsible Benin mission before booking the move.

Before departure; registration as applicable

03Arrange employment, remote work or a business

Prepare the employment authorization file with your employer

Arrange the job and its authorization before treating visitor entry as permission to begin paid work. The government’s work-permit catalogue identifies the Direction Générale du Travail as the responsible institution.

  1. Have the employer establish the correct employment-contract endorsement and work-permit procedure for your nationality and role. These are separate services from the residence application.
  2. Prepare a current passport copy, CV and criminal-record extract issued within three months, plus the fitness certificate from an approved labour-inspection physician listed in the active service checklist.
  3. Use the official work-permit service for the online form and supporting file. Keep the application reference and payment receipt with the employment records.
  4. Budget the active checklist’s 50,000FCFA file charge, reviewed 13 October 2026. Confirm the current payment options at submission; older catalogue timings are not a guaranteed decision date.
  5. Obtain the issued authorization and confirm its scope and validity before starting the covered employment. Coordinate the resident-card and identification applications rather than assuming this permit replaces them.

Resolve the permission and payroll position before working remotely

Describe foreign-employer or client work to DEI and the labour authority before choosing the route. The reviewed 2026 visa categories have no separately named digital-nomad permission.

  1. Obtain employer agreement on country, dates and role, including responsibility for payroll, contributions and business-presence assessment.
  2. Give the authorities the activity, employer/client location and intended stay to establish entry, residence and work procedures.
  3. Keep contracts, income sources, work locations and withholding records. Ask the Direction Générale des Impôts about the resulting reporting and payment obligations.
  4. Test home internet and arrange the employer's required equipment and access.

No universal remote-work authorization or individual tax-residence day threshold was verified. IFU registration supplies an identifier, not a full tax assessment.

Choose a business form and register through APIEx

Use APIEx's MonEntreprise portal for local business registration, separately from residence and activity permissions.

  1. Compare the forms against ownership, liability and the intended activity. The individual establishment page says this form has no minimum capital or company statutes, but the proprietor has unlimited liability.
  2. Prepare the form-specific supporting documents. For an establishment, the portal lists a valid passport or biometric identity card, a recent identification photograph, a criminal-record extract less than three months old or the prescribed declaration, and a consular card/residence document for foreigners. Ask APIEx which foreigner document applies to your case before submission.
  3. Create the account, confirm name availability and submit the form with readable files in the specified formats.
  4. Obtain the application quotation. The portal's public pages reviewed 13 October 2026 conflict on establishment fees and timing; neither is treated here as confirmed.
  5. Keep the commercial-register record, RCCM, and tax identifier, IFU. Arrange sector permissions and accounting before operating.
Before departure

04Price the move and establish the tax position

Build the move budget from the selected procedures and actual quotations

Separate household setup payments from recurring expenses. Use the selected procedures and dated quotations to price the move.

Initial itemAmount or methodScope
Employment permit file, if applicable50,000 FCFAActive work-permit checklist, reviewed 13 October 2026; excludes residence, travel and document costs.
Rental guaranteeCalculate from the agreed monthly rentFor the residential lease law's scope, the three-month maximum is a legal ceiling, not a quoted market price. Record other requested charges separately.
Visa and resident applicationObtain the applicable official payment amountUse the selected passport category and procedure; keep each receipt distinct from an agent's service bill.
School registration and tuition, if applicableRequest the nationality-and-grade invoiceSeparate first-registration charges from term or annual tuition, meals, uniforms and transport.
Travel, temporary accommodation and shippingUse dated itinerary and shipment quotationsInclude baggage, port or handling charges, delivery and the length of the initial stay.
Insurance and supply setupObtain the named policy and installation quotationsState the covered household, policy period and actual dwelling or meter.
  1. List recurring rent, food, electricity, water, data, transport, healthcare and childcare, using supplier quotations or trial spending.
  2. Record currency, quotation date, billing period and inclusions. Label any monthly allocation of termly school fees as a calculation and retain the actual payment dates.
  3. Schedule setup payments, including the refundable rental guarantee, on a cash-flow calendar.
  4. Price transfer charges and keep an accessible reserve covering documented commitments before income begins.

For tax planning, list salary, business receipts, pensions and investment income with the work locations, residence dates and existing withholding. Ask the Direction Générale des Impôts which Benin declarations and payments apply, and assess any relevant treaty with the other country's authority. This guide could not verify the current individual residence tests or filing deadlines from the 2026 code; the IFU procedure in step 9 establishes the identifier, not the full tax position.

Before departure; optional

05Arrange school or university admission

Choose the school before fixing the family’s daily journey

For a French-curriculum starting point in Cotonou, Lycée International Français Pierre Manoël Talon identifies its location in Fidjrossè toward the Route des Pêches. Compare the actual home-to-school journey and teaching-language fit before signing a lease.

  1. Give admissions the child's age, grade, records and arrival date to establish the class and assessment requirements.
  2. Use the school’s 2026–2027 pre-enrolment page to reach its official Skolengo application. Keep the submission confirmation and follow up for the admission decision; a pre-enrolment submission does not guarantee a place.
  3. Obtain a complete invoice covering tuition, registration, meals, materials and uniforms. The school FAQ says tuition can be paid annually or by term and uniforms are required outside nursery; include these in the moving budget.
  4. Confirm the start, timetable and childcare. Older FAQ intake examples do not determine a 2026–2027 placement.

For comparison, EFE Montaigne's 2026–2027 tariff varies tuition by nationality and level. Its financial rules set first-registration charges at 350,000 FCFA when a sibling attended in 2025–2026 and is re-enrolled in 2026–2027, otherwise 500,000 FCFA. These nonrefundable charges are separate from tuition. Agree any late arrival with admissions. Reviewed 13 October 2026.

Use the foreign-diploma admission process at Abomey-Calavi

The University of Abomey-Calavi portal has a foreign BAC, licence or master's dossier route. Establish admission before the study-visa file; payment alone does not complete enrolment.

  1. Ask the selected faculty or school which qualification the course and level require.
  2. For a foreign baccalaureate, follow UAC's published dossier instructions: request the chosen speciality from the head of the relevant unit and obtain the required proof that the qualification has been submitted for authentication. Confirm the current submission arrangements with that unit before travelling.
  3. Prepare passport, birth and qualification copies as specified, distinguishing legalized documents from ordinary copies.
  4. Submit and track the dossier. After admission, complete pre-enrolment, payment and validation, then obtain the student record.
Before departure; optional

06Establish a pension-supported residence plan

Plan retirement through the ordinary residence framework, if applicable

For pension-supported households, the 2026 residence decree provides ordinary residence based on means or third-party support and good character. Its reviewed provisions establish no separately named retirement visa.

  1. Describe the intended pension-supported stay to DEI or the responsible Benin mission and establish the entry and residence procedure for your passport. Do not treat visa-free visitor entry as permanent settlement permission.
  2. Prepare evidence showing the actual source, regularity and access to support. Ask the receiving authority which records it will accept for your circumstances before ordering translations or certifications.
  3. Ask the pension provider about overseas payments, proof-of-life and address updates; obtain transfer and conversion charges.
  4. Price medical coverage for the residents' ages and ongoing treatment, and identify a suitable care provider.
  5. Assess any paid work or business separately for authorization and tax.
Before departure

07Prepare documents, belongings and pets

Build the document file around the procedures you will actually use

After choosing the route, prepare each application's documents. Resident-card applications require longer passport validity than the basic nontransit visa file.

  1. Check the passport against the resident-card checklist, which requires more than one year's validity beyond application. If renewal is needed, complete it before issuing other documents in the old passport details.
  2. Request the criminal-record document for the applicable procedure. A first resident application uses the origin or last-residence record; the work-permit checklist specifies an extract less than three months old. Time that request around the actual employment submission.
  3. Keep originals and readable copies of support, accommodation and required civil records. Obtain the receiving institution's translation or authentication specification before ordering it.
  4. Prepare education records against the school's or university's own checklist, separately from immigration papers.
  5. Record the authority, reference, receipt, submission date, missing documents and next appointment. Keep an offline copy.

Obtain the shipment assessment before loading household belongings

For a household shipment, obtain the declaration and relocation-relief assessment from Benin Customs. A shipper's “personal effects” label is not exemption approval.

  1. Inventory quantities, descriptions, values and used/new status; separate vehicles and business goods.
  2. Give Customs or the clearing representative the inventory, arrival point and residence evidence. Obtain the declaration checklist and written basis for any relief.
  3. Separate freight, handling, storage, clearance and delivery in the quotation, identifying payment responsibility and release conditions.
  4. Keep transport documents, declarations and receipts; confirm delivery address and access.

The current relocation-exemption checklist was not verified. Obtain it before shipping; the 2018 practical guide is not a current tax quotation.

Arrange the animal's entry separately from the household visas

If moving with a pet, contact the Direction de l'Elevage's live-animal sanitary service before reserving the animal's journey. Benin's government catalogue explicitly includes companion animals and identifies an office-based procedure; the traveller's visa does not complete the veterinary formalities.

  1. Describe the species, age, country of origin, travel date and arrival point to the veterinary authority. Ask for the current import permission, health-certificate and vaccination requirements for that exact movement.
  2. Give the resulting instructions to the exporting country's authorized veterinarian so examinations and certificates can be timed to the permitted travel window.
  3. Obtain the airline's animal reservation and crate specification separately, including any transit-country conditions for the chosen itinerary.
  4. Keep the original veterinary file with the animal's travel documents and arrange the destination inspection or collection that the authority specifies.

The public catalogue did not establish the current species-specific checklist or fee. Resolve both with the named service before shipping.

On arrival

08Establish the first journeys and arrival routine

Keep the arrival records and establish the temporary base

Keep the passport, entry document and accommodation details accessible on arrival. Later identification and residence applications do not replace the entry permission.

  1. Record the arrival and permission-expiry dates, retain a copy of the entry records and calendar the expiry.
  2. Use the agreed transfer to reach the booked accommodation. Save its address, nearby landmark and host contact.
  3. Establish phone access through an authorized operator outlet, following the SIM identification step below. Keep the number consistent across ANIP, tax and other applications where contact verification is required.
  4. Arrange the first identification or employer appointment and establish which original documents must be brought. Keep school and medical appointments alongside these rather than assuming all registrations can be completed at one office.
  5. Retain the temporary accommodation booking until the permanent home has been inspected and its written agreement completed. Record each arrival payment separately from the later household bills.

Practise the first journeys before committing to a commute

Gozem Benin lists taxis, tricycles and zem motorcycle rides. Choose for passenger, baggage and child-seat needs; confirm the actual trip's vehicle and fare.

  1. Install from the operator's links and test access before an appointment.
  2. Follow the operator's booking instructions: choose the vehicle, confirm the pickup location, enter the destination and choose the offered payment method before ordering.
  3. If the address is absent, select a nearby landmark and agree the pickup. For a booked airport transfer, confirm meeting point and baggage capacity in advance.
  4. Record actual fares and test work or school journeys at the relevant times before budgeting a daily commute.

On arrival; identification before the dependent applications

09Complete identification, residence and tax records

Arrange the foreigner's identification certificate with ANIP

Arrange identification before the resident-card application: its checklist requires the CIPE. ANIP manages the identification register and personal number, NPI; these records are separate from residence and work permission.

  1. Start from ANIP's official services portal. If already registered, locate your NPI and confirm the associated telephone details.
  2. For first enrolment, ask ANIP for the foreigner's appointment and original-document checklist, specifying the CIPE needed for residence.
  3. Use [email protected] to clarify the sequence. Bring the passport and the records requested for your case.
  4. Check the issued name, birth details and NPI against the passport before using the certificate in other applications.

The current first-enrolment checklist and CIPE charge were not confirmed publicly. Obtain them from ANIP; do not substitute the older CIPR fee.

Obtain your tax identifier after personal identification

Benin’s Identifiant Fiscal Unique, or IFU, is separate from the NPI identification number. The tax authority’s IFU service directs new registration requests to its newer e-services platform; use that current destination rather than treating an old application screen as the starting point.

  1. Complete the personal-register identification and obtain your NPI first. The tax authority’s individual-registration instructions make it a prerequisite.
  2. Open the current individual-registration service. Follow the procedure for a natural person and supply the NPI and birth date.
  3. Complete the requested verification and personal details. The published guide describes SMS and email codes, so have access to the contact details associated with the identification record.
  4. Save the generated IFU attestation and confirm that your name and contact details are correct.
  5. Give the identifier to the employer or adviser handling the relevant reporting. Obtain a tax assessment for the actual employment or business activity; possession of an IFU does not determine every filing obligation.

Obtain the identification record before completing the resident-card file

Benin’s law of 2 July 2025 requires a resident card for a foreigner wishing to establish themselves, and identification procedures for stays exceeding ninety days. The foreigner’s identification certificate, CIPE, and the resident card serve different purposes.

  1. Establish the applicable resident category with the Direction de l’Emigration et de l’Immigration (DEI). The active government service checklist requires a CIPE copy, so arrange that preceding identification record.
  2. For an ordinary card, prepare the application form, a travel-document copy with more than one year’s validity beyond application, livelihood or employment/support evidence and the appropriate criminal record. First applications use origin or last-residence records; renewals use Benin records and include the previous card.
  3. Follow the official payment service, print its receipt and complete the form.
  4. Attend DEI’s resident-card section with the complete file. Keep the receipt and return on the instructed collection date.

The catalogue states forty-five days. Record the actual submission date and follow up before the applicable deadline: the law treats silence at the prescribed issuance or renewal deadline as refusal, with short challenge deadlines. Do not assume an unanswered application means approval.

The 4 March 2026 residence decree makes the ordinary card renewable with three-year validity and the privileged card renewable with ten-year validity. Ordinary eligibility includes livelihood or third-party support evidence, or another legitimate residence interest, and good character. The privileged category generally follows two ordinary-card renewals and qualifying continuing ties; it is not a ten-year card available to every first-time arrival.

After arrival with the required identity and address records

10Open the account and establish payments

Choose the account category before presenting the opening file

Arrange a branch appointment with identity and address evidence, explaining nationality, residence and incoming funds. Bank of Africa Benin's compte chèque is for adults eighteen or older.

  1. Ask the Benin branch for the complete checklist for your status and the named account. Do not substitute another country’s Bank of Africa online-opening procedure.
  2. Prepare two recent identity photographs, the accepted identity record and the address evidence the branch confirms. Have the original documents available for verification.
  3. Confirm whether your proposed account is resident or nonresident, its currency and permitted transfer arrangements. Obtain the current tariff for maintenance, cards, withdrawals and international transfers before signing.
  4. After approval, save the account agreement and bank details, activate the chosen payment services and test a small transaction.
  5. Keep updated identity, immigration and contact records for later compliance checks.

The advertised opening speed is conditional on documents and does not guarantee approval for every arrival.

After selecting the base

11Inspect the home and sign the rental agreement

Inspect the home and obtain the written residential lease

Inspect the dwelling and verify who may let it. Benin's residential lease law requires a signed written agreement and party copies; temporary holiday and institutional student accommodation have different scope.

  1. Inspect the rooms, roof, drainage, locks, water supply and electricity meter. Record existing defects and the furniture/appliance inventory with the landlord.
  2. Put the property address, permitted occupants, term, rent, payment dates and service responsibilities in the agreement. Where several tenants are parties, have each sign.
  3. Separate rent advances, refundable security and agent charges in the payment schedule. Obtain receipts and a written explanation of the legal basis and return conditions for each amount before paying.
  4. Agree how repairs are reported. The law distinguishes landlord-paid major repairs from tenant maintenance; document the problem rather than treating every repair as the tenant’s expense.
  5. Keep the signed agreement, inventory, opening meter record, receipts and contacts together.

For a tenancy within this residential law’s scope, article 57 caps the security guarantee at three months’ rent. As a hypothetical calculation, rent of 150,000FCFA would imply a maximum guarantee of 450,000FCFA; this is arithmetic, not a current Cotonou rental quote. Keep that guarantee separate from other payments and request the itemized schedule.

Articles 65–66 require a dated, signed breakdown before first payment and monthly receipts, or the lease's specified payment method. Record the recipient. Property-valuation provisions have implementation conditions; an unverified property value cannot establish the permitted rent.

For a sublet, obtain the landlord's written authorization including rent. If ownership changes, retain the written notice identifying the new landlord and address.

Before departure and after arrival

12Activate coverage and arrange routine care

Confirm insurance and identify the provider before you need treatment

Arrange insurance before departure and confirm how it works after establishing residence. The National Social Protection Agency’s health-insurance information describes compulsory insurance for residents. That mandate does not establish that a newly arrived foreigner receives free ARCH care.

  1. Have the employer or insurer identify the coverage applying to each household member, its start date and the documents needed to enrol.
  2. Ask which local providers accept the policy, whether direct settlement requires authorization and which consultations, medicines or referrals you pay yourself.
  3. For CNHU-HKM in Cotonou, the active government appointment listing directs patients to its cashier, with the required records, to obtain receipts for consultation or examinations. Confirm the department and coverage first. Its fee examples were last updated in 2022 and are not presented here as current prices.
  4. Bring prescriptions and relevant medical records, then establish a local routine-care contact near the chosen home.
  5. For services outside the policy, obtain a current price and payment explanation before a planned appointment. Review evacuation or treatment-abroad cover against the household’s needs.

Current foreigner enrolment conditions and contributions under the public scheme have not been verified here; obtain that assessment from ANPS rather than assuming that a residence document supplies coverage. You should have a named provider, active insurance and a clear payment route.

After arrival and selecting the home

13Set up the phone and household supplies

Register the SIM and test service before selecting a longer bundle

MTN's current service portal provides SIM registration and activation support and an agency directory. Use an authorized outlet to establish the foreigner-document and activation procedure; the previously indexed SIM-terms PDF returned 404 during review.

  1. Bring original valid identity and the phone; confirm the accepted foreigner document and device compatibility.
  2. Complete identification, obtain the subscription confirmation and test a call and data before leaving.
  3. Use MTN’s activation instructions to choose a bundle in MyMTN through Acheter, Acheter Forfaits, then Internet. Confirm the allowance, validity and payment before completing the purchase.
  4. An activated MoMo account also supports *880# and the credit/bundle menu. Mobile-money enrolment is separate from the SIM.
  5. Test reception inside the intended home and record the renewal date and recharge method.

Arrange the electricity account for the actual home

Identify the home's meter and account arrangement with the landlord. SBEE's household instructions cover installation, extensions, capacity changes and relocation.

  1. Record the address, access plan, existing meter reference and contact number.
  2. Prepare the responsible person's identity/passport copy and the listed IFU, CIP or ANIP record. Ask Customer Care which foreigner record is accepted.
  3. Attend the local SBEE Customer Centre with the file; the current household page instructs in-person submission and requires residence in Benin.
  4. Obtain the installation quotation and work schedule; record landlord and tenant responsibilities in the lease.
  5. For an operating prepaid meter, use the recharge service linked from SBEE’s official page and retain the meter reference and receipt.

Transfer the water account using the meter's actual record

Check the SONEB account's status and responsibility. Its account instructions distinguish transfer between occupants from restoring terminated supply or creating a connection.

  1. Photograph the opening meter reading and obtain the previous occupant's bill and subscriber reference.
  2. For a mutation, attend the local SONEB agency with the request, lease or property-title copy, valid identification copy, previous bill and meter reading. The supplier says the previous occupant's presence is desirable; arrange the handover with the landlord.
  3. Obtain the charge applicable to the meter calibre and the account arrangement before paying. Do not treat a terminated connection as a routine name change: re-subscription has its own arrears and authorization procedure.
  4. Retain the resulting contract and use the official water-bill payment service with the correct account reference.

SONEB's published consumption tariff, reviewed 13 October 2026, lists 198 FCFA per cubic metre for the first five cubic metres over thirty days, then 453 FCFA in the second band and 658 FCFA in the third, plus 18% VAT. The bands are adjusted for the billing period. Meter charges and any connection instalment are additional. The page does not supply an effective-date notice, so confirm the tariff on the account's current invoice before treating this published schedule as the amount payable.

During the first month

14Complete the first-month tasks and build a routine

Close the remaining tasks in the order your records allow

Keep one household calendar for school starts, resident-card appointments, utility work and permission expiry. Review the remaining tasks against the records already issued.

  4. Ask the school about parent activities, the university about student services, or colleagues about regular events. Confirm the meeting and language before attending.

For a cultural starting point, Fondation Zinsou's own visitor page distinguishes the LAB in Cotonou from its museum in Ouidah. On the page reviewed 13 October 2026, the LAB lists free admission Monday–Friday, 09:00–18:00, with weekend closure. Ask the foundation about the current exhibition and exact visitor location before travelling; the historical photograph in this guide does not identify the present LAB premises. For an Ouidah visit, the museum is identified as Villa Ajavon behind the basilica, with a separate schedule. Use [email protected] or the linked contact form rather than relying on older telephone formats.
