Moving & Living - Burundi - Complete Guide
Move through Burundi’s practical sequence: secure the right entry and work permissions, prepare a household budget, arrange schooling and healthcare, then complete residence, banking, housing and everyday services.

Bujumbura stretches between Lake Tanganyika and the hills, with banks, schools, businesses and much of the practical administration needed for a move. Gitega offers a different base for work or study inland. Making either place home involves more than arriving with a visa: the purpose of your stay, employment approval, residence registration, a workable home and reliable daily services need to fit together. This journey explains that order and identifies the choices that depend on your nationality or household.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose a base around your actual workplace, school and services
Start with the places you will use every week. Bujumbura is the practical starting point when your employer, bank or school is there; an inland assignment in Gitega requires a different household plan. Choosing a house first and then discovering that everyday appointments are elsewhere makes the move harder. Ask the host to mark the workplace, proposed school, medical provider and migration office on the same map.
Use named destinations rather than broad neighbourhood reputations. CGM is on Avenue de l’OUA in Kigobe; the École Internationale de Bujumbura is in Kinanira II; the Institut français is on Chaussée Prince Louis Rwagasore. These give you useful anchors for comparing a Kigobe-area address, a home nearer Kinanira or a more central property. Their own migration contact page, school website and language-course page provide the actual contact points.
- Ask for the full address, a map pin and a recognisable nearby landmark. Record the province, commune, zone and quartier as the property’s current local administration identifies them.
- Arrange temporary accommodation long enough to inspect houses and test journeys. Request a written description of water storage, electricity backup, internet and airport collection.
- Visit the final candidates during the hours you will commute. Ask who supplies transport when fuel is unavailable and how the household reaches medical care.
- Compare the total cost of the home and its services, including any driver, backup power or shared charges, before choosing.
Do not treat all of Bujumbura Province as interchangeable. The current official travel advice identifies specific communes and road sections where it advises against all travel, including parts of RN5 north of the airport. Match the exact address and intended journeys to that advice and your employer’s arrangements. This is a location decision to make before a deposit, rather than a problem to resolve after moving in.

02Plan entry and lawful stay as separate stages
Burundi’s terminology matters. A visa d’entrée covers arrival and its permitted stay; a visa de séjour is a stay permission; a visa d’établissement is settlement permission. The secured residence card introduced in 2026 is another document. None should be treated as automatic approval to take employment.
The CGM service directory lists an ordinary two-year establishment visa at USD 500 and requires at least six months already spent in Burundi. Its checklist includes passport and current-visa copies, a photograph, an approved request letter and evidence appropriate to the purpose: employment documents or NIF and commercial registration for profit-making activity. Establish with CGM how the initial months will be authorised and renewed; do not assume a one-month entry visa covers a six-month wait.
- Send CGM or the responsible consulate your nationality, current residence country, purpose, proposed duration and accompanying family members. State whether you are an EAC or CEPGL national or covered by an organisation’s agreement.
- Agree the first permission and subsequent applications with the host. Institutional courtesy arrangements involve the institution and government authorities; an individual cannot simply select that status.
- Use the official airport entry application when that category applies. Supply the real accommodation and reference-person details, arrival/departure dates and passport information; prepare the category-specific uploads.
- Keep the emailed validation certificate, payment confirmation and passport together. Confirm the approved stay dates at arrival.
For British citizen visitors, FCDO entry guidance describes a USD 90 one-month visa and a pre-arrival validation certificate. CGM publishes distinct EAC and CEPGL arrangements, so apply the category for your nationality rather than importing the British checklist. A spouse or child needs their own applicable permission; an employer’s approval is not a household-wide visa.
03Have the employer resolve work approval before the start date
An offer letter should explain who will handle the foreign-worker file. Ask the employer to name its HR contact and the authority receiving the application, and to distinguish that approval from the entry and residence applications. Where a regional agreement or institutional exemption is claimed, request the actual basis and the documents needed to demonstrate it.
- Provide the employer with the passport identity page, qualifications, professional registration where relevant, employment history and proposed contract. Have the employer obtain the current checklist from the Labour Ministry and labour inspectorate instead of assuming these preparatory papers are the complete legal file.
- Agree in writing who pays application costs, arranges immigration renewals and handles dependants, insurance and transport. Confirm when you may start, rather than equating a pending application with permission.
- After hiring, obtain the INSS registration evidence. The INSS worker procedure assigns the employer an eight-day registration deadline and uses the individual entry declaration, Model IIa. The resulting insurance booklet and number should remain with your career records.
- Keep a copy of the approved work arrangement with the contract and passport documents. Revisit it when the employer, role or activity changes.
The 2022 foreign-employment ordinance provides for written notification within 15 days when changing or ending the approved job; changing employment also involves a request for another permit. Arrange that transition with the receiving authorities before relying on the old approval. A foreign payroll or remote client does not, by itself, establish an immigration route. No dedicated remote-worker or retirement route was verified for this guide.
Optional: establish a business. Prepare the proposed activity, ownership structure, identity papers and statutes, then use the official EasyBusiness service as directed for commercial registration. OBR’s 4 August 2026 registration notice describes electronic routing between EasyBusiness and e-KORI and individual biometric appointments. Keep the submission and certificate emails. Company registration does not replace activity licences or personal work/stay approval.
The ADB website’s older procedure and fee pages were unavailable at review, so no company-creation charge is presented as a verified current quotation. Obtain the complete registration and licensing payment instruction from the guichet unique contact listed by OBR, on Boulevard Mwezi Gisabo in the Asharif building, telephone +257 22 27 59 96/97. Free OBR taxpayer registration is not evidence that every company or licensing service is free. If hiring staff, follow INSS employer affiliation too.
04Separate moving cash, locked funds and monthly bills
Build the budget in BIF for local spending and retain USD amounts where the immigration authority quotes them. Obtain the bank’s actual conversion and transfer charges for the payment date. A blocked immigration guarantee, a refundable landlord deposit and an application fee are different kinds of expenditure: the first two can remove cash from daily use even when they may later be returned. The CGM guarantee guidance specifies USD 1,500 individual or USD 5,000 family blocked guarantee for establishment, with an institutional guarantee alternative; nationality exemptions and approval of the guarantee must be resolved for your case.
| Budget line | How to establish the amount | Timing |
|---|---|---|
| Travel, temporary home and transfer | Written airline and accommodation quotations, including collection and baggage | Initial move |
| Entry, settlement and residence card | The actual CGM category, any exemption and applicable card duration | Initial and renewal |
| Housing | Agreed rent, deposit, advance period and any agent charge, separately | Initial and recurring |
| Utilities and backup | Meter-specific bills, connection quotation and household backup arrangements | Initial and recurring |
| School and healthcare | School’s full invoice and insurance quotation for the household | Term/annual plus use |
| Phone and transport | Data allowance and an actual commute arrangement, including fuel contingencies | Monthly or as used |
For a limited, verifiable phone example, Lumitel’s published classic-data table, reviewed 13 October 2026, lists 1 GB for 7,999 BIF with 30-day validity. Its FAQ lists a yellow-plus SIM at 2,000 BIF. The calculation 2,000 + 7,999 = 9,999 BIF illustrates those two selected purchases only; it is not a household budget and excludes calls, extra data and other charges. The operator gives no price-effective date on the table.
Put tax administration into the employment discussion. Ask payroll to identify the employment-income withholding and supply payslips showing what was withheld. If running a business, renting out property or receiving other income, use the appropriate OBR return forms and obtain advice on the scope of your obligations, including foreign income. The OBR legal directory and July 2026 finance-measures table include the 2026–27 changes; an old tax-band table is not sufficient for a current calculation. Document your dates, income sources and existing overseas obligations for OBR or your adviser, rather than treating the immigration document as a tax-residence ruling.
05Arrange a school place or university admission before choosing the final home
For a child, start with curriculum, teaching language and the next destination the family might move to. The École Internationale de Bujumbura offers nursery, primary and secondary education and describes programmes combining Burundian requirements with other pathways, including the French baccalaureate. Its address is Kinanira II, Boulevard Mwezi Gisabo, Avenue Gasibe No. 1. Contact the school for the current application sheet and placement process; its public presentation is not evidence that a seat is available.
- Send the school the child’s age, recent reports, present curriculum, language experience, proposed start date and any learning-support needs. Request the actual list of admission documents.
- Ask for the full year or term cost, including registration, meals, transport, materials and examination charges. Confirm refund and withdrawal terms before paying.
- Obtain the acceptance and placement in writing. Confirm whether the first day depends on additional records, payment or an interview.
- Test the journey from each shortlisted home and establish who collects the child if transport changes.
For higher education, the Université du Burundi website separates bachelor, master and doctoral admissions rather than offering one universal process. The institution links its bachelor admission portal directly. Select the programme first, then ask its admissions office how a foreign qualification is assessed, whether translations or equivalence are needed, and which current intake accepts your application. A domestic placement process may not fit a foreign applicant; do not pay a third party to bypass that question.
Once accepted, coordinate the admission evidence with CGM. The migration law gives EAC students a one-year renewable stay arrangement, but nationality and the actual supporting enrolment still matter. Ask the university to identify its campus, teaching language, timetable and accommodation support. There is no verified current universal university fee or housing guarantee here; use the programme’s written quotation and your own lease inspection.
06Test retirement plans against residence, payments and medical access
A pension can fund living costs without being an immigration category. No dedicated retirement visa was verified in the official categories researched for this guide. If the proposed move is family-based, for an existing residence history or connected with another recognised purpose, ask CGM to identify that basis precisely. Buying a home or receiving a pension is not enough to assume approval.
- Explain your nationality, previous Burundi stays, family links and intended duration to CGM. Request the sequence and documents for the category it identifies.
- Ask the pension provider whether it can continue payments overseas and what proof-of-life, address or bank changes it requires. Price the actual transfer route with your bank.
- Obtain insurance terms for your age, existing conditions, ongoing prescriptions and evacuation. Establish a named medical contact before choosing an inland home.
- Keep a return or onward-care option funded independently of a blocked deposit or property purchase.
The migration law’s settlement conditions include financial resources, the intended place of residence, approved activity and medical evidence. It also distinguishes guarantee exemptions for EAC and CEPGL nationals. Do not transplant a generic retirement-income threshold into that framework. Ask how your non-working purpose is assessed and retain the written response.
For practical care planning, official healthcare guidance identifies serious-accident services in Bujumbura and warns of limited facilities outside it. Ask your insurer who authorises evacuation and which destination can actually receive you. Arrange the paperwork a spouse or trusted person would need to help with a hospital, pension or immigration matter if you cannot handle it yourself.
07Prepare the papers, shipment and pets for the chosen route
Create a separate file for each traveller. Include passport copies, the relevant approvals, relationship records for accompanying family, education and employment papers, insurance and accommodation contacts. Record names consistently across the files and keep both protected digital copies and a paper set for arrival. Ask the receiving authority what translation or authentication it accepts for the particular document.
The migration law requires settlement applicants to supply a police-record extract from the country of origin or residence, or an official equivalent, and a medical certificate issued less than three months earlier by an approved doctor. It also addresses evidence of approved activity, resources and the intended address. Coordinate these documents with the actual application date; ordering a time-limited certificate far too early can require doing it again.
- Prepare a dated inventory of household goods with quantities, approximate values and proof of ownership for valuable items. Give it to the forwarding agent before booking shipment.
- Ask OBR’s customs service or the clearing agent for the applicable classification, taxes, documents and delivery arrangements in writing. No general duty-free household-moving entitlement was verified for an ordinary foreign newcomer.
- Separate professional equipment, medicines and items needing particular authorisation from ordinary personal goods. State these explicitly rather than leaving the agent to discover them at clearance.
- Obtain the complete quotation: transport, insurance, customs representation, storage, handling and final delivery. Agree who receives the goods if the shipment arrives before you.
Pets require their own timetable. Before buying a flight, seek the destination veterinary requirements through the responsible Burundian animal-health authority or its consulate, including import permission, vaccination evidence, health-certificate timing and arrival inspection. A complete current Burundi-specific pet checklist could not be verified. For US departures, USDA APHIS’s preparation guidance explains the accredited-veterinarian and endorsement process and directs owners to destination officials when requirements are not published. Airline carriage and transit-country rules are additional arrangements, not substitutes for import approval.
08Use the first day to establish the approved stay and household essentials
Arrive with your host’s full contact details available offline. The airport-entry form asks for accommodation and a reference person, so the arrangement should be real and understood by both sides. Confirm the collector’s name, meeting point and fallback number before departure; agree the payment rather than negotiating transport while managing luggage and documents.
- Present the passport, relevant certificate or existing residence permission and health-entry documents. For British travellers, the current entry guidance specifies a yellow-fever certificate, passport validity of six months after arrival and one blank page; obtain the applicable passport rule for other nationalities from the receiving authority.
- Before leaving the immigration process, identify the admitted category and end date. Retain the stamp or issued document, payment receipt and any instruction about the next appointment.
- Reach the booked home, confirm access, drinking-water arrangements and electricity backup, and store original papers securely. Send the host the contact number you can actually answer.
- Obtain local spending money through a bank or other authorised channel and keep the transaction record. Make one small purchase or withdrawal to establish what works before relying on it.
Official money guidance describes limited card use and ATMs outside Bujumbura and foreign-exchange shortages. Have a workable payment method for the first days rather than assuming your overseas card will fund everything. Keep currency conversion receipts with the move’s financial records.
Book the next CGM discussion while the admission dates are clear. For a longer stay, ask which interim permissions and documents establish your position through the first months. A validation email, an appointment or an employer’s promise is not the same as an issued extension. Put the actual expiry into the household calendar with the responsible contact.
09Complete residence-card and applicable tax registrations
The secured residence card is governed by the ordinance signed 25 February 2026. Article 3 requires foreigners residing for more than three months to register with CGM. Article 2 refers to at least six months of lawful stay for issuance, except where another legal provision applies. Ask CGM how those clauses work for your category; do not wait until six months to raise the registration question.
| Card category | Validity | Ordinance fee |
|---|---|---|
| EAC national | Six months | USD 30 |
| EAC student | One year | USD 50 |
| Holder of a two-year establishment visa | Two years | USD 100 |
| Permanent resident | Five years | USD 200 |
The card file includes a valid passport or equivalent, current visa or CEPGL circulation authorisation, photograph, residence attestation issued in Burundi and payment proof. Ask which local office issues the attestation for your address. Card renewal follows renewed lawful stay; permanent residents renew the card every five years.
- Take the passport, current stay evidence and full local address to CGM. Obtain the category-specific appointment and payment instructions, keeping the submission receipt.
- Where a NIF is required, begin the new request through e-KORI. Since 4 August 2026, new administrative requests are online; individuals receive a biometric appointment for fingerprints and a photograph. Commercial requests follow the platform’s EasyBusiness routing. OBR then emails the certificate or rejection reasons. Its notice says taxpayer registration is free; files begun before 4 August retain their transitional procedure. Prepare the valid passport and activity-specific evidence identified in the OBR document guidance, such as the consultancy contract or commercial-registration papers.
- Give the resulting identifiers to the employer or accountant where required. Retain your own copies and record what each number relates to.
- Set separate reminders for the visa, card, work approval and other registrations. A longer date on one document does not silently extend another.
10Set up an account and a tested payment routine
Choose the account around the payments you need: salary, rent, local withdrawals and overseas transfers. An account marketed to Burundian nationals living abroad is not automatically a foreign resident’s product. Start with an ordinary personal-account enquiry and explain the nationality, stay status, income source and currencies involved.
- Contact a bank branch for the current non-citizen checklist. Interbank’s BIF current-account page identifies an adult individual account and lists passport among its identity documents; it describes deposits, withdrawals and transfers and the option of ordering a card or cheque book.
- Bring the passport and the stay, address and income evidence the branch requests. Ask whether it can open the account at your present immigration stage and what remains outstanding.
- Read the charges for account maintenance, cards, local transfers, international receipts and currency conversion. Obtain the minimum deposit and activation conditions directly; no verified universal opening deposit is quoted here.
- Test access, a small deposit and the planned payment method. Verify beneficiary details before sending the first substantial rent or overseas transfer.
Mobile payments can complement the account. The operator’s LumiCash Channel description identifies deposits, withdrawals and transfers and the *163# service. Ask an authorised shop how your identity is registered and which customer service fits your needs; a channel app’s description is not, by itself, a complete consumer enrolment procedure. Have the shop explain the transaction limit and charge for the specific transfer or withdrawal.
Keep the SIM under your control and set your own PIN. Make a small test transfer, confirm the recipient received it and retain the confirmation. Establish how to report a lost phone before that happens. For larger obligations, agree the payment channel with the landlord or employer and retain receipts that identify the amount, currency and purpose.
11Inspect the home and negotiate the written rental terms
A useful rental enquiry asks about the actual property rather than requesting a vaguely “expat” home. Specify bedrooms, commute, furnished or unfurnished, water storage, backup power, internet and the payment currency. Arrange an inspection with the person authorised to rent it and verify how that authority relates to the owner.
- Inspect locks, drainage, roof condition, screens, water pressure, storage tank and electrical equipment. Ask to see the meter numbers and the latest bills, and identify any shared supply.
- Write down rent (loyer), security deposit (caution), advance rent, service charges and any agency commission as separate amounts. These are terms to negotiate and document; no national standard deposit was verified.
- Agree the length of the bail, notice period (préavis), renewal method, repairs, inventory and deposit-return process. Include the payment currency and how any conversion is determined.
- Photograph the condition with the landlord and record appliances, furniture, meter readings and keys. Obtain signed copies and a receipt for every substantial payment.
Hypothetical cash-flow example: if a negotiated rent is 1,000,000 BIF per month, the agreement calls for two months in advance and a one-month refundable deposit, the initial housing payment is 3,000,000 BIF. Those are invented inputs to illustrate the arithmetic, not a Bujumbura rent quote or a legal deposit rule. Any agreed commission or utility cost is additional.
Include services in the handover. REGIDESO’s new-connection checklist asks for property evidence among other documents, so do not assume that a foreign tenant can personally apply using only a lease. Have the landlord identify the account holder and resolve a new connection or change with the utility. The residence-card process also needs a local residence attestation; agree how the owner will support the address evidence without promising that a lease alone meets every requirement.

12Arrange medical access and insurance before you need treatment
Build the medical plan around the household’s actual needs: ongoing prescriptions, maternity care, children, chronic conditions and emergencies. Ask the employer what its cover includes and request the policy, not just the name of an insurer. Establish whether outpatient care is direct-billed, reimbursed afterward or paid entirely by you.
- Obtain a pre-departure medical review and the required vaccination evidence. Take prescription names, doses, relevant records and the treating clinician’s contact details; arrange lawful carriage and a replenishment plan.
- Ask the insurer about coverage in Burundi, exclusions, existing conditions, evacuation authorisation and the assistance number reachable from your local phone.
- Identify a provider for routine appointments and one for emergencies. Confirm the services, payment method and arrangements for referral rather than assuming every named hospital provides every treatment.
- Share the assistance contacts and records location with a trusted household member or host contact. Keep immediate-care funds accessible.
FCDO’s healthcare guidance names Kira Hospital, Hôpital Militaire de Kamenge and Médecins Sans Frontières at Prince Régent Charles Hospital for serious-accident care in Bujumbura. It warns that facilities outside Bujumbura are limited and evacuation to Kenya or Rwanda may be needed. That is a starting point for contacting providers and the insurer, not a guarantee of admission, transport or clinical capacity.
Keep occupational/social-insurance paperwork separate from private medical cover. An INSS number establishes a social-security record; do not infer that it pays any hospital bill presented to it. Ask payroll and the insurer to explain the actual benefit, eligibility, authorisation and reimbursement procedure. If a claim requires originals, request an itemised invoice and medical report before leaving the provider.
13Connect the phone, utilities and a realistic commute
Visit an authorised mobile shop with the passport and applicable local papers and request registration in your own name. Test a call, mobile data and the number before leaving. Lumitel’s service FAQ uses *100# for number information, *131# for balance and *150# for data packages. Select an allowance based on your work and household use, including what happens when the bundle expires.
For the home, REGIDESO handles water and electricity. Its published new-connection documents are a family-composition record, passport photograph, property title or equivalent ownership evidence and CNI copy. Ask the utility about the correct applicant and accepted foreign-ID substitute; this checklist is not a promise that a tenant’s passport replaces every item. An existing connected rental instead needs clear account responsibility, opening readings, payment method and maintenance contacts.
- Match the utility account and meter number to the property. Obtain the actual tariff category, any arrears and an address-specific quotation for work required.
- Agree who pays the bill and who repairs the tank, pump, generator or inverter. Budget fuel and servicing separately from grid consumption.
- Test internet inside the actual home, including the room where you work. Do not substitute a provider’s general coverage claim for a successful connection test.
- Arrange the commute with the host, school or a transport provider. Confirm collection times, return journeys, payment and an alternative if fuel or the vehicle is unavailable.
The REGIDESO tariff page did not provide a usable numerical schedule during this review, so the guide does not invent a kWh or water bill. Current transport guidance reports severe fuel shortages and advises against road journeys outside Bujumbura after dark. A vehicle purchase does not resolve fuel supply. For British drivers it describes a six-month allowance for a UK photocard licence; other licence types and nationalities require their own confirmation. The current border guidance reports the Rwanda land border closed, so do not design a routine around a presumed open crossing.

14Turn the first month into a stable household routine
Put administrative dates and the ordinary week in one plan. Keep one household calendar for stay permissions, work approval, school invoices, rent and insurance, with the responsible person beside each task. Keep the issued documents and receipts in an organised file rather than relying on an exchange of messages with the host.
| Period | Practical tasks | Evidence to retain |
|---|---|---|
| First days | Confirm admitted stay, accommodation, phone, immediate funds and medical contacts | Entry document, receipts, assistance numbers |
| First week | Meet the host/HR contact, clarify CGM sequence, inspect final homes and school journey | Appointment and application instructions; written quotations |
| Weeks two to four | Complete approved bank arrangements, tenancy handover, utility responsibility and applicable registrations | Account details, signed lease, readings and registration receipts |
| Before each expiry | Arrange the appropriate renewal with the named authority | Issued renewal and next date, rather than an assumed extension |
For language and community, the Institut français du Burundi offers French, English, Kirundi and Kiswahili courses at 9 Chaussée Prince Louis Rwagasore. Its website still shows a February–April 2026 collective session, which has passed; ask the course office for the next actual intake. The 2026 course terms direct general-course applicants to return a paper form to [email protected] and require a placement test for a new non-beginner. They specify bank transfer or cheque arrangements through Bancobu and say cash is not accepted. Use the current invoice and calendar before paying.
Find additional connections through the school’s parent contacts, the employer, university or an activity you can attend regularly. Ask about language, attendance and the actual journey before committing. Build the week around reachable places and realistic transport, leaving time for the appointments that cannot be completed online.
At the month-end review, replace the provisional budget with your real receipts. Identify the unfinished official task, its deadline and the contact handling it. Confirm that HR has provided the social-security evidence and that later CGM registration is already planned. The move becomes more manageable when the outstanding work is specific: a named document, office, payment or appointment.
