Moving & Living - Christmas Island - Complete Guide
Plan a move to Christmas Island with practical steps for Australian status, island employment and housing, school entitlement, freight and biosecurity, healthcare, banking and local transport.
On Christmas Island, the move is shaped by a small set of settlement areas, a school on Murray Road, services around Settlement and the practical connection to Perth. A mainland-style assumption about freight, a pet, mobile reception or the next available apartment can change the whole plan. This guide explains the island’s actual moving sequence: establish your Australian status, secure work and a home, arrange the household’s education and care, then organise transport and supplies around the services available locally.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose a settlement area around your work and household
Start with the island’s settlement areas rather than a mainland city shortlist. Flying Fish Cove, also called the Kampong, sits beside the harbour; Settlement follows the coastal plateau. Poon Saan, Silver City and Drumsite give you other residential starting points. Locate the workplace, school and proposed home on the same map before deciding that an address is convenient. The government’s Christmas Island land-management plan is useful for geographic orientation, although its age means it cannot establish today’s rental availability.
- Ask the employer or prospective landlord for the precise street address, photographs and the proposed occupancy date. A general offer of “island accommodation” does not answer whether the home suits children, accessibility needs or a second adult working from home.
- Plot the journey to the workplace and Christmas Island District High School on Murray Road. Ask how the household will make that journey before a vehicle is available.
- Discuss parking, stairs, fans or air conditioning, storage and the condition of any supplied furniture. Ask which bills and repairs are included.
- Arrange temporary accommodation only after confirming how long it may take to obtain the permanent home and whether the temporary booking can be extended.
The tourism authority explains that ordinary public transport is not available. School transport is a separate service, covered below. A location that looks close on an island map still needs a realistic transport arrangement. For an employer-assisted move, obtain the accommodation terms alongside the job offer before buying flights.
02Establish your Australian entry and work entitlement
Christmas Island is an Australian external territory. Moving here does not create a separate Christmas Island immigration route. Australian citizens and permanent residents should plan their domestic move around identity documents and existing entitlements. Other passport holders must establish which Australian status permits their intended stay and activities.
- Use the Home Affairs visa finder for the actual purpose: employment, joining family, study or another eligible route. Separate the right to enter from the right to remain and to work.
- If you already hold an Australian visa, retrieve your conditions through VEVO. Check expiry, permitted work and any employer or other restrictions before agreeing to island employment.
- For a sponsored job, ask whether the employer will sponsor the particular position and applicant. The Skills in Demand subclass 482 route requires the relevant sponsorship, nomination and applicant eligibility; an island address alone does not provide sponsorship.
- Follow the chosen route’s document checklist and apply through ImmiAccount where that route uses it. Retain the decision and the passport linked to the visa.
The territories department’s travel guidance distinguishes domestic travel from arrival from outside Australia. Mainland travel does not require a separate island visa; international arrival follows Australian passport and applicable visa requirements. For the domestic flight, carry the airline’s accepted identification for every family member. A passport is the preferred practical document, particularly if an international diversion occurs. Foreign residents should carry their passport and Australian status record.
03Agree employment, housing assistance and the remote-work setup
A relocation package should be read as several separate arrangements: the employment contract, accommodation, travel, freight and any vehicle access. None is automatically included just because a position is on Christmas Island. The Indian Ocean Territories Administration career page provides a practical starting point for government roles and their application packs.
- Read the position’s location, essential qualifications and application instructions. Submit the requested evidence against the selection criteria and quote the position reference.
- Ask for the remuneration breakdown: salary, allowances, superannuation and any deductions. Clarify which moving expenses are reimbursed, when reimbursement occurs and what happens if employment ends early.
- Obtain the housing offer in writing, including rent, household eligibility, furniture, utilities and the period you may remain after the job ends.
- For remote work, obtain the employer’s agreement to the island location and test the proposed address’s connection with the local provider. Discuss calls, large uploads and the employer’s access or security requirements before relying on a mainland mobile plan.
Someone establishing an eligible enterprise can follow the Australian Business Register’s ABN process. An ABN records the business; it does not replace immigration permission, premises approval or import conditions. For a business using a property, consult the Shire’s planning application instructions before fitting out the space. Obtain the owner’s consent and the required plans, and confirm the current submission requirements with the Shire.
Ask local employers about actual vacancies rather than treating an old advertisement or a quoted package as a standing offer. Skills, registration, sponsorship and accommodation can all be position-specific.
04Build an island budget and assess Australian tax obligations
Budget in Australian dollars. Obtain current written quotes for rent, freight, flights, vehicle arrangements and insurance; an older visitor guide’s rental figure is not a current housing market. Price the household’s food and recurring deliveries against its own needs rather than assuming a national Australian grocery average applies locally.

The following is a hypothetical one-household calculation, not a surveyed island cost of living. Only the two specified CiFi plan prices are provider-published prices checked on 13 October 2026. All other amounts are assumptions to replace with your own quotes.
| Monthly item | Illustrative AUD amount | Basis |
|---|---|---|
| Rent | 1,950 | Assumed $450 a week × 52 ÷ 12 |
| Food and household purchases | 900 | Assumption |
| Utilities | 200 | Assumption; obtain tariffs and a comparable bill |
| Transport and fuel | 250 | Assumption, excluding vehicle purchase |
| Insurance and care reserve | 200 | Assumption, dependent on cover and needs |
| CiFi Small home internet | 80 | 150 GB peak data; installation extra |
| CiFi Small mobile data | 30 | 15 GB data; voice arrangements separate |
| Total | 3,610 | Calculated from the amounts above |
The published home internet and mobile data allowances are explained in step 13. An illustrative initial reserve of AUD 8,100 comprises two weeks’ advance rent $900, an assumed four-week deposit $1,800, temporary accommodation $900, flights $1,500, freight $2,500 and setup purchases $500. The assumed deposit is not a statement of the legal maximum. This reserve excludes visa, permit and internet installation charges that must be priced separately. Do not count the same advance rent twice when combining initial and monthly cash requirements.
Ask the ATO’s tax-residency guidance which assessment applies to your circumstances; immigration status and income-tax residency are different questions. Christmas Island’s treatment outside the GST indirect tax zone, explained in the ATO’s export guidance, is not an income-tax holiday or a promise that every delivered purchase has no additional charges. Keep contracts, payslips, invoices and freight paperwork, and obtain advice on overseas income where relevant.
05Confirm school entitlement before moving children
Christmas Island District High School provides Kindergarten through Year 12, including its Tom Paterson kindergarten setting. Its own programme information describes senior secondary pathways and distance-supported subjects. Ask about the current subject combination for the particular year level rather than assuming every mainland course is taught on site.
- Read the school’s enrolment requirements alongside the child’s age, home address and visa status. The school expressly states that it cannot enrol overseas fee-paying students: a visa that does not provide local entitlement cannot simply be solved by offering to pay fees.
- Download the appropriate Kindergarten–Year 6 or Years 7–12 application pack. Prepare the requested identity, residence and previous-school information, plus relevant learning or support records.
- Arrange the Deputy Principal meeting through the school office. Obtain confirmation of entitlement and discuss placement, subject choices and support needs before treating a place as settled.
- Ask about uniforms, required equipment, starting dates and transport from the actual proposed address.
The school lists four complimentary school-bus routes serving Prickle Park and Lower Silver City; Poon Saan, Taman Sweetland and Upper Silver City; the Kampong; and Settlement. Confirm the pickup arrangement for your child. These are school buses, not a general public bus network.
For university or professional study, arrange admission directly with the chosen institution and confirm distance-study, placement and examination requirements. Budget separately for any mainland attendance. The island school is not a residential university or a substitute for a university’s admission decision.
06Assess retirement status, benefits and care needs
Australian citizens and permanent residents considering retirement here should compare the island’s actual services with their expected needs. Foreign retirees need an eligible Australian route; owning property or receiving a foreign pension does not itself create one.
Home Affairs’ Investor Retirement subclass 405 and Retirement subclass 410 pages describe restricted legacy arrangements closed to new applicants. Do not use them as ordinary first-time retirement applications. Anyone with an existing or former relevant visa should follow the exact eligibility rules for that circumstance.
- Establish the status that permits the proposed stay, then assess pension and other benefit eligibility separately.
- Read the Age Pension residence rules together with the applicable age, income and asset tests. The general residence requirement is ten years in total, including five continuous years, with specified exceptions and agreement arrangements.
- Confirm how existing benefits apply to your household. Services Australia includes Christmas Island within Australia for the relevant Centrelink residence definitions, but inclusion is not automatic benefit entitlement.
- Discuss ongoing treatment, visiting services and mainland referrals with the island health service before committing to a home.
Make the practical plan specific: who supplies regular medicines, where a mainland appointment would take place, who accompanies you, and which insurance or assistance arrangement pays which cost. An island move is easier to assess with those answers than with a general promise of a relaxed retirement.
07Clear freight and resolve the pet question before shipping
Prepare a household file containing passports, visa decisions, employment and housing agreements, school records, licences, prescriptions and insurance details. Keep accessible digital copies and the originals needed for first appointments. Inventory the shipment by item and material rather than describing everything as “personal effects”.
- Read the territory-specific DAFF import conditions, including for goods sent from the Australian mainland. Identify food, plants, timber, soil-contaminated outdoor equipment and other regulated items.
- Use BICON or the responsible biosecurity service to establish the conditions for the actual goods and route. Where a permit is required, it must be granted before the goods leave the mainland.
- Clean outdoor equipment and prepare packaging and supporting records according to those conditions. Obtain the carrier’s written quote, transit arrangements, insurance and delivery instructions.
- Separate the first weeks’ essentials from the main shipment. Carry essential medicines and documents with you and check the airline’s baggage allowance before packing.
Ordinary pet dogs and cats cannot be imported. The Shire’s animal-control page sets out the prohibition. Mainland veterinary certificates or a generic Australian pet-import checklist do not override it. The territories department describes a discretionary Administrator approval for an assistance dog; obtain the specific written decision before arranging transport. It is not a general exception for companion animals or assistance cats. For another animal, establish the applicable island and biosecurity rules for that species before assuming it can travel.
If the household cannot move without a prohibited pet, resolve that decision before paying for flights or freight. It changes whether this move is workable at all.
08Book the Perth connection and the first island days
Use Qantas’s Perth–Christmas Island service for current bookable dates and baggage conditions. General island directories can retain older airline information; the operating airline’s booking and connection instructions should govern the journey.
- Read the Qantas Perth terminal instructions. Christmas Island flights use Terminal 1. A connection from another Qantas flight using Terminals 3 or 4 may require baggage collection and a terminal transfer; do not plan it as a same-terminal connection.
- Allow the connection time required for the actual itinerary and check whether tickets, bags and transfer arrangements are linked. Prepare identification for each passenger and any international-entry documents required by the route.
- Confirm the island pickup with the host, employer or car-hire provider. Have the accommodation address, key arrangement and a contact accessible offline.
- Arrange food for the first evening and a way to obtain essentials the next day. Ask the host about current shopping arrangements rather than relying on an old shop photograph or assumed opening hours.
The tourism authority notes that baggage can be offloaded, making documents, medicines and a change of clothes sensible cabin priorities. Keep freight arrival separate from the flight arrival: a shipping estimate is not confirmation that the furniture will be waiting at the house.
Before the first workday, make a short local orientation trip covering the workplace, school route, health service and banking arrangements. Check the practical access to the proposed home before taking delivery of bulky goods.
09Update existing records and obtain any missing Australian identifiers
There is no separate Christmas Island residence card to collect merely because you have moved from the mainland. Keep the Australian visa record current where applicable and update the services used by the household. An existing Australian tax file number remains your number; do not apply for another one because the address has changed.
- Give the employer your correct identity, work entitlement, payroll and tax information. Check that the payslip address and deductions reflect the contract.
- If you need a TFN, read the ATO’s migrant and visitor instructions. The foreign-passport online application is for eligible applicants located in Australia with the required visa circumstances; it is not the application channel for Australian citizens.
- Use the myGov moving-house guidance to identify address updates, then complete the relevant agency’s process. Do not assume changing one service updates the bank, school, insurer and every government record.
- Arrange Medicare enrolment where eligible and ask the local clinic how it records a new patient. Follow the vehicle registry’s separate requirements if licensing or registering a vehicle.
Keep a simple list of each update, the date submitted and the acknowledgement. Use the spelling of names and passport details consistently, particularly when an employer, bank and visa record must be matched. If the online TFN channel does not fit your circumstances, ask the ATO for the appropriate channel rather than submitting a duplicate application.
10Establish banking access and a dependable cash backup
For an existing Australian account, check that the card is active, the contact details are current and its authentication method will work on the island. Banking access matters before paying freight balances, rent and utility setup charges.

- If opening a new account, follow the selected bank’s actual new-arrival process. Westpac’s new-to-Australia page describes an application window before arrival and subsequent identity verification; online verification eligibility varies by passport circumstances.
- Prepare the bank’s requested identity, address and tax-residency information. An Australian TFN is not a universal prerequisite for opening every account, although tax information and withholding treatment require attention.
- Confirm the appointment and services at the Christmas Island Westpac branch on Canberra Place. Its published regular hours are Monday–Friday, 9 am–3 pm; confirm holidays or changes before relying on them.
- Test the card and access to your own account before making a large payment. Retain transfer receipts and check the recipient’s details directly for a housing or freight payment.
Official directories differ about ATM availability. Confirm current cash access with the branch and local post office and bring an appropriate AUD reserve for the first days. Bank@Post requires a participating bank, eligible card and PIN, and the participating office’s service; it is not a promise that every overseas card can withdraw money locally. The older post-office photograph illustrates the place, not today’s service hours or banking facilities.
11Inspect the home and document the rental arrangement
Housing should be settled early in the moving sequence, especially when it is tied to employment. Do the detailed handover once the actual property is available. Ask who owns or manages it and who handles repairs; a government-related job does not automatically mean accommodation is provided to every applicant.
- Read the agreement for the named premises, occupants, rent frequency, commencement and end dates. Itemise deposits, advance rent, furniture and utility charges.
- Ask for the applicable tenancy rules and deposit-handling process. The government’s consumer and property-rental service information identifies the relevant service responsibilities; confirm the current island requirements rather than importing an assumed mainland bond limit or deadline.
- Record the condition with dated photographs, an inventory, meter readings and the key count. Agree how existing defects will be dealt with.
- Keep payment receipts and the manager’s contact. For employer-linked housing, write down the notice and vacation arrangements if employment ends or changes.
Discuss storm preparation, ventilation, pest management and what the occupant may alter. Before ordering appliances or furniture, measure access and confirm the property’s supplied equipment and delivery arrangements. If a home will also be used for an enterprise, ask the owner and Shire about the separate approval requirements.
The current legal deposit limit, lodgement process and notice terms should be confirmed for the applicable island arrangement. No verified universal limit is substituted here. For an unresolved service question, start with the responsible provider identified through the territories service guidance.
12Register for local care and plan mainland treatment
The Indian Ocean Territories Health Service provides the island’s health facilities at 33 Phosphate Hill Road, with local primary care, emergency care and arrangements for visiting or mainland services. Tell the service about ongoing care before moving so that medicines, records and referrals can be planned around what is actually available.
- Assess Medicare enrolment eligibility separately from permission to live or work in Australia. Follow the eligible applicant’s online or form process with the requested identity and status evidence.
- Ask the clinic how to establish a patient record and bring relevant summaries, prescriptions, allergies and treatment details.
- Clarify charges for the particular service. The health service distinguishes covered consultations from services such as dental or occupational examinations; “Australian healthcare” does not mean every service is free.
- Check insurance for mainland specialist care, evacuation, travel, accommodation and accompanying family where relevant. Ask which costs need prior approval and which remain the household’s responsibility.
A visiting service or telehealth appointment may be appropriate for some needs, while another requires travel to Perth. Obtain the actual referral and funding arrangements for the condition rather than assuming an evacuation or patient travel scheme pays every expense. Keep medicines available for the transition and establish the local supply arrangement early.
13Connect internet, utilities and transport around the actual address
Order services against the precise property address. CiFi’s residential plans, checked on 13 October 2026, list Small at AUD 80 a month for 150 GB peak data, Medium at AUD 130 for 400 GB, and Large at AUD 180 with unlimited data. The Small plan’s peak period is 8 am–midnight, with unlimited off-peak data midnight–8 am. Installation and equipment charges are additional; obtain their amount and address availability before ordering.
For mobile access, CiFi’s mobile-data plans list $15 for 3 GB pay-as-you-go, $30 for 15 GB, $45 for 25 GB and $70 for 45 GB. These are data services: establish separately whether the household’s devices and existing service provide native calls, SMS and bank verification messages. Confirm coverage, device compatibility and settings rather than assuming a mainland SIM supplies every function.
- Ask the landlord for the electricity and water account handover, readings and responsibility for supply charges. Obtain current provider tariffs; an older published schedule is not quoted as an October 2026 price here.
- Arrange a vehicle, employer transport or hire based on the real commute. Budget for registration, insurance, fuel, repairs and freight where relevant.
- Consult the island vehicle-licensing service about the actual licence and registration process. The administration’s updated registry contact notice provides a contact starting point, but its temporary 2025 office hours are not current hours.
- For a long-term move, obtain the applicable licence-conversion deadline from the registry. A visitor’s driving allowance is not automatically the rule for a resident.

Use current road notices for actual journeys. Parks Australia’s 2026 East–West Baseline Road works notice covers the specified closure from 1 June to 30 November 2026. Seasonal red-crab migration traffic management can bring further diversions; timing varies with conditions. The photograph’s 2015 sign is historical, not a current road-status board.
14Complete the first month and find an everyday community
Build the routine around work, school, shopping, transport and the services already arranged. The Shire’s community-services directory gives starting points for library, recreation and community activities. Read current notices and ask about participation, bookings and costs rather than treating an old event listing as a standing programme.

- First week: complete the housing handover, establish banking and communications, visit the health service if registration is needed, and practise the work and school journeys.
- Second week: follow up outstanding agency updates, freight clearance and delivery, school arrangements and connection appointments. Keep the shipment paperwork until delivery and inspection are complete.
- By the first month’s end: compare actual bills with the budget, resolve any rent or utility discrepancy, test the emergency and mainland-care plan, and review the household’s transport and data usage.
- For the next months: calendar visa or licence obligations where applicable, insurance renewals, school dates and any planned mainland appointments.
Settlement’s Tai Pak Kong Temple is one of the island’s visible community landmarks. Approach cultural and religious places respectfully and confirm any visitor or event arrangements locally. A photograph of the building does not establish an invitation to a particular ceremony.
Keep the employer, school, landlord, service providers and relevant authorities as separate contacts. For a service problem, follow the territories department’s guidance: raise it with the responsible provider first and retain the reference and response. At the end of the month, the useful measure is concrete: the home is documented, the children’s schooling is resolved, payments and connections work, and the household knows how to access care and supplies.

Make your next step a practical one
Secure the Australian status, employment and actual accommodation first. Obtain the school’s entitlement assessment and the health service’s advice, then book freight and travel against those confirmed arrangements.
