San José buildings across the Central Valley in Costa Rica
Living abroad · A practical relocation guide

Moving & Living - Costa Rica - Complete Guide

Move to Costa Rica step by step: choose your city, arrange residence or remote-work permission, prepare school and pet documents, obtain DIMEX and establish banking, housing, Caja healthcare and local services.

A Central Valley move connects San José, Heredia, Alajuela and Cartago through workplaces, campuses and appointments; a coastal move changes the distance to those services and the household’s transport needs. This guide takes you through the actual sequence: choose the place and permission, prepare the family and documents, then establish your identity, home, payments and healthcare. Remote-worker stays and pensioner residence are different routes with different obligations.

Follow your moving journey

Start at step 1, or jump to the task you are working on.

Before departure

01Choose the city against your real daily journey

Choose your weekday base before choosing the view. The Central Valley contains San José, Heredia, Alajuela and Cartago, with government offices, employment and university campuses spread across the region. A short distance on a map can still involve a difficult school or work journey. A beach address needs its own plan for appointments, supplies and transport.

A shortlist to test against your own commitments
BaseAreas to investigateDecision to resolve
San José and the eastern urban areaBarrio Escalante, Los Yoses and San PedroAccess to the actual office or UCR campus, building noise and the daily walking route
Western metropolitan areaEscazú and Santa AnaWhich side of the work or school journey makes sense for the household?
Heredia and AlajuelaHeredia centre, Santo Domingo or the locality of your employerWhether the campus, school and workplace are genuinely close to each other
Smaller Central Valley baseAtenas or GreciaHow often you need metropolitan appointments and who handles those journeys
Coastal baseThe actual neighbourhood near the chosen job or projectYear-round housing, water, connectivity and access to specialist care
  1. Mark the employer, school or campus on a map and identify two candidate areas.
  2. Collect real long-term listings, separating rent from condominium and utility charges.
  3. Book temporary accommodation near one candidate rather than committing unseen.
  4. Try the journey at your normal departure time and inspect the home’s ventilation, drainage and water arrangements.

Use the tourism authority’s San José information for orientation, then judge the exact street and building. A neighbourhood name alone does not establish affordability, quiet or safety.

Before paying for the permanent move

02Choose residence or a specific temporary stay

The Dirección General de Migración y Extranjería, DGME, decides immigration status. Visitor admission, residence and permission to work answer different questions. A long visitor stay does not establish ordinary employment rights or guarantee residence approval.

Match the purpose of the move to the actual route
PurposeStarting routeKey distinction
Lifetime overseas pensionPensionado temporary residenceEvidence of a qualifying lifelong pension; see step six
Stable qualifying incomeRentista temporary residencePrescribed income evidence, not simply a savings screenshot
Foreign remote servicesEstancia for remote workers and service providersServices for persons or entities outside Costa Rica; separate insurance and documentation
Local employmentThe category and work authorisation matching the jobEmployer and occupation evidence; a visitor endorsement is insufficient
Family, study or investmentThe category matching the relationship or activityDifferent evidence and conditions; assess accompanying people individually

The current rentista regulation requires stable monthly income of at least USD 2,500 for at least two years. Its 2023 amendment specifies bank-issued evidence and allows a Costa Rican authorised public accountant’s certification in the stated non-bank circumstances. Do not assume an advertised USD 60,000 deposit automatically satisfies your file.

  1. Use DGME’s regularisation service and the consulate responsible for your location to establish the checklist.
  2. Identify each accompanying person’s eligible category and relationship evidence.
  3. Prepare the signed request, identity and civil records and route-specific financial or employer evidence.
  4. Use the official appointment or application channel and retain the submission reference.
  5. Read the eventual decision before starting an activity it must authorise.

For investors, Law 9996 introduced USD 150,000 with time-related wording, while its Article 12 incentive window reached five years in July 2026. The current threshold for a new post-July application could not be conclusively verified here. Obtain DGME’s assessment before committing an investment; neither an automatic return to USD 200,000 nor continued eligibility for every incentive is assumed.

Before starting work; before submitting the relevant application

03Arrange lawful work or the remote-worker application

For a Costa Rican job, obtain the employer’s legal name, actual work location, duties, hours, salary and proposed immigration category. Under Article 80 of the immigration law, temporary residents may carry out the paid activities DGME authorises; dependants also need the appropriate authorisation. Ask the employer who obtains the labour recommendation or professional registration needed for the actual position.

If your work qualifies for the remote-worker estancia

The detailed programme requirements specify services delivered remotely to persons or entities outside Costa Rica and qualifying foreign income of USD 3,000 monthly, or USD 4,000 with a family group. Evidence covers the preceding year. A summary paragraph elsewhere says USD 5,000 for families; the detailed requirements and published Law 10008 support USD 4,000. This route does not authorise taking an ordinary local job.

  1. Gather the preceding year’s bank statements and the required affidavit or permitted professional certification.
  2. Prepare the passport pages, relevant entry evidence and Spanish translations. Follow the rules for certifying foreign evidence rather than legalising every item indiscriminately.
  3. Pay the published USD 100 application charge in each applicant’s name, keeping the net-payment and transfer-fee instructions.
  4. Follow the application procedure through Trámite Ya or the specified in-person appointment.
  5. After approval, complete the documentation and insurance tasks in step nine.

The programme permits up to a year with a further renewal subject to requirements. Renewal guidance requires at least eighty days’ presence and renewed income evidence. Keep a travel record from the outset. If setting up a local business instead, coordinate company, tax and municipal approvals with the immigration authorisation; registering a company does not itself approve your personal work.

Before accepting a contract or signing a home

04Build a household budget and separate tax status

Compare ordinary household spending in Costa Rican colones, CRC or ₡, and retain the currency on every quotation. If rent or income is in US dollars, record who sets the conversion rate and when. Avoid turning a pension eligibility threshold into a claim that it will fund every household.

Hypothetical monthly household worksheet, not a rental survey or national average
ItemCRCWhat to obtain
Rent500,000The actual property’s quote and condominium charge
Food and household supplies220,000Your own shopping basket
Electricity, water and household fuel60,000Recent bills and appliance usage
Home internet35,000Address-specific package, equipment and installation
Mobile service15,000Chosen plan and billing cycle
Transport60,000Actual commute or vehicle costs
Health and insurance provision130,000Individual cover and applicable Caja assessment
Calculated total1,020,000All rows are assumptions; excludes school and income tax

A hypothetical initial reserve of CRC 3,350,000 consists of rent advance 500,000, an assumed negotiated security deposit 500,000, temporary accommodation 300,000, flights 600,000, freight 1,200,000 and setup purchases 250,000. It excludes import taxes, permits, school and individual medical assessments. These figures are a worksheet to replace with quotes; the security amount is not a claimed statutory requirement.

For a concrete school addition, Lincoln School publishes CRC 600,575 monthly tuition for grades one to five in 2026–2027. Adding that one pupil’s tuition to this hypothetical household gives CRC 1,620,575 before the school’s other charges. The detailed school example follows below.

Fiscal-residence rules consider more than 183 days in the relevant fiscal period, including entry and exit days and rules on sporadic absences. Immigration status and tax domicile remain distinct. Ask Hacienda or an adviser to classify local business, employment and overseas income. Any remote-worker tax treatment depends on the approved regime and qualifying income; it is not a blanket exemption for everyone paid from abroad. Keep contracts, arrival dates, invoices and transfer records.

Optional; before choosing the final address

05Arrange school admission or the correct university process

For public schooling, approach the school serving the proposed address with the pupil’s identity and age evidence, address evidence and prior reports or completion records. The Education Ministry’s migrant-enrolment guidance describes the supporting documents and placement process. Ask the director how to handle missing records or recognition of overseas studies; do not assume a foreign curriculum transfers automatically to a particular year.

A private-school starting point

Lincoln School is in Santo Domingo de Heredia. Its own admissions process includes an online file, review, interview and assessment, with academic, behaviour, recommendation and financial evidence. Use its application service to obtain the applicable division’s checklist. An address near San José does not make every school journey short.

Lincoln School published tuition, 2026–2027, reviewed 13 October 2026
LevelMonthly CRCAnnual CRC
PK–K423,7825,085,384
Grades 1–5600,5757,206,900
Grades 6–8657,2757,887,300

The school’s fee schedule divides the annual amount into twelve payments, July to June. It separately lists USD 2,000 membership and USD 100 annual enrolment per pupil, payable in March 2027 for PK through grade eleven. Transport, meals and other charges need a household quotation. The page and its graphic differ on how the mutual-assistance charge is described; confirm that item with billing rather than multiplying it per child.

University study

UCR’s first-entry admissions office manages the aptitude-test and programme-entry process. Its international guidance distinguishes full-degree, postgraduate and visiting-student routes. Identify the campus and programme, then use the matching application. Some pages display older exchange dates alongside 2027 documents; obtain the actual intake timetable. A university admission decision and an immigration decision are separate tasks.

Optional; before applying as a pensionado

06Document the pension and plan continuing care

The pensionado route is temporary residence supported by a qualifying lifetime pension, rather than a general right to work locally. Article 100’s current requirements specify at least USD 1,000 monthly and evidence issued by the competent authority. The document must establish the lifelong nature of the pension; an account balance or short-term payment arrangement answers a different question.

  1. Request the formal pension certificate from the pension authority, showing the required amount and lifetime entitlement.
  2. Arrange apostille or legalisation where required for foreign evidence and an accepted Spanish translation.
  3. Prepare civil and police records, passport pages, photographs and the signed request under the pensioner checklist.
  4. Include the applicable household relationship evidence. The regulation covers the spouse, children under twenty-five and older children with disabilities subject to its conditions.
  5. Keep the application and financial records together so future queries and renewals can be answered consistently.

The regulation lists a USD 50 application charge and fiscal-stamp charges; document issuance, guarantee deposits or other assessed amounts are additional. Follow the current official payment instructions for the actual file rather than paying a quoted “all-in government fee” without its breakdown.

Before moving, ask your pension provider about overseas payment, address updates, life certificates and deductions. Build a care plan around the doctor and services you actually need, then arrange appropriate cover during the application and affiliation period. The CCSS assessment should be obtained for your circumstances; no fixed universal monthly pensioner contribution is quoted here.

If you intend to consult, sell services or operate a business, disclose that activity when assessing the immigration and tax arrangements. Pensionado approval and a home purchase do not automatically authorise it.

Before departure; before authorising freight

07Prepare the civil records, shipment and pets

Ask each receiving authority for the exact document, certification and translation it needs. For the relevant residence routes, the civil and criminal-record requirements distinguish the country of origin from a place of lawful residence during the preceding three years. Keep proof of that lawful residence where it supports the chosen police record.

  1. Obtain birth, marriage or guardianship records and the required police certificates.
  2. Complete apostille or legalisation before arranging the accepted translation.
  3. Keep passport and route documents in hand luggage, with protected digital copies accessible separately.
  4. Give the freight broker an itemised inventory, values and your actual immigration status.
  5. Ask Customs/Hacienda to establish the applicable taxes or approved exemption before shipment.

Law 9996’s original incentive window reached July 2026. An earlier residence filing is not proof that Hacienda approved an exemption. Obtain the decision and its scope before assuming household goods or a vehicle will arrive tax free.

Bring a dog or cat through the right procedure

The currently listed SENASA general standard calls for an official veterinary certificate, an examination within two weeks before shipment, parasite treatment within fifteen days before export and the species-appropriate vaccination evidence. The US-origin standard is separate. Arrange the exporting authority’s endorsement, not only a private vet’s letter.

Accompanied cabin or checked-baggage pets have a different process from manifest cargo or an animal travelling without its owner; the latter requires a Costa Rican customs agency to arrange prior import permission. Confirm the transport classification before booking.

The standards record microchip details where available, while a December 2025 Agriculture Ministry notice says a chip is required. Resolve that precise discrepancy with SENASA through its current standards directory before issuing the certificate. If a return to Europe, the UK or EFTA is planned, the general standard also specifies rabies-antibody evidence for that return situation.

At the actual border; during the first week

08Enter with the correct visitor or approved-route evidence

Entry requirements depend on nationality, travel purpose and applicable exceptions. The Costa Rican Embassy’s guidance gives US citizens admission up to 180 calendar days, with the actual period decided on entry. That nationality-specific maximum should not be copied to every passport or treated as an extension of work permission.

  1. Carry the passport, required visa or approval, return or onward arrangements and accommodation details appropriate to your passport and route.
  2. Check whether your recent countries of travel trigger yellow-fever documentation, using the official consular instructions and health authority’s rules.
  3. Read the entry endorsement and record the actual permitted stay, rather than the period you hoped to receive.
  4. Keep Customs, pet and payment receipts with the arrival documents.
  5. At accommodation, establish the drinking-water arrangement, locks, internet access and a contact for repairs.
  6. Confirm the next immigration, school or employer appointment against the actual arrival date.

If you will file in Costa Rica, retain the relevant passport entry page and do not assume a residence application receipt allows every activity or travel arrangement. Ask DGME what your particular receipt establishes and how departure during processing affects the file.

Spend the first days testing the proposed home area and ordinary errands. Locate the bank branch, supermarket, pharmacy and route to the school or workplace. Preserve cash for the journeys and purchases that do not accept your current card, while the local account and payment services are still being established.

After approval; complete any earlier tasks required by the route

09Complete the approval-to-DIMEX sequence

The Documento de Identidad Migratorio para Extranjeros, DIMEX, is the local immigration identity document. Submitting an application, receiving an approval and collecting the document are distinct stages. Read the approval resolution for its payments, documentation and deadline.

  1. Arrange any required Public Security fingerprint appointment and consular registration at the stage specified in the file.
  2. For a residence route requiring Caja affiliation, take the approval evidence to CCSS and obtain the applicable affiliation record.
  3. Pay the documented charges and guarantee deposit using the official instructions and retain receipts.
  4. Book the designated documentation appointment and bring the requested identity evidence and supporting records.
  5. Check the issued document’s name, category and expiry and schedule renewal preparation.

A resolution published on 16 February 2026 temporarily adjusts documentary requirements for pending first-issue, renewal and duplicate DIMEX processing for a year from publication. It retains category-specific items, including appropriate CCSS affiliation or the nomad medical policy and additional investor or rentista evidence. It is a documentation measure, not the removal of eligibility rules for a new residence application.

Remote-worker documentation

Programme instructions require documentation within three months of approval notification. They specify appointment channels at 1311 or BCR’s 800-227-2482, a USD 90 document charge, additional amounts indicated by the decision and the applicable guarantee deposit. Bring the passport used for the application and the medical policy covering the authorised stay and dependants.

For taxable business activity, use Hacienda’s TRIBU-CR / Oficina Virtual. Its foreign-taxpayer instructions explain NITE identification and matching the passport used for the tax identifier with the bank’s IBAN record. Obtain the identifier and register the actual activity where required; an immigration document does not automatically complete tax registration.

When the bank accepts your identity and status evidence

10Open the suitable account and activate local payments

Choose the product against your status and expected monthly transactions. Banco Nacional’s personal-product requirements distinguish resident or special-category documents from other situations. Ask the bank which evidence covers your approved estancia or residence application rather than assuming every foreign newcomer must wait for the same document.

The Central Bank’s simplified-account framework lists accepted identity types including passport and DIMEX. A simplified account still has product limits and bank verification. It should not be confused with unrestricted access to any account solely on presentation of a passport.

  1. Contact the chosen branch with your passport, category, available approval or DIMEX and expected source of funds.
  2. Prepare the accepted identity, address and income evidence and complete the bank’s review.
  3. Check currency, IBAN, card costs, transfer charges and any transaction ceiling.
  4. Activate online access and send a small test transfer before redirecting wages or pension payments.
  5. Keep the bank’s identity record aligned with Hacienda where tax payments will use the account.

SINPE Móvil links a mobile number to a participating account in colones. Activate it through the bank and test a small transfer to the correct recipient. The Central Bank says outgoing mobile payments up to a daily accumulated CRC 100,000 are free; banks may offer different additional limits. It is a specific service rule, not a promise that all transfers are free.

Before a rental or other large payment, verify the beneficiary and obtain a receipt identifying the property, period or item. If your phone number changes, update the bank and deactivate the old payment linkage through its process.

After visiting; before the deposit or long-term contract

11Inspect the home and understand the rental rules

Compare the whole monthly obligation: rent, condominium charges, parking, utilities and any included equipment. Ask whether a quoted furnished property is offered as ordinary residential housing or short-stay accommodation, because the contract and applicable rules can differ.

  1. Verify the owner or representative’s authority to rent the property.
  2. Inspect roof, water pressure, ventilation, drainage, windows, locks and access after dark.
  3. Ask for recent utility bills, identify shared meters and clarify outstanding balances.
  4. Write the rent currency, due date, payment method and additional charges into the lease.
  5. Agree the security deposit, inventory, repair responsibilities, notice and return conditions.
  6. Record handover photographs and meter readings and retain signed receipts.

For tenancies within Law 7527, the ordinary minimum term is three years, including where a shorter term was written. That does not mean the tenant must remain for three years in every case: the tenant notice provision permits termination on three months’ notice unless a different written agreement applies. Have the actual exit clause reviewed before signing.

For housing rent in foreign currency, the published rent-revision rule keeps the agreed amount fixed for the contract term. Colón rents have their own annual adjustment framework. Do not accept an automatic foreign-currency increase merely because the owner copied it from another contract.

Resolve maintenance in writing, especially pumps, tanks, air conditioning and condominium-managed repairs. If you want to buy, arrange independent title, access and land-use due diligence and a separate immigration assessment. The property transaction should not substitute for the residence decision.

Before travel; after approval or employment as applicable

12Establish Caja affiliation and your local EBAIS

The Caja Costarricense de Seguro Social, CCSS or Caja, provides the public system. Its service directory distinguishes employment, independent or voluntary insurance and family-protection procedures. Select the category matching your real circumstances and obtain the contribution assessment; a universal expat percentage or monthly fee would be misleading.

  1. For local employment, ask the employer to confirm the foreign-employee payroll registration and the identifier it uses.
  2. For another qualifying residence category, bring approval and income evidence to the appropriate CCSS service point.
  3. Confirm dependant coverage separately and provide the requested relationship records.
  4. Have CCSS link the foreign insured number and DIMEX correctly, following its record instructions.
  5. Establish the health area and EBAIS serving your actual address, then register the contact information it needs for appointments.
  6. Set up EDUS access once the health record and account details are correct.

A digital-nomad estancia has its own private-policy requirement. Programme insurance guidance specifies at least USD 50,000 coverage for the full authorised stay, including accompanying dependants. That policy should not be replaced with an assumption that every visitor can join Caja on arrival.

For private care, Hospital La Católica’s own directory is one starting point for finding a named specialist and appointment channel. Ask the provider and insurer about the actual service, billing, pre-authorisation and exclusions before arranging continuing treatment.

Keep medical summaries and generic-name prescriptions, identify where regular medicines will be dispensed and establish cover during the application or affiliation gap. Public affiliation, private insurance and appointment availability are related arrangements, each requiring its own confirmation.

After choosing the actual address

13Transfer utilities and establish a workable commute

Identify the electricity and water provider from the property’s bill. ICE and AyA are important starting points, but not every Costa Rican address uses the same supplier. Ask the landlord for the meter, account holder and handover readings before requesting a transfer.

For an ICE-served rental, its published procedures call for the lease and the owner’s written authorisation in the relevant rental case. Coordinate the change with both parties and clear the responsibility for old debt. For AyA service, use its customer tools and the actual property account; a new connection is a different task from taking over an existing occupied home.

  1. Confirm provider, connection type and the correct account before moving in.
  2. Agree who requests the transfer, supplies owner authority and pays installation or equipment charges.
  3. Test mobile reception inside the home and at the workplace.
  4. For internet, ask kölbi about address feasibility, through 1193 or its service outlets, and obtain a written quote.
  5. Check the chosen fibre package, upload capacity, equipment and cancellation terms before relying on it for work.

Use the actual transport network and current driving rule

INCOFER’s passenger information is the starting point for metropolitan train routes and current timetables. Test the complete journey, including access to the station and the return service, before selecting housing around a rail connection. Bus routes require their own operator and fare information; no single national city-bus fare is assumed.

The November 2024 licence reform ties the specified estancia or transit driving permission to authorised legal stay and removes the former minimum uninterrupted stay for the stated homologation cases. Use MOPT’s actual licensing service with the valid foreign licence and status evidence. Older blanket advice about waiting three months should not replace the current rule or your category’s conditions.

During the first four weeks

14Build local contacts and complete the first month

Settle the recurring week first: shopping, work, school, healthcare and the journey between them. Keep a note of the local landmarks used in directions and use a consistent address across the lease, bank, school and public records. Replace the budget’s assumed figures with your actual bills and receipts.

For Spanish, UCR’s course preregistration gives a practical route into its language programme and asks applicants to wait for confirmation of course opening before paying. Choose a level and schedule that works with your employment or family routine. Language study helps with contracts, appointments and everyday services rather than only conversation.

San José’s Art City Tour is a named cultural starting point documented by the Tourism Institute. Find the organiser’s next programme before arranging a visit. In a smaller town or coastal base, ask neighbours or colleagues about local associations, sports and community activities and how newcomers participate.

  • Record the actual entry period, application reference and any documentation deadline.
  • File the approval, DIMEX, Caja record or required private policy together.
  • Confirm the bank identity, IBAN, tax identifier and SINPE phone linkage where applicable.
  • Keep the lease, condition record, utility transfers and payment receipts.
  • Check the school calendar and next tuition or enrolment payment.
  • Test the commute and identify an alternative for a missed service or late appointment.
  • Schedule renewals and maintain the travel and income records needed by your route.

A coastal household should also plan the metropolitan journeys it still needs. The place that suits your weekends must support the administrative and medical tasks of the rest of the year. Review the move again when the employer, address or family circumstances change, so permissions and services remain aligned with the life you are actually living.
