Tall office towers and smaller buildings in Le Plateau, Abidjan
Living abroad · A practical relocation guide

Moving & Living - Côte d'Ivoire - Complete Guide

Move to Côte d’Ivoire in 14 practical steps: choose an Abidjan neighbourhood or regional base, organise lawful work and residence, budget school fees, prepare documents, and arrange banking, housing, healthcare and utilities.

In Abidjan, a working day can cross the Ébrié lagoon between a home in Cocody and an office in Le Plateau, or stay closer to Marcory’s shops and businesses. Elsewhere, Bouaké, Yamoussoukro and San-Pédro offer very different routines. A successful move begins with matching that location to your work, family and immigration position. This journey explains the actual documents and services you will use, from the first visa application to a lease, residence card, bank account and ordinary monthly bills.

Follow your moving journey

Start at step 1, or jump to the task you are working on.

Before departure; before a long lease

01Choose a base around your daily journey

Start with the places you must reach repeatedly. Abidjan is spread around the Ébrié lagoon, so an apartment that looks close on a map can involve a bridge crossing and a very different rush-hour journey. Put your office, proposed school, clinic and likely shopping stops on the same map before selecting a neighbourhood.

Starting pointWhat to investigateDecision to make
Cocody: Riviera 3, Deux Plateaux or another specific districtSchool access, the precise approach road and the journey to Le Plateau. ICSA gives its address in Riviera 3.Whether the school run and work commute can both fit your day.
Marcory: Zone 4 and surrounding streetsThe distance to your workplace, building condition, street noise and access towards Port-Bouët.Whether a particular building offers the services you need, rather than relying on the area’s reputation.
Le PlateauOffice access, evening shops and the difference between a business address and a suitable home.Whether to live nearby or commute from a residential district.
Bouaké, Yamoussoukro or San-PédroThe actual employer or campus, healthcare arrangements and local housing options.Whether your move belongs outside Abidjan in the first place.

For a family, request the school timetable before arranging viewings. ICSA’s own location and admissions page gives a concrete Riviera 3 reference. For a business move, distinguish CEPICI’s headquarters in Le Plateau from its formalities office in Cocody; the agency publishes both locations.

  1. Book temporary accommodation near your strongest candidate area.
  2. Test the journey at the time you will actually travel, including the return trip.
  3. Visit the building during daylight and after work. Ask about water storage, electricity arrangements, drainage and who manages repairs.
  4. Compare the complete housing cost and commute, then keep a second option until your employment or school placement is confirmed.

Before booking departure

02Separate entry permission from the right to settle

Three questions need separate answers: can you enter, can you remain as a resident, and can you perform your proposed work? A paid airport e-visa answers the first question; it does not settle the other two. Regional free-movement arrangements also require attention to nationality and the documents recognised for your particular situation.

ECOWAS describes its movement, residence and establishment framework. Burkina Faso, Mali and Niger withdrew in January 2025; ECOWAS’s announcement retained specified movement and residence rights until further notice. Do not label those three countries current members or infer their ONECI document category from an old nationality list. Obtain the current treatment of your passport from the competent mission and ONECI before paying a non-regional card charge.

If you need the airport e-visa

  1. Open SNEDAI’s official e-visa instructions. Prepare the passport identity page, return-flight reservation and invitation or accommodation evidence. Its listed passport minimum is six months at application.
  2. Pre-enrol and upload the required files in the accepted format and size. Pay the published €73, including bank charges, for the listed three-month multiple-entry visa.
  3. Wait for the pre-enrolment approval and print it with the payment receipt. A payment receipt alone is insufficient preparation for boarding.
  4. Present the approval, receipt, passport and international yellow-fever certificate at the Abidjan airport visa desk for the required biometric procedure.

For an embassy application, follow your competent mission’s own process. For example, the embassy in Algeria directs its applicants to online embassy-visa applications from June 2025; that notice should not be treated as every mission’s appointment rule. Record the authorised stay given to you and start the residence process before it expires.

Before departure; before performing paid work

03Agree the employment or business formalities before starting work

For a local job, have the employer put the legal process alongside the offer, rather than leaving it until the first payroll. The contract should identify the employing entity, workplace, duties, remuneration, start date and who handles the foreign-worker formalities. Ask for a named HR contact and copies of the documents submitted on your behalf.

  1. Provide the employer with your nationality, passport and proposed residence position, then agree the start date that the authorisation process permits.
  2. Ask which employment-department approval or contract visa applies to you, which supporting documents are needed and which charges the employer pays.
  3. Retain the approved employment paperwork separately from the entry visa and the residence-card application.
  4. Obtain payroll and social-registration details once employed. CNPS explains employer registration and worker declarations; an existing CNPS number should be carried forward rather than replaced when changing employers.

The foreign-contract approval framework is described in UNCTAD’s 2019 investment review, but that historical document is not a verified 2026 fee or processing-time schedule. This review could not establish a current official online foreign-work application or fee table. Use the Employment Ministry’s responsible departments with your employer to obtain the current submission instructions. Do not treat an old reference to AGEPE, or a promised eight-day turnaround, as the present procedure.

Business or remote work

For a business, choose the legal structure first, then use CEPICI’s current creation forms for an individual enterprise, SARL or other appropriate structure. The individual-enterprise checklist is a starting point for that structure, not the requirements for every company. Obtain the resulting registration records and determine any activity-specific licence before trading.

No dedicated digital-nomad settlement route was verified for this guide. If keeping an overseas employer, arrange an assessment of the actual work, residence, payroll and business position before relocating. Overseas payment does not itself create permission to work from Côte d’Ivoire.

Before departure; again when your contract is final

04Build a cash-flow budget and resolve the tax position

Budget in XOF, the West African CFA franc used in Côte d’Ivoire. BCEAO gives its fixed euro parity of €1 to XOF 655.957. Conversion is a calculation; a bank or remittance provider can still charge a transfer fee or exchange margin. Keep education invoices in their original currency when a school quotes dollars.

School entryUse the specific school’s current invoice and newcomer chargesICSA’s 2026–27 example appears in Step 5.

ONECI publishes the card fees, while its services catalogue separately lists XOF 30,000 for pre-enrolment. The reviewed pages do not make clear whether that catalogue charge is additional to, or accounted for within, the card process. Obtain an itemised official payment instruction rather than presenting XOF 330,000 as a verified compulsory total.

A hypothetical Abidjan monthly worksheet

AllowanceExample XOF/month
Rent300,000
Food and household shopping150,000
Electricity and water50,000
Phone and internet25,000
Transport60,000
Personal spending and contingency65,000
Calculated subtotal650,000

These are deliberately hypothetical allowances for one planning exercise, not measured rents or a national living-cost estimate. Add your household’s insurance, school, childcare, tax and savings. At the assumed rent, two months’ deposit and two months’ advance require XOF 1,200,000 initially; the advance covers rent rather than becoming an extra fee.

DGI’s tax overview distinguishes habitual residence and income categories; tax is not determined by the residence card alone. Ask payroll for a net-pay calculation and discuss overseas income, pensions and any relevant treaty with the tax office or adviser. Use DGI’s 2026 publications for the applicable rules, rather than applying an older expatriate tax rate to every newcomer.

Optional; before selecting permanent housing

05Secure a school place or university admission

Decide the language and curriculum before comparing buildings. A child moving between education systems may need placement assessment, language support or a different school-year progression. Send the prospective school the child’s age, current grade, recent reports, anticipated arrival date and any support needs; ask what it needs before making a placement decision.

Two practical Abidjan starting points are the International Community School of Abidjan in Riviera 3 and Lycée Français Blaise Pascal. ICSA explains inquiry, online application and file review; use its actual application portal when ready. Blaise Pascal publishes its own 2026–27 financial regulations. An enquiry, application or fee payment should not be described as a guaranteed place.

ICSA example: new Kindergarten–Grade 5 pupil2026–27 USD
Annual tuition24,210
One-time capital development charge9,000
Annual registration1,200
First-student enrolment charge100
Calculated first-year sum34,510

The calculation uses ICSA’s published 2026–27 fee page, not a national school average. Other grades differ, and Grade 11 has an additional IB charge. Ask for the applicable invoice, payment currency, instalments and any mid-year treatment; the page says online payment is still forthcoming, so do not assume an application portal is also a working payment service.

  1. Apply to the appropriate grade and provide the requested records.
  2. Complete any assessment and obtain written placement and start-date information.
  3. Confirm transport, meals, uniform and support charges beyond the quoted tuition.
  4. Use the confirmed school location to finish your housing choice.

For university, approach the chosen programme and student registry directly. At Université Félix Houphouët-Boigny, the central registry handles administrative enrolment. A foreign qualification needs the institution’s own recognition and admission instructions; an online process intended for local school-leavers is not automatically the right route. Obtain admission and attendance evidence suitable for the student’s immigration file.

Optional; before committing pension income or property

06Plan retirement around residence and ongoing care

A pension can support an application without creating a special retirement visa. ONECI’s current checklist recognises pension documentation for a retired applicant; it does not establish a separate income-threshold programme or guarantee approval. Discuss the intended residence category, household documents and whether any proposed activity would count as work before making long-term commitments.

  1. Collect pension-award statements and recent payment records, including the currency and whether payments continue while living abroad.
  2. Work out how the pension will reach your account, including transfer charges and the time needed for a first payment.
  3. Prepare a healthcare plan for routine treatment, existing conditions and care that may need to take place elsewhere.
  4. Obtain the tax treatment of the pension from the appropriate authorities, taking account of your previous country and any treaty.

Make a trial stay useful: test the actual neighbourhood, access to appointments and your preferred daily routine. Keep enough liquid funds to cover the initial lease, administration and an interruption to a pension transfer. Buying property should follow, rather than substitute for, establishing your residence position.

Before departure; pet preparation well before the flight

07Prepare the document file, shipment and pets

Make one folder for each household member. Keep passports, entry approvals, civil-status records, employment or admission evidence and payment receipts in hand luggage. Save readable scans separately. Match spellings and dates across the documents now; correcting a mismatch is easier before a card application is lodged.

  1. Obtain the route-specific list from the mission, employer, institution and ONECI. Arrange any required legalisation or translation with the receiving office’s requirements in hand.
  2. Give the mover a numbered inventory, approximate values and information about ownership and previous use. Separate personal belongings from goods intended for business.
  3. Have the customs agent establish the applicable declaration and any requested exemption before dispatch, using Ivorian Customs’ official procedure guides. Its personal-effects definition excludes commercial goods.
  4. Request a quote separating shipping, clearance, storage and final delivery. Record who will produce the residence-related documents if the shipment arrives before your card.

Dogs and cats

For a US departure, USDA APHIS provides the Côte d’Ivoire import-permit form and health-certificate procedure. It requires a Veterinary Services import permit and current rabies vaccination. A primary rabies vaccination, or a booster after the previous one expired, requires at least 21 days before travel. The US health certificate must be issued by an accredited veterinarian and endorsed within ten days of travel.

Those endorsement instructions concern US-origin travel. For another origin, have its official veterinary authority agree the certificate and timing with Ivorian Veterinary Services. Obtain the permit before arranging the final certificate, then confirm the airline’s crate, routing and carriage requirements. Plan the return journey’s animal rules too; entry into Côte d’Ivoire does not establish eligibility to return elsewhere.

On arrival; before the authorised stay expires

08Complete arrival formalities and stabilise the first days

Keep the arrival sequence simple. Complete the entry or airport visa procedure, collect baggage and any required customs documents, then go to accommodation where you can rest and organise the next appointments. Keep the passport page showing entry: providers and residence services may need it.

  1. If using the e-visa route, present the approved pre-enrolment paperwork for the biometric visa procedure before treating the application as complete.
  2. Record the actual entry date and authorised stay. Add an early reminder for residence processing rather than waiting until the final week.
  3. Keep a reliable payment method and modest XOF cash while arranging the bank account.
  4. Obtain a local SIM through an authorised operator point with your accepted identity document. Test calls, data and the number used for appointment messages.
  5. Confirm your host’s full address, local landmark and contact number. Use the first days to test work and school journeys and inspect housing.

Keep entry papers together with the receipt for each subsequent application. A temporary address is useful for settling in, but ask the receiving office what evidence it accepts before treating a hotel booking as sufficient for a residence certificate or bank file. Do not start paid work merely because you have cleared immigration at the airport.

After arrival and suitable address evidence

09Obtain address evidence and complete the appropriate residence file

A certificat de résidence proves an address; a carte de résident records the relevant residence position. They serve different purposes. Use ONECI’s address-certificate service with identity evidence and the accepted local proof, such as a CIE/SODECI bill or lease. Confirm what is needed if the bill is in the owner’s name.

Ordinary non-CEDEAO application

  1. Complete the online sponsorship and pre-enrolment records.
  2. Prepare valid passport or consular-card evidence, an original residence certificate less than six months old, and the relevant occupation or household document.
  3. For employment, have the employer use ONECI’s specified work-attestation model. For study, use current attendance or enrolment evidence; dependent files need their category’s support and family documents.
  4. Obtain the official payment instructions and separate receipts for different services. Present the complete file at the chosen enrolment centre and retain the receipt.

The current ONECI checklist marks a birth extract optional and lists penalties after three months from entry. Do not use that penalty point to overstay a shorter entry permission. The same page lists centres in Le Plateau, Cocody, Marcory, Yopougon, Bouaké, San-Pédro and Daloa.

Regional applicants and pending documents

Use ONECI’s CEDEAO-specific checklist, which names the card requirement for regulated professions rather than imposing the ordinary non-CEDEAO file on everyone. It lists acceptable nationality evidence and requires the RNPP stamp-payment receipt. Clarify the category where regional transitional arrangements affect your nationality.

ONECI’s catalogue distinguishes the provisional identity document for a pending non-CEDEAO card application from a temporary resident product for a stay under 90 days. The provisional document lists a passport, enrolment receipt and XOF 20,000 charge. Neither description establishes unrestricted work or international re-entry permission; obtain the specific answer before travelling.

After arrival; update documentation as residence changes

10Open an account and establish reliable payments

Choose an account for the payments you actually need: salary or pension receipt, rent, local bills and transfers. A compte chèque is a current account. Ask for its fee schedule and card terms before signing, including transfers, cash withdrawals and account closure.

Société Générale Côte d’Ivoire’s own checklist distinguishes CEDEAO identification from other foreign nationals. For the latter, it lists a passport with entry stamp less than three months old, or residence documentation for longer stays. It also lists photos, address and income evidence. When a bill is not in your name, the page offers a bank-provided declaration of domicile as an alternative. Its listed initial XOF 50,000 deposit is not obligatory with salary domiciliation; a deposit remains account money rather than an opening fee.

  1. Send or take the document list to the selected branch and establish which residence category it will use.
  2. Bring the originals, income evidence and accepted address documents; complete the bank’s identification and tax-residence questions accurately.
  3. Obtain your account details and test a small incoming transfer before moving a large balance.
  4. Enable the bank’s chosen authentication method and keep the registered phone reachable.
  5. Update the file when the residence document or address changes.

Read the bank’s July 2026 tariff booklet for charges rather than equating free opening with free use. A euro account has separate regulatory requirements and restrictions; it is not automatically available merely because your income is in euros.

For bills, CIE lists supported bank and mobile-money payment channels, including Orange Money, MTN Mobile Money, Moov Money and Wave. Verify the customer reference and payee on the provider’s instructions, make a small first payment if appropriate, and retain the receipt. Do not confuse a phone balance with a fully identified money account.

After testing the area; before transferring move-in money

11Inspect the home and sign a residential lease

Ask for a written bail à usage d’habitation identifying the property, parties, rent, duration, payment dates and responsibilities. Caution is the security deposit; loyer d’avance is prepaid rent. They should not be merged into an unexplained lump sum.

The government reaffirmed on 4 March 2026 the two-month deposit and two-month advance-rent limits. Apply these to the proposed residential contract rather than accepting a request for six or twelve months as an unavoidable rule. Use the official Construction and Housing Code directory if the proposed agreement or property situation needs a legal review.

  1. Establish who owns the property and, if an agent signs, what authority that person has.
  2. Inspect taps, toilets, windows, locks, sockets, cooling equipment and visible signs of leakage. Ask how water storage and any backup power are operated and paid for.
  3. List the included items and existing defects in a signed condition record. Photograph them and record meter readings on the handover day.
  4. Separate rent, deposit, advance, service charges and any agreed intermediary fee in writing. Ask about the method and responsibility for any lease registration.
  5. Pay through a traceable method, obtain receipts, and retain the signed lease and owner or agent contact.

For a shared compound or apartment building, ask which bills are individual and which are pooled. Establish how pooled charges are calculated and whether an existing utility debt must be settled before a transfer. Confirm repair reporting, notice provisions and the conditions for recovering the deposit before moving in. A good-looking apartment is not enough if its address documents or utility arrangements cannot support the next administrative step.

Prepare before departure; organise enrolment after arrival

12Arrange CMU registration and additional healthcare cover

CNAM administers the Couverture Maladie Universelle, or CMU. Its official description covers the resident population and states the general contributory charge of XOF 1,000 per person per month. A residence card, a contribution payment and an active healthcare entitlement are different things: complete the enrolment and activation process rather than assuming one creates all three.

  1. Find an enrolment location through CNAM’s current site and obtain the accepted identity and household-document list for your situation.
  2. Complete enrolment, retain the record, and collect the card or follow the collection instructions.
  3. Arrange contributions and keep evidence of payment. The current site describes access after one month of contributions; confirm the activation date and household position at enrolment.
  4. Locate the appropriate facility and pharmacy in CNAM’s participating-provider directory before seeking routine covered treatment.

The site describes reductions of up to 70% for covered care and medicines, not a promise that every treatment, provider or medicine is covered at that rate. Establish what remains payable and the referral or prescription process for the service you need.

Prepare any additional policy around actual gaps: private facilities, pre-existing conditions, continuing medication, specialist treatment and evacuation or treatment abroad where needed. Ask the insurer whether it pays the provider directly, requires prior approval or reimburses you later. Carry a concise medical history and prescriptions, and arrange a first consultation before a long-term medicine supply runs out. Include children and dependent adults explicitly; household residence sponsorship does not by itself explain their healthcare entitlement.

After housing handover; phone on arrival

13Transfer utilities, identify the phone and test transport

Start utilities with the meter and account situation you actually inherit. A new connection, a new subscription and a transfer of an existing account are different requests.

  1. For electricity, photograph the meter and record the customer reference with the outgoing occupier. CIE’s mutation instructions call for the relevant identity documents, meter index and account reference; agree who completes the outgoing account step.
  2. For water, establish whether you need a first subscription or a change to the existing one. SODECI’s new-subscription page lists identity or residence-card evidence, the connection contract and signed, legalised occupancy authorisation.
  3. Obtain the actual quote. The undated live SODECI page lists XOF 28,443 including tax for a 15-mm meter subscription and separately describes a refundable consumption advance. Confirm the quote’s breakdown rather than adding the advance twice.
  4. Register provider accounts where useful and set reminders for bill dates. Save payment confirmations and report discrepancies using the account reference.

For the phone, Orange’s identification page lists a biometric passport among documents for foreign subscribers. Take your original accepted document to an authorised point and have the number registered correctly. Its self-identification service is a provider update channel. ONECI also offers subscriber-identification services; ask the operator which step applies to your document and number, rather than paying an intermediary for an unspecified mandatory procedure.

Make transport practical

Test the bus, taxi or other suitable connection for your actual journey and record its current price. SOTRA operates the local bus and boat-bus context, but its official website was under maintenance at review, so no current fare is asserted here. Obtain the route and Monpass instructions from its official customer service or sales point.

The Transport Ministry’s railway updates describe Abidjan metro construction. A planned line should not be used as an available commute. Before driving, establish the treatment of your foreign licence with the transport authority and insurer; do not assume a licence usable during a short visit remains sufficient after residence changes.

After arrival; review again at the end of month one

14Build a routine and finish the first-month file

Make the first month concrete: a place to buy groceries, a reliable route, a health provider, useful French vocabulary and people you will see regularly. Learn the terms on your paperwork—quittance for a receipt, attestation de travail for employment evidence, and certificat de résidence for address evidence—so appointments become easier to follow.

For language and public cultural activities, the Institut français de Côte d’Ivoire offers adult courses in Le Plateau, and its médiathèque provides another starting point. Use its current programme for dates and registration. School parent activities, workplace groups and local sports can be more useful for a regular routine than a long list of expatriate websites.

  1. Week one: record entry and stay dates, make the phone reliable, test the commute and identify the next residence or employer appointment.
  2. Week two: finish the accommodation evidence, confirm school placement and lodge the relevant administrative file as soon as the necessary documents are ready.
  3. Week three: test the bank and rent-payment arrangements, resolve utility transfers and verify healthcare activation.
  4. Week four: reconcile spending against your own worksheet, file receipts and identify anything still awaiting collection or approval.

Maintain a simple record with each application number, submission date, responsible office, next action and deadline. Save the lease, handover record, approved work documentation, residence receipts, bank details and medical-cover evidence together. Set renewal reminders from the documents actually issued to you, rather than a generic assumed one-year validity.

Before an international trip, establish the documents needed to leave and return with your current status. If a partner starts work, a child changes school or you move address, review the relevant records instead of assuming the original household file covers the change. The aim is a routine you can run independently, with clear answers about what is complete and what still needs an official decision.
