Moving & Living - Cyprus - Complete Guide
Move to Cyprus in 14 practical steps: compare Nicosia and coastal cities, arrange EU registration or the appropriate non-EU route, then organise tax, schools, banking, rental housing, GeSY and everyday services.
Life in Cyprus can mean a university routine in Nicosia, a walk home along Larnaca’s seafront or a working week based in Limassol. Making that life practical starts with choosing the right residence and work arrangements, then putting an address, tax record and healthcare cover in place. This guide follows those tasks in order, with separate instructions for EU citizens and people moving from outside the EU. Its administrative procedures cover the areas controlled by the Republic of Cyprus.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose a city around your weekday journey
Start with the place you must reach most often. Nicosia is inland; choosing it for a university or office routine is a different decision from choosing a coastal home. Cyprus also uses two common versions of city names: Nicosia/Lefkosia, Limassol/Lemesos, Larnaca/Larnaka and Paphos/Pafos. Save both spellings when looking at maps and service offices. The official visitor map helps you place the cities and surrounding communities before comparing individual properties.
| Base to investigate | Neighbourhood starting points | What to test in person |
|---|---|---|
| Nicosia | Strovolos, Aglantzia and the old-city streets near Ledra | The actual campus or office entrance, bus connection and summer shade on the final walk. |
| Limassol | The centre near the marina; Germasogeia for a different coastal base | The journey to your employer and whether parking and building charges are included. |
| Larnaca | Phinikoudes and the streets towards Mackenzie | Seafront noise, airport access and year-round shops rather than holiday-only facilities. |
| Paphos | Kato Paphos and the upper town | Distances to healthcare, school and groceries without assuming every journey is walkable. |
These are viewing areas, not claims about current availability or the cheapest rents. Use the official Larnaca map to distinguish the beachfront from the residential streets behind it. Book a short initial stay, then compare two homes using the same checklist: usable workspace, cooling and heating, internet service, stairs or lift, and access to the services your household needs.
For a cross-city commute, run the journey at your expected start and finish times before accepting a lease. A location that looks convenient on a holiday map may create a daily transport expense. Keep your shortlist tied to a specific address and route, rather than a general description such as “near Nicosia”.

02Identify each household member’s residence route
Make three decisions separately: permission to enter, permission to live in Cyprus and permission to work. A short-stay visa authorises a visit of up to 90 days in any 180-day period; it is not a residence or employment permit. The Republic’s visa service explains nationality exemptions, supporting documents and the diplomatic mission responsible for an application. Cyprus-issued visas currently have their own territorial validity; do not treat them as a general Schengen visa.
| Your situation | Starting route |
|---|---|
| EU citizen moving for work or another qualifying purpose | EU residence registration, usually MEU1; inactive residents need the relevant resources and insurance evidence. |
| Non-EU employee joining an eligible foreign-interest company | Employer-supported residence and employment application. |
| Non-EU/EEA remote worker with overseas work | Digital Nomad route if its income and activity conditions are met. |
| Non-EU person living from outside resources without local economic activity | Temporary visitor residence, or a suitable immigration-permit category where approved. |
| Non-EU full-time student | Institution-submitted student entry and residence process. |
- Read the category page before paying an agent or booking a one-way flight.
- Identify the application location: some routes start through an employer or institution, while others have an after-arrival submission.
- Put your partner and children on their actual household checklist. Their work rights do not automatically match yours.
- Download the application form and supporting-document list together, recording their version dates.
The EU residence-card directory distinguishes an EU family member’s registration from a non-EU family member’s MEU2 card. UK nationals should identify whether they have protected Withdrawal Agreement status or need the applicable non-EU route; a British passport alone is not EU registration eligibility. Use the visitor family forms for the particular relationship rather than attaching everyone to the same form.
03Put work permission and your income arrangements in place
Ask a prospective employer which permit category it will support, who submits the application and when you may begin work. For the foreign-interest-company route, a business not already registered must first obtain the relevant registration through the Business Support Center. The current Migration Department policy sets a minimum gross monthly salary of €2,500 for highly paid employees, relevant qualifications or at least two years’ relevant experience, and a contract lasting at least two years. Support-level employment requires a labour-market test and Department of Labour approval. The older €2,000 exception concerns qualifying existing staff renewing with the same employer through 31 December 2026; it is not the salary rule for a new hire.
- Obtain a written offer identifying gross pay, duties, location and contract duration.
- Have the employer confirm its eligibility and the application documents and submission procedure.
- Keep your employment contract, qualifications and experience letters ready for the sponsored file.
- Agree the start date around the permission to work, not merely the flight arrival date.
For remote work, the Digital Nomad scheme is specifically for qualifying non-EU/EEA applicants serving overseas employers or clients. It requires at least €3,500 stable net monthly resources after taxes and contributions. The initial residence is one year, with a possible renewal for up to two further years; accompanying family members cannot undertake employment or economic activity in Cyprus under this status.
The remote-work evidence checklist requires the overseas contract, confirmation that the duties can be performed remotely, and six months of bank statements. Its household threshold rises by 20% for a spouse/partner and 15% for each child. For one applicant, a partner and one child, €3,500 × 1.35 = €4,725 net monthly, a calculated eligibility example. Opening a Cyprus company does not itself give its owner residence or work permission.
04Separate moving cash from your monthly budget
Build your budget in euros. Keep immigration income tests, refundable deposits and money spent on services in separate columns: they affect cashflow differently. A required bank balance is not a government fee, and a school deposit credited towards tuition should not be counted twice.
| Published item | Amount and scope, reviewed 13 October 2026 |
|---|---|
| EU registration application | €20 under the residence-card fee schedule. |
| First temporary visitor residence | €70 permit plus €70 first Alien Register entry: €140 calculated; other household charges and documents remain separate. |
| Nicosia/Larnaca urban transport example | Personalised Motion card €5, plus normal 30-day urban pass €66.90 under the 3 August 2026 schedule; first purchase €71.90 calculated. |
| Nicosia domestic tenant water guarantee | €125 under the NDLGO account-transfer instructions, separate from other charges. |
Hypothetical planning worksheet, not surveyed Cyprus prices: suppose a quoted home costs €1,100 monthly, groceries €350, utilities and connectivity €180 and personal spending €170. Adding the published €66.90 bus pass produces €1,866.90 monthly. Replace every allowance with your own household’s quotes; this excludes insurance, school, car ownership and tax. If the same landlord requests one month’s deposit and the first month in advance, that creates €2,200 initial housing cash. Allow a separate €600 temporary-stay budget and €800 travel/shipping budget only as illustrative placeholders.
Income tax changed for 2026: the tax-free taxable-income band is now €22,000. Above it, marginal bands are 20% to €32,000, 25% to €42,000, 30% to €72,000 and 35% above that. These are not a single flat rate on gross salary. The government tax-registration guidance also explains broader 2026 filing duties, including tax residents aged 25–70 regardless of income. Have an adviser assess residence, overseas pay, pensions and double-taxation arrangements before assigning the move a tax saving.
05Arrange school placement or university entry before travel
Optional for households with children or students. For public primary education, the relevant school is tied to the home’s educational region. Children living in Cyprus are eligible regardless of nationality; public primary attendance is free. January is the usual registration period, so an October newcomer should approach the District Education Office for late registration or transfer rather than expect a headteacher to add a pupil independently. The primary education procedure lists YPAN DDE 11, identity/birth or ARC evidence, address documents and the vaccination record. For rented housing, the lease can replace the refuse bill, alongside the electricity bill. Explain missing documents to the office; the published procedure includes a way to record a child’s details when official papers are unavailable.
For an English-medium secondary starting point in Nicosia, The English School’s admissions page separates Year 1 entry from limited mid-programme places. Prepare a recent photograph, identity/birth evidence and progress reports; read the assessment and subject requirements for the intended year. Its page is already advertising 2027 entry dates, so do not treat a future exam as an immediate 2026–27 place.
The June 2026 fee policy lists €9,550 first-child tuition for 2026–27. Form 1 miscellaneous expenses total €315: €9,865 calculated for those two published items before additional services. The €3,000 Form 1 deposit forms part of annual tuition, not an extra €3,000 tuition charge. Payment dates already passed may require a different arrangement for a late entrant; obtain a written invoice and offer.
University applicants can start with University of Cyprus admissions, identifying the actual programme, entrance category and teaching language. For non-EU students, the Migration Department student procedure requires the higher education institution to submit the entry application; it cannot be submitted from tourist/visiting-visa status. UCY’s September 2026 entry instructions set out its financial evidence, certified records and post-arrival process. Let admission and that entry approval determine the travel date.

06Match retirement income to a residence category
Retirement is a life plan, not a universal visa label. EU citizens who are not working need the qualifying resources and health-insurance evidence for their residence basis. For non-EU residents, distinguish renewable visitor residence from the Category F immigration permit; the documents, financial tests and consequences differ.
Under the published Category F framework, the applicant must have secured income from abroad sufficient to live without business, trade or a profession in Cyprus. It gives a minimum annual figure of €9,568 for the applicant plus €4,613 per dependant. These statutory minima are not a realistic household expenditure estimate or a promise of approval. Use the current MIP2 file to establish the supporting evidence and ask how the household’s pension and investment income will be assessed. Submission itself does not authorise entry or continued stay; keep an independently valid visa or residence permission while awaiting a decision.
- Obtain pension-award letters, bank statements and evidence of other recurring income.
- List every person you will support and the currency in which the pension is paid.
- Decide whether the intended residence is temporary or an immigration-permit application; do not substitute one checklist’s balance requirement for another’s income condition.
- Price healthcare for the actual eligibility category, including prescriptions, ongoing treatment and any private cover needed.
The visitor checklist uses overseas-resource evidence and Cyprus-account remittances of at least €2,000 monthly/€24,000 annually for one person, with household additions. Its first-application €10,000 transfer/deposit provision should not be interpreted as replacing the whole continuing income test. The ten-year repatriation bank guarantee and insurance are additional requirements. Have a tax adviser examine the pension’s treatment in both countries; this guide does not assume that all foreign pensions receive the same rate.
07Prepare certified documents, shipments and pets
Build one folder per applicant, plus a shared household folder. Keep original civil-status records, passport copies, employment or admission evidence, income statements and the selected route’s checklist together. Make readable electronic copies, but preserve originals where the application expressly requests them.
The Migration Department ratification rules accept Greek or English documents; other languages need the prescribed official translation. Hague Convention public documents ordinarily use an apostille, while other countries need the diplomatic certification chain. Important exceptions include covered EU public documents under Regulation 2016/1191 and qualifying Russian/Serbian documents under bilateral arrangements. Determine which exception applies before buying an unnecessary apostille. Route-specific criminal and medical documents have their own validity requirements; arrange them against the submission date.
For household belongings from outside the EU, Cyprus Customs’ transfer-of-residence relief ordinarily requires twelve months’ previous normal residence outside the EU and at least six months’ possession and actual use of the items there. Import timing and subsequent disposal conditions also apply. Ask the mover to identify the relief evidence, inventory, transport paperwork and separate clearance charges before loading; new purchases do not automatically qualify. An EU shipment follows Union-status rules rather than the same third-country relief process.
Pets: establish eligibility before buying the animal’s ticket. The Veterinary Services instructions require identification before rabies vaccination, a valid vaccination and the applicable passport or health certificate. Primary vaccination needs at least 21 days before travel; listed and unlisted third-country origins have different antibody-test requirements. Notify the relevant District Veterinary Office at least 48 hours before a third-country arrival. Use a designated entry point and read the prohibited breed, hybrid and origin-specific provisions, including exceptions for qualifying later-generation cats. Other animal species need a prior import permit. Ask the veterinarian to work from the current Cyprus instructions and the actual transit itinerary.
08Arrive with the right entry papers and a usable address
Keep the immigration file in hand luggage, together with medication information and the first accommodation address. Carry the approval or entry permit for the route you actually chose; a booking or university offer alone may not be the entry document.
- Use the appropriate legal arrival point. UCY’s arrival guidance identifies Larnaca and Paphos airports and the recognised Republic-controlled ports; this guide’s administrative steps do not describe the separate processes in the northern part of the island.
- Keep evidence of the arrival date. Residence checklists commonly require the passport page recording the last entry.
- Confirm your accommodation’s full street address and postcode, and obtain the rental or hosting evidence needed by your route.
- Activate and identify a local phone number, then save appointment confirmations and the provider’s recovery details.
- Put your first submission deadline on the calendar immediately, even if another document or bank visit is still outstanding.
Timing is category-specific. The Digital Nomad page requires an application within three months of arrival, while the visitor application must precede the expiry of the authorised stay. A UCY non-EU student should follow the university’s instruction to complete the necessary residence-application procedures within seven days of arrival and arrange its International Students and Staff Office meeting. Do not replace that seven-day university process with a general “register sometime in the first month” checklist.
During the temporary stay, practise the everyday route: locate a supermarket, the relevant bus stop, the actual school entrance and the appointment office. Take address documents to viewings and bank enquiries, but wait for the landlord’s verified agreement before making the property your formal address.
09Complete residence registration, biometrics and your tax record
EU route: MEU1 registration should be submitted within four months of entry when the qualifying stay exceeds three months. The EURES application instructions describe employee evidence: passport/identity card, employer confirmation in the application and photographs. Self-employed and inactive applicants use their corresponding evidence rather than the employee section. A non-EU family member follows MEU2, with the relationship and sponsor documents.
Non-EU visitor or remote route: prepare the current MVIS8 form and the correct digital-nomad or visitor supporting list. First registration creates the Alien Register record/ARC. Attend for the required photograph, fingerprints and signature; young children have age-specific biometric treatment. Preserve the receipt, reference number, payment proof and all communications until the card is issued. The ARC identifies the record; it does not by itself grant unrestricted employment.
- Confirm the submission office for your category and appointment arrangements.
- Resolve missing bank, housing, insurance or medical evidence before the appointment rather than submit an incomplete file.
- Show originals where requested and keep a complete duplicate of what was submitted.
- Record the permit’s eventual expiry and renewal window separately from the application date.
For tax registration, first create a TAX FOR ALL account, then request registration in the Tax Register. The individual-document guide distinguishes Cypriot identity, ARC-based and other applicant evidence and includes extra material for particular registration reasons. Upload the identity and supporting letter/document set appropriate to yours, preserve the request reference and record the TIN once issued. Tax registration is separate from immigration approval. The portal’s online registration process replaces the assumption that every newcomer starts with an old paper tax form.
10Open an account and organise payments around the permit file
Plan this step early if applying for visitor residence: its checklist calls for Cyprus-bank evidence and a repatriation guarantee, so waiting for the final card before speaking to a bank can create an avoidable delay. Explain that you are preparing a first residence application and ask which initial documents the bank will accept.
One starting point is Bank of Cyprus’s new-customer service. Its app process scans the original passport/ID, takes a live selfie, records financial details and requires acceptance of the account terms. Applications remain subject to the bank’s assessment. An app advertisement is not confirmation that every nationality or residence situation can complete onboarding digitally; ask for a branch appointment if the route does not fit.
- Prepare original identity, residence/application evidence, address proof and an explanation of employment, pension or overseas-client income.
- Have tax-residence countries and identification numbers available; distinguish the Cyprus TIN from an overseas one.
- Ask for the account’s fee schedule, debit-card delivery arrangement, transfer charges and the documents required for any immigration guarantee.
- Make transfers in your own name and retain the source bank statements and payment confirmations.
- Test a small payment, online-banking login and recovery method before using the account for rent or tuition.
The visitor checklist’s ten-year bank guarantee covers possible repatriation costs and varies by country of origin; it is not the landlord’s security deposit. Similarly, money required in the account remains distinct from card fees or an insurance premium. When paying a large housing or school invoice, independently confirm the recipient details with the named institution and keep the reference matching the invoice. Arrange standing orders only after confirming the beneficiary and payment dates.
11Sign a clear rental agreement and document the handover
Ask whether an advertised property is available for a normal long tenancy, which furniture remains and who can legally sign for the owner. Look at the home itself before paying a reservation sum, or have a trusted local representative inspect it. Photos in this guide show places, not homes being offered for rent.
- Compare the quoted rent with the complete cost: communal building charges, utilities, parking, internet and any agency payment.
- Put the tenancy dates, payment method, deposit amount and return conditions into the written agreement. Define notice, repairs, permitted occupants and pets.
- Verify the landlord or authorised representative and the beneficiary receiving payments.
- Photograph the condition of appliances, walls and furniture together. Record keys, meter readings and existing defects in a signed inventory.
- Keep the original lease and copies for the bank, immigration file, school and utilities. Arrange owner consent for the account transfers at the same time.
Cyprus terminology can distinguish common expenses for the building from the home’s own bills. Ask which party pays each item and how an annual charge is apportioned. Do not assume a refundable deposit can simply replace the last rent payment, or that an advertised “all included” price has no electricity usage limit.
2026 paperwork change: the Ministry of Finance’s 2026 report confirms that stamp duty is no longer payable on contracts or agreements signed on or after 1 January 2026. Some older immigration and tax checklists still say “stamped”. Distinguish repealed tax stamping from certification of signatures or copies, and ask the receiving office how it records a new contract. The repeal does not remove the requirement to provide genuine housing evidence. Use legal advice for disputed clauses or rent-control questions rather than assume every property has identical protections.
12Establish GeSY eligibility or obtain the required insurance
The General Healthcare System, usually called GeSY or GHS, is administered by the Health Insurance Organisation. Its beneficiary categories depend on ordinary residence and the relevant citizenship/status conditions. EU citizens ordinarily qualify through work or permanent-residence conditions; non-EU categories include permanent residence or the right to equal treatment in social insurance. Dependants have their own conditions. A temporary visitor permit, tax number or payment of a contribution should not be treated as conclusive proof that your whole household is enrolled.
- Ask HIO which category applies to each family member and obtain its document instructions.
- If eligible, follow the enrolment and personal-doctor pathway online or through a personal doctor. Confirm that registration is completed before relying on referrals.
- Choose a personal doctor whose location and appointment arrangements fit your routine; discuss regular prescriptions and any specialist follow-up.
- If ineligible, obtain the private cover required by your residence route and a practical local treatment plan.
The visitor and digital-nomad checklists request insurance covering inpatient and outpatient care and transport of the deceased under the specified Plan A requirements. Ask the insurer to confirm that the certificate fits the permit checklist, and read exclusions, waiting periods and pre-existing-condition treatment. A cheap travel policy may not perform the same function as residence insurance.
For enrolled beneficiaries, the current HIO payment schedule lists small charges including €1 per pharmaceutical product and €1 per laboratory test/group, with a €10 maximum for a category of lab tests. General annual co-payment ceilings are €150, or €75 for the specified protected groups, including children up to 21. Personal contributions and uncovered services are distinct. Keep medical summaries, generic medicine names and prescription records accessible, then agree the next refill before the supplies brought from home run out.
13Transfer utilities, identify your SIM and learn the transport system
For Cyta soeasy prepaid SIM or eSIM, identify the owner through the official website/MyCyta or a store. New online users scan identity/passport, enter the PUK and complete the declaration; non-EU customers use a passport, while some cases need a store visit. An adult owns the service if a minor is registered as its user. Keep the SIM package and PUK for recovery.
For an existing electricity supply, EAC’s tenant transfer procedure needs the lease, identity, account/meter details and the previous customer’s signed consent. Its published transfer charge is €15 plus VAT; the deposit is separate. Submit through the EAC portal or a customer-service centre. Agree who settles the old account and record the handover reading.
Water supply now sits with district organisations: the Ministry of Interior explains the July 2024 reform, which replaced the former water/sewerage boards. In Nicosia, NDLGO allows both parties to attend or the tenant to bring the landlord’s signed EOA-W005 consent, lease and identity copies. Its domestic tenant guarantee is €125. Use the organisation serving your actual address; another district may require different forms or charges.
For Nicosia and Larnaca, use Cyprus Public Transport’s live route information and Pame. The August 2026 urban schedule charges €2.70 for a daytime cash single versus €2 on a Motion plastic card; the card costs €5 to issue. A personalised 30-day pass is €66.90. The separate all-cities monthly product is €225, so do not assume an urban pass is a national commuting pass. Check the correct operator and timetable for Limassol, Paphos or intercity journeys.
Practise the school or work trip with the stops in both directions. For driving, the Road Transport Department’s conversion procedure distinguishes recognised non-EU licences from optional exchange of an EU licence. Its normal-residence requirement is at least 185 days. Eligible applicants prepare TOM 7D, photograph, passport, original licence and copies, identity/ARC evidence, residence proof and translation where necessary, then attend the district examiner’s office. Non-EU applicants also present their residence permit. Determine the licence’s recognition and exchange timing before buying a car; nationality and licence origin are separate questions.

14Complete the first month and build a local routine
Use the first month to make the paperwork and the ordinary week agree with each other. The address on the lease, application, banking record and school file should refer to the same home. Keep a small list of pending decisions, rather than assume that submitting every form means the move is administratively complete.
| When | Finish these tasks |
|---|---|
| First few days | Record entry, identify the phone, confirm accommodation and meet the route-specific early submission deadline. |
| First two weeks | Complete the housing handover, bank enquiries and evidence needed for immigration. Resolve school placement and insurance. |
| By the end of the month | Confirm utility transfers, follow up application references, record the TIN request and test the work/school route. |
| After cards or decisions arrive | Check the recorded details and actual expiry, update institutions that need the final document, and schedule renewals. |
For community, start with an activity you can attend regularly: a school parents’ group, a university society, a language class or a neighbourhood sports session. Ask the organiser for its current meeting place and language, then attend before committing to a long membership. Build familiarity with the same grocery shops, pharmacist and local service office; knowing where to solve a practical problem is part of settling in.
Keep receipts and copies in a shared household folder with each person’s separate status documents. Note which provider has the deposit, what must happen for it to be returned and who holds the original contract. At the first monthly review, replace budget allowances with actual bills and adjust the reserve for cooling, transport or school costs. The useful endpoint is a routine you can sustain, with the next administrative task already assigned a date.
