Moving & Living - Democratic Republic of the Congo - Complete Guide
Move to the DRC in 14 practical steps: organise entry, lawful employment and residence, choose a Kinshasa or Lubumbashi base, budget school fees, and arrange housing, banking, healthcare and utilities.

Kinshasa’s riverfront offices, Ngaliema’s school communities and Lubumbashi’s southern business networks offer different versions of everyday life in the Democratic Republic of the Congo. Your employer, school and reliable transport plan usually determine the right base more than a city’s reputation. This guide takes you through the documents, appointments and household arrangements that make a move workable, with separate instructions for entry, employment and residence. The DRC is a different country from the neighbouring Republic of the Congo: use Congolese services for Kinshasa, not Brazzaville.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose a base around work, school and reliable transport
Begin with the place you need to reach each day. In Kinshasa, compare Gombe with an office-based routine there, Ngaliema with the American school on Route de Matadi, and the University of Kinshasa campus area if your institution requires regular attendance. In Lubumbashi, ask the employer to identify the actual workplace and its transport arrangements before choosing a residential district. A map distance alone will not tell you whether the commute is workable.
- Mark your workplace, proposed school, healthcare provider and airport transfer route on one map. Ask your host to describe the journey at the times you will actually travel.
- Request two or three temporary addresses with arrangements for water, electricity backup and access after dark. Ask whether quoted rent includes those services.
- Visit a prospective home with someone who knows the area; inspect access, drainage, water storage and the building’s power arrangements. Record what is working during the visit.
- Choose a short initial stay that gives you time to inspect a permanent lease, rather than signing solely from photographs.
Location choices must reflect current conditions. Goma and Bukavu should not be presented as ordinary alternatives to Kinshasa: the current official assessment describes serious conflict and non-operating commercial airports there. Conditions can also affect journeys within Kinshasa and to provincial sites. Match the address and itinerary to the precise areas described in the current regional assessment, then obtain a concrete transport plan from your host.

02Establish your entry and residence route before departure
Separate three questions: permission to enter, permission to stay for the intended period, and permission to carry out your work. A business or visitor visa does not by itself resolve the other two. Start with the Congolese diplomatic mission responsible for your application location and with the Direction Générale de Migration, commonly called DGM, for the proposed longer stay.
The Washington embassy’s instructions provide a useful, explicitly mission-specific example. They list a passport valid for at least six months with two adjacent blank visa pages, a signed form, recent photograph, passport copies, yellow-fever certificate copy, itinerary and supporting invitation. Its invitation must be notarised; the stated exception concerns applicants of Congolese origin. Business applicants also supply their company’s letter. Follow the embassy’s own application checklist and use an itinerary where requested, rather than assuming a paid flight is necessary.
- Write down the purpose, intended length of stay and activities for each household member.
- Ask the responsible mission which application and supporting documents fit those facts. Check whether the host needs to prepare an invitation locally.
- For settlement, obtain DGM’s current route checklist, eligibility, application timing and fee before moving. Ask how your entry status will be maintained while the residence application is considered.
- Submit the mission’s application with the prescribed payment and return arrangements. Retain copies; inspect the issued visa’s entries and conditions before travelling.
Washington publishes a two-year, USD185 visa arrangement for US citizens travelling for tourism, study or business. That is not two years of automatic employment or settlement permission. Its other listed prices include USD100 for a one-month single-entry visa. Those are Washington consular prices, not a universal DGM residence tariff. The fee page and application page differ on acceptable payment instruments; confirm the current instrument with that mission before purchasing it.
03Arrange lawful employment or establish the business properly
If moving for a job, make immigration responsibilities part of the offer. Specify who prepares the foreign-worker application, who pays the official charges, when you may enter and when you may start work. A relocation allowance is useful, but it does not replace an authorised employment position.
The employment ministry’s 15 October 2025 order on the foreign employment commission requires the foreign-worker process to precede employment and describes an employer-led application, national employment priorities and skills-transfer obligations. It also places the initial employment-card request before the worker’s entry. Have the employer obtain the current filing instructions from the employment directorate or competent provincial division; do not plan to arrive as a visitor and start immediately.
- Give the employer your passport details, qualifications and CV, and agree the job description and draft contract.
- Ask the employer to assemble the justification, staffing information and other commission documents required for the position. Restrictions on reserved jobs or foreign staffing cannot be solved by changing a job title informally.
- Complete the separate ONEM contract endorsement process through the employer. Keep the endorsed contract and employment authorisation with the residence file.
- Put renewal dates in the employer’s calendar; the 2025 order requires an application at least a month before expiry.
For a business, the ANAPI business-creation procedure describes registration through the one-stop system, with RCCM commercial registration, national identification and tax/social registrations. Its posted registration prices are USD30 for a sole trader and USD70 or USD80 for a company depending on the form of its articles; its three-day figure is a service target. Company registration does not itself authorise a foreign founder’s residence or personal work. No dedicated remote-worker route was verified: a foreign payroll or online client list is not an immigration exemption.
04Build a currency-aware budget and organise tax records
Use the currency attached to each actual quote. The national currency is the Congolese franc, CDF; a school or bank may price a service in US dollars or euros. It is not the CFA franc used in the neighbouring Republic of the Congo. Ask whether a USD rent is payable in dollars or converted to CDF, which rate applies and who pays transfer charges.
The Central Bank’s 13 October 2026 reference gives a mean USD rate of CDF2,261.67. This is a dated reference, not a promise that a bank, landlord or cash exchange will transact at that rate. Retain invoices in their original currencies rather than repeatedly translating them at whichever rate makes the move look cheapest.
| Planning line | How to build it |
|---|---|
| Initial immigration | Mission-specific entry fee plus a separately confirmed DGM and employment application budget. |
| Housing | Temporary stay, agreed deposit, first rental period, furniture and documented utility setup. |
| School | Tuition plus admission, capital and family charges from the actual school schedule. |
| Health and transport | Written insurance and evacuation quote; employer or contracted driver arrangements. |
| Monthly household | Rent, food, electricity/backup fuel, water, communications and transport, with tax and education separately identified. |
A hypothetical Kinshasa worksheet might allocate USD1,200 rent, USD350 groceries, USD200 electricity/water and backup, USD90 communications, USD180 transport and USD210 contingency: USD2,230 a month by addition. These invented planning allowances are not measured local prices or a national average; replace every line with your own quote. They exclude school fees, health premiums and tax. If the agreed rent were USD1,200 and the residential deposit three months, the deposit calculation would be USD3,600, separately from rent payable.
Ask payroll to explain the current IRPP personal-income-tax framework before comparing net salaries. DGI distinguishes resident worldwide income from non-resident Congolese-source income; nationality alone does not decide liability. Do not apply an unverified 183-day shortcut. The January 2026 declaration communiqué uses IRPP forms and distinguishes the employer’s expatriate levy from the employee’s withholding. Save payslips, benefit valuations, foreign-income records and tax-residence evidence; obtain advice on your actual cross-border household rather than treating the payroll deduction as your only obligation.
05Secure school placement or university admission
Approach a school before choosing a long lease. The American School of Kinshasa, TASOK, is on Route de Matadi in Ngaliema; the Lycée Français René Descartes offers a French-school pathway. Compare curriculum, language support, age placement and the actual journey from a proposed address. Send reports and learning-support information early so a school can assess the application properly.
- Use TASOK’s admissions instructions and its OpenApply service, or the Lycée’s enrolment page and linked Skolengo portal.
- Ask the admissions office about current capacity, assessments and a midyear start. The Lycée’s published March–April 2026 campaign has passed; do not assume its campaign dates describe an open October intake.
- Obtain acceptance and a written first-year invoice before paying housing costs that depend on that school.
- Supply the school’s documents for the appropriate immigration file; school acceptance and a visa remain separate decisions.
| Verified 2026–27 example | Published charge and scope |
|---|---|
| Lycée elementary CP–CM2 | EUR4,254 annually for a French first/second child; EUR6,100 for a non-French first/second child. |
| TASOK Grade 2/3, Plan A | USD19,500 annual tuition; new-student capital fee USD7,000 and admission fee USD300; annual facilities fee USD1,000 per family. |
The Lycée financial regulations distinguish nationality and sibling categories. Admission charges also apply, but the table does not specify their amount. A one-child, new Grade 2 TASOK family would therefore calculate USD27,800 from the four stated items, before additional support where required. Its placement deposit is credited as the schedule explains, not silently added a second time. Use the actual 2026–27 schedule rather than an older fee PDF still linked on the site.
For university, UNIKIN’s 2026–27 instructions list a CDF150,000 application payment, not annual tuition. Prepare the online pre-application and its printed payment documentation; the checklist includes school results, identity and other certificates. Certain faculties require an entrance examination. Foreign school qualifications need an equivalence assessment: ask the registry which route applies before paying as though your certificate were the Congolese Examen d’État.

06Test a retirement or dependent move against an actual residence basis
Retirement income can support a household, but it does not establish a verified pensioner visa. No ordinary retirement programme or remote-work settlement route was confirmed for this guide. Do not book a permanent move on the assumption that proving a pension or purchasing property will create one.
ANAPI’s October 2022 investor brochure describes employment, study, ordinary professional/commercial, approved-investment and other settlement categories. Its matrimonial description concerns a foreign spouse of a Congolese citizen, not automatic permission for every spouse accompanying a foreign worker. The brochure also discusses a prior-stay requirement in the general residence checklist. Because this is dated material, have DGM confirm the applicable category, timing and current documents rather than treating it as a current application form.
- Prepare a household list with each person’s nationality, relationship, intended activity and income.
- Ask DGM to identify the actual residence basis for the retiree or dependent, including whether an application can follow the planned entry status.
- Obtain a healthcare and evacuation quote that expressly covers the person’s age, conditions and intended location.
- Calculate pension transfers and exchange charges, and have a tax adviser assess the income under the actual residence position.
If no suitable route is confirmed, revise the relocation plan before committing to property, freight or a school contract. A shorter lawful visit may help assess practical arrangements, but its authorised duration and activities still govern the stay.
07Prepare document originals, freight and a pet-specific plan
Keep one physical folder in cabin luggage and an encrypted digital copy. Include passports, visa approvals, vaccination certificates, employment or admission documents, qualifications and civil-status certificates needed for the actual route. Obtain recent certificates only within the validity window specified by the receiving authority; a document that took months to legalise may still be too old for a particular file.
- Ask the mission, employer and DGM which originals require authentication and which require a French translation. Confirm the accepted translator and legalisation chain before paying.
- List every certificate by issuing authority, date, translation and number of copies. Carry originals separately from shipped furniture.
- Obtain a mover’s itemised quote naming the entry port, local clearance agent, storage exposure and delivery address. Prepare a numbered inventory with serial numbers for valuable equipment.
- Ask the Congolese customs administration, DGDA, or the appointed licensed clearance agent for the current household-goods procedure and documentary basis for any claimed relief. Do not assume foreign employment makes all belongings duty-free.
For pets, a complete current DRC entry checklist was not verified. Obtain written destination instructions from the competent Congolese veterinary authority through the mission and from your departure-country veterinary service before selecting flights. Ask specifically about import authorisation, identification, vaccination, certificate validity and the receiving airport. Requirements labelled simply “Congo” can refer to the other country. For US departures, APHIS explains how to establish destination requirements; its Republic of the Congo material must not be substituted for DRC instructions. Book only after the airline’s animal arrangements and the actual destination documents agree.
08Complete arrival formalities and establish a safe first week
Carry the issued visa, host details, address, vaccination evidence and onward or other travel documents required for your case. Arrange the pickup in advance with your employer, school or known accommodation provider, and agree how to recognise the driver. The current official transport assessment supports a planned transfer rather than improvising unfamiliar public transport immediately after arrival.
- At immigration, present the actual purpose and documents. Examine the entry record and ask about any unclear permitted-stay date while still at the desk.
- Photograph the visa and entry endorsement once you can do so appropriately; retain the passport securely and keep copies accessible for later appointments.
- Meet the pre-arranged driver and confirm the destination with your host. Keep the host’s telephone number available offline.
- At your temporary home, test water, electricity backup, locks and communications. Obtain the address in the format the host uses for deliveries and official files.
- Contact the employer’s immigration coordinator and arrange the next appointments against the actual entry conditions.
A short first-week schedule is more useful than trying to finish every registration on day one: confirm healthcare contacts, acquire an identified SIM, inspect housing and prepare the employment/residence file. Record every appointment, payment receipt and expiry date in one place. A pending meeting or application should not be assumed to extend your authorised stay.
09Inspect a home and document the rental agreement
Inspect an actual available dwelling before paying a reservation or deposit. Ask the owner or authorised representative to show their authority to let it; establish who signs, receives money and manages repairs. Visit at a useful time for assessing water and electricity, and ask occupants or management how backup fuel, shared services and security charges are billed.
An April 2026 report by state news agency ACP quotes the competent housing official on the residential deposit limit of three months under the housing law. It also describes a proposed rental-price schedule, not a national rent cap already in force. If asked for five or ten months as a “deposit”, have the amount and legal basis reviewed before paying.
- Put the full address, premises, parties, rental period and permitted use in writing.
- Specify rent currency, payment dates, any conversion mechanism, deposit purpose and return conditions. Separate advance rent from a refundable guarantee.
- List utilities, shared charges, backup-power arrangements and repair responsibilities. Ask whether water storage and generator servicing belong to the tenant or landlord.
- Complete a dated handover inventory with photographs and meter readings. Note existing damage and equipment that is included.
- Pay through a traceable method with a signed receipt identifying the period or deposit; retain the executed lease and keys.
A lease is evidence of housing, not permission to reside. Ask the local commune and DGM what address certificate they require for your file and how to obtain it using the actual lease and identity documents. Do not pay for a certificate bearing an address where you do not live.
10Complete residence, employer and taxpayer registrations
Take the route checklist obtained before departure and reconcile it with your actual entry, employment and address documents. DGM administers immigration; an employer’s work-card file, local address certificate and tax identification serve different purposes. Keep each application’s acknowledgement with its own deadline rather than treating one registration as proof that all the others are complete.
- Ask DGM to confirm the current residence category, appointment, fee and required originals. Resolve any prior-stay condition and lawful interim status before the entry permission expires.
- Submit the identified documents, retain official receipts and ask how the decision and resulting document are collected.
- Have the employer complete CNSS employee registration. CNSS lists proof of lawful stay and work authorisation for foreign employees and a 15-working-day employer registration period after hiring.
- Determine with payroll or your adviser whether you need a new NIF tax identification or already have one. Use DGI’s actual service rather than buying an unofficial duplicate number.
- Keep notifications and the applicable DGI declaration forms with your employment and income records.
The historic investor guide’s old residence prices are not used here as 2026 fees. Obtain the amount, payment channel and receipt from the responsible office for your exact application. Ask whether the pending status permits travel and re-entry; do not assume a receipt is equivalent to the final residence document. Set reminders for employment, residence, passport and insurance renewals together so the first document to expire is visible.
11Open an account and agree how regular payments will work
Compare the account’s currency with salary and regular bills before choosing it. A USD salary, CDF water bill and euro school invoice may require different transfers; ask for the fees and exchange basis in writing. Keep enough accessible funds for setup without carrying the entire relocation budget as cash.
Rawbank’s current-account page explicitly accepts adult resident or non-resident applicants, subject to its account-opening process. It lists identification, two identical colour photographs, the application, FATCA information and acceptance of account conditions. Its written retail account charge is USD5 a month on the undated live page; additional transactions and products can have separate charges. Ask the branch for the current complete tariff and any extra address or source-of-funds documents applicable to you.
- Bring valid identity and the bank’s completed forms, together with your employment or other income evidence.
- Confirm which currencies and payment services the selected account supports, how international transfers are received and what deductions apply.
- Activate access in your own presence, protect credentials and test a small transfer before directing payroll to the account.
- Agree traceable rent and school-payment arrangements; retain each confirmation with the invoice it settles.
Mobile money requires its own registration and security procedures. Do not share a PIN with a helper or approve a transaction solely because someone claims it will “activate” the service. A telephone number, wallet and bank account are related tools, not interchangeable proof of immigration status.
12Arrange healthcare access and evacuation cover before you need it
Choose care arrangements around your actual location and household needs. The Ministry of Health’s universal-health-coverage programme is developing; its existence should not be read as automatic comprehensive insurance for a newly arrived foreign resident. CNSS employment registration is also not a substitute for checking healthcare benefits and provider access.
- Discuss the itinerary, vaccinations and regular medicines with a qualified travel-health clinician before departure.
- Obtain insurance wording covering the intended residence, work, existing conditions where agreed, treatment and medical evacuation. Confirm geographic exclusions against the actual destination.
- Identify a routine provider and an emergency stabilisation provider. Ask how appointments, deposits and insurer authorisation work.
- Keep medicines in labelled packaging with prescriptions and sufficient supplies for the agreed plan.
- Share the emergency contacts and evacuation procedure with the person who would help you locally.
The UK government’s DRC health guidance describes limited medical facilities, especially outside Kinshasa, and identifies Centre Privé d’Urgence in Kinshasa for basic treatment and stabilisation. It says there is no general emergency ambulance number: obtain the provider’s own contact rather than copying an emergency number from another country. Contact the insurer early if hospital care or evacuation is needed.
The same current guidance records the 2026 Ebola outbreak alongside other health risks. Use the live public-health assessment when preparing travel and any onward journey; screening or destination conditions can change. Build this into the practical medical plan rather than relying on an old vaccination checklist or assuming an employer’s general insurance includes evacuation.

13Set up communications, electricity, water and everyday transport
Buy a SIM through the operator or an authorised outlet. Orange DRC’s conditions require customer identification and accept a valid passport among the listed documents. Its activation instructions describe activation on purchase; replacement arrangements go through authorised channels. Test calls and data at the home and workplace before selecting a large package, and obtain the separate wallet terms if you want mobile money.
- For electricity, locate the existing meter and account with the landlord. SNEL’s subscription service requires identity and evidence of the right to occupy the premises; its Point Alimenté, or PA, identifies the supply point.
- Distinguish a change concerning an existing supply from a new connection. Record the handover reading and establish who clears old balances.
- For water, use REGIDESO customer service to establish the correct account and applicable service procedure. Its “request a service” page should not be assumed to be a functioning online application where it only announces future content.
- Agree who pays shared charges, water delivery and backup fuel, and how those amounts are evidenced.
- Test your regular transport arrangement before the first school or work day, including the return journey and an alternative if the vehicle fails.
REGIDESO’s undated live domestic tariff table lists CDF897 per cubic metre in the 1–10 band, CDF1,633 in 11–25, CDF2,070 in 26–40 and CDF2,392 above 40. Confirm the category and billing method for your meter rather than assuming that multiplying one band rate produces the whole bill. Ask for the latest actual bills during housing inspection.
The historical transport photograph below shows an everyday Kinshasa setting, not a recommendation to choose an unassessed taxi or motorcycle. Base your commute on the current route and the host’s reliable transport arrangements.

14Build a local routine and close the first-month checklist
Put the household’s recurring tasks into one calendar: payroll, rent, school invoices, insurance, utility readings and immigration appointments. Keep the originals securely and a smaller daily document set appropriate to your circumstances. After the first month, compare actual spending with the initial worksheet and correct the assumptions that proved wrong.
For language and a practical cultural starting point, the Institut Français in Kinshasa publishes courses, its library and an events programme, including French, Lingala and Swahili offerings. Choose the language useful for your work and neighbourhood; the national and local language picture is broader than a single expatriate-language assumption. Use current published schedules rather than expecting a photographed event to recur.
- Status: record each household member’s authorised stay, application receipt, next appointment and renewal responsibility.
- Home: retain the signed lease, deposit receipt, inventory and account references; resolve missing handover items in writing.
- Money: verify the first salary or other transfer, retain tax records and reconcile actual bank charges.
- Family: confirm attendance, school transport and any support arrangement rather than assuming acceptance settles all logistics.
- Health: save the selected provider and insurer contacts offline and confirm someone else knows the emergency plan.
- Routine: test groceries, work and school journeys at real times, and keep an alternative for a service interruption.
The move is in a workable position when the household has a documented lawful basis, a real address, reliable access to money and care, and appointments that can be reached. Review those arrangements when a job, address or household member changes, because the supporting file may need to change with them.
