Moving & Living - Djibouti - Complete Guide
Move to Djibouti in 14 practical steps: employment and free-zone permits, school fees, residence cards, banking, rentals, CNSS healthcare, water and everyday transport.

In Djibouti city, a working day might connect an office near the port, school in Gabode and shopping around Les Caisses. Beyond the capital, Tadjourah, Arta and Ali Sabieh offer different bases, but the location of your employer and practical services matters more than a holiday itinerary. This guide connects those choices to the actual moving process: the right visa and work authorisation, a residence file, school admission, banking, a lease and a household that functions in the heat.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose a base around work, school and reliable services
Start with the address where you must be most days. A port, free-zone or regional assignment can produce a very different commute from a post in the city centre. Draw your office, school and likely medical provider onto one map before considering rental advertisements. Ask the employer which entrance staff actually use; a large industrial site’s postal address is not necessarily its commuter entrance.
- Compare central Djibouti city with Héron, Haramous and the Gabode areas using an actual working-day journey. These are practical search areas, not a promise that every building has the same services or rental price.
- For children attending the French school, match the campus to their age: Dolto serves younger primary classes, while Kessel in Gabode serves older primary and secondary pupils. Confirm the assigned site with the school itself.
- If the job is in Tadjourah, Ali Sabieh or Arta, ask for regional accommodation, transport and healthcare arrangements before accepting a capital-based package. Do not build a daily commute around an unverified ferry timetable.
- During a viewing, test the route, water supply, air conditioning and mobile reception. Visit the street in daylight and again around your usual return time.
Keep temporary accommodation for the first inspection period. A colleague’s recommended district is useful; a written property inspection and a journey from that exact address are more useful. Record which services are included in each rent so that a furnished apartment with utilities can be compared fairly with an empty house.

02Match your entry visa to the intended residence route
Entry permission, permission to remain and permission to work are separate tasks. The 2007 immigration law provides the legal framework: a long visa can allow multiple entries over a year while limiting each stay to three months. That is not a year of uninterrupted residence. A temporary residence card is generally limited to a year and cannot exceed the passport’s validity. Ask for the current implementation and fees for your particular category.
| Purpose | Starting point | What remains to arrange |
|---|---|---|
| Ordinary employment | Employer, consulate and ANEFIP | Work authorisation and local residence file |
| Free-zone assignment | Company and DPFZA one-stop counter | Category-specific visa, residence and work documentation |
| Study | Admitting institution and consulate | Student residence evidence and financial means |
| Non-working stay supported by personal resources | Consulate and immigration authority | Visitor residence assessment; no assumed employment right |
The actual government e-visa service requests a passport with at least six months’ validity, transport reservation, accommodation address, host or organisation invitation details and a payment card. Register, complete the application, pay the quoted charge and wait for approval before downloading the visa. This guide does not invent a fee or processing guarantee absent from the service information inspected.
Nationality matters. British passport guidance and French passport guidance describe their respective entry arrangements; neither establishes visa-on-arrival eligibility for every passport. Ask the consulate about your nationality, application location, purpose and dependants. A yacht arrival also requires its own port-entry instructions rather than an assumption that an airport e-visa applies.
03Arrange the contract and work authorisation before starting work
For ordinary employment, the employer should coordinate the ANEFIP foreign-worker procedure. The published checklist calls for a recruitment declaration, four copies of the employment contract on the required form, a letter to the agency’s director, two identity photographs, a passport or stay-visa copy and the employer’s patente, its business licence. Ask who obtains the contract forms and who collects the decision. An offer letter alone is not the completed authorisation.
- Get a signed contract identifying employer, location, start date, salary currency and any housing, insurance or school contributions.
- Have the employer compile the agency file and confirm the entry/residence sequence with immigration.
- Keep a copy of the authorisation and its expiry date. The government renewal instructions direct applicants to start within the two months before expiry; coordinate the work and residence renewals rather than assuming one automatically renews the other.
Free-zone procedures differ. DPFZA’s visa instructions require a company guarantee and supporting employment documents. For Ethiopian nationals applying from Ethiopia, the published sequence involves an initial entry visa through the Djibouti embassy in Addis Ababa, followed by the local longer-term process. External consultants and service providers cannot assume that a free-zone client makes them eligible for its long employment visa.
For an ordinary business, ODPIC distinguishes a sole trader from a separate company. Obtain the name-availability certificate, prepare the appropriate registration form, identity and manager documents, constitutive documents and any regulated-activity approval. A company may need evidence of deposited subscribed capital. A free-zone company needs its own licence and operating base within the zone. Neither company registration nor overseas remote-work income supplies immigration permission by itself: agree the professional activity with the responsible authority before moving.
04Build the relocation budget and establish tax responsibilities
Price the first three months from actual quotations in DJF. Employer-provided housing, a furnished rental and an unfurnished property have different startup costs. Air conditioning, school fees and initial utility subscriptions deserve separate lines. There is no defensible single national monthly living-cost figure in the sources reviewed, so this budget uses identifiable charges and your own household inputs.
| Cost | Useful planning figure | Scope and date |
|---|---|---|
| New French-school elementary pupil in the third-country fee category | 1,158,915 DJF: 1,008,915 tuition + 150,000 first registration | Calculated full-year example from 2026–27 regulations, before extras |
| Foreign subscriber’s water connection subscription | 48,990 DJF posted; obtain a current quote | Undated government ONEAD instructions, checked 13 October 2026 |
| Fixed-line installation in Djibouti city or Balbala | 11,000 DJF posted | Undated operator tariff, checked 13 October 2026; internet package separate |
| Silver hybrid mobile package | 7,000 DJF for the published package | Undated operator listing, checked 13 October 2026; confirm billing conditions |
| Rent, deposit and advance | Use the landlord’s written offer | No national rent average or deposit cap asserted |
For example, a hypothetical rent of 120,000 DJF with a negotiated two-month deposit and one month paid in advance requires 360,000 DJF at signing. This arithmetic is not a market estimate or a legal rule. Add flights, shipping, temporary lodging, document costs, insurance and emergency funds. List groceries, transport, electricity, water, phone and school separately as recurring costs, then replace estimates with the first actual bills.
Ask payroll how it handles impôt sur les traitements et salaires and social contributions. Businesses should establish registration and filing responsibilities with the Direction Générale des Impôts. Keep foreign income, pension and asset information for cross-border advice. Do not apply an old tax-code table as a verified 2026 rate or assume a free-zone business concession eliminates every employee’s tax obligation.
05Apply to the correct school or university programme
The Lycée français de Djibouti operates the Dolto and Kessel sites. Start through its admissions instructions and Eduka application service. The application is not a guaranteed place. School records, the child’s identity and birth evidence, parental identity, vaccination/medical material and the requested previous-school documentation form the file; admission or placement testing can depend on previous schooling.
- Identify the child’s current year, language background and intended arrival date.
- Submit the requested records, photographs and previous-school certificates. Arrange the exit certificate and settle the previous school’s account where required.
- Wait for the school’s decision, then obtain the actual invoice, campus assignment and start-date instructions.
- Clarify transport, meals, books, examinations and any international-section charges before accepting the total budget.
The 2026–27 financial regulations classify fees by the child’s nationality, not simply a parent’s employment package. Annual elementary tuition is 688,420 DJF for the French category, 865,695 DJF for nationals and 1,008,915 DJF for the third-country category. First registration is 150,000 DJF, with specified exemptions for petite and moyenne section; renewal is a separate 60,000 DJF charge. Obtain the school’s invoice for midyear admission instead of dividing an annual figure by attendance days. The stated payment deadlines include 31 October, 31 January and 31 March.
For higher education, approach Université de Djibouti with the exact programme, qualifications and foreign-applicant status. Its Balbala campus sits near the RN2–RN5 junction. Website notices inspected still include earlier intake dates; those are not a current admission calendar. Request the applicable opening dates and credential requirements, using the higher-education ministry for the responsible recognition service. Admission, student residence and any permission for employment are separate decisions.

06Assess a non-working move before relying on pension income
There is no dedicated retirement-visa product verified for this guide. The immigration framework does include a visitor temporary-card category for people supported by their own resources who undertake not to exercise a regulated professional activity. That is a basis to discuss with immigration, not automatic approval for anyone receiving a pension.
- Prepare pension statements, regular-payment evidence, bank statements and a household budget.
- Ask the consulate which visitor-residence documents it currently requires, where the application begins and what authorisation each accompanying person needs.
- Confirm international pension payments, bank charges and treatment of pension income with the paying institution and tax adviser.
- Obtain medical cover that remains valid for residence, including your actual conditions and evacuation arrangements.
A comfortable holiday accommodation choice is insufficient evidence of long-term suitability. Test access to the treatments, medicines and transport you need before committing to a lease. If you intend consultancy, property management or another income-generating activity, describe it accurately during the immigration assessment. Do not sign a no-work declaration while planning a working retirement.
07Prepare originals, shipment instructions and the pet file
Build one folder for each person: passport, approved entry permission, contract or admission, financial evidence, birth and marriage records, photographs and any category-specific records requested by immigration. Keep originals accessible during travel and encrypted copies elsewhere. Ask the receiving office about accepted languages, certified translation and legalisation before paying for services; a format accepted by a school may differ from immigration’s requirement.
Separate immediate essentials from sea freight. Take medication and prescriptions, a few suitable clothes, chargers and the documents needed for your first appointments in hand luggage. For a shipment, give the mover an itemised inventory and declared values, then obtain a written customs assessment for used household goods, vehicles and restricted items. An exemption mentioned in an older customs code is not a current clearance quote. Confirm which office and broker will present your goods and what documents they need from you.
Pet arrangements need country-specific confirmation. The Direction de l’Élevage et des Services Vétérinaires is the responsible veterinary starting point; its published services mention health certification for dogs and cats, but do not provide a complete current import checklist. Request written instructions covering import permission, vaccination evidence, identification, certificate validity and the arrival inspection. Then book an airline that accepts the animal on the actual route and dates.
Keep the veterinary response with the original animal records. Do not borrow a microchip rule or certificate deadline from another country. Arrange suitable transport from the airport and a cooled, secure place on arrival before the animal travels.
08Make the first days workable and record entry permission
At entry, retain the visa, arrival stamp and any written conditions. Compare the admitted stay with the dates you planned: a visa’s validity period and the authorised stay are not interchangeable. Photograph or scan the entry record for your employer’s application folder. Keep the passport available for agencies and the bank without routinely handing it to unrelated intermediaries.
- Use your arranged transport to the confirmed temporary address and share your arrival with the person handling your official file.
- Arrange a registered local SIM through the operator and test calls and data before relying on it for appointment messages.
- Keep enough accessible funds for transport and early purchases. Current British foreign-ministry guidance notes limited card acceptance and that some ATMs may not accept Mastercard.
- Put the admitted-stay expiry and all employer or immigration deadlines into a calendar immediately.
For family arrivals, keep school and medical documents separate from shipping paperwork so they remain available during the first week. Locate a pharmacy and the medical contact approved by your insurer. If a yellow-fever certificate applies because of your travel origin, carry it with the entry documents; the entry guidance does not make this a universal requirement for everyone.
Use these first days to test potential housing rather than signing under airport-day pressure. Record the cost and time of your actual office and school journeys, and ask the property manager which water and electricity bills belong to the proposed apartment.
09Complete the correct residence and social registrations
Ordinary foreign residence requires the immigration service, not a citizen identity-card application. Use the Ministry of Interior to locate the responsible immigration/Police office and obtain the checklist for your category. The legal framework includes an eight-day residence-application requirement where the long visa carries that instruction; discuss it before arrival rather than treating three months as a universal filing window.
The government page labelled Carte d’Identité Étrangère directs foreign nationals to their own embassy or consulate. That consular document does not replace Djibouti’s residence permission. Ask which original passport, entry evidence, contract, work authorisation, address and family documents your residence file requires, and obtain an official receipt for payment and submission. Current ordinary-card fees were not reliably established in the reviewed material.
For free-zone employees, DPFZA’s residence-card instructions instead specify a company guarantee request, photographs, the long-visa copy, passport, company licence and employment contract, with the form at its counter. Renewal requires its own file and the original card. The page references a calendar-year framework; use the expiry actually printed on the issued document rather than assuming twelve months from your October arrival.
For insured employment, CNSS registration involves the employer’s declaration and the employee’s attendance. Prepare the registration and AMU forms, employment attestation, contract where required, identity evidence and named photographs. Ask which foreign identity document substitutes for a citizen CIN. The published registration location is on Avenue Djama Elabeh, Plateau du Serpent, opposite ADDS. Retain the assigned 13-digit social number and complete dependent registration separately.
10Open an account and learn the local payment options
For a bank-account starting point, Bank of Africa Mer Rouge lists two recent photographs, valid identity, salary slip or employment attestation and proof of address, or a hosting attestation with the host’s identity. Its account page is for adults. Ask the branch which passport and residence/work evidence it accepts for your circumstances, how it receives salary payments and what the opening deposit and maintenance fees are. Do not assume an online product description guarantees a non-resident account.
- Take the documents to the bank’s actual Djibouti branch contact, including your local phone number and supporting address file.
- Request the current tariff for the account, card, cash withdrawals, incoming international transfers and currency conversion.
- Confirm the account details through the bank, then give them to payroll through the employer’s normal secure process.
- Test access and a small transaction before making the account your only available source of funds.
D-Money’s terms, updated 1 October 2026, describe free personal-account opening at authorised points of sale with valid national identity or a passport and the agency form. Account activation is communicated by SMS; additional checks can apply. Transaction charges appear in the tariff grid, so free opening does not mean every withdrawal or transfer is free.
The service supports mobile payments, recharges and utility bills, with USSD access through *111#. Keep the billing reference and transaction receipt. A mobile wallet is useful for daily payments but does not settle immigration status, payroll compliance or your need for a bank account.
11Inspect the property and agree a complete written lease
Request a draft bail, the rental agreement, and an itemised payment schedule. Separate the caution held as a rental deposit, rent paid ahead and any agent’s fee. This guide has not verified a universal deposit cap or notice period for Djibouti; the actual contract and applicable law need review before you commit.
- Confirm the landlord’s identity and authority to rent the particular property. If an agent signs, obtain evidence of that authority.
- Inspect taps, toilets, water storage, drains, air-conditioning units, sockets and doors. Ask who maintains pumps and shared equipment.
- Prepare an état des lieux, a dated inventory and condition record, with photographs and meter readings agreed by both sides.
- Write down the rent, payment date, deposit-return conditions, repairs, termination notice, permitted occupants and responsibility for each bill.
- Pay through a traceable method or obtain a signed receipt identifying the tenancy and the charge.
Water registration creates an important dependency. ONEAD’s published subscription procedure calls for both owner and tenant, their identity evidence and the lease in the listed city neighbourhoods, with a joint guarantee arrangement. Ask the landlord to attend; do not assume a tenant can simply change the account alone online. Clarify whose deposit and unpaid balance are involved.
Record the electricity account and meter for this exact dwelling. Ask for recent actual bills and distinguish an included utility allowance from unlimited consumption. If shared meters serve several homes, agree the calculation and access to bills before signing. Keep the inspection record available when you eventually leave.
12Register health coverage and arrange care beyond its limits
CNSS compulsory health insurance covers defined groups including insured workers and pensioners; a newly arrived foreign visitor should not assume that every treatment is automatically covered. Ask the employer when affiliation becomes effective and which providers are currently contracted for your benefits. Prescribed care and the provider’s status affect coverage.
Use the official CNSS forms for the employee and household. The dependent form requests marriage evidence for a spouse and birth/school evidence for children, and specifically mentions a work permit or residence card for foreign residents. Carry valid identity for adult dependants. Published web descriptions are not fully consistent about children’s age limits, so obtain confirmation for a teenager or adult student rather than choosing whichever limit is more generous.
- Register the employee, collect the social/health evidence and verify its effective date.
- Submit dependent files and obtain confirmation of each person’s coverage.
- Choose a provider that accepts the applicable arrangement; ask about referral, prescription and payment procedures.
- Keep private insurance details and preauthorisation contacts accessible alongside the CNSS documents.
Current foreign-ministry health guidance describes limited local facilities and the importance of insurance covering treatment and evacuation. Discuss existing conditions, regular medicines and the destination of a possible transfer with the insurer before departure. For urgent ambulance assistance, the listed local numbers are 21 35 09 62 and 21 35 27 12; use +253 when calling internationally. Coverage paperwork and an emergency transport decision are different tasks, so keep an actual callable medical contact as well.
13Activate utilities and plan everyday journeys
For water, obtain ONEAD’s current subscription quote and attend with the landlord where required. Its government instructions describe domestic billing every two months. Ask ONEAD customer services which account reference to use, how to submit a reading dispute and whether any existing balance belongs to the owner. Keep the first bill and payment receipt together.
For power, use EDD’s residential service for the appropriate existing-property subscription, new connection or account closure procedure. Its bill guide identifies the customer and contract references, meter and Point de Livraison. Match those to your apartment before paying. No uniform current kWh rate has been verified here; request the tariff category, deposit and first-bill terms for the actual connection.
Djibouti Telecom distinguishes fixed installation from internet service. Check the address for availability, select the actual package and ask whether the line is prepaid or billed. The Silver hybrid offer lists 400 local minutes and 20 GB for 7,000 DJF on the undated page inspected; confirm the renewal cycle, taxes and out-of-bundle charges at the agency. A machine-data product is not necessarily an equivalent smartphone plan.
For taxis, establish the fare and destination before the journey, then record your own office and school costs over a week. The photograph below documents city taxis in 2018, not a current tariff. For driving, Djibouti’s government licence guidance limits tolerated foreign/international licences to non-resident short stays. British travel advice describes another passport-specific allowance; residents should obtain the local authority’s decision on recognition or conversion instead of assuming that allowance overrides resident rules.

14Build a routine and finish the first-month file
Use the first month to turn temporary arrangements into a repeatable routine. Walk the shops near home, learn the price of your usual purchases and test an ordinary school or office day. Les Caisses is one of the capital’s recognisable market settings; carry suitable payment options and compare purchases rather than assuming the historic photograph represents every stall today.
For language learning, the Institut français de Djibouti publishes French courses and examination information. Ask about the current level assessment and schedule. A school, workplace or established course is also a practical way to meet people who can explain an unfamiliar bill or appointment. Keep advice tied to your own contract and documents: a colleague in a free zone may follow different procedures from someone employed elsewhere.
- Record passport, visa, residence and work-authorisation expiries, with an earlier renewal reminder.
- Keep submission receipts and identify who is following up each outstanding application.
- Confirm payroll, bank access, CNSS affiliation and each dependant’s health status.
- Resolve school placement, transport and outstanding invoices before the start date.
- File the lease, condition report, landlord contacts and utility references together.
- Replace budget estimates with actual rent, groceries, electricity, water and transport records.
- Test emergency and insurer contacts and share the relevant household information with an adult you trust.
Finally, review what still depends on somebody else’s action. A residence receipt awaiting collection, an unconfirmed school place and a promised landlord appointment require named follow-up dates. This makes the move manageable without pretending every household follows the same route or that arrival completes all the legal work.
