Moving & Living - Dominica - Complete Guide
A 14-step move to Dominica: regional free movement, work and WIN visas, school placement, tax, DSS, banking, rental inspections, healthcare, utilities and island transport.

Living in Dominica means choosing between the compact streets of Roseau, the northern base of Portsmouth and smaller communities linked by coastal and mountain roads. The useful question is where your work, school, medical care and reliable connection will meet. This guide takes you through the actual move to the Commonwealth of Dominica: selecting the right immigration route, preparing its documents, arranging a home and building an everyday routine after arrival.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose a town that fits your daily journeys
Roseau puts government offices, shopping and many appointments within the same urban area. Goodwill is a practical starting point when access to the main hospital matters; Stock Farm is the location of Dominica State College. Portsmouth offers a northern base, while communities around the Roseau Valley or the east coast require a closer look at transport. Choose a real daily itinerary before choosing a view.
- Mark the workplace, school or campus and regular medical destination. Ask the employer which site you will actually attend.
- Compare a central address with a place outside town by testing the journey at your usual start and finish times.
- Ask about the final minibus home, weekend service and a taxi alternative. Discover Dominica describes privately operated minibuses with limited Sunday and public-holiday service, rather than an islandwide fixed timetable.
- At the property, test phone reception and the internet connection you would use for work. Confirm water storage, ventilation and power-backup arrangements.
A base near Portsmouth does not automatically suit a daily Roseau appointment. Similarly, being near Douglas–Charles Airport is different from being near the capital. Arrange the first arrival transfer to the exact accommodation address and retain temporary lodging while inspecting long-term options.
Use neighbourhood names as search areas, then evaluate each building. Road access, stairs, drainage and distance to services may matter more than a listing’s description of the district. Ask how the household handles heavy rain and interruptions without assuming that every property has the same provisions.

02Choose the immigration route for each household member
Begin with nationality and purpose. Nationals of Barbados, Belize and Saint Vincent and the Grenadines can use the newer enhanced-cooperation arrangement with Dominica. CARICOM’s 6 October 2026 update confirms that the scheme is operational: participating nationals can remain indefinitely and work without a work permit, subject to the receiving country’s arrangements. This is broader than the older skills route and does not extend automatically to every CARICOM passport.
The OECS Protocol Member State regime is another basis for qualifying citizens and family members. Ask immigration to record the appropriate status and confirm the documents for a spouse with a different nationality. Other CARICOM nationals may qualify through recognised skills or business provisions; use the relevant certification procedure rather than assuming ordinary visitor entry includes employment.
| Your purpose | Practical starting point | Key distinction |
|---|---|---|
| Local employment without a regional exemption | Employer and Labour Division | Work-permit approval before employment |
| Remote work for overseas clients | Work in Nature programme | WIN does not authorise work for Dominican-registered clients |
| Non-working residence | Immigration and residence-permit procedure | Financial means and current lawful stay matter |
| Study or dependent child | Institution and National Security | The household may need separate permission |
For passports requiring a visitor visa, use the government application instructions and responsible mission; the checklist includes identity, financial/sponsor evidence and certified English documents. British passport advice describes six months’ visitor admission for its own audience, not a universal rule. A visitor’s authorised stay remains relevant until a different status is granted. Verify transit-country permission for your actual flight itinerary separately.
03Complete the employment or remote-work application
For an ordinary local job, agree with the employer how the application will be handled. The Labour ministry FAQ says processing normally requires the applicant to be on the island, with exceptions possible, and provides no fixed processing timeline. Plan legal entry and enough funds for the waiting period; do not present overseas approval as the routine sequence.
The first work-permit checklist asks for duplicate applications, medical evidence, an employer’s letter describing the position and pay, police record, return-ticket or deposit evidence, photographs, testimonials and the advertised vacancy clippings. It publishes application fees of EC$250 for CARICOM applicants and EC$800 for non-CARICOM applicants. Confirm the applicable charge and any regional exemption before paying Treasury and attach the receipt. Invest Dominica describes one-year work permits and the residence effect of employment exceeding six months; obtain the actual approved conditions.
For WIN, eligibility includes being at least 18, suitable character and expected income of US$50,000 over the next year and/or adequate means for the household. Eligible dependants include a spouse or partner, children or stepchildren under 18 and specified wholly dependent relatives. The programme limits work to remote activity for companies and individuals not registered in Dominica.
- Use the application link on the official WIN process page and pay the US$100 non-refundable application fee.
- Upload passports, relationship evidence, financial/employment material, insurance and the required police records, including jurisdictions lived in during the past five years. Provide certified English translations.
- After approval, pay the visa fee within 30 days and coordinate arrival. Published timing guidance gives a 14–28-day processing expectation, a 90-day arrival period after approval and up to 18 months from the arrival stamp; this is not a guarantee of approval.
For a local business, Invest Dominica sets out company/business registration, Inland Revenue and Social Security registration, with landholding, planning and sector permissions where applicable. Establish the work/residence basis alongside the business file. Registration alone does not remove an immigration requirement.
04Budget in EC dollars and separate current tax from future changes
Build the move from written quotes: flights, temporary lodging, shipment, deposit, rent in advance, document preparation, insurance and school costs. Maintain a separate monthly sheet for rent, groceries, transport, phone, electricity and water. This guide does not turn tourist prices or an unverified rental advertisement into a national monthly living-cost figure.
| Item | Published figure | Scope and review |
|---|---|---|
| WIN application and individual visa | US$100 + US$800 | Programme schedule, checked 13 October 2026 |
| WIN application and family visa | US$100 + US$1,200 | Programme-defined family application; document and travel costs extra |
| DSS employee deduction in 2026 | 6.75% of insurable earnings | Dated year-specific schedule; employer share separate |
| Digicel 30-day local prepaid bundle | XCD120, tax included | Live undated operator listing, checked 13 October 2026 |
| Rent and deposit | Obtain the specific property’s offer | Hypothetical calculations are not market averages |
A hypothetical lease at EC$2,000 monthly, with one month’s refundable deposit and one month’s rent upfront, needs EC$4,000 at signing. Add actual utilities and moving costs. A six-month lease, a holiday rate and a furnished monthly tenancy are different products; compare the period, inclusions and exit conditions.
For 2026, IRD’s published resident bands retain the EC$30,000 allowance, then 15%, 25% and 35% bands. The Prime Minister’s Office announcement instead sets a proposed flat 10% regime from 1 January 2027 while retaining that allowance. Do not apply the future announcement to October 2026 payroll. Ask payroll about the effective legislation for your pay period.
IRD’s return guidance sets 31 March as the annual individual filing date and discusses resident status, including continuous presence exceeding 183 days. WIN publishes an income-tax waiver for its covered remote work, but it does not resolve every foreign tax obligation. Keep income records and obtain advice on your home-country residence, pension or business situation.
05Arrange school placement or the right college application
Start with the child’s year group and intended address. The Education ministry FAQ says school placement follows the home’s catchment zone. For a transfer, obtain the current school’s form, the principals’ signatures and the Education Officer’s approval; space at the intended school matters. An overseas transfer may need a different assessment, so send school reports and identity information before assuming the receiving year.
- Discuss your planned district, child’s age and previous curriculum with the school or responsible Education Officer.
- Provide the requested identity, previous reports and any learning-support information.
- Obtain placement confirmation, the start date and a book/uniform list.
- Test the journey and budget meals, activities and transport alongside any tuition.
The School Operations Unit coordinates district officers and learning support, making it a useful contact where a child needs accommodations. Home schooling requires a ministry licence; an overseas online programme does not by itself settle local home-school permission. Under the four-country free-movement arrangement, public primary and secondary education is among the specified services, with registration under national arrangements.
For tertiary study, Dominica State College at Stock Farm publishes a separate international-applicant checklist: high-school diploma, English-language evidence where relevant, placement tests, photograph, passport/birth evidence and application. Its general instructions list an EC$100 application fee, subject to change. Confirm the charge and tuition for your category instead of borrowing a dated Dominican-student fee.
Complete the college’s linked application, submit the requested printed material and take the placement tests. Await the acceptance letter before settling the programme invoice. Use the Registrar’s office to confirm the current intake and recognition of previous study; an earlier January deadline is not the next intake’s deadline. Admission and immigration permission remain separate. The Labour ministry specifically says children cannot simply be placed on an ordinary work permit, so arrange the child’s status with National Security.
06Assess non-working residence and pension-funded living
No dedicated retirement visa with an automatic pension threshold has been verified for this guide. A non-working household should instead discuss the ordinary residence category or an applicable regional right. Being able to rent a house is not proof of permission to remain indefinitely.
The government’s first residence procedure requires a valid passport and lawful current stay before the forms are issued. Its file includes medical evidence, testimonials, financial-position evidence, police record, return-ticket or deposit arrangements, photographs and a sponsor/household letter where required. The posted application fee is EC$250 for CARICOM applicants or EC$800 for non-CARICOM applicants. Confirm which category applies to you and each accompanying adult.
- Obtain pension statements and proof of regular payments, then prepare a budget including insurance and possible travel for treatment.
- Confirm how payments reach Dominica and what the pension provider needs when your address changes.
- Discuss the residence checklist, medical examination and sponsorship requirements before travel.
- Confirm that any planned paid activity is authorised rather than treating pension income as an employment exemption.
For a longer horizon, government permanent-residence guidance describes five years of residence or employment and ministerial discretion. It is not a promise that the fifth anniversary automatically produces permanent status. Keep your issued permits and renewals because the later file asks for them. Assess access to your actual medicines and specialists before committing to a retirement property.
07Prepare document originals, belongings and pet permission
Compile passports, birth and marriage records, employment or admission evidence, police records, photographs and financial references for each person. Keep original civil records in hand luggage: DSS may ask for originals, and a phone image will not necessarily satisfy the receiving office. Where a checklist asks for certified English material, arrange the certification before departure.
Prepare medical documents through the doctor using the actual application form. The residence procedure specifically refers to medical examination and test results; use the current instructions instead of guessing which certificate a foreign clinic should issue. For WIN, include valid household health insurance and the broader required police-record history.
For shipping, obtain an inventory, transport quote, clearance costs and the documents needed by the broker. Returning-resident concessions concern an eligible returning Dominican household; they are not a blanket exemption for every foreign newcomer. WIN’s own concession has a three-month import window and distinguishes duty/VAT relief from other charges. Ask Customs to classify each shipment before assuming the entire landed cost is zero.
For an animal, apply to the Livestock Unit for the import permit before transport. Ask it for the origin-specific rabies, laboratory, parasite-treatment and certificate requirements and have the vet work from that response. USDA’s January 2026 Dominica page says it has not been officially informed of a complete requirement set; its general certificate recommendation is not a substitute for Dominica’s permission.
From Britain, APHA certificate 3898 is active for cats and dogs, with separate instructions for Northern Ireland. Coordinate the export authority, destination permit and airline together. Keep the approved permit and original veterinary records available for arrival inspection.
08Complete the entry declaration and secure the first-day essentials
Complete the official electronic immigration and customs declaration no more than three days before your actual journey. Use the correct resident/returning-national or visitor category, then save or print the confirmation and QR code for entry. The government notice identifies this as the sole authorised platform; the declaration does not itself grant a work permit or residence approval. Keep it with passport, itinerary, accommodation and any visa or WIN approval.
- At entry, explain the actual purpose and present the relevant approval or regional-status evidence.
- Check the stamp or digital permission, admitted-stay expiry and any instructions before leaving the entry process.
- For WIN, coordinate your arrival with the programme officer and retain the stamp that starts its authorised period.
- Use the prearranged airport transfer to the exact lodging address; do not depend on a late minibus without confirming service.
- Activate local calls and data, then test that you can reach the employer, landlord and bank.
Have an accessible payment method for the first groceries and transport. Photograph the entry evidence for your file and put the expiry into a calendar. Keep the original passport available for official appointments without placing it in the shipment.
If you enter as a visitor pending another decision, maintain that status. A submitted application does not automatically replace the existing permission. Ask Immigration about the extension before its expiry and retain the receipt and passport endorsement. For family arrivals, keep each person’s entry and pending application record separately so that one adult’s approval does not obscure a child’s unresolved status.
09Finish immigration follow-up, DSS and tax registration
For ordinary residence applicants, obtain the forms and current checklist while your stay remains lawful. Submit the complete requested file and Treasury-payment evidence, then record the reference and follow-up date. Renewal instructions call for duplicate applications, financial evidence, a recent police record, sponsor responsibility letter, covering request and the applicable Treasury receipt. Renewal and a pending initial application are different files.
Regional free-movement arrivals should ask which registration records the local agencies need for education and healthcare, even when an ordinary work permit is unnecessary. Preserve the indefinite-stay evidence and supporting family documents. A residence route and registration with public services serve different purposes.
For employment covered by Dominica Social Security, employees aged 16 to pensionable age are instructed to register within four days of starting work. Foreign employees should bring the applicable work/status evidence, original birth certificate, marriage certificate if relevant and passport, with the employee registration form. Ask the employer for time to attend and provide the resulting number for payroll.
DSS assigns a unique number for recording contributions. Keep it and periodically verify that contributions are credited. The 2026 schedule lists employer contributions of 8% with redundancy coverage or 7.75% without it, separate from the employee’s 6.75%; the published schedule moves the employee rate to 7% in 2027. A generic older web paragraph quoting 6.5% should not override the year-specific table.
For self-employment or business, establish the relevant Inland Revenue and DSS registrations rather than relying on an employee file. Keep account numbers, due dates and the person handling returns in one administrative record. None of these numbers creates a work right where the immigration basis does not allow that activity.
10Open the right account and test local payments
National Bank of Dominica’s checklist separates Dominican residents, foreign residents and foreign non-residents. For a non-Dominican resident, it lists passport/social-security identification, address evidence no older than six months, income evidence, a bank reference, valid work permit and a letter explaining the reason for opening the account. Ask how a WIN holder, retiree or permit-exempt regional national documents the applicable status rather than claiming the work-permit requirement simply disappears.
- Obtain the home bank’s reference before moving and bring current income records.
- Take the actual lease or other acceptable address evidence and your authorised-status documents to the bank.
- Complete the business-activity declaration and account agreements.
- Confirm the written tariff and test account access before changing salary or pension instructions.
The posted minimum is EC$100 for opening the personal account, plus EC$10 for a debit card; the deposit is account money, not necessarily a fee. These are an undated live checklist’s figures checked on 13 October 2026. Additional verification can apply, especially to a non-resident application.
Separate domestic transfers from international remittances. Ask for transfer charges, intermediary deductions and the information an overseas payer needs. Keep another accessible payment method during onboarding rather than expecting every bank decision on arrival day.
For recurring payments, add the actual merchant or utility reference in the bank’s payment service and first test a small amount. Verify the recipient through its own documentation. Save receipts for deposits, school invoices and utility payments, and compare the first statement with the household budget.
11Inspect the home and agree the lease before paying
Use a written rental agreement that names the property, landlord, permitted occupants and term. Clarify whether the advertised sum is a holiday rate or a residential monthly rent. The sources reviewed do not establish a universal Dominican deposit cap or notice period for every tenancy, so do not import a rule from another Caribbean jurisdiction.
- Confirm the landlord’s authority and inspect the exact unit, including roof, drains, windows, plumbing and electrical outlets.
- List included furniture and photograph existing damage with the landlord or agent.
- Agree rent, refundable deposit, advance payments, utilities, repairs and termination in writing.
- Record meter numbers and readings, and identify any shared connection.
- Obtain a receipt identifying each payment and its purpose.
For heavy-rain planning, ask about drainage, the access road, water storage and the owner’s emergency repairs contact. Test ventilation and internet inside the room where you will work. A historical streetscape is useful for understanding building forms but not proof that a photographed house is currently habitable or available.
Account transfer needs landlord cooperation. DOMLEC’s FAQ describes a landlord–tenant form and ownership evidence for changing an existing service. DOWASCO publishes its own application and account-change forms. Ask whether bills remain in the owner’s name, whether previous arrears are cleared and how shared consumption is divided.
Keep the signed lease, condition record and utility arrangement together. If you need a local address for the bank or another application, confirm which evidence that institution accepts; the tenancy should represent a real residence rather than an address supplied only for paperwork.

12Arrange local care and insurance for your actual needs
The medical directory updated in August 2026 identifies Dominica China Friendship Hospital in Goodwill, Roseau, with medical, paediatric, emergency and specialist services. It also lists other facilities; inclusion is information rather than a promise that a specific treatment is available on your appointment date. Ask about the actual clinician, referral and payment arrangements for your needs.
- Bring a concise medical summary, prescriptions and relevant test records.
- Locate the nearest primary-care contact and a pharmacy able to discuss your regular medicines.
- Ask your insurer whether routine resident care, existing conditions and emergency evacuation are covered.
- Confirm the payment procedure before a planned appointment and retain invoices for any claim.
Current foreign-ministry health guidance gives 999 for ambulance assistance and notes that serious cases may require evacuation. Private facilities can require payment upfront; an insurance card alone may not settle the bill. Keep accessible funds and the insurer’s preauthorisation and assistance numbers.
DSS is a social-security programme with defined benefits, not evidence that every newcomer has comprehensive cashless healthcare. Ask about the particular benefit and its qualifying conditions rather than using a DSS number as a substitute for medical insurance.
Eligible four-country free-movement nationals have specified emergency and primary-care access under national arrangements. Confirm the registration and scope locally; that does not establish entitlement to every private clinic or overseas treatment. For a household needing specialist follow-up, make the care decision part of the housing and transport decision before taking a long lease.
13Activate services and establish a workable transport routine
For new electricity service, DOMLEC asks for an Electrical Fitness Certificate, valid identification and ownership evidence; rented existing premises instead need the appropriate transfer process. Its undated service page lists a domestic security deposit of EC$200, with site costs assessed separately. Ask for a quote and the tariff effective on your connection date. A DOMLEC-issued release reproduced on 7 October 2026 announces a new tariff from 1 November; this guide does not invent its numerical rates.
For prepaid power, follow DOMLEC’s relocated customer-portal notice rather than an obsolete bookmark. Record the correct meter/account and retain top-up receipts. For water, apply with DOWASCO and establish who signs the account change.
The posted domestic metered tariff includes EC$21.62 for the first 1,000 gallons per month and EC$10.12 per additional 1,000 gallons; sewer service is separate where connected. DOWASCO’s Water Access Charge is additional to regular tariffs. Its page inspected did not expose the complete category-price graphic in readable text, so ask for the current total rather than calling EC$21.62 the whole bill. These are live undated figures checked on 13 October 2026.
Compare Digicel Dominica and Flow Dominica at the address. The displayed Digicel 30-day bundle includes 50 GB and specified calls for XCD120 including tax. Confirm activation and renewal conditions. Flow’s prepaid conditions describe automatic renewal and distinguish messaging allowances from general data and roaming; an overseas eSIM product is not necessarily an equivalent local plan.
For driving, IRD’s visitor-licence procedure lists EC$30 for one month or EC$60 for three months with a valid foreign licence. Resident licensing and eligible OECS recognition are separate matters; obtain the applicable authority’s instructions before buying a car. Traffic keeps left. Test the minibus route and the last departure you actually need, with a taxi alternative for weekends and appointments.
14Build your routine and close the first-month tasks
Spend an ordinary week recording your journeys, groceries and household consumption. Roseau’s markets and shops can help you learn what is available locally and what you would otherwise order or transport. Ask vendors about quantity and price, compare the total with supermarket purchases and build the shopping routine around your actual work hours.

Use school, college, work and established community activities to meet people who can explain an unfamiliar process. Choose a regular walking place such as the Botanical Gardens once you have checked access and weather conditions. These everyday routines are more useful for settling in than trying to cover every visitor attraction in the first month.
- Check that each household member’s immigration status and expiry are recorded correctly.
- Put renewal and follow-up dates in the calendar, including outstanding residence decisions.
- Verify payroll, DSS registration and credited contributions where applicable.
- Confirm school placement, books, transport and current invoices.
- Test banking, phone renewal and the first utility payment against the correct account.
- File the lease, inventory, receipts and landlord’s repair contacts.
- Keep the medical provider, emergency and insurance assistance details accessible.
- Replace hypothetical budget lines with actual expenditure and note any upcoming tariff change.
Review dependencies that are still open: a bank waiting for residence evidence, a landlord needed for service transfer, or an institution awaiting an original record. Assign a person and date to each follow-up. A move is complete when the household’s documents and daily arrangements work together, not merely when the flight has landed.
