Moving & Living - Dominican Republic - Complete Guide

Move to the Dominican Republic in 14 steps: consular visas, DGM residence, schools, tax, banking, rental deposits under Law 85-25, ARS healthcare, utilities and Santo Domingo transport.

A Santo Domingo routine can combine errands in Gazcue, an office in Naco and a Metro journey across the city. Santiago offers a different base around the Cibao economy and university campuses; a home near Bávaro puts tourism workplaces closer but changes the services and journeys you need. This guide connects those choices to the actual process of moving: a consular visa, the correct DGM residence category, documents, schools, a workable lease and everyday services after arrival.

Follow your moving journey

Start at step 1, or jump to the task you are working on.

Before departure

01Choose a city around your job, school and daily journeys

Start with your regular destinations. In Santo Domingo, Gazcue can suit a central-city routine, while Naco and Piantini are useful office-area search points. Bella Vista puts some families nearer Mirador Sur and the Carol Morgan School area. These names identify places to investigate, not a promise of affordable housing or an easy commute from every address.

  1. Mark the workplace, school and medical destination on one map. Ask which building entrance and campus you will use.
  2. Test the journey at your normal start and finish times, including the walk to a station or bus stop.
  3. Inspect potential homes for water storage, ventilation, mobile reception and the electricity backup provided by the building.
  4. Compare the total monthly cost, including maintenance, parking and transport, rather than rent alone.

Santiago de los Caballeros is a separate base for work and study in the Cibao. PUCMM’s Santiago campus is on Autopista Duarte; its Santo Domingo campus has a different address and daily journey. A job in Bávaro or Verón should likewise be assessed from its actual site, not from an imagined daily capital commute.

Book temporary accommodation near the first appointments and use it to inspect the shortlisted district. A tourism apartment, a residential lease and a furnished corporate tenancy may have different terms. Ask what the building’s mantenimiento charge covers and whether the quoted rent is in pesos or US dollars.

Before booking the permanent move

02Select the consular visa and the matching residence category

Begin with MIREX’s consular visa categories and the DGM residence directory. The consulate deals with the visa; Dirección General de Migración deals with the local residence process. An ordinary business or tourism entry is not interchangeable with a visa issued for employment.

PurposeRelevant starting pointLocal task
Employment with a Dominican organisationNM1 visa for business with employment purposesAppropriate labour residence or worker permission through DGM
Qualifying family reunificationRS residence visaCategory-specific residence application
Qualifying pension or foreign investment incomeRS with pensioner or rentista evidenceDGM’s corresponding special residence file
StudyStudent visa and institutional evidenceStudent permit, where applicable

The RS visa is valid for use within 60 days and one entry. MIREX instructs RS, NM1 and dependency-visa holders to present themselves to DGM within 30 days after arrival for the local process. Confirm the precise category and evidence with the issuing consulate; the visa itself is not the finished residence card.

No dedicated digital-nomad visa has been verified in the reviewed directory. A remote salary should not be relabelled as qualifying passive rentista income. Explain the actual activity to the consulate or DGM and establish a lawful basis before relocating around it.

For a preliminary visit, use passport-specific entry rules. British visitor guidance describes 30-day tourism entry and a temporary passport-validity exception through 31 December 2026 for that audience. Those tourism provisions do not remove the separate document requirements for a residence application, nor establish the same entitlement for every nationality.

Before departure; complete the appropriate local permission

03Arrange the employment documents or formalise the business

For a local job, ask the employer to identify the immigration category and the person responsible for the application. Under MIREX’s private-employer NM1 checklist, the company supplies its Labour-registered work proposal, position, salary and benefits, relevant SIRLA certification, guarantee and business/solvency documents. Your personal file includes identity, civil records, police evidence, CV and qualifications. A signed offer alone is not the whole visa file.

  1. Agree the job, workplace, pay currency, benefits and immigration responsibilities in writing.
  2. Have the employer prepare the required company and Ministry of Labour documents while you obtain your originals.
  3. Apply through the appropriate Dominican consular office and wait for the decision before treating the start date as confirmed.
  4. After entry, submit the relevant DGM application and follow the issued conditions.

Temporary labour residence RT-3 is normally valid for a year and requires the NM1 visa, the appropriate contract, civil and police records, guarantee policy and approved medical examination. The contract is for a year or indefinite term and must satisfy the stated Labour/document formalities. An expired exception from an older notice should not be used to omit the required contract.

For a business, Formalízate connects the business-name, commercial-register, tax and employer-registration stages. Choose the legal form, prepare the owners’ and representatives’ information, reserve or supply the registered name and obtain the business registration. Establish tax and employee obligations before opening operations.

A company incorporation does not decide your residence category or professional authorisation. Likewise, obtaining an RNC for an occasional tax transaction does not automatically authorise ongoing self-employment. Agree immigration, regulated-profession and tax requirements for the activity you actually plan to perform.

Before accepting the package or lease

04Fund the move and understand tax on your actual income

Build the first three months from quotes in their actual currencies. Keep visa, residence, medical, guarantee-insurance and translation charges separate. For housing, distinguish rent, refundable deposit, maintenance and any independently agreed service fee. Budget school invoices, temporary lodging, flights, freight and accessible emergency funds before calculating ongoing groceries and transport.

Specified integrated bus/Metro/Teleférico journeyRD$35 under the published conditions27 de Febrero corridor announcement, 10 August 2026
Recurring household costsActual rent, maintenance, food, utilities, phone, insurance and journeysNo national monthly living-cost figure invented

A hypothetical RD$30,000 monthly lease with two months’ deposit and one month of rent upfront needs RD$90,000 at signing, before separately itemised costs. That is arithmetic, not a market-rent claim. Request current child medical charges individually: DGM pages contain inconsistent age labels, so an adult tariff should not be applied blindly to a family.

DGII’s Aviso 22-25 explains a mixed tax system: Dominican-source income and specified foreign investment/financial income are treated differently. Foreigners become fiscal residents after the stated 182-day period; relevant foreign income begins taxation from the third taxable year. This does not create a first-two-years exemption for all income or immigration permission.

For 2026, DGII publishes an annual individual exemption around RD$416,220, followed by progressive bands of 15%, 20% and 25%, and a 31 March deadline for the following year’s IR-1 return where required. Ask payroll how your own deductions and filing position apply. An overseas payer does not, on its own, settle where income from work performed locally is sourced.

Before the final housing commitment; optional for your household

05Obtain school admission and prepare recognised study records

For an English-language school starting point, Carol Morgan School is on Avenida Sarasota near Mirador Sur. Its rolling admissions process is useful for transferring families but does not guarantee space. Match the child’s year, learning needs and intended arrival date to the actual admissions decision before taking a nearby lease.

  1. Complete the application for each child, uploading the photograph, birth/passport evidence, previous and current reports and requested test records.
  2. Arrange the confidential current-teacher reference.
  3. Complete the family interview and community-reference requirement. International families may use an employer, current-school or organisation letter as the published alternative.
  4. Pay the quoted application fee and arrange screening; remote screening can be possible before arrival.
  5. Await the committee decision and obtain the current tuition and additional-charge schedule.

The school’s stated age cut-off is before 1 September for the enrolling year: four for pre-kindergarten, five for kindergarten and six for first grade. Ask about placements outside those straightforward categories. Current tuition was not verified in the material inspected, so this guide does not manufacture a 2026 school budget.

For university study, PUCMM’s foreign-applicant instructions require original Spanish documents, with apostilled/legalised secondary records and diploma and MINERD recognition, including the specified earlier-grade evidence. Applicants educated in another language may need a Spanish assessment; admission tests and programme-specific selection still apply.

Use PUCMM’s application page, choose the actual Santiago or Santo Domingo campus and ask about qualification recognition before sending an incomplete file. Medicine has additional selection requirements and limited places; meeting a general checklist does not promise admission.

Admission is separate from the DGM student permit E-1. That service lists an 18-month passport-validity requirement, so the six-month requirement on another category is not universal. Coordinate student-visa and permit evidence with the institution. Do not assume a study permission also grants unrestricted employment.

Before departure; optional

06Prepare a pensioner or rentista application if you qualify

The pensioner category is a genuine route for qualifying foreign pensions. Its minimum is US$1,500 monthly, with an additional US$250 for each included direct dependant. Obtain the issuing government, body or company’s pension certification, the relevant civil/police documents, RS visa and guarantee policy. Salary income does not meet this category’s pension condition.

The bank requirement is a useful dependency to plan: DGM asks for a letter confirming an account at a Dominican bank. Discuss the bank’s onboarding evidence while the residence process is underway, rather than waiting for a finished card and then discovering the missing bank letter. DGM accepts medical examinations only from its approved institutions.

For a rentista application, the published threshold is US$2,000 monthly from qualifying foreign income. MIREX describes investment/property and other financial evidence, with an additional US$250 per dependent; ordinary salaries do not qualify. Prepare the original records demonstrating the actual source, not just a self-written statement calling work income passive.

  1. Confirm the appropriate income category and included family members.
  2. Obtain the required certifications and arrange apostilles/legalisation and Spanish translation.
  3. Apply for the correct RS visa through the consulate.
  4. After entry, complete the DGM file, approved medical and bank evidence.
  5. Check the issued card’s term and renewal process before relying on long-term status.

For retirement living, also establish access to your medicines, insurance and pension payments. Ask about the actual bank charges, exchange currency and any home-country pension restrictions. A qualifying monthly income is one eligibility condition, not guaranteed residence approval or comprehensive healthcare.

After choosing the immigration category

07Prepare usable originals, the shipment and animal documents

Make a separate folder for every person: passport, consular approval, birth/marriage records, name-change or naturalisation evidence where relevant, police records, photographs and the category-specific employment, admission or income evidence. Confirm that names match across the file before translation. Keep originals in hand luggage and secure copies elsewhere.

Apostille/legalisation and translation are distinct tasks. Use the receiving checklist to establish which authority authenticates a document and how the Spanish translation must be certified. A translation accepted by the university may not satisfy the consular or DGM process automatically. Prepare complete civil records rather than a shortened certificate that omits required parent information.

Photograph specifications also matter. Some DGM files request two front and two right-profile photographs from the same set, without jewellery and with visible ears. Give the photographer the actual instructions instead of ordering an unspecified passport picture. Plan your approved local medical examination separately from any predeparture clinical appointment.

For belongings, ask DGA about the exemption or procedure relevant to your status before shipping. Obtain the inventory, declared values, shipping document and broker’s clearance estimate. Older instructions referring to Law 146-00 are not a current quote or a blanket duty exemption for every shipment. Separate a car from ordinary household effects and clarify its own import conditions.

For dogs or cats travelling from the United States, USDA APHIS links the destination health certificate and states that an animal old enough for rabies vaccination must have been vaccinated with 30 days elapsed before travel. Have the vet use the actual certificate and destination instructions for health, treatment and endorsement. Birds have a separate import-permit requirement. Confirm the airline and arrival inspection arrangements before booking an animal.

Before travel and immediately after entry

08Use the official e-ticket and start the local appointment sequence

Complete the free official DGM e-ticket for the actual arrival/departure details and retain its QR code. Current British travel guidance says the arrival form can be completed up to seven days before arrival. The form records the journey; it does not replace a category-specific visa or residence permission.

  1. Carry passport, visa where required, accommodation details and the purpose-specific supporting folder.
  2. Retain the actual entry stamp or record after admission. It is part of the DGM residence evidence.
  3. Use the prearranged transfer to your temporary address and contact the person handling the local file.
  4. Arrange a reachable local phone number and internet connection for application messages.
  5. Book the DGM-related tasks within the deadline applicable to your visa.

Do not confuse a tourist-stay extension or overstay payment with permission to work or settle. If your plans change after an exploratory visit, discuss the lawful visa/application sequence rather than assuming payment on departure regularises every activity.

During the first days, test possible neighbourhoods and locate a pharmacy and insurer-approved medical contact. Keep each child’s admission and immigration records separate from the adults’ files. Ask how an accompanying person’s own permission is processed; the main applicant’s employment contract does not itself document every family member.

Prepare the home inspection visits before signing a large advance. Record the route, utility references and landlord contact for each property so you can compare real options while the official applications proceed.

After entry; before employment where required

09Complete DGM, eligible identity and employer registrations

Use the DGM personal portal to choose the office and actual service, complete the applicant questionnaire and upload the required JPG scans. Respond to requests in the account, then follow the authorised medical/original-document and card-collection instructions. Keep official payment and submission receipts. An online draft is not an approved application.

DGM warns that a file left without online action for 90 calendar days can lapse. Monitor the account and record the next required task. Compare the processing target for your actual service: a calendar-day figure on one category is not a working-day figure on another.

A residence card and a cédula are different documents. JCE’s current guidance discusses eligible legal foreign residents with valid residence and the corresponding authorisation. Crucially, the RT-3 labour page says that category does not receive a personal identity cédula. Ask about your exact category rather than treating all residence cards as the same gateway to JCE. Use the designated foreign-resident service where eligible.

For employment, TSS directs the employer to register a worker in SUIR no later than the day before work starts. For an eligible foreign worker without a cédula, the employer requests the NSS using accepted work/migration evidence and gives the certification to the employee for ARS and AFP affiliation. This is an employer process, not an instruction to lend somebody your login.

The authority distinguishes passport-only payroll reporting from social-security coverage: reporting tax/INFOTEP information alone does not create the health, pension or occupational-risk benefits. For tax, DGII separately distinguishes occasional registrado status from an economic-activity contribuyente. Establish the appropriate status and retain its official record.

After collecting identity, income and status evidence

10Open the account needed for salary, bills or the residence file

Banreservas’ peso savings account lists a completed application, cédula or passport, income certification and the opening amount, with additional documents requested by the bank where necessary. Use this as a branch starting point, not a promise that every passport or immigration circumstance is automatically accepted.

  1. Take your actual identity/status documents, local contact and income evidence to the branch.
  2. Explain the account’s purpose: salary, ordinary household use or the DGM bank letter required for a pensioner file.
  3. Request the current written tariff for opening, minimum balance, card, withdrawals and international transfers.
  4. Complete verification and test access before moving all regular payments.

The live account tariff table inspected lists RD$3,000 as opening/minimum balance and RD$70 monthly when below minimum, while the FAQ on the same page mentions RD$2,000. That discrepancy needs a written bank confirmation; this guide does not silently choose the lower figure. These are undated posted figures checked on 13 October 2026, not a newly dated national banking tariff.

Keep peso and US-dollar charges separate. If rent or pension payments involve another currency, ask about conversion, intermediary-bank deductions and the recipient details needed. An opening deposit remains account money; it is not the same as a maintenance fee.

For payments, verify the utility’s customer/contract reference before adding it as a payee. Save school, rental and official-application receipts. Test a small transaction and check the account statement so that an early payment error does not become the household’s first unresolved bill.

After arrival and before paying a deposit

11Apply the current rental rules and inspect the property

For covered residential leases, Law 85-25 limits the deposit to two months’ rent. It excludes certain arrangements, including tourist/recreational rentals of no more than 90 days, so establish what contract you are signing. A listing’s furnished monthly price does not by itself determine its legal category.

The law treats brokerage and legal costs separately: brokerage is paid by the party engaging the broker, while contract legal costs are shared equally. It permits a fiador solidario, a guarantor liable under the contract. Ask what evidence the owner requires rather than assuming a deposit always replaces a guarantor.

  1. Confirm ownership or the agent’s authority and inspect the exact unit.
  2. Record appliances, furniture, damage, keys and meter readings with dated photographs.
  3. Write down rent currency, maintenance, parking, utilities, repairs, term and notice.
  4. Clarify the deposit arrangement and the municipal contract registration.
  5. Obtain payment evidence and a signed condition/handover record.

Law 85-25 allows a bank-held guarantee by agreement and provides for written reasons and objective evidence within five calendar days when money is withheld for condition issues at handover. It does not support copying older blanket advice about mandatory three-month deposits into the current guide.

During inspection, test taps, toilets, sockets, windows and air conditioning. Ask how the cisterna or tinaco supplies water and what the inversor or building generator actually powers during an interruption. Establish who maintains shared pumps and whether backup electricity is included in maintenance or charged separately.

Request recent bills for this exact apartment. A shared meter, included allowance and separately billed individual account produce different obligations. Keep the signed lease and utility arrangements together, including the owner’s attendance or authorisation for account changes. Do not pay previous occupants’ balances without first establishing the responsibility.

Before departure for insurance; after employer registration for affiliation

12Activate the ARS coverage and choose appropriate care

The Seguro Familiar de Salud is administered through an ARS, an Administradora de Riesgos de Salud. Ask the employer which affiliation step remains after the NSS is assigned, when cover takes effect and how your dependants are included. A registration number is not the same as confirmation that the provider will accept the planned treatment.

  1. Obtain the employee’s registration/affiliation evidence.
  2. Use SISALRIL’s consultation service to verify the actual ARS and registered dependants.
  3. Ask the ARS for its current provider network, authorisation rules, benefits and co-payments.
  4. Choose a clinician and pharmacy able to handle the household’s ongoing needs.
  5. Retain invoices and any preauthorisation reference for claims.

Bring vaccination records, a medical summary and prescriptions. For children, pregnancy or a chronic condition, check the actual appointment and medicine availability rather than relying on a broad description of a city’s hospitals. Ask the provider about payment before a non-urgent visit.

Current foreign-ministry guidance notes that private care can require accessible payment and that insurance should cover treatment and repatriation. It gives 911 for ambulance assistance in Santo Domingo and warns that coverage is not complete nationally. For a base elsewhere, obtain the local emergency pathway and insurer assistance number before you need them.

Non-employed newcomers and retirees should establish appropriate private cover where they do not have confirmed contributory benefits. A DGM guarantee/repatriation policy required for immigration should not be assumed to replace comprehensive medical insurance. Compare coverage for existing conditions, routine care and emergency evacuation explicitly.

After the lease; phone can start earlier

13Set up utilities, phone service and everyday transport

Identify the electricity distributor from the property’s bill and concession area. Edesur’s new-contract service links its checklist, including passport/residence evidence where a foreign applicant has no cédula and the appropriate property/lease documents. For an existing account, its transfer procedure involves the current and new holders or the required authorisation, including the treatment of the account deposit.

In the northern service area, Edenorte likewise lists foreign passport or residence evidence and title/lease proof. These are distinct operators; a Santiago procedure should not be presented as the correct office for every Santo Domingo home. Obtain the actual deposit, tariff and meter details before agreeing the household budget.

For Santo Domingo water, CAASD explains why a property can be billed even when the occupant has not formalised a contract. Use the activation service with the applicable lease/ownership/representation evidence and ask what identity it accepts for your status. Confirm who is billed and whether shared storage or pumps belong to the building’s maintenance arrangement.

For phone access, Claro’s prepaid service provides *112# for internet packages and *111# for balance/service functions. Inspect the actual bundle, tax-inclusive price, duration and renewal terms before paying. Its fair-use conditions distinguish the initial data allowance from reduced-speed use afterward; an unlimited label is not unlimited full-speed data. Test the connection at your home and workplace.

For the published 27 de Febrero integrated journey, electronic Metro/SDGO payment allows a RD$35 combination with Metro and Teleférico when transfers occur within 90 minutes. That is a defined integration rule, not the price of every national bus. For driving, INTRANT’s recognition service requires a valid foreign licence, the relevant consular certification, regular-status evidence and payment. Book through its linked office service and follow the medical/biometric steps instead of assuming a tourist licence remains sufficient after moving.

During the first weeks and before any deadline

14Build the routine and complete the first-month file

Use the first month to record actual costs and make the administrative steps repeatable. Learn where the nearest grocery shops and colmados are, test regular shopping and compare the total with supermarket purchases. Practise the office or school journey on a normal day and identify the alternative when the usual route is unavailable.

Look for community through a workplace, school, campus, language course or established neighbourhood activity. A colleague can explain an unfamiliar bill, but their residence category may differ from yours. Keep official decisions tied to your own documents rather than assuming that a pensioner’s cédula process applies to an RT-3 employee.

  • Check each person’s visa, admitted stay, residence application and issued-card term.
  • Respond to pending DGM messages and calendar renewal/follow-up dates.
  • Confirm the applicable JCE task where your category is eligible.
  • Verify payroll, NSS and actual ARS affiliation for the household.
  • Complete school placement, recognised records and the first invoice.
  • File the lease, deposit evidence, inventory and landlord’s repair contacts.
  • Pay the correct utility accounts and test phone-package renewal.
  • Replace hypothetical budget entries with actual household expenditure.
  • Keep medical, emergency and insurance assistance details accessible.

Finish by listing what is still waiting on somebody else: the employer’s certification, a bank letter, original civil evidence, an approved examination or a landlord needed for service transfer. Assign a person and a date to each follow-up. Those dependencies, rather than an arbitrary number of days after landing, determine when the move is properly in place.
