Moving & Living - El Salvador - Complete Guide
Move to El Salvador in 14 practical steps: DGME work, study and pension residence, digital NIT, banking, household imports, rentals, ISSS healthcare and everyday services.

A San Salvador routine might centre on a school in La Mascota, a UCA campus journey in Antiguo Cuscatlán, or a workplace reached from Santa Tecla. Living near El Tunco creates a different coastal routine. This guide starts with those choices and follows the actual move: select the DGME residence category, prepare the supporting records, obtain the foreigner tax number and put housing, healthcare and household services in place.

Follow your moving journey
Start at step 1, or jump to the task you are working on.
01Choose your base around school, work and healthcare
Start with the destination you will use most often, then choose the home. San Salvador's wider urban area includes daily journeys through Antiguo Cuscatlán and Santa Tecla; district names alone do not tell you how long a school run will take. A coastal address around El Tunco needs its own transport and healthcare plan.
| Your main commitment | Places to compare | What to test |
|---|---|---|
| Escuela Americana | La Mascota, San Benito and nearby areas | The actual school entrance, drop-off journey and available transport |
| UCA study or south-west urban work | Antiguo Cuscatlán and Santa Elena | Campus or office access, evening return and nearby services |
| Work reached from the west | Santa Tecla and Merliot | The road journey at your working hours |
| Coastal routine | El Tunco and the La Libertad area | Internet availability, clinic access and the journey to inland appointments |
- Confirm the institution's site: Escuela Americana gives its La Mascota address, while UCA is on Bulevar Los Próceres in Antiguo Cuscatlán.
- Book an initial stay that provides a clear address. Use it to inspect candidate homes and repeat the daily journey at the hours you expect to travel.
- Walk the immediate area, identify groceries and a pharmacy, and test the apartment's ventilation, noise and water supply.
- Read the current safety and road guidance with the actual itinerary. The continuing emergency security framework makes usable identity documents and informed local travel choices relevant to ordinary daily life.
For an inland job or regular university attendance, compare the complete weekly journey before choosing the beach. Keep transport, reliable connectivity and access to appointments in the decision alongside the appeal of the neighbourhood.

02Choose the DGME category before preparing the file
The Dirección General de Migración y Extranjería, or DGME, publishes separate residence forms. Choose the category from the official temporary-residence directory rather than downloading whichever form appears first in a search.
| Purpose | Starting form | Key distinction |
|---|---|---|
| Employment or authorised self-employment | F3 | Residence with permission to work |
| Foreign pension | F7 | Permanent, stable monthly pension; restricted paid work |
| Stable foreign rents or passive income | F8 | Separate income category, not a remote-work visa |
| Accompanying family | F9 | Relationship and support evidence; no work authorisation |
| University, technical or specialised study | F10 | Academic evidence and support; conditional work documentation |
- Check the current-linked visa-country list, dated 19 November 2024, against the nationality in the passport. Ask the responsible consulate about any prior visa or approval for that category.
- Download the residence form and its instruction pages. Prepare a checklist per person and identify the documents that need an apostille or authentication and Spanish translation.
- Arrange lawful entry separately from the residence application. A visitor admission does not itself authorise employment.
- Plan enough time for submission and the authority's assessment without relying on an extension being granted.
For full British-citizen passports, current UK guidance describes tourist or business visits up to 180 days without a visa. It separately describes a 90-day CA-4 regional travel period that does not restart at each border, and a British visa requirement for Honduras. Those are passport-specific visitor rules, not a residence or work entitlement for all nationalities.
DGME's application explanation sets out submission, payment, document review and card issuance following approval. Keep that sequence separate from booking a flight or obtaining a job offer.
03Prepare the employer or self-employment application
The F3 route distinguishes a salaried role from work on your own account. Have the employer agree who prepares and follows the immigration file, and obtain the job description and payment terms before relocating.
- For employment, use the employer-completed section of F3. Prepare the authenticated employer commitment letter and professional permissions where applicable. The non-Central-American employer application includes the favourable Ministry of Labour report; do not assume the Central-American and other-nationality workflows are identical.
- For self-employment, F3 asks for a Salvadoran notarial affidavit describing activities, address, business location, start date and expected monthly income, plus applicable authority permits.
- Write the actual activity accurately. A foreign client, foreign payment account or online delivery does not turn an active service into passive rentista income.
- Match the approved role or activity with what you will do. Keep a copy of the application and obtain confirmation of the permission before starting.
No dedicated digital-nomad category was verified in the official directory. A remote worker should have DGME assess the real arrangement against its available categories, including whether the self-employment route fits. F8 should not be substituted for work permission simply because money originates overseas.
For a company, start with CNR's commercial-registry requirements. Foreign individuals or entities need a NIT. The Crea Empresa single window integrates company, tax and employer formalities, with participating municipal services. Use the actual CNR user-registration service and establish the signature and identity-verification method.
A company registration is separate from your personal residence. Obtain the activity-specific municipal and professional approvals, and clarify employer registration if hiring. CNR's page still describes an initial-year SAS fee waiver; it is not treated here as a permanent current discount.
04Separate moving costs, monthly bills and tax records
Most amounts in this guide are in US dollars. Compare the net salary or available pension with a household budget based on the actual home, school and journeys. Distinguish fees from opening deposits and refundable guarantees.
| Item | Verified published amount | Scope |
|---|---|---|
| F3 work residence, up to one year | USD 70 Central American / USD 140 other nationalities | Current-linked DGME instruction, reviewed 13 October 2026 |
| F3, up to two years | USD 130 / USD 260 respectively | Where the subcategory and granted duration permit it |
| Pet import authorisation | USD 9.04 | MAG, single-use authorisation valid 30 days |
| Home fibre internet | Advertised USD 28 monthly for 200 Mbps; USD 35 for 300 Mbps | Claro plan list, reviewed 13 October 2026; coverage and contract dependent |
| New ANDA service initiation | USD 13.56 | Published initial process payment, not the full cost of installation |
Obtain quotations for the flight, first stay, legalisation, translation, notary, shipping, insurance and lease payments. For monthly spending include housing, electricity, water, food, mobile service, broadband, commuting and healthcare. Add school transport and tuition if relevant, and a reserve for annual charges. No national monthly cost total is presented as a substitute for this household calculation.
The 2025 salary-tax reform introduced the USD 6,600 annual, or USD 550 monthly, exemption described by the Assembly, subject to the legal conditions. Ask payroll for the withholding calculation and retain the annual income statement; that figure should not be used as a blanket exemption for every kind of business income.
The 2024 foreign-source amendment excludes specified overseas-source receipts. Have an adviser determine where your income is legally sourced: performing services inside El Salvador for a foreign payer needs its own analysis. Record work location, contract, payer, invoices and transfers. A foreign bank deposit alone does not answer the source question.
Use the DGII tax-services channel for the relevant account and filings, after obtaining the correct NIT. Registration, payroll withholding, VAT obligations and personal annual filing are separate questions to resolve for your activity.
05Arrange admission and the educational records
Choose education around curriculum continuity and language as well as location. Request a complete quotation, including transport, enrolment, materials and any assessments. An application fee is not a place guarantee.
- For English immersion from PK3 through Grade 12, review Escuela Americana's admissions information. It is in La Mascota, San Salvador.
- Follow the school's three-stage process: online application, a family conversation and the appropriate assessment or observation. The school uses rolling admissions; obtain the proposed start date and availability for the particular grade.
- Use its linked PowerSchool application and prepare the records requested for your child. Wait for a confirmed offer before basing the household's permanent location on admission.
- For UCA undergraduate entry, use the current admission portal for the relevant cycle. Transfer students should use the separate equivalencias procedure.
- For postgraduate study, consult the programme's admission requirements, including recognition of foreign qualifications, transcripts and the interview where required.
UCA transfer applicants upload academic records and the foreign school-leaving qualification, with the required authentication and Salvadoran convalidation. The published transfer application fee is USD 25 for institutions in El Salvador or Central America and USD 30 for institutions outside that area, reviewed 13 October 2026. The current 01/2027 transfer window is 18 November 2026 to 25 January 2027; this is that particular admission round, not an annual universal schedule.
Prepare F10 study residence alongside admission. It requires evidence of enrolment or the enrolment process and financial support. Where the student works, it asks for the employer's authenticated commitment letter; it does not establish an unconditional right to take any full-time job.

06Choose pension or rentista residence using the real income basis
El Salvador distinguishes pension income from other stable foreign income. Choose F7 for the qualifying permanent monthly pension or F8 for the qualifying rentista basis. These routes restrict ordinary paid work; a continuing consultancy should be assessed under the appropriate work category.
| Route | Official monthly threshold | Calculation using the verified wage |
|---|---|---|
| F7 pension | Three commerce-and-services minimum wages | 3 × USD 408.80 = USD 1,226.40 |
| F8 rentista | Four commerce-and-services minimum wages | 4 × USD 408.80 = USD 1,635.20 |
These are calculations from the approved wage effective 1 June 2025, the latest amount verified for this review. The underlying requirement is the statutory wage multiple, so obtain DGME's assessment using the amount applicable at submission. There is no invented flat USD 1,000 retirement threshold or automatic per-dependant increment in this guide.
- Obtain an original statement from the institution providing the pension or income, showing source, amount and stability.
- Prepare the route's passport and background-check evidence and the Salvadoran notarial declaration covering income and the restriction on remunerated activities.
- Include the requested marriage, partnership or child records where accompanying family is involved, with authentication and translation as required.
- Budget for healthcare and transfers independently of the immigration minimum. Visit the intended home and provider before committing to a long stay.
Both current-linked instructions include a 45-working-day maximum response period for a complete file; it is not a promise of approval or an extra visitor allowance. The pension form lists one- and two-year fee options, while the rentista instruction lists up-to-one-year rates. Pay according to the actual payment order and granted category.
Retirement planning should also establish medication availability, hospital access, help during an admission and how to manage accounts from abroad. The income threshold establishes only one part of a workable move.
07Prepare the foreign records, shipment and pet permission
The current-linked DGME instructions require foreign-issued documents to be apostilled or authenticated and translated into Spanish as applicable. They also require consistent passport names. Prepare original records early, then keep a secure copy of every document submitted.
- Obtain the background certificate required by your category from the country of origin or where you lived during the two years before entry. Ask DGME to resolve any multi-country history before ordering the wrong certificate.
- Copy every used passport page and retain the original for comparison at submission.
- Prepare the child's legal-representation documents. F9 and F10 include special-power requirements if only one parent signs, or a death certificate where applicable.
- For household effects, create a quantity-and-value inventory and obtain the transport document. For new items, retain invoices.
The January 2026 customs procedure distinguishes ordinary household imports from pension/rentista franchise cases. For the latter it requires the DGME decision, resident card and franchise application or documentation. Have the broker identify the category and timing before dispatch; it is not a universal duty-free shipment benefit for every foreign resident. The published household-import process includes a window around the traveller's arrival, so align the shipping timetable with the applicable authorisation.
For dogs and cats, use MAG's actual import-authorisation service. Complete the request, attach the origin-country vaccination record and official zoosanitary certificate, pay USD 9.04 and obtain the authorisation. It is valid for 30 days and a single entry. MAG offers Santa Tecla and electronic channels, and also describes processing at entry points; arranging it ahead makes the travel file easier to manage.
The import permission does not serve as an export certificate for the return journey. Establish the airline's carriage conditions and the origin authority's certification schedule before buying the animal's transport.
08Record lawful entry and contact the residence coordinator
Keep the passport, entry visa if required, destination address and supporting employer or institution contacts available before landing. Arrange the transfer to the first accommodation and save its address offline, including the district and a nearby landmark.
- Present the documents matching your passport and actual entry purpose. Check the entry record and permitted period before leaving immigration.
- Complete the traveller customs declaration appropriate to your arrival. Customs' current procedure distinguishes accompanied baggage, delayed baggage and goods outside ordinary luggage.
- Keep the receipt or record for anything declared, including goods for which another authority's permit is required.
- Reach the accommodation, confirm the address and contact the employer, university or legal representative handling the residence application.
- Record the submission date and the visitor expiry in the same calendar. Ask DGME what evidence protects your position while the application is pending; an appointment booking alone should not be treated as permission to work.
Customs allows a grouped family declaration for parents and minor children travelling together under its stated rules. It is not a blanket declaration option for every group of unrelated adults. Carry the actual pet documents where applicable and keep freight paperwork separate from personal baggage.
Use an international payment method and manageable local cash until the bank file is complete. Keep accommodation and official-payment receipts because later applications may require proof of the address or transaction. Make the first errands the ones that unlock the residence, tax and bank processes.
09Obtain the resident card and the foreigner's digital NIT
The DGME process ends with a residence card after approval. Confirm the Extranjería submission location through the authority, whose directory gives the Centre of Government address at 9ª Calle Poniente and 15 Avenida Norte in San Salvador Centro. Use the office appropriate to the foreign-residence file.
- Submit the signed form, supporting originals and copies specified by the category. Keep your own scanned copy because DGME retains the submitted documents.
- Pay the official mandamiento de pago and retain the receipt and file reference. The instructions identify payment as non-refundable.
- Answer any document request through the stated channel, then check the issued card's name, passport details, category and validity.
- Obtain the NIT Digital through the separate Hacienda service when required for your transactions or tax position.
The procedure updated 15 January 2026 directs foreigners to DGII's NIT Digital option under Servicios sin Clave. Choose Extranjeros and Persona Natural as shown in the 2026 manual, supply the requested identity evidence, complete the mandatory fields and save the PDF. The confirmation email provides the password-personalisation step for later access through the electronic mailbox.
The Salvadoran adult DUI-as-NIT simplification is not an instruction for a foreigner to invent a DUI. Keep the foreign resident card or passport and separate NIT document together. Changes to foreigner tax data use the prescribed procedure and current identification.
If you have spent more than three months in El Salvador or entered more than twice during the last year, the residence instructions require the applicable local PNC police solvency. Establish that requirement from your entry history before submitting an incomplete file.
10Bring the NIT and evidence of your local ties to the bank
Bancoagrícola's published checklist makes a useful practical starting point. A foreigner provides a current passport or resident card, Salvadoran NIT, proof of address and evidence of local ties, such as an employment letter, income-tax declaration or lease. Its foreign-investor exception has a particular scope; do not assume it removes documentation for every newcomer.
- Assemble the checklist before visiting the branch. If staying temporarily, explain which address evidence you hold and what the bank will accept.
- Choose the product according to salary, savings and transfer needs. Ask for the opening amount, maintenance fees, card charges and international-transfer instructions.
- Explain the source of funds with the relevant contract, pension statement or business evidence.
- Register the number and email you control. Activate access and test a small incoming payment or withdrawal before making the account responsible for all household bills.
The bank lists opening amounts from USD 0 to USD 25 depending on account type; this is a product range, not a promise that every applicant obtains the same account. Its digital-account flow requires a DUI, so it should not be offered to an ordinary foreign passport holder as if the identity requirements disappear online.
Confirm beneficiary details against the lease or official bill before making a significant transfer. Keep rent receipts and bank confirmations in the household folder. Ask about international card use and the process for account access after renewing the passport or residence card.
For a business account, use the bank's separate company checklist and keep company funds distinct from personal spending. A personal account approval does not establish that it is the appropriate channel for every commercial payment.
11Inspect the home and agree the rent, guarantee and repairs
Ask for the full quotation using the terms in the draft contract: canon de arrendamiento for rent, depósito or garantía for security, any fiador requirement and the maintenance or security charges. Do not treat a spoken “monthly price” as confirmation that every bill is included.
- Verify the owner's identity and authority to let the property. Match the apartment, parking space and included facilities to the contract.
- Inspect water pressure, hot water, cooling, sockets, drainage and signs of leaks. Ask how any water storage system is maintained and who pays for it.
- Read the Spanish lease with accurate translation where needed. Record the term, renewal, notice, early termination, permitted occupants, pets, repairs and deposit-return conditions.
- Identify whether a fiador or another guarantee is required and exactly what that person would undertake.
- Photograph the inventory and existing damage, record meter readings, settle prior bills with the owner and retain receipts for the handover payment.
Hypothetical calculation: a USD 700 first month's rent, USD 700 agreed guarantee and USD 50 separate maintenance payment would require USD 1,450 initially. Those figures illustrate addition only; they are neither a national market quotation nor a legal deposit rule. Agent commission, utility guarantees or furniture would add to the actual budget if agreed.
Keep the written address usable for the bank and immigration file. If the ownership evidence, guarantee clause or termination terms are unclear, have an independent local lawyer resolve the issue before signing. This guide does not invent a national deposit cap or a standard deadline for refunding every guarantee.
Agree access for necessary repairs and record how to contact the owner. A written maintenance arrangement is particularly useful when your workday or study timetable makes it difficult to remain at home for an unplanned visit.
12Confirm ISSS registration and arrange additional cover where needed
The Instituto Salvadoreño del Seguro Social, or ISSS, is part of an employment-based health setup. A residence card alone should not be treated as evidence that you have been enrolled. Ask the employer for the registration record and how to obtain care through the assigned service.
- For employment, follow ISSS worker registration. It requires the employer-signed and stamped notice, foreign passport or resident card, NIT if held and a recent identity-size photograph.
- Complete registration within the published ten-day period from joining the company, through the relevant office or company process.
- Identify the assigned healthcare unit and how appointments or referrals are arranged.
- Use the beneficiary procedures for the household rather than assuming every relative is automatically recorded.
- For anyone outside effective ISSS coverage, arrange appropriate private cover and understand direct billing versus reimbursement.
Hospital de Diagnóstico provides a private-care starting point with Colonia Médica, Escalón and Santa Elena locations. Choose the actual branch near your home and confirm the specialist, appointment, price and insurer acceptance for your case. A listed hospital location does not establish that your policy pays its bill.
Bring a medical summary, prescriptions by active ingredient and relevant recent results. Establish the local supply and follow-up plan for a continuing condition. Ask the insurer about existing conditions, outpatient treatment, hospital admission and emergency transport, and keep its contact details accessible to another household member.
Maintain cover for the transition between arrival and confirmed benefits. Keep the card, affiliation record and appointment information together, and include medical spending in the monthly budget even where part of the care is insured.
13Connect the home and establish a lawful transport plan
Start by identifying the existing electricity and water accounts with the owner. Photograph the meter readings and obtain the last paid bills. Distinguish changing the account holder from installing a new supply.
- For an AES new connection, use the residential checklist: current identity and NIT, property evidence, location sketch and the authorised electrician's technical form. A tenant also needs the owner's specified notarised authorisation and an assessed guarantee.
- For an existing AES account-name change, use its separate procedure and last paid electricity bill. Do not submit a new-installation request merely to update a bill.
- For water, select the appropriate ANDA form for a new service, title change or account solvency. The USD 13.56 initiation payment is not a fixed complete installation quotation.
- Use Claro's actual plan list to request coverage at the exact address. Confirm final taxes and charges, contract period, installation, equipment and cancellation before accepting.
- Visit an authorised mobile-service outlet with your passport and residence documentation and establish the product's foreigner identity requirements. Test calls and data at home and along the commute.
For driving on a British licence, current guidance gives a 90-day initial period followed by the local-licence process, with temporary residence required beforehand. It also says the international driving permit is not accepted. Those details are explicitly scoped to the British document described by the source.
Use the SERTRACEN homologation service for the current local checklist. Automated access to that page was blocked during review, so no older guide's fee is presented as a verified 2026 price. Obtain the document and testing requirements before the initial driving period ends.
If using buses, taxis or an app-based journey, test the particular route, pickup and return at the relevant hours. Price the complete week rather than assigning an invented universal bus fare or commute cost to the country.

14Finish the first month and keep renewal duties visible
Organise reminders around the documents you actually received. Keep separate dates for visitor permission, the residence application, card expiry, any employer-related process and school commitments. Give each item a responsible person and retain the office or institution contact.
- First days: confirm the entry record, correct residence category, initial address and submission arrangements.
- First two weeks: follow the immigration file, obtain the NIT where needed, complete the bank evidence and confirm effective employment health registration.
- After signing the lease: settle the handover readings, make one successful utility payment, and test internet and the daily journey.
- By month-end: compare actual expenses with the budget, finish school or university onboarding and verify healthcare for each person.
The DGME FAQ requires notice of changes such as domicile or family status within five working days. It directs residents to request renewal or definitive-card refrenda 30 calendar days before expiry. Use the actual address-declaration downloads when the home changes.
The same FAQ describes loss of temporary status after absence exceeding three consecutive months or four accumulated months in a year; definitive residents have a different two-year absence rule. Ask DGME how the rule applies before a prolonged overseas trip, and keep a travel-day record. A new foreign stamp should not be assumed to reset Salvadoran residence obligations.
Build community through a regular language class, school parent activity, campus group or an activity near home. Use Plaza Libertad as an orientation point in the historical centre, and explore Santa Tecla's public spaces with current local information. The dated photograph below illustrates Paseo El Carmen's streetscape, not a promise about today's opening hours or conditions.
Keep the apartment address, nearest clinic, employer or university contact and bank recovery details in one practical contact sheet. Review the paperwork whenever the passport, job, household or address changes. The move is functioning when those systems support the routine you chose at the beginning.

Make your next step a practical one
Choose the correct residence category and assemble its evidence, then arrange an initial address close to the school, campus or workplace you will actually use.
