A replacement passport does not automatically update an Ecuadorian visa

Transfer preserves a category rather than renewing it
Foreign nationals with an Ecuadorian visa who obtain a replacement passport should check the transfer procedure instead of assuming the passport change updates their immigration record. This current-rule guide concerns an existing category, rather than a new residence application. The foreign ministry’s published mobility regulation distinguishes three processes: changing to a different category, transferring an existing category to another passport belonging to the same holder, and renewing that category for another period.
Article 106 conditions transfer on retaining the circumstances that originally justified the category. Article 108 requires the documents that supported issuance, and says the authority checks both continued validity and immigration infringements. If it identifies an outstanding infringement, the text provides a ten-day opportunity to remedy it before the transfer continues; failure can lead to withdrawal of the request by administrative decision. This is a response period for an identified problem, not a general promise that a transfer finishes in ten days.
Use the service sheet for the passport and payment checklist
The government transfer service sheet, marked updated on 23 August 2024, covers valid visitor, temporary-residence and permanent-residence visas associated with an expired or lost travel document. It requires a replacement passport with at least six months’ validity, the application form, evidence of the existing visa or category, lawful means of support and the applicable payment. The authority checks the applicant’s recorded movements. For a child, a parent or legal representative must establish their authority to apply.
The sheet lists two US$50 charges: the transfer application and the transfer itself, without VAT. It describes a nationwide 50% concession from age 65 and a full concession for qualifying disability of at least 30%, supported by the Ecuadorian health authority’s disability card. Ask the receiving office how a concession is applied, especially when filing abroad. These are additional requirements beyond the passport change.
Financial evidence remains linked to the existing visa category
Ministerial Agreement 70, published in Official Register 621 on 14 August 2024, addresses lawful means of support for transfers in Article 23. It directs applicants to the evidence appropriate to their category, rather than setting one universal transfer balance. A person transferring a work-based category should not substitute a pensioner’s evidence merely because both involve income. Ask which category-specific document should be supplied if the original source of support has changed.
Article 24 distinguishes electronically signed foreign private documents, such as bank statements or certificates, from documents without an electronic signature. It accepts the former for this purpose without apostille or legalisation; the latter require notarised materialisation and legalisation or apostille as applicable. This is a particular rule for supporting private financial documents, not a blanket exemption for every foreign certificate. The same agreement provides a single ten-day correction opportunity for incomplete or illegible requirements after notification. Monitor the actual instructions rather than treating a draft upload as a completed case.
Electronic delivery does not eliminate the transfer question
The ministry’s older electronic-visa FAQ expressly asks what a holder should do when a passport expires and answers that a visa transfer is required under the rules. Its importance is limited but practical: electronic delivery was not described as making passport details irrelevant. The FAQ also tells users to register their own email because it receives the visa and immigration notifications, rather than an unrelated person’s address.
That FAQ belongs to an earlier implementation period and still describes attendance-based applications. It should not override the newer service sheet, which provides online registration and filing alongside consular and zonal routes. Equally, the old FAQ’s account of a two-year transition between physical and electronic visas should not be read as a fresh two-year entitlement starting today. Keep a copy of the issued visa and its verification information, and ask the receiving authority how it wants the new passport associated with that existing record before relying on it for travel.
