Åland ferry shoppers face different tax limits when entering Sweden
A current guide to the Åland tax border explains why duty-free purchases can still require a declaration, and which rules apply to ordinary goods and alcohol.

The tax border changes the shopping rules
Åland belongs to the European Union but sits outside its fiscal territory. Passengers carrying purchases from the islands to Sweden must therefore check tax allowances, rather than assume all EU purchases travel tax-free. This is an explanation of existing border rules, not a newly announced restriction on 2 November.
The Swedish Customs Fees when shopping while travelling page gives ordinary-goods allowances of SEK 5,000 for air or ferry passengers and SEK 3,500 for other travel. Goods must be transported personally and not intended for resale. Alcohol and tobacco have separate rules.
Check the allowance before buying a valuable item
The same Swedish Customs page explains that a single item exceeding the allowance is assessed on its whole purchase price, rather than only the excess. Travellers buying several items should check its separate example of which purchases fall outside the combined allowance. Keep each item’s price identifiable instead of assuming that an expensive purchase can be divided into a tax-free part and a taxable balance.
Sweden’s Import Tax Exemption Act provides the underlying framework. Its traveller provisions distinguish air and sea passengers from other travellers and exclude certain personal belongings temporarily imported or reimported, and medicines required for personal needs, from the monetary calculation. These exemptions should not be confused with a general exemption for newly purchased goods. Use the legislation to check the legal categories when the simplified shopping guidance does not resolve the item.
Alcohol has separate quantities and conditions
Swedish Customs’ Buying alcohol when travelling page gives the Åland allowance as one litre of spirits or two litres of fortified wine, together with four litres of wine and sixteen litres of beer. The first two options are alternatives, not additional allowances. Travellers must be at least 20, carry the alcohol themselves and meet the personal-use rules.
For people resident in Sweden, the page also identifies a time condition: ordinarily the trip abroad must last at least 20 hours, unless the goods were taxed in Åland or entry is on a commercial flight. Its ferry-specific answer describes being abroad for more than 20 hours. Someone planning a very short return voyage should therefore check the precise itinerary with Customs rather than rely on the duty-free quantity alone. Excess purchases or failure to meet the applicable exemption require declaration and tax.
Declare before crossing the Swedish border
The Swedish Customs declaration guide says to use the red channel marked for goods to declare and present the goods to an officer. It also tells uncertain travellers to choose red. This makes the practical deadline the border crossing, rather than a later date after the purchases have been taken home.
If the red channel is unstaffed, the guide provides alternatives: use its telephone or posted number, or go to the nearest customs office. An empty desk is therefore not a declaration exemption. The same resource explains that inspections may follow and that using the green or blue channel with goods exceeding allowances constitutes smuggling.
Different rules apply when entering or moving to Åland
Nordic cooperation’s Customs regulations in Åland guide covers the reverse journey and relocation. Traveller imports into the islands have EUR 430 or EUR 300 value thresholds depending on transport, with personal-luggage and other conditions. Restricted products still require separate checks; a monetary allowance does not override rules for medicines, animals, food or weapons.
For a move from mainland Finland or another EU country to Åland, the Nordic guide directs travellers to the red channel with their removal goods, an inventory and completed Form 45. A vehicle also needs customs clearance. These relocation procedures differ from a holiday shopping allowance. Use that guide’s Finnish Customs links for the appropriate declaration before transporting household belongings, rather than applying Sweden’s passenger allowance to an Åland move.
For removal goods leaving Åland for another country, the Nordic guide requires an export declaration with an inventory. Someone carrying the belongings personally must present that declaration at Mariehamn’s customs office or send it by email before departure. That is a separate pre-departure step, in addition to checking what the destination requires when the goods arrive.
