Moving to Åland: residence registration and right of domicile are separate permissions

Current guidance distinguishes Nordic and other EU movers, Finnish immigration permission, local population registration and Åland’s regional domicile rules.

Choose the immigration route before the local registration

People planning to move to the Åland Islands should separate immigration permission from population registration and the islands’ right of domicile. The Nordic Council of Ministers’ moving guide explains that Nordic citizens do not need work or residence permits, while other citizenship groups must meet the relevant conditions. Regional citizenship is not a prerequisite for every move. This is current explanatory guidance, not an announcement that Åland has introduced a separate visa in October 2026.

The moving guide identifies the State Department of Åland as the local authority handling notifications of move, population registration and personal identity codes. A prospective resident should therefore establish which national immigration route applies first and which local registration follows. A rental agreement, job offer or intention to settle does not replace a required immigration decision. The same guide also warns that moving does not automatically establish entitlement to Finnish social benefits.

Nordic movers and other EU citizens have different registration steps

The Finnish Immigration Service’s EU guidance says citizens of Denmark, Iceland, Norway and Sweden use population registration rather than apply for EU registration at Migri. Other eligible EU citizens, together with Liechtenstein and Swiss citizens, must register their right of residence for an uninterrupted stay exceeding three months. A valid passport or identity card is required. Use Migri’s guidance to identify the correct citizenship-based procedure, rather than assuming that every European passport follows the Nordic route.

Migri’s registration service lists a €53 application fee for either electronic or paper applications and describes registration as valid until further notice. The relevant basis may be employment, study, family ties or sufficient resources, depending on the case. Applicants should establish and document their own basis before filing. A brief visit and an intended long-term relocation are different circumstances even where the same person can enter without a visa.

Population registration in Mariehamn needs evidence of lawful residence

Info Norden’s Åland population-registration guidance directs permanent movers from another Nordic country to the Local Register Office in Mariehamn for an in-person notification with valid identification. Registration assigns the Finnish personal identity code and determines the municipality of residence. These records matter for matters including taxation and healthcare, but they are administrative records rather than a grant of Finnish citizenship.

The guidance says non-Nordic citizens need an EU residence-right certificate, residence-permit card or other proof of lawful residence in Finland for population registration. The population office therefore cannot be treated as a substitute for obtaining immigration permission. Someone already holding an identity code from an earlier Finnish stay should explain that history when registering the move, rather than assume a new address automatically confirms a current right to remain.

Right of domicile concerns additional regional rights

The Nordic right-of-domicile resource explains that applying for Åland domicile ordinarily requires Finnish citizenship, residence in Åland and satisfactory Swedish. The usual residence period is five years, with specified earlier-residence or family circumstances allowing a different assessment. This is distinct from EU registration: an EU citizen’s freedom-of-movement position does not itself meet the Finnish-citizenship condition for regional domicile.

Domicile is relevant to parliamentary voting and standing for election, landholding and business rights. The same resource describes permits that can allow land acquisition or business activity without domicile. A prospective purchaser or entrepreneur should use those linked regional procedures before committing to a transaction, rather than assume either that relocation is impossible without domicile or that immigration permission automatically confers unrestricted property and business rights.

Arrange the appointment and keep the decisions distinct

Migri’s appointment guidance directs people in Finland to book a service-point appointment to prove identity or submit the relevant immigration application, including EU registration. People abroad use a Finnish mission where the applicable procedure requires it. Check the available service and the documents specified for the chosen application before travelling; an appointment for one administrative purpose does not necessarily cover the population office’s separate requirements.

For an illustrative Swedish employee moving to Mariehamn, the immediate task is the Nordic population-registration process, while any later landholding or business activity may require a separate Åland assessment. A non-Nordic employee must additionally establish the appropriate Finnish immigration permission. The reviewed resources do not establish a universal processing guarantee or a single fee covering every step. Some Info Norden pages were intermittently redirected to a maintenance notice during checking; where a linked service is unavailable, confirm the current submission arrangements directly with the responsible authority before attendance.
