Identify the sponsor and the correct family route

Families planning to live together in Albania need to distinguish a family-entry visa from permission to reside after arrival. The official resources set different document requirements at those stages, including different freshness rules for relationship evidence. This current guide explains existing procedures; it does not announce a new nationality concession or suggest that a visitor’s admission automatically authorises long-term family residence.

Albania’s Law No. 79/2021 distinguishes joining an Albanian citizen from joining a foreign resident. For the latter route, it describes a sponsor with a residence permit valid for at least a year and the ability to renew, suitable housing, insurance and sustainable income. Family members normally apply while outside Albania, subject to specified humanitarian exceptions. The law excludes family reunification based on a seasonal worker’s residence-and-work permission. Check the sponsor’s actual status before collecting documents or assuming that every work-related permit allows relatives to join.

The family visa checklist uses a one-month certificate rule

The foreign ministry’s family-reunion visa checklist identifies a signed invitation and the host’s identity document; where the host is foreign, it also calls for the Albanian residence permit. It requests a certificate issued within the preceding month establishing the relationship. Other listed evidence concerns the stability of the relationship, accommodation and the foreign host’s employment or self-employment and income. The checklist also names a legalised criminal-record document.

Use the ministry’s visa-application page to establish the consular file and follow its official application link. Its family table contains additional ancestry-related wording that will not describe every ordinary spouse or child case; ask the processing mission which items apply instead of inventing a substitute or assuming that item is universally required. The ministry gives a usual decision period of up to 15 days after acceptance, exceptionally up to 30. Arrange recently issued relationship evidence around the filing date, allowing time for any required legalisation and translation rather than obtaining it too early.

Residence evidence depends on the family relationship

The e-Albania family-residence checklist separates spouses, civil partners, children and parents, and distinguishes an Albanian host from a foreign host. For a spouse of an Albanian citizen, it lists the travel document, a recent 47-by-36-millimetre photograph, suitable accommodation, Albanian health insurance, the host’s identification and a marriage certificate. Foreign certificates are described as issued within six months and legalised, translated and notarised. This is a different document-age instruction from the visa checklist.

For other relationships, use the corresponding part of the PDF instead of treating a spouse’s document list as a universal family list. A child’s case can require parental declarations and relationship records; a foreign sponsor’s case needs residence evidence. Keep the identity particulars consistent across the passport, invitation and civil records. These requirements explain why one marriage certificate obtained for an earlier stage should not be assumed acceptable indefinitely. If the visa and residence applications are months apart, check whether fresh evidence is needed before the second filing.

Budget for residence fees and complete post-approval steps

The interior ministry’s procedure page lists a standard first family-residence service charge of 4,500 lek and a renewal charge of 2,250 lek. It describes exemptions and special arrangements: applicants under 16 are exempt from the service charge but still pay for the biometric document, while the listed first five-year arrangement for US, EU and Kosovo nationals has its own tariff. Confirm the applicable row before paying; the figures are not a combined visa-and-card package.

The ministry directs applications through e-Albania with payment evidence. Its procedure includes responding to missing-document notifications, submitting originals and completing address registration and biometric formalities following approval. The instructions use 30-day periods for important follow-up actions, so read the actual notification and record each deadline separately. Under the law, residence applications also have their own entry-related filing timetable; do not wait for a visitor stay to run out. The sources do not guarantee approval, resolve every overseas-document variation or replace an individual decision. Use the ministry’s procedure page to follow the required sequence and the visa page for the separate consular stage.
