Albania’s study-visa checklists differ on required language evidence

A current-rule guide identifies a wording difference in official study checklists and separates university help from the government permit decision.

Admission does not complete the immigration process

International students preparing to study in Albania need to distinguish an admission offer, any required study visa, and permission to reside after arrival. This guide focuses on that sequence and a practical inconsistency in the published language-evidence instructions. It is current guidance, not an announcement that entry requirements have been removed. A university can explain its own course and supply an acceptance letter, but its offer is not a government visa or residence decision.

On 3 September 2026, the Ministry for Europe and Foreign Affairs described a meeting with universities, the interior ministry and border authorities to clarify responsibilities and remove unnecessary administrative obstacles. It expressly said the aim was not to lower standards. The ministry reported roughly 800 international students granted residence permits during 2026 at that point. That is a historical count of permits, not an approval rate or evidence that any particular university applicant will qualify. The meeting report does not itself replace the published checklists.

Ask which language document matches the actual course

The ministry’s English visa application page lists evidence of Albanian-language knowledge under the D/ST study category. Its Albanian version instead asks for evidence of the language in which the studies will be conducted. That distinction is consequential for an applicant admitted to an English-taught programme: an English certificate and evidence of Albanian proficiency answer different questions.

The e-Albania residence-document checklist asks for knowledge of the study-programme language or admission to a preparatory language course. This supports checking the course language, but it is a residence checklist rather than an explicit correction to the English visa page. Do not assume one document silently repeals the other. Ask the visa authority whether your programme-language certificate and university confirmation satisfy the D/ST requirement, and ask the university to identify the exact language of instruction. No direct official clarification resolving the English wording was obtained for this guide.

Build separate visa and residence document sets

The Albanian-language visa page places admission or enrolment, living and tuition funding, health insurance, accommodation and a legalised criminal-record document in the study-visa checklist. Its general requirements also cover the application, photograph and passport validity. Use that resource for the entry-stage file rather than assuming that an acceptance letter and paid tuition alone are sufficient. Applicants needing a visa should select the study purpose, not a tourism category simply because the first trip is short.

For residence, the e-Albania checklist separately identifies travel-document copies, a recent photograph, suitable accommodation, health insurance, educational acceptance, financial evidence, programme-language evidence and proof of institutional fee payment. Keep the source category visible when assembling documents: tuition evidence answers the institution-payment requirement, while financial evidence addresses living costs. These documents serve different purposes even where a university bundles them into one student-support process. A payment to a university should not be described as payment of all government immigration charges.

Budget the government fee and check exemptions

The interior ministry study-residence instructions list a first-application service fee of 4,500 lek and a renewal fee of 2,250 lek. They also identify exemptions, including under-16s from the service charge and specified Kosovo and ethnic-Albanian student categories, while retaining the biometric-document charge. The instructions contain additional nationality and agreement provisions, so applicants should check their precise category rather than assume the standard amount or a blanket free permit applies.

That ministry page directs applications through the e-Albania residence service and describes payment evidence as part of the online submission. Its usual first study-permit duration is no more than a year, with shorter courses matched to course length and possible annual extensions to complete studies. Those are duration rules, not a promise of approval. The reviewed guidance does not establish a single all-inclusive total for visa, residence service, biometric card, tuition, translation and legalisation costs.

Treat university timing as advice with a named source

University of New York Tirana’s international FAQ tells its students to seek assistance after registration and apply within 30 days of entry and before visa expiry. It also lists four biometric photographs, a recent criminal record and additional parental-consent and birth evidence for under-18s. These are the institution’s published instructions; students at another university should obtain that institution’s checklist and the government requirements instead of treating UNYT’s office process as a nationwide filing arrangement.

UNYT warns against leaving before the residence process is completed and describes processing as potentially taking up to 90 days. That institutional estimate does not guarantee a government decision or establish travel rights while a case is pending. For an illustrative student arriving with an already approaching visa expiry, the university’s 30-day instruction must not be read as permission to ignore that earlier expiry. Before relying on pending status or planning travel, ask Border and Migration which document proves your current lawful stay and whether it permits exit and re-entry.
