Work-permit exemption does not remove every formality

Citizens of other Eurasian Economic Union member states working in Armenia have a different route from workers who need an ordinary work permit. Armenia’s Foreign Ministry explains that the Union’s labour-mobility rules remove the work-permit requirement and provide an initial thirty-day registration exemption for workers and their families. That does not mean that every document or residence formality disappears after arrival.

This is a current guide to the residence evidence available for this group, not a new nationality-wide visa waiver announced on 2 November. The Union comprises Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia. A citizen of an observer state should not assume that observer status carries the same labour rights. The Foreign Ministry’s Union information page distinguishes members from observers and provides the institutional background for that check.

Prepare the employment and identity evidence

The Migration and Citizenship Service’s worker-certificate page says eligible workers can obtain a document confirming legal residence free of charge. It highlights its practical relevance when crossing the border after a stay exceeding 180 days. The published conditions require citizenship of a member state and an employment contract signed with a company registered in Armenia.

The document list specifies a colour photograph measuring 35 by 45 millimetres, a colour passport copy and a contract signed by both parties. The instructions also refer to a Public Service Number and State Revenue Committee registration reflecting taxes and duties. Certificate validity follows the contract: the examples give one year for a one-year contract, five years for a five-year contract, and one year for an open-ended contract. Check the actual certificate period rather than treating an indefinite employment relationship as indefinite residence documentation.

Family members need relationship evidence of their own

The Service publishes a separate family-member procedure. It says a relative can obtain a statement based on the employed family member’s valid certificate, for the same period. The listed supporting documents include a colour passport copy, photograph and proof of the family relationship: a birth certificate for a child or marriage certificate for a spouse, with a translation where the document is in a foreign language.

The family statement is also described as free. It should not be assumed that the worker’s certificate automatically creates a document for every accompanying person. The family page’s specific checklist is the useful resource for preparing that separate request. It also contains an unrelated paragraph about asylum; that paragraph does not explain this employment-family procedure and should not be treated as a requirement to seek refugee status.

Confirm the current platform before submitting

The certificate pages still direct readers to workpermit.am. However, the official Electronic Residence Case Management System’s About us page says that the former system has been replaced by a unified platform administered by the Migration and Citizenship Service, with International Organization for Migration support. This creates a practical limitation in following the older step-by-step instructions verbatim.

The new platform describes online applications, notifications, additional-document uploads and different account roles for applicants, employers, family members and representatives. Before creating a duplicate case, check with the Service which current role and application type handles the certificate. The platform’s general description does not establish every detail of how an existing certificate case migrates. Its support for online fee payments also does not override the certificate pages’ specific free-service statements.

Track a contract change and any registration obligation

Article 97 of the Eurasian Economic Union Treaty links a worker’s and family’s temporary stay to the employment or service contract. It provides for registration under the destination’s law after thirty days where that law requires it. This treaty registration provision and the Service’s example concerning border crossings after 180 days address different issues; neither should be used as a substitute for checking the other.

The same article gives a limited job-search protection when a contract ends early after ninety days from entry: the worker may conclude a new contract within fifteen days without leaving the state of employment. It also preserves special qualification-recognition procedures for educational, legal, medical and pharmaceutical work. Use the treaty for those conditions and the Migration Service for the corresponding Armenian documentation; a certificate does not itself establish permission to practise a regulated profession.
