Match the previous permit to a qualifying ground
Two years in Azerbaijan does not alone establish permanent-residence eligibility. The State Migration Service links the qualifying period to specified temporary-residence grounds and requires a current permanent-residence basis, including listed family, investment, professional or business circumstances. These are existing conditions, not a newly announced automatic settlement route.
The checklist includes a passport copy, current residence card, evidence of the qualifying ground, health evidence, photographs and housing documents. Financial-support evidence can also be required, subject to stated exceptions. A family application can require notarised consent from the relevant relative, and a child aged fourteen to eighteen needs notarised consent. Use the complete permanent-residence checklist for the specific ground rather than submitting only the temporary card and proof of time spent in the country.
Work back three months from the current permit’s expiry
The Service’s separate filing-period clarification says applicants with a permanent-residence basis must apply at least three months before temporary residence expires. That differs from the thirty-day period it gives for temporary-residence applications. Selecting permanent residence therefore requires earlier preparation; a person should not wait until the final month because that timing worked for an earlier temporary renewal.
The clarification also describes a five-year permanent-residence permit, extendable in further five-year periods, with the extension application likewise due at least three months before expiry. Its statement that the number of extensions is unlimited does not make the card valid indefinitely without renewal. Record the card’s actual expiry and the corresponding filing date separately. This public clarification does not establish an individual exception for someone who has already missed the required period; obtain case-specific instructions promptly rather than assume payment cures late filing.
Prepare for the commission’s assessment and check exemptions
The Service’s frequently asked questions describes assessment of the official language, immigration entry and residence rules, rights and obligations, and modern Azerbaijani history and culture. It identifies the commission as including migration, justice and education representatives. Applicants should prepare for that substantive assessment rather than expect a document-only card exchange.
The FAQ names exemptions for children under eighteen, people who have reached sixty-five and people with the specified 81–100 percent impairment, supported by evidence. The main residence page additionally names highly skilled migrants; that category is omitted from the FAQ’s exemption sentence. Confirm how your classification will be recorded. The FAQ also says refusal can be followed by reapplication within one month if the refusal ground is removed, using evidence of that removal. This is not an unconditional right to repeat an unchanged application, and the page does not publish a guaranteed examination date or pass mark.
Select the age and processing band before paying
The published state-fee schedule gives four permanent-residence processing bands. For adults, the stated charges are AZN 450 for 35 working days, AZN 400 for 40, AZN 350 for 50 and AZN 300 for 60. The minor-applicant bands are AZN 300, AZN 250, AZN 200 and AZN 150 respectively. Use the permanent-residence rows: fees for a temporary permit or work permit describe different services.
The schedule expressly labels these as working-day bands, so they should not be counted as consecutive calendar days. Choosing a faster fee category does not establish eligibility or waive document and assessment requirements. For an illustrative adult-and-child application using the sixty-working-day band, the listed charges total AZN 450 before any separate documentation expenses. That arithmetic is a budgeting example, not a finding that both cases qualify or will be decided together. Check the payment instruction and selected band against the actual application.
Choose issuance or extension rather than card re-issuance
The official electronic-services directory distinguishes issuance or extension of a permanent-residence permit from re-issuance of its card. It also provides application tracking and online payment of migration fees and fines. Select the service corresponding to the decision you need; replacing a lost card is not the same request as obtaining permanent status or extending its validity.
The directory supplies the relevant online starting points, but its publicly readable material does not establish every field or upload requirement behind authentication. Prepare the current checklist and supporting originals before opening the application. Keep the submission reference for tracking and retain the payment record. A tracking entry or payment confirmation should be read as evidence of that procedural step, not as an approved residence permit.
