A Belarusian e-visa does not allow direct travel to Russia

The visa-recognition agreement remains subject to electronic-visa restrictions and approved routes. A visa-free visit to Belarus does not establish permission to enter Russia.

Belarus’s Foreign Ministry says technical restrictions still prevent direct travel to Russia using a Belarusian e-visa or a Russian e-visa. It also says a Belarusian e-visa cannot be used to enter Belarus directly from Russia. Travellers should therefore distinguish electronic permission from the ordinary visas recognised under the bilateral agreement.

The agreement entered into force on 11 January 2025; this is a current explanation of its limits, not a newly announced November visa arrangement. Its general recognition rules cover a qualifying visa and an identity document accepted by both countries during the visa’s validity. The ministry also describes residence-document provisions and exceptions. Use its agreement page to check the actual document category before purchasing a through itinerary. Do not assume that the ability to obtain an e-visa online makes a Belarus–Russia crossing lawful.

Visa-free entry to Belarus does not extend to Russia

Germany’s Foreign Office illustrates the distinction for German nationals: visa-free entry to Belarus for qualifying visits of up to thirty days remains available through 31 December 2026, but onward travel to Russia still requires the appropriate Russian visa. A unilateral or nationality-specific exemption in one country is not automatically transferable to the other.

The same guidance describes Belarusian e-visa applications for Germans as a separate option, with a digital service charge of €6 in addition to the applicable individual visa fee. That is not a charge for crossing the shared border or a universal price for every nationality. Use the Foreign Office guidance for the German-specific situation and confirm the relevant national rules if travelling on another passport. Check permission for the whole itinerary rather than only the first destination.

Use only the designated transport routes

Serbia’s Foreign Ministry confirms that the agreement covers designated international air and railway routes and six specified road sections. Its list includes Yukhovichi–Dolostsy, Yezerishche–Nevel, Liozno–Kruglovka, Redki–Krasnaya Gorka, Zvenchatka–Dubovichka and Selishche–Novozybkov. Other land routes are not authorised merely because they appear usable on a map or navigation application.

The Serbian resource also explains that the period of stay is calculated from entry into either country from a third state. Crossing between Belarus and Russia should not be treated as a fresh entry that automatically resets the permitted stay. The agreement does not override an entry prohibition, and each state retains the ability to refuse entry or shorten a stay. Check the named route with the transport operator and the relevant authorities, retaining the original entry information when calculating the final departure date.

Prepare the border documents and support evidence

The Belarusian Foreign Ministry’s general border-crossing resource requires the relevant passport or travel document and visa where necessary, together with medical insurance unless an exemption applies. For departure from Belarus to Russia, it describes obtaining and completing a migration card and being able to produce it to Russian authorities. Confirm that practical requirement for the intended transport route before departure.

The resource also sets financial-support requirements by reference to Belarusian base values: at least fifty base values for each month, or two per day for a stay shorter than a month. It identifies supporting forms including funds, prepaid accommodation and meals, a qualifying guarantee or travel tickets. Because the monetary value is tied to the applicable base value on entry, do not substitute an unverified fixed currency figure. Use the official border guidance to prepare evidence alongside the immigration document.

Check the onward border and vehicle restrictions separately

The UK’s current Belarus safety guidance advises against all travel and explains that crossing arrangements can change at short notice. Its border information distinguishes the Russia route from crossings with Poland, Lithuania and Latvia, and links the relevant border authorities. Visa recognition between Belarus and Russia does not establish a right to enter those other countries or remove restrictions on vehicles.

For motorists, the UK resource identifies original vehicle ownership documents, authority to use a vehicle where the driver is not its owner, and insurance as matters to prepare. It also warns that breaching temporary-import conditions can lead to confiscation. Use that resource and its linked border authorities to verify the final exit route before setting out. Check the actual visa expiry, authorised stay and vehicle-import conditions rather than relying on an assumed open border.
