Belarus study visas require an approved institutional invitation and a separate registration plan
A current guide for international students distinguishes approved study invitations, consular fees and local registration from tourist admission and longer-term residence permission.

Ask the institution for immigration-approved study support
International students preparing to study in Belarus should establish who is arranging the immigration-approved invitation before submitting a visa application. The Ministry of Foreign Affairs’ current visa-support guidance identifies an invitation from an educational institution, a research-oriented educational programme provider or another legally authorised educational organisation, approved by the citizenship and migration unit responsible for that institution’s area. This guide describes the existing procedure, rather than a newly announced student intake or automatic admission entitlement.
The ministry also accepts information available to the consulate or its airport admission division confirming that the migration unit approved the invitation. A university offer and immigration approval should therefore be checked as separate milestones. Ask the institution whether its approved invitation has been issued or transmitted, which consulate will receive it and whether the personal details match the passport. The same guidance separately provides for an educational institution’s support letter for someone accompanying a person attending entrance examinations or enrolling; accompanying relatives should establish their own appropriate category.
Prepare the consular file and allow for a discretionary decision
The ministry’s application-process page lists a completed application, a recent 35-by-45-millimetre photograph, a foreign travel document, appropriate visa-support documents, medical insurance and confirmation of the consular fee. The photograph should have been taken within six months. The page permits the officer to request further documents. Use this checklist to assemble the consular file after obtaining the study support, rather than assume the institution’s invitation completes the application.
The published ordinary decision period is five working days, with urgent consideration within two working days. The officer can extend processing, reduce entries or validity, and refuse the application; the fee is not refunded following refusal. These are decision standards, not a guaranteed travel date. The process page also directs foreigners seeking a longer stay to the local Citizenship and Migration unit for the relevant residence or exit documentation. A course lasting an academic year should not be planned solely around the validity printed on an entry visa.
Check the fee category before arranging payment
The official Consular fee rates page states a standard application-processing charge of EUR60 across visa types and numbers of entries. It lists a EUR35 rate for nationals of the specified EU member states under the facilitation agreement and for stateless permanent residents of Estonia, Latvia and Lithuania. Students should check their nationality against that published list rather than assume that studying itself removes the fee.
The same resource lists an exemption for children under 14 under the Tax Code and an under-12 exemption under the agreement. Urgent processing at diplomatic missions doubles the applicable charge. Airport-issued visas carry separate increases, so the ordinary consular price should not be transferred to an arrival arrangement. Ask the receiving mission to confirm the applicable category and accepted payment method before sending money. No tuition charge, residence-processing fee or student living-cost budget is included in this visa-processing figure.
Registration follows arrival and depends on the route
The ministry’s foreigner-registration page gives a general obligation to register at the actual temporary address within ten days, subject to legislation and treaty exceptions. It lists 30-day registration concessions for citizens of Ukraine, Lithuania, Estonia, Kazakhstan and the United Arab Emirates, and 90 days for Russian citizens. These are registration provisions, rather than a grant of permission to undertake any course or remain indefinitely.
Electronic registration through the linked Unified portal for electronic services is free. The ministry says people entering through the Russian border must register personally with the local migration unit; personal attendance also applies to renewing registration at the same address. Use the registration page to identify that route-specific requirement and its support contacts. Save the successful electronic response if available, although the guidance says carrying it is not compulsory. The VisaWand editorial team edited and checked this guide. Students should coordinate invitation approval, their entry permission and post-arrival registration as distinct actions with their institution.
