Belarusian travellers to Latvia must check visa categories and the separate travel declaration

A recent Latvian border report illustrates continuing individual checks; current guidance separates visa acceptance, the forty-eight-hour declaration and biometric border registration.

Recent refusals show that travel documents do not end the checks

Latvia’s State Border Guard reported on 26 October 2026 that two Belarusian citizens were refused entry for security reasons during the previous day’s border operations. The report does not identify their individual circumstances or establish a new blanket prohibition on all Belarusian travellers. It does, however, underline why a planned journey must be assessed against the applicable entry conditions rather than treated as guaranteed by a booking or submitted declaration.

The report also describes a refusal at Pāternieki because another traveller had exhausted the ninety days allowed within the preceding 180 days, and a separate visa-stay violation. Those examples concern different individuals and grounds. They should not be merged into an invented rule specific to Belarusian nationality. This current guide checks the practical steps for a Belarusian passport holder considering Latvia, using the official visa, declaration and border resources.

Latvian missions accept Belarusian visa applications in specified categories

Latvia’s Foreign Ministry says missions accept Belarusian applications for long-term visas and specified short-stay categories under Cabinet Regulation 123. The short-stay list includes qualifying family relationships with Latvian nationals, eligible EU, EEA or Swiss family cases, humanitarian considerations, specified relatives of Belarusian residents in Latvia, transport-service personnel and seafarers travelling to or from work. An ordinary tourism plan should not be assumed to fit that restricted acceptance list.

Each case is assessed individually. For humanitarian travel, the ministry requires supporting evidence of the purpose and relationship where relevant. Use the dedicated Acceptance of visa applications from citizens of Belarus page before paying an intermediary or assembling a generic tourism file. The permission to lodge a category of application is separate from the eventual visa decision and from admission at the border. A short-stay visa issued by another state should not be used to infer that all Latvian requirements disappear.

Prepare the visa evidence and verify the applicable charge

The Foreign Ministry’s general visa checklist requires a travel document issued within the previous ten years, valid at least three months after intended departure from Schengen and with two empty pages. It lists the signed application, photograph, travel medical insurance, fee and evidence of the journey’s purpose. These general requirements supplement, rather than replace, the Belarus-specific application-acceptance conditions.

The Office of Citizenship and Migration Affairs’ fee page lists EUR35 for the specified Schengen visa category covering Belarusian citizens. Confirm any exemption, service charge and payment method with the responsible mission before payment. A published processing fee is not a purchase price for entry or an assurance that an application outside the accepted categories will be considered. Use the official checklist to identify the documents and the fee authority’s page to check the government charge separately.

The electronic declaration must be checked before the journey

The Foreign Ministry’s declaration FAQ sets a submission requirement no later than forty-eight hours before entry for travellers within its scope. It asks for identity and passport details, purpose, itinerary, stay and contact information, together with the specified public-service and political-history information. Use the linked eta.gov.lv system to complete that obligation, rather than mistake a visa application for the declaration itself.

The current FAQ lists nationality and official-status exceptions, but Belarus is not on its ordinary nationality-exemption list. An earlier Border Guard explanation separately refers to Latvian visa and residence-permit holders when describing the scope. Anyone relying on that document-based exception should confirm the current position with the Border Guard rather than choose between incomplete summaries. The FAQ says a correction requires a new declaration and the forty-eight-hour rule does not apply to that resubmission. A receipt is confirmation of information received, not an entry permit.

Border biometrics and permitted stay remain separate

The State Border Guard’s comparison of systems explains that the EU Entry/Exit System is encountered at external border checks, while Latvia’s declaration is an advance online form. Eligible short-stay third-country travellers are recorded through the border system; submitting the declaration does not pre-complete that biometric process. The published implementation timetable reached full operation on 10 April 2026, so its original October 2025 launch should not be presented as a new development today.

Before travelling, establish the visa or residence basis, declaration position, permitted stay balance and supporting documents for the actual route. Allow for individual border examination and obtain clarification from the Border Guard where a document-based exception is uncertain. No declaration confirmation or visa-validity period should be treated as permission to exceed the stay granted. The practical deadline is the required advance submission for the journey, alongside any appointment, document and authorised-stay limits applying to the individual case.
