Choose residence rather than another entry visa
Foreign nationals preparing to settle in Benin need to distinguish permission to enter from the documents establishing residence. This current procedural guide follows Decree 2026-049 of 4 March 2026 and the government service catalogue; it does not describe a new November announcement. The residence-card service covers foreigners settling in the country unless particular legislation governs their residence. A visitor planning a longer move should therefore identify the applicable residence category instead of assuming another entry visa resolves settlement.
The catalogue describes an ordinary card lasting three years, a privileged card lasting ten years and a five-year special-economic-zone card for qualifying investors. The investor category has its own conditions; simply registering a business does not establish entitlement. These are distinct routes, rather than three durations an applicant can freely purchase. Use the official residence-card description to identify the route before assembling a file.
Check the legal conditions and document sequence
The March decree requires an ordinary applicant to demonstrate subsistence, third-party maintenance or another legitimate reason for residence, together with good character. Privileged status normally follows two renewals of ordinary residence and evidence of an enduring connection such as permanent employment, property, effective marital residence or an operating enterprise. The decree also allows a ministerial decision where a foreigner’s residence presents particular national interest. That exception is discretionary, not an advertised shortcut available merely on request.
Article 20 identifies a travel document valid more than one year after application, a foreigner’s personal identification certificate, financial or employment evidence, the appropriate criminal-record document and a payment receipt. First applications use a record from the origin or last-residence country; renewals require the Beninese record. Read the decree for these underlying requirements, then obtain the current form from the immigration directorate. Do not substitute a tourist e-visa receipt for the identity certificate.
Obtain the CIPE through the identity service
ANIP’s dedicated certificate service explains the preceding identification step. Its foreigner certificate, the CIPE, confirms registration in the national natural-person register. It is available online or in person to eligible foreign residents, using a RAVIP enrolment receipt or personal identification number. The service lists a 1,000 CFA-franc charge, immediate processing and three-year validity for the CIPE. Those particulars concern the identification certificate, not the residence card or an immigration decision.
An applicant already holding an identification number should use this service to retrieve the correct certificate and compare the identity details with the passport before filing. Someone without the required registration evidence should resolve that prerequisite with ANIP rather than entering invented information. A certificate establishing identity supports the residence application; it does not itself establish that immigration has approved the requested stay.
Resolve digital problems before payment and attendance
ANIP’s platform terms explain that users can access obtained documents through their personal space, locate an identification number using enrolment or identity information, and verify issued documents through their QR code. These functions are useful when a residence file is delayed by a missing certificate or inconsistent record. The terms require accurate and current civil-status and contact information, so a wrong name or telephone number should be corrected through the identity service rather than reproduced across later applications. For example, a person who can locate an enrolment record but cannot retrieve the resulting certificate should use the ANIP account tools to resolve that specific problem before paying for a separate residence application. Use the account and verification functions for the identity document, while directing questions about residence eligibility to the immigration authority.
The residence service’s procedural guidance separates online payment and printing its receipt from subsequent attendance at the immigration directorate. Payment therefore should not be treated as completion or approval. Check the live service before paying: the catalogue contains historical versions, while the decree says residence charges are fixed by a joint ministerial order. No universal filing deadline or automatic extension of an expiring stay is established by these resources. Applicants approaching expiry should obtain immigration instructions before that date, retain the submission acknowledgement and confirm the collection arrangements.
