Benin’s ten-year resident card normally requires two renewals of ordinary residence
The March 2026 decree sets eligibility, while the active public-service record supplies documents, charges and filing steps. Business registration is not residence approval.

Establish the residence history and qualifying connection
Benin’s Decree 2026-049, signed and effective on 4 March 2026, sets the ordinary path to privileged resident status. Article 18 requires an ordinary resident to have renewed that card twice. It lists permanent employment or activity, property, an effective marital home and a functioning enterprise among the connections requiring evidence. This guide explains the existing rule rather than announcing a new November programme.
The decree makes the privileged card valid for ten years and renewable. It also allows the Public Security Minister to grant the status exceptionally where a foreigner’s residence presents a particular interest for Benin. That is a discretionary exception, not an automatic alternative for anyone without the ordinary renewal history. Use the decree to check both the existing status and the claimed connection before applying; buying property or registering a company alone should not be assumed to satisfy every condition.
Use the active checklist and obtain the correct payment receipt
The government’s CatIS residence service has an active version dated 5 July 2026 alongside older inactive versions. Its privileged-card checklist asks for the application, previous card on renewal, foreigner personal-identification certificate, passport or travel document with more than a year remaining, a Beninese criminal-record extract, evidence of the qualifying activity or connection, and the payment receipt. Use the active entry rather than an archived list for a different card type.
The listed privileged-card charges are CFA 100,000 for the ECOWAS category and CFA 800,000 for others. Confirm the applicable nationality treatment before paying. The service directs applicants to establish eligibility, gather evidence, pay online and print the receipt, complete the form and attend the immigration directorate for the remaining formalities. Collection is on the date indicated, with the receipt. Its published 45-day service period is not an individual approval guarantee. Preserve the old card and actual expiry while arranging the application; a fee payment is not the ten-year permission itself.
Prepare the Beninese criminal-record request for a foreign resident
The National Criminal Records Centre’s active CatIS entry distinguishes foreign applicants by their time since entry. For people in Benin more than three months, it asks for the passport identity and entry-stamp pages and proof of stay, such as the resident card or the listed CIPR record. It marks a birth certificate or nationality certificate as optional in that group. Use the foreign-resident branch instead of a checklist intended only for Beninese citizens.
For entries less than three months earlier, the service instead lists the passport pages and entry visa, with the birth certificate optional. Someone at the exact three-month boundary or with a different immigration document should ask the Centre which evidence applies. The published charge is CFA 1,900. Its 72-hour estimate expressly warns that demand can extend processing, so allow time to obtain the extract before the residence appointment. The criminal-record service produces evidence for the file; it does not decide whether the foreign national qualifies for privileged residence.
Distinguish a registered enterprise from evidence of an operating business
APIEx’s MonEntreprise service identifies the records issued when a business is formalised: the RCCM commercial-register extract, IFU tax identification, CNSS employer registration, labour declaration and the relevant professional card. The page explains each document’s function and provides links to the creation process and official support. Use it to identify genuine business records where the residence claim concerns an enterprise.
The service says its certificates carry QR codes for authentication. Verify the company’s details and retain the applicable official records before asking Immigration what additional evidence demonstrates actual operation. A register entry proves registration; it is not itself a finding that the business satisfies the decree’s residence condition. Tax identification and employer registration also have purposes distinct from personal immigration status. The records listed by APIEx should not be presented as a complete, universally required privileged-residence checklist. Confirm the evidence appropriate to the applicant’s circumstances, and resolve outstanding questions with the immigration directorate before relying on a long-term grant.
