The September restriction concerns identified entry-level positions
Bermuda employers recruiting foreign staff for insurance or reinsurance should check whether the actual duties fall within the entry-level jobs added to the Closed Job Category from 8 September 2026. The government’s 3 September announcement identifies entry-level underwriting administration and underwriting, insurance claims and brokerage roles. This current follow-up checks the operating position on 30 October, rather than presenting the September change as a fresh announcement today.
The examples include underwriting assistants and trainees, claims assistants and associates, and broker assistants or junior brokers. An employer should assess the substantive role rather than infer eligibility from an altered job title. A post described as a trainee opportunity may raise a different question from a genuinely specialist position requiring established expertise. Use the dated immigration update to identify the added categories before advertising an overseas recruitment or promising immigration sponsorship.
Specialist expertise is not the same as an entry-level vacancy
In a 14 September clarification, the government says the policy targets identified entry-level positions and does not prevent businesses accessing genuinely specialised expertise where required. It says legitimate operational circumstances remain considered within the established immigration framework. That clarification is useful for framing a request to Immigration; it does not create an automatic exemption merely because a company operates internationally or regards a candidate as valuable.
An employer proposing a specialist hire should explain the duties, qualifications and operational need consistently across the advertisement, contract and permit application. For example, renaming a basic claims-support vacancy as a specialist position does not itself change its functions. Conversely, the September statement should not be summarised as a ban on every foreign professional throughout insurance. The practical task is to establish the correct category and any applicable conditions with the Department of Immigration before committing to the appointment.
Check the full category guidance alongside the dated update
The government’s Job categories for work permits page distinguishes closed, restricted, special and open categories. It says jobs not falling in the first three are considered open, while special categories have additional requirements. Its displayed update date precedes the September insurance announcement, so employers should read the later notice alongside the standing list rather than assume the older list is exhaustive.
The category page also identifies other sector-specific arrangements, including seasonal hospitality permissions and professional or training cases. Those conditions should not be transferred indiscriminately to an insurance hire. Use the actual category page to identify a named occupation and its process, then resolve the later amendment where relevant. A role being outside the new insurance examples does not prove it is unrestricted: it could still fall within another closed, restricted or special category.
Recruitment and renewal have their own timing requirements
The government’s 2026 work-permit guide requires employers to advertise locally and on the government job board for at least eight days and properly consider qualified Bermudian applicants. It describes online applications with a signed employment contract and says work must not start before formal approval. Its standard complete-application estimate is twenty working days; that is a service expectation, not a guaranteed date for every proposed hire.
For renewal, the same guide sets a window no earlier than three months and no later than one month before current-permit expiry. It says a complete renewal within that window allows the incumbent to continue working while the new permission is processed. Employers should therefore establish the expiry and completeness of the actual file rather than assume an application submitted on the final day has the same effect. The guide also identifies statuses such as Bermudian spouses and Permanent Resident Certificate holders separately from ordinary permit applicants.
Budget for the actual service and retain the application evidence
The official immigration-fee page, updated in September 2026, lists BMD1,015 for a one-year standard or periodic work permit and different amounts for longer terms and other permit categories. It requires bank-transfer or online payment and supporting confirmation with the application. Use that schedule for the chosen service rather than an intermediary’s generic work-visa package, and verify whether an amendment, emergency step or different category attracts another charge.
The immediate sequence is to classify the duties, check the current category, complete the local recruitment and evidence requirements, then apply through the official channel within the relevant timeline. Existing employees and new recruits have different starting positions, and an announcement alone does not establish cancellation or approval of an individual permit. Where entry-level classification or a specialist circumstance remains disputed, obtain a specific answer from Immigration before relying on continued employment or a planned relocation.
