Bonaire, Saba and St Eustatius residents awaiting decisions should check return permission before travel

Current IND-CN guidance gives a two-week lead time for return-visa applications, a nationality-based exception and a separate requirement to check every transit country.

A pending residence application does not settle the return journey

IND Caribbean Netherlands advises visa-required residents with a pending residence application in Bonaire, Saba or St Eustatius to request a return visa at least two weeks before travel. This current guide concerns travel during processing, separately from November residence-document changes.

A return visa can be refused where the residence application is unlikely to succeed. IND-CN advises buying tickets only after approval. The two-week recommendation is not a decision guarantee, and the document covers travel to and from these islands rather than entry into other countries.

Check the nationality exception and each connection separately

The same IND-CN page says people whose nationality does not require a visa do not need to apply for a return visa and can travel with their residence annotation sticker, paying attention to its validity. Establish which rule applies to the actual passport and current immigration document rather than assuming that all residence applicants need the same extra visa.

NetherlandsWorldwide's Caribbean visa guidance is useful for identifying general nationality rules and exceptions. It expressly warns that collecting a long-stay permit in Bonaire, Saba or St Eustatius involves different rules from an ordinary visit. Its separate Short-stay Caribbean Visa page also explains that a Caribbean visa is not valid for the European Netherlands or another Schengen country. For example, a traveller returning through a European airport must check the requirements for that connection independently; permission connected with Bonaire does not itself answer the Schengen question. IND-CN specifically places responsibility on travellers to obtain the entry requirements of the other countries involved.

The application records the destination, dates and reason

The official return-visa form, MBES10_EN, asks for the applicant's IND-CN and CRV numbers, name, birth details, address, public body and telephone contact. It then asks for the destination country, the proposed departure and return dates and a short explanation of the journey. Complete those details consistently with the intended itinerary, and sign and date the applicant's section. The receipt on the second page is reserved for the receiving authority.

The form directs procedural questions to the IND-CN unit of the public body handling the application. It does not publish a universal supporting-document checklist or promise approval for any particular reason for travel. Ask that unit what evidence is needed for the stated journey and pending residence case. The government's Forms & Enclosures directory identifies Return Visa as its own form, separately from a residence renewal, a permanent-residence application and an authorisation for temporary stay. Choosing the return form does not replace an underlying residence application that still needs attention.

Confirm the fee and contact the correct island office

IND-CN's fee table effective from 1 January 2026 lists a US$36 return-visa fee, compared with US$32 in 2025. The table warns that it is subject to correction. Confirm the assessment and payment arrangements with the office handling the request; payment of the listed charge should not be understood as a decision on eligibility or as a substitute for an issued travel document.

The IND-CN Contact page identifies separate addresses for Bonaire, St Eustatius and Saba: [email protected], [email protected] and [email protected]. Use the address for the island where the residence matter is handled and explain the permit or declaration being requested. Its appointment instructions ask for full names and birth dates for the applicant and relevant family members.

That contact guidance also explains how to submit missing documents, either at information-counter walk-in hours or by email identifying the application. It says applicants must remain personally reachable and keep their contact information current. Where a residence decision is ready, bring the passport to collect it. Before departure, establish whether the decision or annotation has changed the travel position, and check the return document's validity against the actual return date rather than relying on an earlier appointment confirmation.

The Contact page lists Bonaire's information counter from Monday to Thursday, 8 a.m. to 11:30 a.m., with a separate afternoon collection counter and Friday morning collection. St Eustatius lists application attendance by appointment from Monday to Wednesday, while Saba lists morning office hours Monday to Thursday. Check the island-specific arrangement before attending: an information-counter visit, an appointment to apply and collecting a decision are distinct services, and the published hours differ.
