Bonaire, Sint Eustatius and Saba · Current-rule guide

Dutch citizens moving to Bonaire, St Eustatius or Saba should check which declaration they need

Dutch nationality does not give every arrival the same residence procedure. Work or an internship can also shorten the period allowed without a declaration.

Working changes the short-stay calculation

RCN’s guidance for Dutch nationals distinguishes European Dutch citizens and Dutch citizens from Aruba, Curaçao and Sint Maarten from qualifying island-connected nationals. For the former group, it describes entry for up to 180 days in every 365 without the longer-stay declaration. But work or a traineeship changes the limit to 90 days in every 365, counted from arrival.

The 90-day rule applies even if the person works during only part of the visit, including someone who arrived as a tourist and later starts work. A traveller should therefore review the permitted period when accepting an internship rather than counting only working days. This current-rule guide concerns the declaration system; it does not announce a new November restriction.

Admittance by law still involves an assessed application

The Declaration of Admittance by Law page identifies the longer-stay route for the relevant Dutch nationals, as well as Americans within its stated scope. It requires the form, situation-specific supporting documents and fees, and says incomplete applications cannot be assessed. Dutch applicants currently arrange a service-desk appointment by email.

The same page contains conflicting planning language: it says to take at least six months into account, then says IND aims to finish within two months. Neither should be presented as a guaranteed decision date. Ask the island office about the practical timetable before committing to a move. After approval, registration with municipal Civil Affairs is mandatory and leads to the local identity document, the sedula. Approval of the declaration and municipal registration are separate steps.

Island connections can point to the non-applicability declaration

The Non-Applicability Declaration page covers specified Dutch citizens with island connections. Its categories include those born on Bonaire, St Eustatius or Saba and those born elsewhere in the Kingdom with a parent born on one of those islands. It also identifies a historic residence-and-registration category and people who obtained Dutch citizenship on the islands.

This declaration demonstrates that the Admission and Expulsion Act provisions do not apply to the holder. It is a different application from admittance by law. Check the exact category and the form’s document list instead of assuming that every person holding a Dutch passport follows the same process. The page requires an appointment and personal submission, with a written decision after assessment. Family relationships should be supported through the relevant evidence rather than inferred from a shared surname.

Use the form to distinguish adult and child evidence

The government-linked MBES08 admittance form requires one application per person. It describes adult Dutch-national applicants as subject to conditions involving good conduct, accommodation and sufficient means of support. It separately identifies minor children where a qualifying parent has parental authority, alongside other categories such as government postings and accompanying family members.

Read the form’s category and document tables before preparing a single undifferentiated family bundle. Record the applicant’s own identity and circumstances and establish which parental-authority or household evidence supports a child. The PDF carries a June 2020 version label and includes old office details, so use the current contact page for where to attend. A form’s availability on the official site does not establish that every address and opening hour printed in an older version remains current.

Select the 2026 tariff entry and preserve the payment reference

The official tariff effective from 1 January 2026 lists US$169 for admission by operation of law and US$58 for an extension. Those are different services. The schedule warns that printing errors can be corrected; use the entry that matches the application being made rather than paying the extension rate for a first declaration.

RCN’s payment guidance permits debit-card payment at the front desk or payment through MCB banking or an online transfer. Bank payments must identify the CRV number and applicant’s full name so the payment can be linked to the case. The guidance says fees can be paid up to the 24th of a month and the complete application should be submitted in that same month. This administrative payment instruction does not extend the person’s permitted stay.

Arrange the appointment with the island where you will apply

The current contact page asks an appointment request to name the declaration or permit sought and give the full names and birth dates of the applicant and accompanying family members. Bonaire, St Eustatius and Saba have separate IND email addresses. Confirmation comes by email; check that the appointment actually covers the intended application rather than assuming an information-counter visit is a filing appointment.

For a pending application, missing documents can be provided at the information desk or by email identifying the case. IND says applicants must remain personally reachable and does not accept intermediary contact details in place of their own. Keep those details current. When notified that a decision is ready, bring the passport for collection. No individual application or appointment was made for this reporting, and the conflicting published processing estimates remain unresolved.
