Newly reported inspections concern September operations

Bosnia and Herzegovina’s Service for Foreigners’ Affairs reported on 28 October that a coordinated labour-exploitation operation checked 34 locations, 643 people and 643 documents. The operation itself took place from 14 to 20 September 2026. Distinguishing the publication date from the operational dates matters: this is a newly published account of earlier inspections, not an announcement that all checks happened yesterday.

The service describes inspections at construction businesses and sites, wind farms, restaurants, bakeries, manufacturing facilities and foreign nationals’ accommodation. It reports 21 immigration measures following irregularities, including cancellation of visa-free stays and expulsions. The report does not identify a newly created visa requirement or a blanket restriction on a named nationality. Its practical relevance is the continuing need to hold permissions matching the actual stay and employment.

Possible exploitation findings are not criminal convictions

The authority says eleven people presented circumstances indicating possible labour-exploitation trafficking, primarily in construction. It states that the State Investigation and Protection Agency, under prosecutorial supervision, is undertaking further steps to establish whether criminal elements exist. Those reported indicators must not be presented as eleven proven trafficking convictions.

For a worker or employer reviewing a recruitment arrangement, the immediate document check should establish the employer, job and immigration basis actually authorised. A contract promising work and a lawful short visit answer different questions. The inspection announcement is the official source for what was checked and what remains under investigation; it does not determine the legal position of an unrelated individual.

A work permit alone is not the complete permission to begin

The service’s current FAQ explains the standard employment sequence: the employer obtains the relevant work permit, followed by the foreign worker’s temporary residence procedure. It states that a worker generally may not begin work on the work permit before temporary residence has been approved, unless a legal exception applies. Work must correspond to the authorised job or type of activity.

The FAQ also distinguishes first residence applications made through a diplomatic mission from eligible applications made inside the country, including entrants with a D visa and nationals covered by visa-free entry. Visa-free entry therefore should not be treated as a general exemption from employment residence requirements. Use the FAQ to establish the sequence before setting a first working day, and confirm any claimed work-permit exemption against the exact legal category.

Use the employment residence checklist for the evidence

The official work-permit residence checklist identifies the signed residence form, recent photograph, passport copies, the work permit and relevant registration evidence. It distinguishes an initial application from extension cases, including the previous residence decision and evidence concerning a pending work-permit renewal where specified. Employers should use that distinction to identify missing papers before the existing permission approaches expiry.

The checklist also addresses medical and criminal-record evidence, accommodation and company documents. Several items have recency limits or exceptions for extension applications. Foreign documents require translation into an official language of Bosnia and Herzegovina, with originals or certified copies as specified. Use the linked checklist item by item rather than assuming that a passport and employment contract constitute a complete residence file.

Budget correctly and resolve the next deadline with the field office

The current administrative fee annex lists BAM 150 for approval or extension of temporary residence. The separate payment-instructions page explains how to identify the payer, payment purpose, revenue type and relevant municipality. This residence fee should not be confused with a work-permit charge, a visa charge or an intermediary’s service price.

For an illustrative recruit whose employer has obtained a work permit, the next action is to establish the residence application channel and approval required before starting work. For someone already employed, compare the authorised job and residence expiry with the planned activity and confirm the applicable renewal deadline with the competent field office. The enforcement announcement does not extend an expiry date or create an amnesty. Nor does it supply a universal processing date for pending applications.
