Brunei school student-pass files need education approval and family sponsorship evidence

Current official resources separate the student pass, visa application and green identity-card process, with a specific visa-form exemption for Malaysians and Singaporeans.

The published school-child checklist combines education and family evidence

Brunei’s Immigration and National Registration Department publishes a student visa and pass checklist built around a child’s schooling and family sponsorship. This current guide explains those documents and the separate identity-card stage; it does not announce a new student programme or a change in admission eligibility.

The checklist requires an application letter from a parent or guarantor, completed Form 10 and a visa application form. It expressly exempts Malaysian and Singaporean citizens from the visa application form; that should not be read as exemption from the student-pass process itself. It also lists approval from the Ministry of Education’s Department of Schools, the child’s birth certificate and passport evidence, parents’ identity documents and sponsorship passes. Adoption, marriage and applicable divorce evidence help establish the relevant family circumstances. Labour-office BUR500/BUR555 records and salary slips for foreign nationals are also listed. The next step is to identify the actual parent or guarantor’s file, rather than submit an admission letter alone.

Form 10 records the proposed study period and official recommendation

The official bilingual Form 10 asks for the applicant’s travel-document details, nationality status, current address and requested end date of the student pass. It separately records the institution at which the person has been accepted and the period supported by the Director of Education. The applicant signs and dates a declaration accompanied by documentary proof of acceptance. Use the department’s linked Form 10 rather than substituting a generic social-visit form.

The two periods on the form deserve attention: the date requested by the applicant and the educational recommendation are pieces of the application, not an immigration officer’s final grant. For illustration, a parent completing a school-year application should align the requested dates with the supporting educational records and existing sponsorship documents, then check the permission actually issued. Completing a form cannot establish a guaranteed study duration or automatically extend an expiring immigration pass. The available checklist does not publish a universal processing deadline or promise an immediate decision before classes begin.

A green identity card is a separate registration requirement

The department’s Smart Identity Card page identifies the green card for eligible foreign nationals aged twelve or above holding a valid immigration pass with more than three months remaining. It distinguishes that registration from the yellow citizenship card and purple permanent-resident category. A student-pass application should therefore not be described as an application for permanent residence, and possessing a school place is not itself the qualifying immigration document.

The linked bilingual Green Identity Card form requests passport and immigration-pass details, home address and sponsor or status information. Its reminders say photographs are captured at the counter and list BND20 for a new application or renewal, with different charges for lost-card replacements and information changes. The form also contains foreign-worker licence fields and worker-oriented supporting instructions. Families applying on a student basis should ask the Identity Card Division which supporting records apply to that category rather than invent a requirement that a schoolchild obtain a foreign-worker licence. The BND20 card charge should not be represented as the entire student-visa or school-admission cost.

Resolve missing requirements before travel or an existing pass expires

The department’s contact page gives its headquarters on Jalan Menteri Besar, Bandar Seri Begawan BB3910, telephone 2383106 and WhatsApp +6737299550. It also provides a contact form and the departmental information email. Use these official channels to clarify the student application’s receiving office, category-specific documents, current processing charge and whether an existing pass requires separate action during assessment.

The immediate practical sequence is to obtain the required education approval, assemble the parent or guarantor evidence, complete Form 10 and any applicable visa form, then confirm the immigration grant and relevant identity-card registration. The cited resources establish no general exemption from student-pass requirements merely because the child already has family connections in Brunei. They also do not establish a universal grace period while papers are being gathered. Parents should explain the child’s nationality, age, current location and present immigration expiry when requesting an answer, since those facts determine the unresolved procedural question.
