Cabo Verde student residence requires enrolment, tuition evidence and timely renewal
A current guide to higher-education residence separates academic admission from the immigration dossier, published permit charges and the 45-day renewal planning requirement.

University admission is only one part of the residence assessment
Cabo Verde’s immigration authority, AAI, identifies a residence route for foreign higher-education students admitted to a recognised institution. Its Types of Residence Authorisation guidance requires proof of enrolment, payment of the institution’s required tuition and sufficient means of support. An acceptance message alone therefore does not establish that the residence application is ready.
This is current explanatory reporting about preparing and maintaining student residence, not a newly announced November admission scheme. The AAI resource helps distinguish this route from employment, research, investment and family-based residence. Students should obtain the university’s formal enrolment and payment records and clarify how their maintenance will be evidenced before treating an academic place as permission to settle in the country. A university’s academic deadline and an immigration expiry date answer different questions.
Use the student-specific portal to organise the actual supporting records
The National Police’s e-Residencia page headed Estudante do ensino superior is the operational resource for the student category. It lists a valid passport with a residence visa, foreign criminal-record documentation with Portuguese translation and Cabo Verde consular endorsement, accommodation evidence, health documentation and an international vaccination certificate. It also lists a municipal residence certificate, social-security registration and Cabo Verde police and criminal-record documents, alongside the admission, enrolment and tuition evidence.
The same page offers application and case-tracking links and publishes temporary-residence charges: CVE 6,400 for the general non-CPLP categories, CVE 1,400 for CPLP and CVE 1,700 for Senegal. These are the displayed residence-category charges, not a combined tuition, visa and document-certification total. Check the category and assessment before paying. The portal’s telephone contact, 336 04 14, is useful for unresolved procedural questions; it does not promise instant approval when documents are uploaded.
Submit before visa expiry and distinguish filing from approval
AAI’s Application for Residence Authorisation guidance states that the approved-form request should be signed by the applicant, or the appropriate representative where applicable, before the visa expires. It must identify the applicant, state the purpose of staying and substantiate means of support. Its general document list includes two recent colour passport photographs, a valid travel document, financial and accommodation evidence, health records and other documents requested by the Foreigners and Borders Directorate, DEF.
Use this AAI resource to check how the general evidence complements the student-specific list, rather than choosing whichever checklist appears shorter. The authority expressly warns that simply delivering a request to DEF or another National Police unit is not automatic approval. The file is assessed against factors including lawful conduct, maintenance, public health, the intended stay, family ties and public security. A submission receipt should consequently not be described as a final grant of initial student residence.
Existing temporary residents should plan renewal 45 days ahead
AAI’s residence guidance says a temporary-residence renewal should be requested by 45 days before the permission expires. It warns that seeking renewal after expiry can involve a fine. The renewal receipt has the same effects as the residence title for a renewable sixty-day period under the published guidance. That specific statement concerns a renewal receipt; it should not be converted into a claim that every initial student application is already approved.
The same official guidance addresses a different risk during study: losing the residence document. The holder should notify DEF within 48 hours and obtain a police declaration to support replacement, while continuing to meet the original requirements. A student who misplaces the card shortly before a trip needs to resolve the document problem rather than rely only on an old photograph of it. The reviewed resource does not establish that a receipt or copy is sufficient for every international carrier or transit route.
Coordinate the university file with the immigration calendar
The immediate steps are to collect formal academic and tuition evidence, match each required record to the student portal, and submit the correct residence request before the individual visa expires. For a renewal, use the separate advance deadline and retain the official receipt. Ask DEF about any missing record or proposed journey during consideration. No universal processing guarantee or blanket exemption from the supporting documents is confirmed here; the published fees and forms provide a starting point, while the authority determines the individual application.
