The Armenia warning concerns recruitment from Cambodia

Cambodia’s Labour Ministry warned on 23 October 2026 that the country had not concluded an agreement on labour exchanges or sending Cambodian employees and workers to Armenia. Published on the ministry’s website the following day, the notice calls recruitment and advertising for those placements unlawful. Cambodian jobseekers should treat this as a warning about the recruitment route, rather than assume a promised foreign job has government approval.

The notice specifically describes promises of direct travel or travel through a third country, high wages and advance support for the worker’s family. It asks the public to report such activity to the nearest competent authority and gives hotline 1297 for questions. Use the linked ministry notice to check the warning against an actual offer. Neither a generous salary nor an advance payment to relatives establishes that a recruiter is authorised.

The earlier Russia notice is a separate destination warning

The ministry issued a similar notice on 14 October concerning Russia. It said there was no agreement for the exchange of labour or sending Cambodian personnel and workers there, warned against high-wage and family-advance promises, and described advertising or recruitment for those placements as unlawful. It said any future agreement or official mechanism would be announced to the public.

Use this separate notice when the proposed destination is Russia; the Armenia warning should not be treated as the only destination requiring scrutiny. A recruiter’s claim that approval will follow later is different from an official announcement establishing a lawful arrangement. The notices provide no verified recruitment fee, filing deadline or worker-document checklist for the advertised placements. Readers should not pay an invented application charge or interpret a privately supplied departure deadline as a government requirement.

Check both the mechanism and the recruiting organisation

The ministry’s 21 September notice explains lawful overseas recruitment through government arrangements and authorised private recruitment agencies. It identifies different destinations and sectors under those mechanisms, rather than describing one unrestricted route to employment anywhere abroad. Its guidance asks jobseekers to check authorised recruitment and avoid informal brokers, and points to the ministry’s information channels and hotline.

That resource is useful before comparing individual offers: identify the destination, sector and responsible organisation, then ask the ministry whether the proposed placement belongs to an authorised mechanism. The notice links an agency-search service and identifies the MLVT Services application. A company registration, an overseas employer’s name or a social-media advertisement is not equivalent to verification of the specific recruitment arrangement. Keep the offer and the recruiter’s identifying details available when seeking that verification; this is practical preparation for an enquiry, not an additional statutory document list.

An Armenian immigration procedure does not authorise Cambodian recruitment

Armenia’s Migration and Citizenship Service separately explains employment-based residence applications by employers. Its guidance lists a temporary residence-card charge of AMD 105,000 and a 30-day issuance period after the employer submits the application. Those published Armenian terms should not be confused with a Cambodian recruitment fee or a guarantee that a particular jobseeker will receive approval.

The Armenian resource also describes an exemption for workers from Eurasian Economic Union member states and their families. Cambodian nationality does not itself establish membership of that group. Use the Armenian authority’s guidance to understand the destination’s immigration stage, while resolving the Cambodian recruitment warning with Cambodia’s Labour Ministry. The existence of a foreign residence procedure does not, by itself, establish that an intermediary may lawfully recruit workers in Cambodia.

Check the live filing notice before using an old portal

The Armenian work-permit website currently carries a closure notice and directs residence-status and lawful-residence-certificate applications to mcs-permits.am from 1 November of the year stated in that notice. This matters because the Migration and Citizenship Service’s procedural page still names the older workpermit.am system. Applicants and employers should check the live migration-service instructions rather than rely on an old saved application link.

The portal provides the official contact address [email protected] and telephone 84-22 for questions. Use that contact to resolve filing instructions, not to infer that Cambodia has approved the recruitment. Before committing to travel, establish both an authorised recruitment arrangement at home and the appropriate destination permission. No verified resource reviewed here announces a Cambodian reopening of the warned-against Armenia or Russia recruitment routes.
