Canada Global Skills Strategy: two-week target is not a guaranteed start date
This current guide explains eligibility for faster work-permit processing, the employer’s evidence and the separate short-term exemptions. IRCC’s help page still warns that processing can exceed two weeks.

Check the current delay warning before fixing a start date
Canada’s Global Skills Strategy offers faster processing for eligible work-permit applications, but its name does not establish a guaranteed two-week decision. IRCC’s eligibility help page, modified on 30 October 2026, expressly warns that Global Skills Strategy applications will probably take longer than two weeks. This current guide distinguishes that operational warning from the published service objective; it does not announce a new entitlement.
Employers and workers should therefore avoid treating an intended start date as confirmed merely because a case appears eligible. The help page identifies applications made online from outside Canada and distinguishes a positive Global Talent Stream labour market impact assessment from qualifying employer-specific, assessment-exempt work permits. In the Global Talent Stream situation, the applicant must identify that basis during the eligibility check so the application is recognised appropriately.
The employer’s route determines which evidence is needed
The employer-facing eligibility resource requires a complete application. Where an LMIA is required, it must be a positive assessment through the Global Talent Stream; an assessment from another stream should not be treated as interchangeable. Where no LMIA is required, the relevant job must fall in TEER category 0 or 1 and the employer must meet the applicable offer-submission and compliance-fee requirements, unless exempt.
The same resource excludes International Experience Canada applications from this faster-processing arrangement. Eligible spouses, partners and dependent children may receive faster processing when applying with the worker, but still need complete applications for their own visa or permit category. Family processing eligibility does not establish that every accompanying adult qualifies for an open work permit. Identify the requested permission for each person before preparing the combined submission.
Prepare a complete submission and the biometric appointment
The official How to Get Faster Processing instructions tell LMIA-based employers to provide the contract, offer letter and positive Global Talent Stream decision. Assessment-exempt employers provide the offer number, exemption code and evidence of the applicable compliance payment. These records let the worker connect the employment arrangement to the actual immigration application.
The instructions require online filing from outside Canada, payment, the required medical examination and the documents in the visa-office checklist. They also set a two-week biometric requirement for eligible processing where biometrics are needed. Check the instruction letter and appointment availability promptly rather than assume an ordinary longer biometric window preserves priority handling. An incomplete application loses the faster-processing benefit. The same resource says required visa or eTA documents are issued through processing of the work-permit application, rather than requiring a separate application in that workflow.
Short-term exemptions are a different part of the strategy
The Global Skills Strategy exemption guidance describes qualifying TEER 0 or 1 work for up to 15 consecutive days once every six months, or up to 30 consecutive days once every twelve months. It separately covers qualifying research at a Canadian publicly funded degree-granting institution or affiliated research institution for one 120-day period every twelve months.
These are work-permit exemptions, not expedited work-permit decisions. A worker must demonstrate eligibility at arrival, and may still need a visitor visa or eTA according to the travel rules. For illustration, a short research invitation should be assessed for the institution, intended activity, duration and previous use of the exemption, rather than treated as automatically sufficient. The official exemption page links to arrival instructions and explains the visitor record issued where the border officer is satisfied. Do not combine separate maximum periods to invent a longer entitlement.
Separate government charges and keep the next action specific
IRCC’s current fee list shows C$155 for an individual work permit, with other charges applying where relevant to the actual application. It separately lists C$100 for an individual visitor visa and C$7 for an eTA. Those travel-document amounts are not extra permits to work and should not be added indiscriminately to every case.
The practical sequence is to identify whether the assignment requires a permit, establish the correct employer evidence and complete the relevant application or exemption preparation. Preserve the offer documents, submitted application and any biometric or medical instructions. No universal new closing date is announced here: the appointment instructions, intended assignment and existing immigration conditions provide the relevant timetable. Do not start a Canadian assignment solely on the strength of a processing target or an unapproved application.
