The October announcement described a proposal
Cayman Islands employers preparing work-permit applications should distinguish the government’s October proposal to remove individual newspaper advertising from the requirements still displayed in WORC’s application guidance. The ministry’s statement, reported by government-owned Radio Cayman on October 2, describes an intended change, subject to approvals. It is not itself a commencement notice removing the newspaper requirement. This current guide explains the filing consequences rather than announcing a new exemption.
The proposed arrangement would retain at least 21 days on the WORC Jobs Portal, while government would publish a consolidated weekly newspaper list. The announcement also discusses a possible portal advertisement fee. It does not provide a final charge or operative date. Employers should therefore obtain confirmation of any implementing change before omitting print evidence or budgeting a supposed new portal price. The dated announcement helps distinguish what ministers intend from what an application must currently demonstrate.
Use the published rule to plan the filing date
WORC’s legislation and regulation FAQ says vacancies must be advertised for 21 days on its electronic portal and in a local newspaper or prescribed media before submission. It warns that applications failing the mandatory advertising requirements will be refused. The FAQ also says advertisements generally remain valid for three months before filing, unless a Business Staffing Plan Board condition provides otherwise.
That creates two separate timing questions: has the minimum advertising period ended, and is the advertisement still recent enough when the application is submitted? A planned renewal should leave room for both, rather than treating the worker’s existing permit expiry as the only relevant date. The FAQ’s express-permit processing description does not shorten the recruitment requirement. Applicants should check their own board conditions and seek clarification from WORC if a later instruction appears to change the published position.
Evidence and exemptions require more than a vacancy screenshot
The May 2026 Advertising and Recruitment Feedback Requirements Policy specifies three consecutive weeks of newspaper evidence, with at least one advertisement each week. It requires the portal posting identifier, newspaper copies and recruitment outcomes. Employers must record portal applicants’ outcomes and give reasons for unsuccessful Caymanian or Residency and Employment Rights Certificate applicants. Those applicants can submit a portal rebuttal within three business days after feedback notification.
The policy exempts specified personal-employer roles, religious occupations and positions with an approved prior advertising waiver. Personal-employer examples include domestic helpers, caregivers, nannies and gardeners; an occupational label alone should not obscure the employer-category condition. Temporary work permits are not subject to mandatory advertising under that policy, although voluntarily advertised vacancies carry stated standards and feedback expectations. Use the policy’s exemption and recruitment sections to decide what evidence belongs in the file, rather than assuming every permit category follows the annual-permit process.
Renewal paperwork and fees need a separate check
The official W3 renewal form asks the employer for the portal job identifier and a copy of the full posting, as well as advertisement copies and information about local applicants. It asks the worker for current permit expiry and changed personal circumstances. Employers should reconcile those answers with the recruitment record before signing. The form also contains health-insurance, pension and accommodation supplements, so recruitment evidence is only one part of a renewal submission. Changes in marital status or professional qualifications require the relevant certified supporting documents where applicable. The employer supplies salary, benefits and weekly hours, allowing the advertised conditions and the renewal request to be compared. The form warns that an express-service payment is not refundable merely because statutory, administrative or legal review delays processing. Faster handling should therefore not be treated as a way to bypass missing evidence.
For a role-specific permit fee, WORC’s Immigration Application Help resource directs employers to its fee-assessment service. Supply a detailed job description, reporting relationship, salary range, specialised certifications and whether the person is moving roles. The page describes a seven-to-ten-business-day response, not guaranteed permit approval within that period. It also provides the customer-care contacts for resolving uncertainty. No final new portal advertising fee was verified in the October proposal; confirm the applicable assessed permit charge and current advertising instruction before paying or filing.
