Chad remains in the full suspension category
Chadian applicants should check the US issuance suspension before paying or travelling for an interview. The State Department lists Chad among countries subject to suspension across immigrant and nonimmigrant visa categories, with limited exceptions. Its current notice explains the proclamation effective from 1 January 2026. These are existing restrictions.
The notice says an affected applicant may still submit an application and schedule an interview while remaining ineligible for issuance or admission. An appointment confirmation therefore does not settle the restriction. It also explains that immediate-family immigrant visas and adoption visas no longer carry the previous categorical exceptions. An American relative or approved family petition is not an automatic exemption.
Separate existing visas and categorical exceptions from discretionary cases
The December 2025 proclamation applies to designated-country nationals who were outside the United States on the applicable effective date and did not hold a valid visa then. It excludes lawful permanent residents and dual nationals travelling on a passport from a country not designated in the proclamation. Relevant diplomatic and official classifications, specified major-sporting-event participants and certain United States government employee special immigrants also have defined exceptions.
These categories have conditions: another nationality is not enough if travel is still on a restricted passport, and a normal sports visit is not necessarily a qualifying major event. The text separately allows national-interest exceptions through designated senior authorities on a case-by-case basis. It does not promise that an employer’s letter, urgent flight or payment secures that discretion. Organise evidence of the particular category being relied on and ask the receiving consular service how it considers that category before arranging travel.
Yaoundé is the designated nonimmigrant processing location
The State Department’s current processing-post list directs Chad applicants to Yaoundé in Cameroon for nonimmigrant visas. That is an allocation of consular processing, not evidence that the suspension has ended or that a specific appointment is available. Use the linked Yaoundé embassy instructions for the local application procedure rather than assuming routine processing in N’Djamena.
The department’s July 2026 interview-location guidance normally directs applicants to their country of nationality or residence, or the designated post where routine operations are unavailable. Someone applying on the basis of residence elsewhere must be able to demonstrate it. Applicants outside those locations may have longer waits and encounter non-transferable, non-refundable fees. Existing appointments generally are not cancelled, although post-specific cancellations can occur. Confirm the receiving post and exception evidence together; transferring the interview does not itself remove a nationality-based issuance restriction.
Application fees are separate from permission to issue a visa
The State Department fee schedule lists a non-refundable 185 US dollar processing fee for non-petition-based categories including ordinary visitor, academic student and exchange-visitor applications. Petition-based temporary-worker categories generally have a 205 dollar processing charge, while the fiancé category is listed at 265 dollars. These are category charges, not an additional payment that purchases an exception to the suspension.
The schedule also identifies fee-exempt official categories and some government-sponsored exchanges. Fee exemption and an exception to the entry restriction are different questions; satisfying one does not establish the other. Check the actual visa classification, the proclamation’s applicability and the post’s payment instruction before sending funds. The amounts here do not constitute a complete trip budget or cover every possible petition, issuance or other charge. No refund should be assumed simply because an applicant discovers the suspension after paying an ordinary processing fee.
An existing visa has its own validity and entry conditions
The State Department suspension notice says visas valid on the effective date are outside this proclamation’s scope and are not revoked pursuant to it. This is narrower than a promise that any older visa remains usable despite expiry, cancellation or another legal issue.
The department’s separate visa-expiration guide distinguishes a visa’s travel validity from permission to stay after arrival. A visa permits the holder to seek entry at a border; the immigration officer decides admission and the authorised stay. Check the permitted entries as well as the expiry date. A single-entry visa cannot be treated as unused simply because its printed expiration is later, and repeated use must match the visa’s allowed travel purpose. This matters for a Chadian traveller considering whether an existing document avoids a new application: establish both the proclamation position and the document’s remaining validity before paying for replacement processing. No guaranteed admission or overall processing time follows from either an older visa or an interview booking.
