Cook Islands’ 2026 permanent-residence application round is closed
Long-term residents should distinguish the closed 2026 application round from continuing permit obligations and the evidence needed for future permanent-residence applications.

Check the application round before preparing a submission
The Cook Islands Ministry of Foreign Affairs and Immigration states that the most recent permanent-residence application process closed on 26 June 2026. Its guidance, updated on 27 October, does not announce a replacement deadline. This current guide explains preparation for potential applicants; it does not present the closed round as a new opportunity.
For the own-right route, the ministry lists at least ten years of continuous residence for non-New Zealand citizens, or five years for New Zealand citizens. Applicants must be adults, lawfully resident and able to show completion of an approved values programme. The criteria also include 312 hours of community service during the previous five years and at least four supporting statutory declarations from specified community sources. Length of residence alone therefore does not complete the test. Use the Permanent Residence page to identify the relevant category and check for an official invitation before attempting a new submission.
Calculate continuous residence using the legal definition
The linked Immigration Regulations define continuous residence more precisely than an anniversary counted from the first arrival. A person must have spent at least nine months of each relevant year in the Cook Islands, during the period immediately preceding the expression of interest or application. The definition includes time overseas because of a medical referral and certain overseas study where the person’s home remains in the Cook Islands.
Residents should assemble their travel history against that definition before assuming that every calendar year qualifies. Keep evidence explaining relevant medical referrals or overseas study, rather than simply omitting those absences. The regulations also distinguish an expression of interest from a later invitation to apply. A published invitation is required for the own-right process to operate. Use the regulations linked by the ministry to check the sequence and ask Immigration how disputed periods should be evidenced; a personal calculation is not an official eligibility determination.
Maintain current permission and prepare reliable records
The ministry’s Immigration FAQs distinguishes people with continuing rights from temporary workers, students and visitors. Continuing rights belong to Cook Islanders, permanent residents and honorary permanent residents. Someone preparing for a future permanent-residence round should therefore continue to comply with the conditions of their existing permission, rather than regard preparation as an award of permanent residence.
The same resource explains the standard for police certificates when they are required: they should come from a national or federal police authority, be no more than six months old when the visa application is submitted, and be in English or accompanied by an official English translation. These timing rules matter when deciding which records to obtain early. Travel histories and community-service evidence can be organised in advance, while a document with a limited acceptable age may need to be obtained closer to an actual filing opportunity. Ask Immigration which certificates the relevant residence category requires.
Separate residence fees from the permission keeping you lawful
The current Fees page lists NZ$55 for endorsing a passport with permanent residence. That is an endorsement charge, not a statement that every stage of obtaining permanent residence costs NZ$55. The ministry links the regulations for other fees not displayed in its short table. Confirm the applicable expression-of-interest and application charges when an authorised round opens, rather than paying against an assumed total.
For an existing visa or permit that needs renewal meanwhile, the Online Visa Applications page links the ASYPX system used to apply, upload supporting evidence, pay and track an application. Its document guidance requires PDF files no larger than 680kb. The page also states that a stay of six months or more needs a medical clearance letter from the Cook Islands Ministry of Health. Check the current permit’s expiry and required documents separately: an online account, an upload or an interest in permanent residence does not establish that renewed permission has been granted.
