An invitation replaces the search for a vacant slot

Visa applicants using Kinshasa’s European Visa Centre in the Democratic Republic of the Congo have a new booking procedure from 26 October 2026. After completing Visa on Web, applicants confirm entry into an automated appointment queue and await an email invitation. They then choose among the offered days before the invitation’s deadline; the system assigns the time. The booking process is free and does not guarantee a visa.

The CEV’s new instructions cover ordinary and service passports, with diplomatic passports following a separate State Protocol procedure. They warn that another queue request for the same passport replaces the previous request and can cancel an existing appointment. A booking obtained before the change remains valid if the applicant does not re-enter the queue. Keep the same account and email, check spam, and act before the invitation expires. No waiting period is guaranteed; the stated travel date can close a request before it is invited. Do not pay someone claiming to improve the queue position.

Check the destination before choosing the file

The CEV’s destinations resource says it handles short-stay applications for twenty represented states. For a journey involving several Schengen countries, the application belongs with the country of the principal destination, normally where most of the stay will occur. The centre is not a universal application office for every European journey. Its long-stay representation is narrower, covering Belgium and Luxembourg under their respective national rules.

The same resource distinguishes Kinshasa from Lubumbashi: Estonia, Hungary and Slovakia are represented at Kinshasa but not at the Belgian consulate in Lubumbashi. It also explains that destination-specific invitations or sponsorship forms differ. A Belgian Annex 3bis guarantee is not automatically the appropriate form for France, Germany or another represented country. Use the destinations page to identify the receiving authority and the correct country-specific support document before assembling financial or accommodation evidence.

Prepare the complete purpose-specific documentary file

The CEV’s Schengen preparation page directs applicants to submit both the common document set and the additional evidence for the particular purpose. It distinguishes family or friends’ visits, tourism, business and professional travel, scientific, cultural, sporting, political or religious events, and medical treatment. Its linked checklist is the resource for selecting those requirements; the appointment email alone is not a documentary checklist.

The page says examination is based on the submitted information and papers and that not every applicant is necessarily interviewed. Applicants should therefore avoid relying on a later conversation to explain an incomplete file. Check the photograph against the linked official standards and include the relevant purpose documents as well as the common set. An appointment confirms when the file can be lodged, while the evidence determines whether the legal conditions can be assessed.

The free queue does not remove consular charges

The CEV tariff page lists EUR90 for an ordinary short-stay or airport-transit visa, EUR45 for children from six to under twelve, and no fee for children under six. It identifies other exemptions, including qualifying EU-family cases and diplomatic or service passports. These conditions need checking against the individual application; the booking change creates no general fee exemption for Congolese nationals.

For a Belgian long-stay D visa, the page lists EUR250 from 1 July 2026, with a separate administrative contribution where applicable. That contribution and its exemptions are checked through the linked Immigration Office resource. A waiver of one charge does not necessarily waive the other. The tariff page explains electronic counter payment for the handling fee and requires evidence of the separate contribution when due. Use the current official instructions to establish the amount and payment method before attending.

Allow examination time after the appointment is obtained

The CEV’s timing page gives the general Schengen filing interval as no earlier than six months and ordinarily at least fifteen calendar days before travel. It describes a normal examination period of fifteen calendar days after lodging at the counter, extendable to forty-five days where further scrutiny is required. Waiting for an appointment is a separate stage and should not be counted as completed visa examination.

The centre warns that peak periods, including year-end holidays, can lengthen the practical timetable. Applicants planning those journeys should assemble the file early and avoid treating an invitation as a promise of travel by a fixed date. Belgian study and family-settlement cases have different national procedures and decision periods. Use the timing page’s links for the actual category, and retain the application receipt and contact details supplied when the file is lodged.
