El Salvador student residents must distinguish first applications from F-25 renewals

Current procedural guidance explains the separate student-residence forms, nationality-based fees and renewal preparation; these are existing requirements, not a newly announced student visa.

First-time students need the correct residence route

El Salvador’s Directorate General of Migration and Foreigners, DGME, publishes separate procedures for obtaining student residence and extending an existing permission. Its current temporary-residence directory links F-10 for the initial application and F-25 for renewal. This guidance concerns foreign students and existing student residents, rather than Salvadoran citizens seeking admission to an overseas university. The directory’s original publication date is 2020; its continuing availability does not establish a new November policy.

The F-10 instructions cover technical, university and specialised study, research and unpaid internships. They require a signed application, a valid passport with copies of used pages, overseas police or criminal records, evidence of enrolment or its processing and a maintenance declaration. A local police clearance is required in the circumstances specified in the form. Applicants should download the full checklist through DGME’s directory before ordering records: a university offer alone is not the complete residence file.

The linked F-10 schedule lists USD70 for Central American applicants and USD140 for non-Central American applicants, for up to one year. These are the listed initial residence charges, not tuition or a universal price for every immigration service. DGME issues the payment order; confirm the applicable amount before paying.

Existing residents should assemble the renewal evidence

F-25 is directed to students continuing recognised technical, university or specialised courses and relevant research who already hold temporary residence with study permission. Use its renewal checklist rather than assuming that the initial application must simply be filed again. The renewal application must be signed; representation can require authentication of the signature. Present the original passport for comparison and, if it has changed since the previous procedure, the prescribed certified copy and used pages.

The institution should provide original enrolment evidence stating when classes begin, or evidence of the enrolment process. Internships, graduation activities, practical placements, scholarships and exchanges require the institution’s original designation evidence. Ask the academic office for the document corresponding to the actual activity, especially when formal teaching has ended but a graduation placement continues.

F-25 lists renewal charges of USD55 for Central Americans and USD125 for other nationalities, for up to one year, with payment non-refundable. It states a maximum response period of 45 working days where all requirements are met. That processing statement is conditional; it should not be treated as an automatic extension or a guaranteed decision before travel.

Prepare foreign documents through the issuing country

The Foreign Ministry’s Auténticas y Apostillas guidance explains where to authenticate overseas records. Documents issued in a country participating in the Hague Apostille Convention obtain the apostille from that country’s designated authority. For documents from countries outside the convention, the ministry directs applicants to Salvadoran diplomatic or consular representations for authentication. This distinction matters before departure: the office able to authenticate a record depends on where it was issued.

DGME’s student instructions also require the relevant Spanish translation and names matching the passport. Check the spelling across the passport, academic letter and supporting records before submission. The ministry’s authentication guidance establishes the certification route; it does not establish that an apostille substitutes for translation or makes an incomplete immigration application acceptable. Confirm any case-specific documentary exception with DGME rather than omitting a listed record.

Renew before expiry and separate study from employment

DGME’s foreigners FAQ instructs temporary residents to request renewal during the 30 calendar days preceding expiry. Count from the residence document’s actual expiry date, rather than the end of the academic semester. The FAQ also warns that starting studies without the corresponding permission is an immigration infringement and that paid work requires appropriate authorisation. Enrolment should therefore be coordinated with immigration permission, not used as evidence that permission has already been granted.

The same FAQ requires notification of changes such as address or family status within five working days. Keep contact details current while awaiting a decision so that a request for further evidence is not missed. Use DGME’s published call centre or WhatsApp contact to clarify the filing method and the status of an outstanding case. Neither an academic extension nor a payment receipt should be assumed to settle unresolved immigration or work conditions.
