Ethiopia expatriate renewals require both residence evidence and knowledge-transfer reports
Current Investment Commission and immigration checklists distinguish the two renewals, published work-permit charges and preparation of authenticated overseas documents.

Two permissions need separate attention before expiry
Foreign employees renewing their position in an Ethiopian investment project need to prepare more than a passport and a continuing employment contract. The Ethiopian Investment Commission’s current work-permit checklist requires a valid residence permit and reports about replacing the expatriate with an Ethiopian professional and transferring knowledge. Immigration and Citizenship Services separately requires residence renewal before the existing card expires. This guide explains those existing procedures, rather than announcing a new November renewal rule.
The distinction affects planning: continuing work permission and continuing residence are separate administrative questions. An employer should identify the permit issuer, the employee’s actual expiry dates and the relevant service before collecting documents. The Ministry of Labour and Skills’ online-services page also links an expatriate work-permit service. The existence of that channel should not be read as confirmation that every Investment Commission application belongs in it; establish the responsible authority for the actual employer and project.
Match the Investment Commission file and its published charge
The Investment Commission renewal requirements list a valid passport, valid residence permit, employment contract, progress report about replacement by an Ethiopian professional and an annual performance report about knowledge transfer. These reports concern the position’s continuing need and the employer’s replacement arrangements, rather than merely proving that the employee still attends work. Use the Commission’s Service Requirements resource to prepare the applicable file with the employer.
That resource lists work-permit renewal at US$80, with a separate US$300 rate for a free-trade-zone renewal. It describes amendment as a different service, supported by the original permit, supporting documents and justification; the listed amendment charges are US$50 or US$100 for a free-trade-zone case. Someone changing an existing permit’s details should ask which service applies rather than assuming an ordinary renewal covers the alteration. These are the stated Commission service charges, not a complete budget for residence formalities or every foreign worker.
Residence renewal requires evidence of continuing life in Ethiopia
Immigration and Citizenship Services’ residence-renewal checklist calls for the original and copy of the current card, a valid passport, the completed renewal form, two recent passport photographs, proof of continuous residence such as a rental agreement or utility bills, payment and employment or financial evidence where applicable. Additional documents may be requested. Use this immigration checklist to assemble the residence application alongside the employer’s work-permit preparation.
The immigration page says the process must be completed before the current permit expires. Its general processing guidance is not a guaranteed decision date for an individual file, so leaving submission until the final day is particularly risky. The published checklist does not specify one universal residence-renewal price. A lost permit also requires a police-report letter and additional payments. Report the loss and obtain the correct replacement instructions rather than submitting an ordinary renewal as if the original card were still available.
Arrange overseas-document authentication before the application needs it
The Commission’s new-work-permit requirements refer to authenticated educational and experience documents. For US-issued papers, Ethiopia’s Washington embassy provides a specific authentication procedure: first obtain US State Department legalisation, then complete the embassy’s online form and prepare the original document and identification evidence. Its published service-detail page identifies money orders, rather than cash or bank cards, as the accepted payment method. Use that consular resource when the document and applicant fall within its remit.
The embassy lists US$59 for applicants holding an Ethiopian passport or Ethiopian Origin ID and US$90 for others. Submission requires the online confirmation, original document, money order and prepaid return envelope, delivered or mailed to the mission. Missing legalisation and mismatched application details can cause rejection. An illustrative employee awaiting an authenticated qualification should plan that document stage separately from both Ethiopian permit renewals; an embassy authentication confirms the document process, not approval of employment, residence or a particular renewal period.
