A policy plan presented to member states

The European Commission described a five-point migration plan in an official news article dated 2 October 2026. Proposed on 29 September and presented at the Justice and Home Affairs Council on 1–2 October, the plan addresses preparedness for sudden mass irregular arrivals at the EU’s external borders.

Its priorities cover cooperation with partner countries, external-border protection, monitoring and early warning, action against smuggling and trafficking networks, and returns of people without a right to stay. The Commission describes both further use of existing tools and development of new measures. Member states, EU agencies and the Commission are to work together on delivery.

Visa applicants should check the scope

The plan concerns migration management and border resilience. It does not establish a single new application fee, processing deadline or entry entitlement for every traveller. References to possible proposals and future cooperation indicate policy direction, rather than evidence that a particular consulate has already changed its checklist. Visa policy is mentioned among tools for cooperation on readmission.
