Arrange university documents before the visa application
Georgia’s Public Service Development Agency says residence applications should be filed 40 calendar days before lawful stay expires. Foreign students should work backwards from that deadline, while keeping admission, visa processing and residence permission separate. This is a guide to current procedures, not a newly announced student route.
Georgian Technical University’s visa guidance tells students who need a visa for study to apply for the D3 immigration visa before travelling. It says the university provides its reference letter, invitation and Rector’s Order on request. Students should obtain the official academic documents early enough to use them in the consular application. An offer of a place does not establish that the immigration application has been submitted. The university directs legally staying students seeking temporary residence to the Public Service Hall or residence agency; university staff do not replace the authorities deciding whether the necessary permission can be issued.
Use the checklist of the consulate handling the case
The Georgian Embassy in Jordan publishes a detailed D3 checklist, including an admission order or acceptance letter, evidence of payment of the compulsory tuition component and confirmation of the foreign-language programme. Its list also covers accommodation, insurance, financial evidence and the passport. For third-country nationals applying there, it requires qualifying Jordanian, Lebanese or Iraqi residence permission or a multiple-entry visa with the specified validity. These are that mission’s filing instructions, rather than a claim that every applicant worldwide must hold those documents.
The embassy requires an in-person appointment and originals; email or postal submission does not replace attendance. Its D3 processing choices are US$20 for the 30th calendar day, US$100 for the 15th working day or US$200 for the 10th working day. Processing starts after complete physical submission. Use the embassy page to prepare that particular application and confirm the competent mission’s requirements if applying elsewhere.
Prepare the residence file and budget separately
The residence agency describes the study permit as available to adults studying higher or vocational programmes at authorised Georgian institutions. Its checklist includes an application, travel document, lawful-stay evidence and an institutional certificate identifying the expected study duration. It also requires financial evidence, an electronic 3×4 photograph and fee payment.
Where personal bank funds are used as income evidence, the monthly amount across the permit’s intended validity must meet twice the average consumer subsistence minimum. The agency lists GEL300 for a decision on the 30th calendar day, GEL450 on the 20th or GEL600 on the 10th. Those are residence-processing charges, separate from consular visa fees. Check eligibility with the agency before relying on an ordinary category C visa, which its guidance excludes as a basis for the study residence permit.
Register the address after residence approval
The agency’s separate Registration Address resource explains another obligation after obtaining permission. A residence-permit holder already in Georgia must register their address within one month of receiving the permit. For a holder entering the country, the period runs from entry. Address registration is free, so it should not be confused with the paid residence application.
A temporary residence-permit holder may apply at any territorial office of the agency. The published address evidence includes an ownership document, the owner’s consent or a qualifying confirmation from two adult witnesses that the person has lived there for three months. The registration guidance describes different processing periods, including five calendar days for initial registration and one month in other cases. Students should identify the actual accommodation they will use and check the evidence required for registering there, rather than assume a visa-stage hotel reservation completes the later procedure. Use the residence decision and the address-registration guidance together to record the appropriate follow-up date. Academic enrolment, lawful stay and registration are separate records, each requiring attention at its own stage.
