Germany professional-driver recruitment: separate the qualification period from permission to drive

Check whether the driver route matches the actual job

Germany provides a specific employment route for professional heavy-goods and bus drivers, including an alternative for applicants who still need the appropriate European driving entitlement and initial qualification. This is a guide to the existing arrangements, not a new recruitment announcement. The distinction matters because an offer of employment does not necessarily allow the recruit to begin driving freight or passengers immediately after arrival.

Make it in Germany's professional-driver guidance distinguishes EU and EFTA citizens from other applicants. For a non-EU or non-EFTA national already possessing the necessary EU or EEA licence and initial qualification, the residence route requires Federal Employment Agency approval. The guidance identifies relevant heavy-vehicle and bus licence categories. Applicants should compare the proposed vehicle and work with the correct category, rather than rely on a generic description such as delivery driver.

Put the qualification commitment into the employment arrangement

Section 24a of the Employment Ordinance provides the alternative where the recruit must obtain the qualifications needed for professional driving. The contract must commit the employee to the necessary measures. Working conditions must allow the required licence, qualifications and documents to be obtained within 15 months. There must also be a concrete offer of subsequent professional-driver work with the same employer, and evidence of the relevant professional licence from the person's home country.

The statutory text allows approval for up to 15 months and, in a justified individual case, up to another six months. That exception is not an automatic extension of every training arrangement. An illustrative logistics employer should set out the training schedule, interim duties and intended qualified role before filing, and explain how study and work will fit together. A contract promising immediate independent truck driving would not resolve the missing qualification.

Treat licence conversion as a separate deadline

The professional-driver guidance says a third-country driving licence must be converted within six months after residence registration in Germany. Applicants must distinguish this deadline from the longer qualification framework. Allowing 15 months for the entire qualification process does not, by itself, extend the six-month conversion period. The guidance also states that the recruit may work for the company during qualification but may not yet work as a professional driver.

Use Annex 11 of the Driver Licensing Regulations to examine the issuing country and licence category. The annex lists the foreign licensing arrangements relevant to facilitated conversion and the associated testing position. Its scope is specific: an arrangement for one licence category should not be presumed to cover every heavy-vehicle or passenger category. Resolve the required theory and practical tests with the licensing authority before the employer fixes a driving start date.

Prepare the entry application and confirmed costs

The government's How Do I Apply for a Visa guide explains the general filing sequence. Most non-EU applicants need the appropriate visa from the German mission serving their residence before entering for employment. The guide identifies nationality-based exceptions, but an exception from obtaining an entry visa is not an automatic right to work without the required residence title. EU and EFTA nationals have a different position under freedom of movement.

The same application guide lists EUR 75 for a long-stay entry visa, with possible reductions or exemptions in specified cases. It directs applicants to the responsible mission's document checklist and the Consular Services Portal where available. Prepare a valid passport and the route-specific employment and licence evidence, and verify the mission's submission method. Translation, testing and training expenses are separate; these resources do not establish one universal total recruitment cost.

Check older-applicant evidence and the post-arrival step

For applicants aged 45 or over, the employer recruitment guide states a 2026 gross annual salary threshold of EUR 55,770 or evidence of sufficient previously earned pension provision. The employer and applicant should establish which evidence is being relied on before lodging the application. The threshold should not be confused with a promised salary for all drivers or a guarantee that an application will be approved.

After entry, the visa-process guide directs the applicant to obtain the required residence permit before the entry visa expires and to arrange health insurance from the first day. Keep the approval, employment contract, training plan and licence documents consistent. Federal Employment Agency involvement is normally handled internally during visa processing, according to the driver guide. Neither that internal step nor a planned course start supplies a guaranteed visa decision date.
