Gibraltar students should confirm their visa instructions before using the residence portal

University students have a distinct Gibraltar residence route. The university still publishes a visa hold notice, so prospective arrivals need case-specific instructions before applying.

Start with the university’s current visa notice

Prospective University of Gibraltar students should obtain current entry instructions from Student Services before submitting a visa application. The university’s Visas and Residency page still says students should not progress applications for September 2026 entry until informed by that team, while arrangements connected with the UK-EU agreement are finalised. Read on 4 November, this is an unresolved instruction referring to an earlier intake, not evidence that every future student application is suspended.

The practical question is whether that notice still applies to the student’s course and arrival date, and which entry process Student Services now directs them to use. The page anticipates easier travel but does not establish a personal visa exemption. An offer of study should therefore not be treated as permission to board transport or enter Gibraltar.

Use the student category rather than employment eligibility

The government’s Family, partners and students guidance says acceptance for enrolment on a full-time academic course at the University of Gibraltar allows an application for student residence. This is a distinct category from applications based on employment. The same page provides for healthcare through the group practice medical scheme while studying, with a contribution of GBP 470 each year.

A spouse or civil partner and children under 18 can live with the student during study if each pays the same contribution. The employment-related spouse deposit does not apply to student applications. As an illustration of that contribution alone, a student, spouse and one qualifying child would total GBP 1,410 a year. This calculation excludes tuition, accommodation and any separately applicable processing charges; the page does not promise that paying healthcare contributions guarantees a permit.

Compare existing residence records before choosing a process

The government’s transition guidance distinguishes people who held a valid Civilian Registration Card or Permit of Residence on 6 October 2025 from those who did not. Existing valid holders on that date remain under the previous regime and deal directly with Immigration and Home Affairs. Having once held residence, or having been physically present without a valid document, is not the same as satisfying that test.

The page expressly signposts full-time university students as a different route from employment. A returning student with earlier Gibraltar permission should therefore provide the actual card and validity dates when asking which process applies. A red Gibraltar identity card establishes right of abode and falls outside the new residency framework. The transition date concerns the applicable regime, not a fresh deadline to submit a student application today.

Prepare the offer and arrival evidence together

The university’s application guidance distinguishes an unconditional offer from a conditional offer requiring further evidence or qualifications. It says the acceptance letter is part of the visa application evidence and accommodation should be arranged before arrival. The arrival date appears in the individual offer letter, so it is a university timetable to check against entry permission rather than a universal immigration filing date.

For arrival, that page tells students not to travel before their visa starts and to have their passport, offer, accommodation details and evidence of study funds ready for inspection. On the first university day, students should bring their passport, visa and requested certificates for the university to copy. Its general reference to checking permitted work hours does not specify a student work entitlement; confirm the actual permission before accepting paid work.

Ask which checklist replaces older registration instructions

The government’s older Civilian Registration Card form includes a student category requiring course evidence, funds and sickness cover, with an enrolment letter and health surcharge or comprehensive medical insurance. It also requires supporting documents to show the application address and first-time applicants aged 16 or above to provide police clearance from their previous country of residence. These are useful questions for document preparation, but the downloadable form predates the new framework.

The newer student guidance’s GBP 470 healthcare contribution and the older form’s health-cover wording should be reconciled with Immigration and Home Affairs for the particular applicant. Ask which form to submit, which healthcare evidence is accepted, the student processing fee and the treatment of accompanying relatives. Neither a generic employment payment link nor the old form proves those details. No individual decision time was verified, and the university notice remains the reason to obtain current instructions before committing to travel.
