A pending asylum claim and an approved document need different requests
Guadeloupe’s published reception protocol directs asylum applicants and people granted protection to use appointments at the GUDA in Pointe-à-Pitre for specified document services. The protocol is available through the prefecture’s reception information updated in March 2026, with the attachment dated October 2025. This is a current practical explanation of that existing procedure, not a new November announcement. A request to renew evidence of a pending asylum claim is different from collecting a residence card or travel document that has already been produced.
The protocol uses [email protected] for both services. For an asylum-attestation renewal, identify the request, name and current expiry date in the subject, attaching the expiring attestation, SPADA domiciliation evidence and the relevant Ofpra registration letter or CNDA appeal acknowledgement. The reply supplies the collection appointment. Bring the original attestation and confirmation email. For protected-person residence or travel-document collection, first follow the readiness SMS, then request an appointment giving the document type, name and foreign-national number. The protocol offers Wednesday or Friday mornings, 08:00–12:00, and requires the old document, requested stamp and received message.
Check the pending-claim certificate rather than assume permanent status
Service Public’s asylum guide explains the function of the asylum-applicant attestation: it is provisional permission to remain while the relevant procedure continues, not recognition as a refugee. Its stated initial validity is ten months in the normal procedure and six months in the accelerated procedure, with six-month renewals. The guide requires evidence that Ofpra has registered the application, and explains that address evidence is needed for renewal. Use this national explanation to understand the document while following Guadeloupe’s local protocol for arranging its renewal.
Check the expiry shown on the actual certificate and seek renewal before relying on it for another administrative step. The resources reviewed do not establish a special local grace period after expiry or a guaranteed email-response time. An illustrative applicant awaiting an Ofpra decision needs to maintain the pending-claim document; a person whose travel document is ready follows the collection instructions instead. Neither situation is resolved simply by booking an unrelated first-residence-permit appointment.
A refugee travel document has its own eligibility and fee
Service Public’s refugee guide, verified in July 2026, describes the separate travel document, TVR, requested through ANEF. For a recognised refugee, the biometric document is valid for five years and costs EUR45 in tax stamps. The guide lists identity photographs, a valid resident card, address evidence, proof of protection and the previous travel document for renewal; requirements for a child also address civil status and parental authority. These are application requirements, not just items for the collection appointment.
Use that guide to prepare the travel-document application and inspect the countries excluded on the issued document. Its refugee-specific fee should not be assumed to cover every stateless or subsidiary-protection case. Guadeloupe’s collection protocol also requires the child to attend when a travel document concerns a child. Do not purchase tickets on the assumption that a residence card alone performs the same function as a travel document or that a ready-document message establishes admission to every destination.
Pay through the official stamp route and retain original evidence
The local protocol rules out cash payment at GUDA. Service Public’s tax-stamp guide explains purchasing electronic immigration stamps online or from an equipped tobacconist, and distinguishes them from penalty stamps. The electronic proof can be a PDF with a scannable code or an SMS identifier. Use the official stamp guide and the amount requested for the particular document; the collection protocol is not a universal fee schedule.
Ofpra separately changed original-document handling from 1 March 2026, including overseas interviews: applicants supply copies with forms and bring originals for checking at interview, after which they are returned. Its notice warns that protected people remain prohibited from using their national passport and returning to their country of origin. Retaining an original therefore does not create permission to use it for such travel. Keep document collection, asylum evidence and overseas-travel preparation distinct.
